Saudi Arabia has experienced frequent occurrences of biological disasters due to a wide range of generator factors, including natural disasters and epidemics. A national survey (n=1,164) was conducted across 13 regions of Saudi Arabia to examine public perceptions to the risk of a biological disaster. The primary results reveal: (a) a degree of knowledge about biological threats such as SARS and H5N1 flu, despite the lack of individual experience with disasters; (b) age, gender, education and faith are positively related to the perception of biological risk; and (c) a number of important community resilience factors exist, including faith, education and willingness. This study concludes that the development of adapted resilience strategies in disaster management can be achieved through public education and training involving cooperation with official organisations and religious authorities in the country to increase public awareness, knowledge and skills in mitigating biological threats.  相似文献

This study examines people's immediate responses to earthquakes in Christchurch, New Zealand, and Hitachi, Japan. Data collected from 257 respondents in Christchurch and 332 respondents in Hitachi revealed notable similarities between the two cities in people's emotional reactions, risk perceptions, and immediate protective actions during the events. Respondents' physical, household, and social contexts were quite similar, but Hitachi residents reported somewhat higher levels of emotional reaction and risk perception than did Christchurch residents. Contrary to the recommendations of emergency officials, the most frequent response of residents in both cities was to freeze. Christchurch residents were more likely than Hitachi residents to drop to the ground and take cover, whereas Hitachi residents were more likely than Christchurch residents to evacuate immediately the building in which they were situated. There were relatively small correlations between immediate behavioural responses and demographic characteristics, earthquake experience, and physical, social, or household context.  相似文献

Previous research indicates that people's perception of risk from a particular hazard positively influences their adoption of effective mitigation strategies and responses. This research investigates the risk perceptions of people living downstream from Tsho Rolpa Glacial Lake of Nepal. Field surveys revealed that people living beneath the Tsho Rolpa glacial lake possess a low risk perception despite the probability of a glacial lake outburst at their location. Further investigation reveals that many individuals have made no adjustments in response to the potential disaster. The low risk perception on the part of the riverine population is chiefly attributed to the cry-wolf effect of the 1997 evacuation that followed an inaccurate prediction of a Tsho Rolpa outburst. Previous remediation structures were kept in place, but appear to have created a false sense of security among those at risk. This overconfidence in the rudimentary efforts employed thus far is illustrated by the fact that many residents have moved their infrastructure even closer to the river channel in recent years. Partial mitigation efforts have muted people's perceptions of the environmental risk and have therefore increased the vulnerability of the communities to a probable outburst flood.  相似文献

Households in hurricane-prone regions respond to hurricane threat in numerous ways. Perceptions about their risk and other factors are thought to influence individuals’ decisions to take protective actions for hurricanes. This research investigates the perceptions, behavioral intentions, and actual protective actions of a sample of residents in Miami-Dade County, Florida. We use unique data collected via a telephone survey to investigate a set of factors including risk perception, perceived local government readiness for a hurricane, past hurricane experience, hazard information exposure, and demographics, which have been posited to influence perceived hurricane preparedness, intent to evacuate under hurricane threat, and actual hurricane preparedness. The analytic results show that risk perception was positively associated with perceived preparedness, intent to evacuate, and one of the actual preparedness measures. Perceived local government readiness for a hurricane also was positively related to perceived preparedness and an actual protective measure. The results for other factors, including socio-demographics, varied by dependent variable. Following a report of the results, we discuss the research and policy implications of our findings.  相似文献

Environmental perceptions are central to individuals’ behavioural interactions with the environment. Cognitive maps, portraying a spatial representation of an individual’s environmental perception, can be aggregated to gain insight into the collective environmental perception of groups and populations. This paper uses cognitive mapping techniques to examine one aspect of environmental perception, flood risk perception, within a residential population (n?=?305). Flood risk perception was examined for the whole sample and six subgroup pairs. Using subgroups allowed examination of how factors previously shown to influence flood risk perception influence the cognitive map production in this population. We use a novel technique (slope analysis) to examine how the population’s perception of flood risk compares with expert assessments of flood risk, and compare the results of this novel technique with a commonly used cognitive map analysis technique (majority threshold method). Both methods identify areas where there is consensus within the population as to which areas are at risk of flooding. However, slope analysis usefully identifies areas where the population’s perception of flood risk lacks consensus, and is at odds with expert assessments of flood risk, without the loss of information inherent in the majority threshold method. Thus, this technique provides a novel approach to studies of environmental perception that can be widely applied within many fields.  相似文献

