This paper proposes an empirically grounded framework for examining the preparedness and recovery phases of disaster management activities and processes pertaining to predictable disasters within a developed country. The two‐stage framework provides a single model composed of important preparedness and recovery initiatives, as well as activities and processes derived from empirical data collected for case studies from Australia: the ‘Black Saturday’ bushfires in the state of Victoria in February 2009; and Cyclone Larry in March 2006. The framework enables a variety of analyses, including the generation of insights into disaster management preparedness and recovery in the context of events in wealthy developed countries. The paper combines two empirical examples, a series of bushfires and a severe tropical cyclone, to enhance understanding of, and to contribute to better, disaster preparedness and recovery in the future. The paper contributes to the growing literature on disasters, preparedness, recovery and associated logistics, and other issues.  相似文献

This study, carried out among 251 small-scale firm owners by means of a cross-sectional survey, attempted to identify the factors affecting business recovery from disaster in a flood-prone area of Bangladesh. We selected the participants by using a convenience sampling technique, taking into consideration the characteristics of the firms, and the various enabling- and disaster-impact factors needed to identify those factors significant to business recovery from natural disaster. Results demonstrated that more than three-quarters (87.3%) of owners recovered their firms after disaster. Multivariate logistic regression analyses revealed that a total of six variables had a significant impact on business recovery: two variables pertaining to the firms’ characteristics, namely, retail firms (OR?=?0.147, P?<?0.05) and the number of employees >4 (OR?=?0.094, P?<?0.01); two variables pertaining to enabling factors, namely, receiving loans (OR?=?0.232, P?<?0.01) and the perception of recovery (OR?=?16.178, P?<?0.01); and two variables pertaining to disaster-impact factors, namely, an income loss amounting to >BDT 2000 (OR?=?7.395, P?<?0.05) and permanent or temporary relocation of the market (OR?=?9.252, P?<?0.001). Results further demonstrated that almost equally half of the owners recovered their firms immediately or within 7 days after disaster (50.9%); the remaining 49.1% took longer. Multivariate analyses, on the other hand, significantly identified three characteristics, namely, 6–10 years of business operation (OR?=?0.267, P?<?0.01), 2–4 employees (OR?=?0.1.822, P?<?0.01), and a monthly income of BDT 5001–7500 (OR?=?4.167, P?<?0.01); two enabling factors, namely, institutional education (OR?=?0.400, P?<?0.05) and awareness of disaster assistance (OR?=?0.607, P?<?0.05); and two disaster-impact factors, namely, loss of human resources (OR?=?6.293, P?<?0.05) and interrupted supply of raw materials (OR?=?4.741, P?<?0.05). Contemporary responses to facilitate long‐term recovery from large‐scale natural disasters juxtapose between those of humanitarian agencies and governments and those of the affected community. The extent to which these mechanisms articulate is crucial to the recovery propensity of the affected communities. This research examines such action by exploring the relationship between the scale of post‐disaster response interventions, the extent of community participation in them, and their impact on community recovery, using a community wealth capital framework. The investigation was applied to a study of the longer‐term community recovery of the island of Vilufushi, Republic of Maldives, which was almost completely destroyed by the Indian Ocean tsunami of 26 December 2004. Data were analysed through the employment of a pattern match technique and a holistic recovery network analysis. The research framework, informed by the case‐study results, other long‐term recovery evaluations, and existing resilience theory, is reconfigured as a testable roadmap for future post‐disaster interventions.  相似文献

A major flood in 1997 forced the evacuation of Grand Forks, North Dakota and caused damage of USD 1 billion. Despite this recent disaster there is only marginal evidence of an increase in disaster recovery planning by businesses that experienced the flood. This finding is consistent with the results of other business-related disaster research. Statistical tests of survey results from 2003 indicate that there is a significantly higher rate of disaster recovery planning in businesses started since the 1997 flood than in businesses started before the flood and still in business. Such an outcome indicates a need for public policy actions emphasizing the importance of disaster planning. Improved disaster planning is an aid to business recovery and the results demonstrate the need for more widespread efforts to improve disaster recovery planning on the part of smaller businesses, even in areas that have recently experienced disasters.  相似文献

