Summary In this article, the need for integrated curricula in environmental science/studies programmes is reviewed. The required competencies/outcomes for understanding and solution of environmental problems, the requirement for interdisciplinarity and incorporation of innovative skills/methods into environmental curricula, examples of ways to integrate curricula, teaching methodologies and their rationales, impacts of environmental programmes, and academic support for programmes, are also examined in this context.Dr John Lemons is Professor of Biology and Environmental Science, and Chairperson of the Department of Life Sciences at the University of New England. This paper reports on a nationwide survey of environmental farm plan programmes and plan characteristics, towards determining New Zealand's (NZ's) capability and eligibility for reporting on the Organisation for Economic Cooperation and Development's (OECD) environmental whole farm management plan agri-environmental indicator. Considerations regarding the validity of the indicator are discussed. Environmental farm planning in NZ is widespread, fragmented, and diverse. Nine of NZ's 16 regional authorities have environmental farm plan programmes involving 20 different types of environmental farm plans. Potentially half of NZ's total area of farmland is included, but this is reduced by limited and selective use of environmental farm plans as policy instruments. Three authorities are capable of readily reporting the number and coverage of their environmental farm plans; six would need to manually compile the information. Compliance monitoring is mostly informal, but necessary for checking the implementation of plan works and actions. Eligibility of NZ environmental farm plans cannot be determined until the OECD define acceptance standards. A contemporary definition of environmental farm plans is proposed, along with additional criteria necessary to ensure such plans are credible indicators of issue ownership, adoption of best management practice, and landscape changes intended to improve environmental quality.  相似文献

At any time, the condition of ecological infrastructure is related to the availability of funds to support operational management programmes. Environmental management outcomes are therefore often coupled to general economic conditions. When general economic conditions are favourable, investment in environmental management is often greater. This implies that environmental management frameworks need to be able to cope with the waxing and waning of economic conditions while still delivering acceptable environmental management and service delivery outcomes. At the onset of budget cuts, environmental managers therefore need effective ways of assessing the near and far future trade-offs of curtailing particular programmes in a defensible and internally consistent manner.

Operators of large civil infrastructure assets face the same problem. In response, the asset management community has developed the State of Good Repair approach. The objective of the preliminary consideration presented here was to determine whether this engineering management approach has any merit in environmental management.  相似文献

The issue of environmental protection and the need to establish the practice of environmental friendly programmes in national development consciousness are matters of paramount importance. While environmental consciousness in the developed world has witnessed over the past two decades generally effective mechanisms for pollution abatement, the situation in many third world nations is at best tepid.In Nigeria, the problem of environmental pollution has been of crisis proportions with the problem in some sectors possibly the worst in the world. In response, the government has put in place legislation and established agencies for environmental protection. A number of positive results have been achieved by the nation's main environmental watchdog, the Federal Environmental Protection Agency (FEPA). However, a lot still needs to be done, in terms of improving institutional capacity and adopting economic measures for the management of pollution problems.This paper, therefore, examines the major sources of Nigeria's environmental problems, discusses the weaknesses of existing legal and institutional arrangements and suggests strategies for a more effective pollution control management in Nigeria.  相似文献

Summary Here, the author examines the management implications of a previously developed model of environmental control. A short account of the model is given, and its implications for an integrated environmental strategy are discussed. The need for a UK, national centre for environmental management, research, education and training is identified. An analytical system for investigating monitoring effort derived from the model is illustrated in use, by reference to the UK Monitoring Networks for Smoke and Sulphur Dioxide. The use of the model in providing the underlying theory for a systems approach to environmental management is demonstrated. The paper concludes by examining the implications of the model for education and training with special reference to technologists and professionals. Appropriate types of environmental education for such groups are considered. A curriculum generator is presented. Trevor Harvey trained as a microbiologist and subsequently specialised in pollution control. He was course organiser of “Environmental Pollution, Monitoring and Control”, an international course which was sponsored by Unesco, UNEP and WHO. Summary The Dominican Republic and other Caribbean countries face serious challenges to their natural resource base. In recent years the government of the Dominican Republic has taken major steps toward the development and implementation of a comprehensive plan for national natural resources management. This plan is called Plan Sierra. An important component of this plan is the outline of actions for carrying out an environmental education programme within the country. This demonstrates a commitment to fulfill Recommendation No. 96 of the Stockholm Conference in a way that could become a model for other Latin American nations. Clinton L. Shepard is Assistant Professor in the Division of Environmental Education, School of Natural Resources, The Ohio State University. Dr Shepard holds a Bachelor of Science degree in Zoology from the University of Kentucky and graduate degrees from The Ohio State University in Natural Resources/Environmental Education and Education-Foundations and Research. He has worked as an interpreter and Environmental Education Coordinator for the State of Ohio Department of Natural Resources, a research associate for ERIC—Science, Math, and Environmental Education Clearinghouse, and College instructor in interpretive methods, environmental education methodology, resident outdoor programming, and natural resources development. He is also involved in international research and development, especially in the Caribbean Basin. Robert E. Roth is Chairman/Professor in the Division of Environmental Education, School of Natural Resources, The Ohio State University. Dr Roth received a Bachelor's degree in Wildlife Management, a Bachelor's degree in Secondary Science Education, a Master's degree in Conservation Education from The Ohio State University, and his Ph.D. in Environmental Education from The University of Wisconsin. he came to OSU in 1969 and since that time has designed and institutionalized the only academic unit in the US that offers both well developed undergraduate and graduate programmes in Environmental Communications, Education and Interpretation and has published over 40 works in the field. He has been instrumental in implementing a growing international environmental education research and development emphasis in the wider Caribbean, he continues as an Executive Editor of theJournal of Environmental Education.  相似文献