This paper reviews the relationships between risk perception and structural measures in an Australian context in three respects: (i) opinions about authorities’ ability to mitigate flood risks; (ii) the role of flood experience in shaping views on risk; and (iii) perspectives on the ways in which structural measures shape decision‐making pertaining to protective action. The main finding of this analysis is that the study participants do not suffer from the ‘levee paradox'. Most take precautionary steps to guard against residual flood risk. Such actions, however, do not mean that there is a lack of trust in structural measures to reduce significant flood risk. The majority of the respondents agreed about the necessity of engineering structures to mitigate inherent flood risk. This support, though, does not extend to their management. Losses during major flooding in southeast Queensland, Australia, in 2010–11 were attributed primarily by residents to operational decisions concerning dam water releases.  相似文献

Using survey data from 280 farmers in Jianghan Plain, China, this paper establishes an evaluation index system for three dimensions of farmers' flood perceptions and then uses the entropy method to estimate their overall flood perception. Farmers' flood perceptions exhibit the following characteristics: (i) their flood‐occurrence, flood‐prevention, and overall flood perceptions gradually increase with age, whereas their flood‐effects perception gradually decreases; (ii) their flood‐occurrence and flood‐effects perceptions gradually increase with a higher level of education, whereas their flood‐prevention perception gradually decreases and their overall flood perception shows nonlinear change; (iii) flood‐occurrence, flood‐effects, and overall flood perceptions are higher among farmers who serve in public offices than among those who do not do so; (iv) the flood‐occurrence, flood‐effects, and overall flood perceptions of farmers who work off‐farm are higher than those of farmers who work solely on‐farm, contrary to the flood‐prevention perception; and (v) the flood‐effects and flood‐prevention perceptions of male farmers are lower than those of female farmers, but the flood‐occurrence and overall flood perceptions of male farmers are higher than those of female farmers.  相似文献

The influence of human–animal relationships upon owners' perceptions and behaviours can lead to situations that place owners and animals at risk of harm. Pet ownership particularly is considered a risk factor for unsafe responses to natural hazards, though conversely, it can also be viewed as a protective factor that motivates disaster preparedness. However, each relationship should not be treated equivalently, as characteristics considered most meaningful within them differ across various types of pet–owner relationship and along multiple dimensions. A one-size-fits-all approach to applying the pets-as-protective-factor principle is then too broad in scope. This review outlines a novel psychographic profiling approach for archetypes of pet–owner relationship characteristics as a means of describing risk-preparedness foci and risk propensities within disaster contexts. Understanding those differences as detailed archetypes can help emergency services more effectively target pet owners through reframing disaster risk and preparedness communications in relation to prominent characteristics of relationship archetypes. We argue that this approach can improve the effectiveness of risk and preparedness communications by increasing pet owners' receptivity to, and cognitive involvement with, message content.  相似文献

Australian bushfire safety policy does not require mandatory evacuation from bushfire as practiced in North America and other jurisdictions. Australian householders confronted with a bushfire threat must decide whether they remain and defend their property or evacuate. A better understanding of factors that influence householders’ decisions to self-evacuate can inform bushfire safety policy. Studies have identified variables that motivate evacuation from various hazards, including wildfire, but factors shaping the decision processes are not well understood. The Protective Action Decision Model (PADM) provided a theoretical framework of factors influencing protective response to hazard to analyse the actions of householders affected by two bushfires. Three factors that predict self-evacuation were identified: the perception that evacuation is effective in protecting personal safety; the receipt of official warnings; and perceived threat to property. These findings reinforce the importance of increasing householder awareness and sensitivity to the danger posed by bushfire; the adequacy of people’s bushfire preparedness; the effectiveness of early evacuation in protecting personal safety; and the potential persuasiveness of accurate, relevant and timely official warning messages in influencing safe evacuation from bushfire.  相似文献

The aim of this paper is to assess the role of people's perception in disaster management. It is based on a study carried out along the slopes of Mount Elgon in Eastern Uganda. People living in the study area have experienced a number of landslides, but the landslide in 2010 had the most far‐reaching effects on community livelihoods and resulted in a major setback to development efforts in the area. Experiences of landslides have enabled the local people to develop a number of interpretations of the causes and effects of the phenomena. The study revealed that community members did not share uniform perceptions. Whereas some members advanced technical or physical explanations for the 2010 disaster, others believed that some form of divine power was behind it. Strengthening social networks and integrating communities' perceptions in intervention mechanisms were identified as possible ways of managing future landslide disasters.  相似文献

Earthquakes are separated from other hazards in meaning, significance, and risk perception throughout the Islamic World due to their specific focus in their own chapter or surah “al-Zalzala” (99th) in the Qur'an. Unlike earthquakes that are discussed in terms or the Judgment Day or as divine punishment or retribution against the disbelieving or hypocritical—other natural hazards like floods, tornadoes, and landslides are rarely discussed. An extensive survey of earthquake survivors and longtime residents was undertaken to better understand the perceptions of seismic risk in Agadir, Morocco where two moderate earthquakes razed the city in 1960 leaving 15,000 dead and 25,000 injured. Most of the deaths were attributed to faulty construction (along with standards and enforcement), inaddition to poor evacuation plans.