The idea of pre-impact recovery planning has recently been promoted by researchers and practitioners, but very little research has been done to evaluate its effects on disaster recovery. This study compared two jurisdictions — the city of Los Angeles, California and Taichung county in Taiwan — in their recovery from earthquakes. Although the two cases also differ with respect to variables other than the presence of pre-impact recovery plans, the available data suggest that having a pre-impact recovery plan facilitates housing reconstruction and allows local officials to make more effective use of the window of opportunity after disaster to integrate hazard mitigation into the recovery process.  相似文献

Earthquake recovery of historic buildings: exploring cost and time needs   总被引:3,自引:0,他引:3  
Disaster recovery of historic buildings has rarely been investigated even though the available literature indicates that they face special challenges. This study examines buildings' recovery time and cost to determine whether their functions (that is, their use) and their status (historic or non-historic) affect these outcomes. The study uses data from the city of San Francisco after the 1989 Loma Prieta earthquake to examine the recovery of historic buildings owned by public agencies and non-governmental organisations. The results show that recovery cost is affected by damage level, construction type and historic status, whereas recovery time is affected by the same variables and also by building function. The study points to the importance of pre-incident recovery planning, especially for building functions that have shown delayed recovery. Also, the study calls attention to the importance of further investigations into the challenges facing historic building recovery.  相似文献

This study performed a comparative analysis of changes in the operating status of initial surviving disaster‐stricken businesses and non‐disaster‐stricken businesses in Lushan County, China, after a devastating earthquake on 20 April 2013. It used a logistic regression model to explore the key factors associated with ‘post‐disaster continued business operation’ in the long term. Field data were collected from 1,078 businesses and questionnaire data from 263 small businesses between 2013 and 2017. The results indicate that a higher proportion of initial surviving disaster‐stricken businesses than non‐disaster‐stricken businesses managed to remain operational in each observation period. The continued operation of disaster‐stricken businesses after the earthquake was positively associated with the owner's age, previous disaster experience, pre‐disaster financial conditions, closure duration, and borrowing money from family or friends. A negative association was found with the size of the business. The findings serve as a vital reference for strategies to promote post‐disaster continued business operation.  相似文献

Pakistan suffered large‐scale flooding in summer 2010 that caused damage amounting to approximately USD 43 billion, claimed the lives of at least 1,700 people, and negatively affected some 20 million others. Observers have debated the degree to which social capital plays a role in recovery after a catastrophe of this magnitude. Using new survey data on 450 residents impacted by the disaster, this study found that, controlling for various confounding factors, the social capital levels of victims serve as robust correlates of life recovery. Other important variables connected with recovery include education and income, family size, occupation, material damage suffered, stability of home, and trauma experience. The findings point to a number of relevant policy recommendations, most notably that during and following major shocks, disaster managers should work to keep the social networks of victims intact so that they can benefit from interaction with family, friends, and neighbours.  相似文献

This paper focuses on the role of the formal response community's use of social media and crowdsourcing for emergency managers (EMs) in disaster planning, response and recovery in the United States. In‐depth qualitative interviews with EMs on the Eastern seaboard at the local, state and federal level demonstrate that emergency management tools are in a state of transition—from formal, internally regulated tools for crisis response to an incorporation of new social media and crowdsourcing tools. The first set of findings provides insight into why many EMs are not using social media, and describes their concerns that result in fear, uncertainty and doubt. Second, this research demonstrates how internal functioning and staffing issues within these agencies present challenges. This research seeks to examine the dynamics of this transition and offer lessons for how to improve its outcomes—critical to millions of people across the United States.  相似文献

This paper provides a framework for assessing empirical patterns of urban disaster recovery through the use of statistical indicators. Such a framework is needed to develop systematic knowledge on how cities recover from disasters. The proposed framework addresses such issues as defining recovery, filtering out exogenous influences unrelated to the disaster, and making comparisons across disparate areas or events. It is applied to document how Kobe City, Japan, recovered from the catastrophic 1995 earthquake. Findings indicate that while aggregate population regained pre‐disaster levels in ten years, population had shifted away from the older urban core. Economic recovery was characterised by a three to four year temporary boost in reconstruction activities, followed by settlement at a level some ten per cent below pre‐disaster levels. Other long‐term effects included substantial losses of port activity and sectoral shifts toward services and large businesses. These patterns of change and disparity generally accelerated pre‐disaster trends.  相似文献