Environmental issues related to swine production are still a major concern for the general public and represent a key challenge for the swine industry. The environmental impact of higher livestock concentration is particularly significant where it coincides with weaker policy standards and poor manure management. Effective tools for environmental monitoring of the swine sewage management process become essential for verifying the environmental compatibility of farming facilities and for defining suitable policies aimed at increasing swine production sustainability. This research aims at the development and application of a model for a quick assessment of the environmental effectiveness of the pig farming sewage management process. In order to define the model, multicriteria techniques, and in particular, Saaty’s analytic hierarchy process, were used to develop an iterative process in which the various key factors influencing the process under investigation were analyzed. The model, named EASE (Environmental Assessment of Sewages management Effectiveness), was optimized and applied to the Lake Trasimeno basin (Umbria, Italy), an area of high natural, environmental and aesthetic value. In this context, inadequate disposal of pig sewage represents a potential source of very considerable pollution. The results have demonstrated how the multicriteria model can represent a very effective and adaptable tool also in those decision-making processes aimed at the sustainable management of livestock production.  相似文献

环境风险评价是油气处理终端环境影响评价工作的重要组成部分。根据HJ 169—2018《建设项目环境风险评价技术导则》的要求,文章对油气处理终端潜在的环境风险进行评估,进行了环境风险识别、风险事故情形分析,确定了油气终端环境风险管理的薄弱环节,选择原油储罐、液化石油气储罐全破裂和陆地混输管线全管径泄漏为最大可信事故。并针对性地提出了环境风险防范措施,提高工程设计安全系数,实现本质环保;构建地表水环境风险防控体系,完善事故水封堵系统;做好分区防渗措施,实现污染物源头控制等;为油气终端环境风险评估及风险防控提供了理论和技术支持。  相似文献

日本于2012年10月1日正式颁布了《环境教育等促进法》,此法由2003年颁布的《有关增进环保意愿以及推进环保教育的法律》修改而来,是一部充分调动各个社会主体协同合作,用环境教育开展环境保护工作的法律。通过分析该法多角度分层次的教育措施及特点,借鉴日本多年来环境教育推广经验,对我国加快环境教育立法进程,实现全民环境教育,增强全民节约意识、生态意识、环保意识,全力建设美丽中国有着重大意义。  相似文献

Summary While there is a burgeoning literature on national approaches to environmental policy and programmes, much less interest thus far has been shown in the role of local government. However, the State of Victoria in Australia, in the period 1988–1990, took a world lead in encouraging local municipalities to formulate Local Conservation Strategies (LCSs) with a high level of citizen input. The paper places this programme initiative in context and reports on the results of consultations and workshops with local Municipal Conservation Officers who have been in the front line in terms of developing and implementing LCSs in that State. In particular, the paper explores the process of LCS formulation and highlights some of the benefits and problems with the programme so far.Dr David Mercer is a Senior Lecturer in the Department of Geography and Environmental Science at Monash University, Melbourne. This article is excerpted from Chapter 1 of Environmental Management Information Systems, which will be published by McGraw-Hill in 1994. A central theme of the book is that all successful implementations of environmental management information systems (EMIS) are based on the appropriate alignment of goals and procedures from three enterprise domains: business processes, environmental management, and information systems. Environmental managers (EM) and information systems (IS) professionals have each been guilty of seeing their functions as primary, domains of specialized scientific expertise inaccessible to outsiders. In fact, however, the enterprise is the customer for both domains; without successful business strategies and systems the enterprise does not require either EM or IS wizards. This article shows why and how essential it is that each of the three domains understands enough of the other two domains to structure good decisions.  相似文献