During the summer of 2002, more than 250 earthquake survivors and residents were surveyed and interviewed for their knowledge and perception of the disaster forty years before. Surveys were conducted in Arabic, French and English and included questions and Likertscaled responses including extensive interviews in the hopes of obtaining ideas of their potential quake recurrence, seismology, current construction standard policies, and local and regional planning strategies. In addition, reviews the Qur'an, Hadith and classical and contemporary tafasir texts were used to investigate the guiding passages used in Islamic discussions of “al-Zalzala”.

It was found that younger persons (<25yo) were more likely to believed that brick, mortar and cement structures were always safer and stronger during and after a tremor, regardless as to whether they are iron-reinforced or sub-standard (and hazardous) stone or brick infilled. After the 1960 disaster, speedy recovery efforts often undermined concrete construction and reinforcement techniques since such ‘rebar’ was relatively unavailable. Even today, inferior and seismically unstable construction practices are widely used.

It was found that television-watchers considered themselves less knowledgeable about earthquakes, when in fact many aspects of the1960 event and earthquakes in general, were more widely understood by this group, supporting the notion that the medium of televisionis the most widely used, efficient, and fastest mass communication and education tool.

Less-educated respondents in general tended to attribute earthquakes to divine action and retribution. All questions, however, concerning the possibility of quake recurrence frequency or magnitude caused an overwhelming refusal to answer, or with the reply of ‘Allahu a'lam’ or “God is wisest”—implying or directly stating that any attempt at earthquake forecasting, quake-related construction, advanced architectural standards for seismic safety, and/or related education was ‘haram’ or prohibited by Islam.

Further discussions with participants in Agadir indicated that any guess, awareness or prediction was in fact, fortune-telling and therefore an act forbidden by the Qur'an and Hadith.

Finally, the less educated were more likely to say that Allah protected those who were devout and considered scientific assessment as futile, forecasting as forbidden, or new construction technologies as a waste since only the ‘kafir’ (non-Muslim) or ‘munafiq’ (hypocrite) were at risk to death or injury from an earthquake. These conclusions are important toward gaining an insight of perception and risky behavior in a questionably constructed city with now more than 600,000 people 40 years later, and in a region laced by active faulting.  相似文献

Droughts occur as a natural feature of many climates. Several southern areas of the UK experienced water stress during 2004–2006 because of low water availability and high water demand. Climate change scenarios suggest that drought frequency could increase here in the future. This will increase the competition for water across all sectors. Understanding people's perceptions of drought and climate change is likely to be an important factor for sustainable water management by pointing to barriers to behavioural change. A mixed methodology study using questionnaires and focus groups was conducted in the Anglian and southern regions of the UK to explore public perceptions of drought and climate change. Respondents attributed the 2004–2006 regional drought to lower than average rainfall. Water-intensive lifestyles, a growth in population, increasing housing developments, leaking pipes and the privatization of water companies were also implicated. The majority of respondents claimed to change their behaviour to conserve water during 2006. Regarding the future, and under a number of different scenarios, people were more inclined to accept restrictions than agree to pay more to ensure the supply of water. They were concerned about climate change and recognized that more frequent water shortages may be one of the impacts, but this concern did not necessarily translate into action. Barriers to engagement with climate change and water-efficient behaviour included a lack of accessible information, a lack of knowledge regarding the integration of environmental spheres, a lack of resources, and a perceived lack of institutional engagement. The barriers identified appear to pose a major challenge to successful adaptation to climate change.  相似文献

防洪工程作为人类抵御洪灾的首选手段,为人们提供了保障,但人们对其风险认知还存在一定的偏差。本文从公众层面入手,在我国历史上洪灾最严重的两大流域—长江流域和黄河流域,分别选取岳阳沿洞庭湖区和开封沿黄河地区为研究区,调查公众对当地防洪工程的信赖状况和水灾风险认知情况,回收有效样本831份。据此分析影响防洪工程信赖的因素和工程信赖对公众风险认知的影响。研究发现,公众对防洪工程的信赖度较高,区域趋同性明显;公众对工程信赖的程度,因居住地与风险源的距离、性别、年龄和家庭劳动力结构的不同而存在差异;同时,对防洪工程的过于信赖,会降低公众对洪灾的恐惧心理和警惕性,并使得公众产生消极和积极并存的应对灾害的行为倾向。洪灾多发地区应建立大型洪灾、巨灾的风险防范和洪水保险机制,完善我国的再保险制度;政府在高风险区的分区域管理过程中,应以大局为重;构建"文化自觉"的科学防灾文化观,正确引导公众认识到工程措施能力的限度,扭转在工程信赖基础上的风险认知偏差。  相似文献