The United Kingdom uses the Defence Lines of Development (DLOD) framework to analyse and understand the key components and costs of a military capability. Rooted in the Resource Based View (RBV) of a firm, an adapted DLOD approach is employed to explore, analyse and discuss the preparedness, planning and response strategies of two markedly different countries (Australia and Bangladesh) when faced with a major cyclone event of a comparable size. Given the numerous similarities in the challenges facing military forces in a complex emergency and humanitarian agencies in a natural disaster, the paper demonstrates the applicability of the DLOD framework as an analysis and planning tool in the cyclone preparedness planning and response phases, and more broadly within the disaster management area. In addition, the paper highlights the benefit to disaster managers, policymakers and researchers of exploiting comparative cross-learning opportunities from disaster events, drawn from different sectors and countries.  相似文献

Hazard vulnerability analysis (HVA) is used to risk‐stratify potential threats, measure the probability of those threats, and guide disaster preparedness. The primary objective of this project was to analyse the level of disaster preparedness in public hospitals in the Emirate of Abu Dhabi, utilising the HVA tool in collaboration with the Disaster Medicine Section at Harvard Medical School. The secondary objective was to review each facility's disaster plan and make recommendations based on the HVA findings. Based on the review, this article makes eight observations, including on the need for more accurate data; better hazard assessment capabilities; enhanced decontamination capacities; and the development of hospital‐specific emergency management programmes, a hospital incident command system, and a centralised, dedicated regional disaster coordination centre. With this project, HVAs were conducted successfully for the first time in health care facilities in Abu Dhabi. This study thus serves as another successful example of multidisciplinary emergency preparedness processes.  相似文献

Insurance is widely acknowledged to be an important component of an organisation's disaster preparedness and resilience. Yet, little analysis exists of how well current commercial insurance policies and practices support organisational recovery in the wake of a major disaster. This exploratory qualitative research, supported by some quantitative survey data, evaluated the efficacy of commercial insurance following the sequence of earthquakes in Canterbury, New Zealand, in 2010 and 2011. The study found that, generally, the commercial insurance sector performed adequately, given the complexity of the events. However, there are a number of ways in which insurers could improve their operations to increase the efficacy of commercial insurance cover and to assist organisational recovery following a disaster. The most notable of these are: (i) better wording of policies; (ii) the availability of sector‐specific policies; (iii) the enhancement of claims assessment systems; and (iv) risk‐based policy pricing to incentivise risk reduction measures.  相似文献

The role of the paired assistance policy (PAP) in facilitating recovery after the Wenchuan earthquake in China on 12 May 2008 is best analysed from a network perspective. This paper makes five assumptions to explore the relationship, and then draws on three additional cases to examine them. The key findings support all five assumptions. First, the interactions of authority compliance initiated the PAP, and second, the interactions of resource input significantly contributed to rapid reconstruction following the earthquake. Third, the interactions of knowledge transfer supported social system recovery, and fourth, the interactions of benefit reciprocity laid the foundation for sustainable recovery. Fifth, by contrast, the interactions of performance comparison caused suboptimal overfunding of particular public infrastructure projects and reduced local self‐reliance to some extent. Finally, suggestions are made to improve the policy implications of extending the use of the PAP in other administrative contexts. The PAP could become an even more important policy device in the future.  相似文献

This study focuses on coastal counties in Texas, United States, affected by Hurricane Harvey in 2017 to gauge the influence of individual and contextual characteristics on people's ability to return to normalcy in the short term. Data from a survey conducted by the Kaiser Family Foundation and the Episcopal Health Foundation between October and November 2017 were utilised in the analysis. The paper observes, based on the results of an ordered logistic regression, and contrary to previous work, that age, gender, levels of poverty, and social capital are not significant predictors of a return to normalcy. However, indicators such as whether a person evacuated, if he/she identified as Hispanic/Latino, the extent of damage sustained to one's home, and if one's automobile was damaged or destroyed are shown to affect recovery. A discussion of the potential reasons for these findings is provided as a means of informing future research on disaster recovery.  相似文献

