Social capital discourse occupies an important place in disaster studies. Scholars have adopted various inflections of social capital to explain how those with greater amounts of this crucial resource are generally more resilient to disasters and experience speedier recovery. Disaster scholars have also discovered that people typically display altruistic tendencies in the wake of disasters and develop novel networks of mutual support, known as ‘communitas’, which is also seen to build resilience and boost recovery. In this paper, we use the work of Pierre Bourdieu to synthesise these literatures, conceptualising communitas as ‘disaster social capital’. We offer a fleshed-out definition of disaster social capital to distinguish it from regular social capital and discuss the barriers to, and the enablers of, its formation. While primarily a conceptual discussion, we believe that it has practical and policy value for disaster scholars and practitioners interested in inclusive disaster risk reduction as well as full and just recoveries.  相似文献

This paper explores how social networks and bonds within and across organisations shape disaster operations and strategies. Local government disaster training exercises serve as a window through which to view these relations, and ‘social capital’ is used as an analytic for making sense of the human relations at the core of disaster management operations. These elements help to expose and substantiate the often intangible relations that compose the culture that exists, and that is shaped by preparations for disasters. The study reveals how this social capital has been generated through personal interactions, which are shared among disaster managers across different organisations and across ‘levels’ within those organisations. Recognition of these ‘group resources’ has significant implications for disaster management in which conducive social relations have become paramount. The paper concludes that socio‐cultural relations, as well as a people‐centred approach to preparations, appear to be effective means of readying for, and ultimately responding to, disasters.  相似文献

Chile has a long‐standing history of natural disasters and, in particular, earthquakes. The latest big earthquake hit Chile on 27 February 2010 with a magnitude of 8.8 on the Richter scale. As an event that had a profound impact on significant portions of the population, the earthquake could theoretically have served to build trust by promoting new trust networks through the enhancement of distant family ties and the interaction between affected neighbours. This study offers an empirical analysis of this theory in the Chilean case. It finds that if initial social capital is very low (thus allowing for post‐disaster looting and violence), then the impact of the trust‐increasing effect is smaller. It also shows that the effect of the disaster was not transitory, but that it persisted and actually increased over time.  相似文献

A lack of trust in the information exchanged via social media may significantly hinder decisionmaking by community members and emergency services during disasters. The need for timely information at such times, though, challenges traditional ways of establishing trust. This paper, building on a multi‐year research project that combined social media data analysis and participant observation within an emergency management organisation and in‐depth engagement with stakeholders across the sector, pinpoints and examines assumptions governing trust and trusting relationships in social media disaster management. It assesses three models for using social media in disaster management—information gathering, quasi‐journalistic verification, and crowdsourcing—in relation to the guardianship of trust to highlight the verification process for content and source and to identify the role of power and responsibilities. The conclusions contain important implications for emergency management organisations seeking to enhance their mechanisms for incorporating user‐generated information from social media sources in their disaster response efforts.  相似文献

Disasters can have severe and long‐lasting consequences for individuals and communities. While scholarly evidence indicates that access to social support can ameliorate their negative impacts, less understood is whether or not neighbourhood social capital can facilitate recovery. This study uses two waves of survey data—collected before and after a significant flood in Brisbane, Australia, in 2011—to examine the relationship between the severity of the event at the individual and neighbourhood level, access to neighbourhood social capital and individual‐level social support, and functioning in the post‐disaster environment. In line with previous research, the results indicate that the severity of the flood is the most salient predictor of post‐disaster functioning. No evidence was unearthed to show that neighbourhood social capital amassed before the flood leads to better functioning subsequently, but the findings do suggest that individual‐level social support can moderate the effect of flood severity on functioning.  相似文献

This study aimed to assess the multi‐level effects of natural hazards on trust in Chinese society. Drawing on the Chinese General Social Survey conducted in 2012 and provincial disaster damage records, it examined the association between individuals’ past experiences of disasters and province‐level damage (measured by the number of affected people, deaths, and economic loss) and various forms of trust: in‐group; out‐group; generalised; and political. The findings indicate that Chinese individuals with experience of disasters have higher levels of out‐group trust but lower levels of political trust. Similarly, at the province level, damage owing to disasters over the past three years (2009–11) positively impacted on residents’ out‐group trust while negatively affecting their political trust. However, when provincial damage was aggregated for disasters over the past five years (2007–11), which included the devastating Sichuan earthquake on 12 May 2008, only total deaths had a positive effect on generalised trust.  相似文献