The United Kingdom has experienced several exceptional summer flash floods in recent years and there is growing concern about the frequency of such events and the preparedness of the population. This paper uses a case study of the upper Ryedale flash flood (2005) and questionnaire and interview data to assess local perceptions of upland flash flooding. Experience of a major flash flood may not be associated with increased flood risk perception. Despite local residents’ awareness of a trend towards wetter summers and more frequent heavy rainfall, the poor maintenance of rivers was more frequently thought to be a more significant factor influencing local flood risk than climate change. Such findings have important implications for the potential success of contemporary national flood policies, which have put greater emphasis on public responsibility for responding to flooding. This study recommends, therefore, the use of fresh participatory approaches to redistribute and raise awareness of locally‐held flood knowledge.  相似文献

Projected increases in wildfire risk and impacts to human populations in the UK have prompted the installation of expanded management approaches such as early warning systems (EWSs). Newer iterations of wildfire EWSs help mitigate risk through rapid detection, often using high-resolution monitoring technology and instantaneous information collection. While existing research suggests that local social context plays an important role in the effective application of EWSs, little is known about factors that contribute to stakeholder support for these technocratic systems and their successful implementation in protected areas. This study examines support for an EWS in Northumberland National Park, UK, using focus groups with a broad range of local stakeholders. We found that diverse stakeholder understandings of wildfire, different perceptions of wildfire risk, and varied identification of values at risk collectively help explain mixed support for the EWS. Mixed support also was an outgrowth of distrust between several stakeholder groups, indicating a need for improved communication regarding wildfire risk management across stakeholder groups. Results suggest that EWSs adopted in multi-use protected areas shared by a range of stakeholder are most likely to be successful when stakeholders have shared understandings of the hazard and opportunities for collective planning to address its risks. We conclude that EWSs are a viable approach to wildfire risk reduction, but there needs to be a critical consideration of pre-existing stakeholder dynamics for effective EWS implementation.  相似文献

公众风险感知状况可以反映出社会发展变化对人们心理状况造成的影响以及人们的反应.采用比较分析法,确立了风险感知研究指标体系,通过问卷调查方式,分析了高校学生由于个体差异特征而形成的风险感知能力的强弱差异,得出了以下结论:在风险信息的传播方面,学校教育的影响远远落后于各类媒体;从性别差异看,女生的风险感知强于男生;从学科差异看,文科学生的风险感知强于理科学生;从年级差异看,低年级学生的风险感知强于高年级学生;从生源地差异看,城市学生的风险感知强于县镇学生.对个体特征与风险感知指数进行相关性分析,结果显示,学科差异与风险感知的相关性最为显著,其后依次为年级、性别和生源地,其中年级差异与风险感知呈明显的负相关性.  相似文献

Flash floods are characterized by their suddenness, fast and violent movement, rarity, small scale but high level of damage. They are particularly difficult to forecast accurately and there is little lead time for warning. This makes motorists especially vulnerable. Assuming that these flash flood hazard specificities may be the significant factors leading to difficulties for drivers to perceive danger, we used cognitive mapping combined with GIS data processing to assess motorists' flash flood risk perception on their daily itineraries. The analysis of 200 mental maps collected allows planners to have maps highlighting dangerous areas where risk perception is weak and to identify reasons for this.  相似文献

People tolerate different levels of risk owing to a variety of hazards. Previous research shows that the psychometric properties of hazards predict people's tolerance of them. However, this work has not taken into account events such as earthquakes. The present study tested how earthquakes score vis‐à‐vis risk properties and risk tolerance as compared to five other familiar hazards. Participants from Wellington, New Zealand (N=139) rated these six hazards using measures of risk characteristics and risk tolerance. Participants demonstrated different levels of risk tolerance for the different hazards and viewed earthquakes as having similar risk features to nuclear power. They also preferred different risk mitigation strategies for earthquakes (more government funding) to the other five hazards (stronger legislation). In addition, earthquake risk tolerance was predicted by different risk characteristics than the other five hazards. These findings will help risk communicators in identifying which risk characteristics to target to influence citizens' risk tolerance.  相似文献