The ability to access information for use in decision making is a well-recognized need within the context of management sciences. A similar need exists in order to make effective technical decisions pertaining to environmental resource management. Data bases are the principle vehicle by which scientists, engineers, and resource managers store and access environmental information. An integrated data-base mechanism is essential in order for federal agencies to manage programs such as enforcement of the Canadian Environmental Protection Act (CEPA), state of the environment (SOE) reporting, and the environmental assessment and review process (EARP). A data-base structure and data dissemination mechanism under current development within Environment Canada, Conservation and Protection, Atlantic Region, is presented along with some of its operational benefits and constraints.  相似文献

Environmental policies aimed at the conservation of protected areas are significantly influenced by social factors revealing the importance of investigating local knowledge and perceptions during their planning and implementation. The present article aims to explore perceptions and awareness of citizens in three protected areas of Greece: The National Park of Eastern Macedonia and Thrace, the Wetland of Kalloni, and Lake Tavropou. The survey explores perceptions of individuals on environmental issues and alternative management scenarios referring to management actors, funding sources, and management schemes for the conservation of biodiversity. Differences between the three research areas are also explored. According to the results of the study, citizens are in general supportive of protected areas and present relatively high levels of knowledge of environmental issues. However, environmental awareness is not accompanied by active participation for the resolution of environmental problems. By exploring differences between the three research areas, it is revealed that the provision of information significantly influences individuals’ perceptions on relevant issues. Also, a significant finding of the study is that citizens are supportive of some forms of participatory management. It is essential, to encourage public participation and deliberation in order to promote their sustainable management.  相似文献

Summary This paper contrasts the traditional engineering approach to eutrophication management with a proposed systems approach. Legislative, social, economic and technical aspects of eutrophication are identified. Through the use of some recent case studies, the importance of the socioeconomic factors relative to the legal-technical aspects of eutrophication management is highlighted. Whilst the latter retain their vital role in eutrophication control programmes, this paper suggests that the former cannot be ignored, and recommends adoption of a systems approach to the management of eutrophication.Dr Jeffrey A. Summary Environmental management is defined as a mechanism for alleviating the worst of environmental damage and reducing the most unacceptable aspects of social inequalities but without really altering the patterns of political and economic power. It is now increasingly regarded as accepted practice in development partly because it is economically and socially counterproductive to ignore it. The purpose of the paper is to illustrate the difficulties involved in incorporating environmental management into economic growth with special reference to development assistance. Much environmental damage in the Third World is a product of the forces of development rather than the fault of the people, and in the past development assistance projects have often inadvertently led to environmental destruction and social distress. Case examples are given. The paper argues that among the many impediments to the full incorporation of environmental management into development are the following: the administrative structure of the agencies involved, suspicions in the past of receiving nation governments and the risky nature, and expensive labour intensity of programmes aimed at integrated rural development and appropriate technology. Environmental problems are becoming serious in India because of the interacting effects of increasing population density, industrialization and urbanization, and poor environmental management practices. Unless stringent regulatory measures are taken, environmental systems will be irreversibly degraded. Lack of political commitment, lack of a comprehensive environmental policy, poor environmental awareness, functional fragmentation of the public administration system, poor mass media concern, and prevalence of poverty are some of the major factors responsible for increasing the severity of the problems. Environmental problems in India are highly complex, and management procedures have to be developed to achieve coordination between various functional departments, and for this, political leaders have to be convinced of the need to initiate environmental protection measures.  相似文献

经过数十年的努力,国家土壤环境质量管理体系正在从无到有,从弱到强,从偏到正,在国家环境质量管理体系中的地位越来越显著。在土壤环境质量管理体系中,土壤环境质量是体系的决策核心和实现目标,是衡量实施力度和保障措施的直接标尺;政府主导、企业担责、公众参与、市场调节是土壤环境质量管理体系的组织执行主体,共同开启了"四元共治"的局面;法律完善、风险管控、高效实施、强力监管、科技应用是实现土壤环境质量改善、土壤环境质量体系完善的保障手段。本文旨在根据土壤环境质量保护历程和基础理论,从决策核心、执行主体、保障手段三个层面提出了土壤环境质量管理体系的建设构想,在新的形势下,土壤环境质量管理体系的构建更需要统筹规划和创新设计。  相似文献

/ Implementation of environmental management in Russia is undergoing rapid changes. Federal responsibility rests with the Russian Federation State Committee for Environmental Protection (RFSCEP) and is delegated at regional level to local State Committees for Environmental Protection (SCEPs). This paper focuses on the functioning of the SCEP for Tomsk oblast' (region) in Siberia, which is strongly committed to forging constructive links with regional government, academia, industry, and environmental NGOs. Considerable difficulties exist for SCEPs in Russia, however, and prominent among these are (1) a rigidly vertical civil service structure, with separate organs having responsibility for different natural resources, persisting from Soviet times, which hinders effective intergrated and holistic environmental management; and (2) a lack of open access to environmental information from military and quasi-military sites.  相似文献