This paper examines the extent to which economic development decreases a country's risk of experiencing climate‐related disasters as well as the societal impacts of those events. The paper proceeds from the underlying assumption that disasters are not inherently natural, but arise from the intersection of naturally‐occurring hazards within fragile environments. It uses data from the International Disaster Database (EM‐DAT), 1 representing country‐year‐level observations over the period 1980–2007. The study finds that low‐income countries are significantly more at risk of climate‐related disasters, even after controlling for exposure to climate hazards and other factors that may confound disaster reporting. Following the occurrence of a disaster, higher income generally diminishes a country's social vulnerability to such happenings, resulting in lower levels of mortality and morbidity. This implies that continued economic development may be a powerful tool for lessening social vulnerability to climate change.  相似文献

This paper examines some of the social processes associated with disaster conditions. Utilising an asset‐based perspective of community capacity, it focuses on four types of normative systems to interpret the ability of communities to manage disasters through market‐, bureaucratic‐, associative‐, and communal‐based norms. Drawing on experience of a wildfire in the Crowsnest Pass region of southwest Alberta, Canada, in 2003, the tensions and compatibilities among these normative systems are evaluated through interviews with 30 community leaders. The results confirm the contributions of all types of social capital to resiliency, the necessity for rapid use of place‐based knowledge, and the importance of communication among all types and levels of agents. In addition, they point to the value of identifying and managing potential conflicts among the normative systems as a means to maximising their contributions. The integration of local networks and groups into the more general disaster response minimised the impacts on health and property.  相似文献

A comprehensive review of online, official, and scientific literature was carried out in 2012–13 to develop a framework of disaster social media. This framework can be used to facilitate the creation of disaster social media tools, the formulation of disaster social media implementation processes, and the scientific study of disaster social media effects. Disaster social media users in the framework include communities, government, individuals, organisations, and media outlets. Fifteen distinct disaster social media uses were identified, ranging from preparing and receiving disaster preparedness information and warnings and signalling and detecting disasters prior to an event to (re)connecting community members following a disaster. The framework illustrates that a variety of entities may utilise and produce disaster social media content. Consequently, disaster social media use can be conceptualised as occurring at a number of levels, even within the same disaster. Suggestions are provided on how the proposed framework can inform future disaster social media development and research.  相似文献

Analyses of disaster resilience have focused increasingly on the role of social capital and online social networks in recovery. This study complements this field of work by investigating three key issues. First, it examines how a social messaging application, WeChat, helped individuals to access and to mobilise three types of social capital—bonding, bridging, and linking—during Hurricane Harvey, a Category 4 storm that made landfall in Louisiana and Texas in the United States in August 2017, resulting in significant flooding and loss of life. Second, it pinpoints and assesses quantitatively how individuals' WeChat group usage and social capital influenced their post-disaster well-being. Third, it demonstrates how a minority and immigrant community in Houston, Texas, overcame the disadvantages commonly observed in other disaster research through the utilisation of social media. The findings of this study should aid governmental and community efforts to foster resilience in the face of natural and human-induced hazards.  相似文献

Information and communications technology (ICT), primarily mobile telephones and social media, is increasingly important in crisis and disaster response in developing countries. This fact raises an important question: in an information environment that includes traditional media such as radio and television, who are the people that trust information from ICT enough to act on it during a disaster? Drawing on a case study of and original survey data from the island nation of the Independent State of Samoa, this paper yields insights into who uses new technologies, particularly mobile telephones, to make decisions at the local level during crises such as natural disasters, as well as the socio‐political factors that motivate their behaviour. The results add to the growing pool of knowledge on utilisation of ICT and new technologies in developing countries for disaster response, and provide practical information on the social and political factors that lead people to trust different information sources and media.  相似文献

Despite the tremendous destruction wrought by catastrophes, social science holds few quantitative assessments of explanations for the rate of recovery. This article illuminates four factors-damage, population density, human capital, and economic capital-that are thought to explain the variation in the pace of population recovery following disaster; it also explores the popular but relatively untested factor of social capital. Using time-series, cross-sectional models and propensity score matching, it tests these approaches using new data from the rebuilding of 39 neighbourhoods in Tokyo after its 1923 earthquake. Social capital, more than earthquake damage, population density, human capital, or economic capital, best predicts population recovery in post-earthquake Tokyo. These findings suggest new approaches for research on social capital and disasters as well as public policy avenues for handling catastrophes.  相似文献

How do disasters shape local government legitimacy in relation to managing climate‐ and disaster‐related risks? This paper looks at how local authorities in Central Vietnam perceive their social contract for risk reduction, including the partial merging of responsibilities for disaster risk management with new plans for and investments in climate change adaptation and broader socioeconomic development. The findings indicate that extreme floods and storms constitute critical junctures that stimulate genuine institutional change. Local officials are proud of their strengthened role in disaster response and they are eager to boost investment in infrastructure. They have struggled to reinforce their legitimacy among their constituents, but given the shifting roles of the state, private sector, and civil society, and the undiminished emphasis on high‐risk development models, their responsibilities for responding to emerging climate change scenarios are increasingly nebulous. The past basis for legitimacy is no longer valid, but tomorrow's social contract is not yet defined.  相似文献