Despite global policies advocating risk reduction and community level recovery, post-disaster implementations usually focus on households, but fail to focus on businesses in spatial terms. Due to the lack of appropriate policy and tools, businesses often make their own location choices as part of their recovery strategy. In view of this, this study aims to establish the factors affecting the location choices of businesses challenged by disasters in the absence of any specific spatial strategies designed for them. In order to determine these factors, empirical research was conducted in Adapazari, Turkey on 232 firms selected as a result of a stratified random sampling procedure. According to the analysis of the results, the most notable impacts on business location choices after a disaster shock are associated with occupancy status, education level, and extent of damage. In line with these findings, the impacts of business location choices are discussed to highlight the role of businesses in spatial decisions.  相似文献

Sustainable redevelopment following disasters has been a main policy objective of post-disaster recovery efforts over the past few decades. Yet, nine years after the 1999 Marmara earthquake in Turkey, the redevelopment of risky housing areas is still a point of debate on the urban planning and disaster mitigation agenda. However, planning studies on mildly and moderately damaged areas located in the centre of Istanbul are ongoing. This article presents the evidence of a pilot project undertaken by Zeytinburnu Municipality, Istanbul, four years after the Marmara earthquake. 2 The aim is to generate a debate on the preconditions required for a sustainable urban regeneration approach in the post-disaster recovery phase. The results of the pilot project underline the importance of capacity building in sustaining social capital, strengthening the legal framework, restructuring planning regulations, and managing the housing redevelopment process by taking advantage of a window of opportunity afforded by the disaster recovery period.  相似文献

This study investigates predictors of local participation in recovery projects and programmes following Hurricane Katrina in the United States in 2005 and the earthquake in Haiti in 2010. Using two sets of survey data, it examines whether disaster impacts and social capital (social trust and civic engagement) are associated with disaster recovery participation and compares predictors of such engagement in the two locations. Multivariate logistic regression results reveal that physical injuries, limited community mobility, and government trust increase recovery participation in Haiti (n=278), whereas emotional distress and homeownership decrease it. On the Gulf Coast of the US (n=259), physical injuries and higher civic engagement augment recovery participation, while homeownership and age reduce it. The confounding factors of national contexts and post‐disaster time frames might explain the differences in the results. The discussion addresses the relation between country‐specific vulnerability and recovery participation and suggests implications for policy and practice to improve local citizens’ capabilities to participate in sustainable recovery processes.  相似文献

Diasporas and diaspora non‐governmental organisations (NGOs) are increasingly important as resource lifelines to their home countries, yet the resources that they mobilise, the types of challenges that they face, and their coping mechanisms are not well explored or understood in the context of disaster recovery. To fill this knowledge gap, this study employed an inductive qualitative methodological approach, using interviews to comprehend the role played by Haitian diaspora NGOs after the catastrophic earthquake in 2010. It found that resources take four common forms: event fundraisers; financial and material donations from supporters; remittances; and volunteer labour. Challenges include an overreliance on diaspora donors, competition among NGOs, and what is perceived as inequitable funding practices towards diaspora NGOs. The findings provide insights centred on better coordination among diaspora NGOs, as well as between diaspora NGOs and other local and international NGOs and local governments and international institutions, to ensure more efficient delivery of services to survivors.  相似文献

This paper examines the impact of Hurricane Rita on one of the many universities along the Gulf Coast of the United States: Lamar University in Beaumont, Texas. Hurricane Rita, which made landfall between Sabine Pass, Texas, and Johnson's Bayou, Louisiana, on 24 September 2005, is the fourth strongest Atlantic Ocean hurricane on record and the most intense tropical cyclone ever observed in the Gulf of Mexico. This paper assesses the tasks that confronted the administration, faculty, and students of Lamar University in the days and weeks after the event. It concludes that the one factor that will influence more than any other the degree of success after any disaster is whether all levels of the administrative command institutionalise, endorse, promote, and encourage the adopted recovery plan. The research seeks to share valuable insights on the vulnerabilities that academic institutions face during natural disasters and to highlight some of the many lessons learned.  相似文献