The deaths and destruction stemming from a disaster are traumatic enough to implicate victims' beliefs not only about disasters themselves but also about other social and political concerns. In particular, disasters are associated with the scapegoating of out‐groups, suggesting that even deep‐rooted moral concerns may shift, at least temporarily, after disasters. This study uses exposure to local natural disaster fatalities to examine moral judgements regarding gays1 in United States surveys from 1984–98. Survey respondents whose county has suffered a disaster feel appreciably more negatively towards gays, even though most of the disasters in this data set are relatively small and local. The increased antipathy towards gays dissipates within months, and is most marked among those who had, before the disaster, considered themselves more religious. These results raise the possibility that some groups, especially those already marginalised by society, may suffer in a backlash in the wake of a natural disaster.  相似文献

While much work has been invested in addressing the economic and technical basis of disaster preparedness, less effort has been directed towards understanding the cultural and social obstacles to and opportunities for disaster risk reduction. This paper presents local insights from five different national settings into the cultural and social contexts of disaster preparedness. In most cases, an early warning system was in place, but it failed to alert people to diverse environmental shocks. The research findings show that despite geographical and typological differences in these locations, the limitations of the systems were fairly similar. In Kenya, people received warnings, but from contradictory systems, whereas in the Philippines and on the island of Saipan, people did not understand the messages or take them seriously. In Bangladesh and Nepal, however, a deeper cultural and religious reasoning serves to explain disasters, and how to prevent them or find safety when they strike.  相似文献

The Indian Ocean tsunami of 2004 galvanized world attention like no other natural disaster before. Unprecedented amounts of aid were given and a record number of international aid agencies were involved in relief and recovery operations. Major reviews of the response to the disaster have suggested that the immediate relief effort was better than expected. However, weaknesses in the longer term recovery work were identified within months of the disaster and yet the same weaknesses were being confirmed four and five years later. Even though many studies have been published on the tsunami disaster there are still many lessons to be learnt, particularly in relation to social recovery as distinct from the restoration of destroyed or damaged infrastructure. This paper presents an overview of the findings of a study that was conducted over a period of four years across five different tsunami-affected local areas of Sri Lanka and southern India. The study focused on lessons to be learnt in relation to rebuilding community, restoring livelihoods, recreating an appropriate tourism industry and providing relevant housing and planned settlements for disaster survivors. The paper argues that ‘build back better’ is possible, but only if ‘asset replacement’ strategies are replaced by integrated physical and social planning to address local needs in culturally appropriate ways. Much of what the authors advocate may seem to be little more than ‘common sense’ and many of our findings echo those of many other post-tsunami evaluations. Yet patient and well-integrated approaches to disaster recovery are all too rare in a world that is experiencing so many natural disasters. Because the 2004 tsunami evoked an unprecedented global response it is important to ensure that the lessons of the recovery effort are clearly learnt and this paper aims to convert research findings into a clear strategy for long-term social recovery.  相似文献

This paper documents the culture‐specific understanding of social capital among Haitians and examines its benefits and downsides in post‐disaster shelter recovery following the 12 January 2010 earthquake. The case study of shelter recovery processes in three socioeconomically diverse communities (Pétion‐Ville, Delmas and Canapé Vert) in Port‐au‐Prince suggests that social capital plays dual roles in post‐disaster shelter recovery of the displaced population in Haiti. On the one hand, it provides enhanced access to shelter‐related resources for those with connections. On the other hand, it accentuates pre‐existing inequalities or creates new inequalities among displaced Haitians. In some cases, such inequalities lead to tensions between the have and have‐nots and instigate violence among the displaced.  相似文献

通过调查受灾民众及未受灾民众对台风等重大灾害性事件的风险认知及预警情况,比较两者的差异,为政府对重大灾害性事件建立预警管理模式提供依据。研究结果表明:①受灾民众和未受灾民众对重大灾害性事件的风险认知水平低,受灾民众对台风的风险认知明显高于未受灾民众(P<0.01);②两者对提升防灾意识的意愿强烈但对防灾资讯关心程度不够,且受灾民众明显更关心防灾资讯(P<0.01);③两者在通过某项预防措施可以避免灾害所造成的损失和撤离危险地区的问题上意见基本一致,但未受灾民众对政府辅助撤离更具有依赖性(P<0.01,P<0.05);④受灾民众比未受灾民众更相信科学家对灾害的预警能力(P<0.01),但均对目前的灾害预警系统满意度一般。  相似文献
