The Waquoit Bay Watershed ecological risk assessment was performed by an interdisciplinary and interagency workgroup. This paper focuses on the steps taken to formulate the analysis plan for this watershed assessment. The workgroup initially conducted a series of meetings with the general public and local and state managers to determine environmental management objectives for the watershed. The workgroup then decided that more information was needed on the impacts of six stressors: nutrient enrichment, physical alteration of habitat, altered freshwater flow, toxic chemicals, pathogens, and fisheries harvesting. Assessment endpoints were selected to establish the link between environmental management objectives, impacts of stressors, and scientifically measurable endpoints. The following assessment endpoints were selected: estuarine eelgrass cover, scallop abundance, finfish diversity and abundance, wetland bird distribution and abundance, piping plover distribution and abundance, tissue contaminant levels, and brook trout distribution and abundance in streams. A conceptual model was developed to show the pathways between human activities, stressors, and ecological effects. The workgroup analyzed comparative risks, by first ranking stressors in terms of their potential risk to biotic resources in the watershed. Then stressors were evaluated by considering the components of stressors (e.g., the stressor chemical pollution included both heavy metals and chlorinated solvents components) in terms of intensity and extensiveness. The workgroup identified nutrient enrichment as the major stressor. Nutrient enrichment comprised both phosphorus enrichment in freshwater ponds and nitrogen enrichment within estuaries. Because phosphorus impacts were being analyzed and mitigated by the Air Force Center for Environmental Excellence, this assessment focused on nitrogen. The process followed to identify the predominant stressor and focus the analyses on nitrogen impacts on eelgrass and scallops will serve as an example of how to increase the use of the findings of a watershed assessment in decision making.  相似文献

n integrated approach coupling water quality computer simulation modeling with a geographic information system (GIS) was used to delineate critical areas of nonpoint source (NPS) pollution at the watershed level. Two simplified pollutant export models were integrated with the Virginia Geographic Information System (VirGIS) to estimate soil erosion, sediment yield, and phosphorus (P) loading from the Nomini Creek watershed located in Westmoreland County, Virginia. On the basis of selected criteria for soil erosion rate, sediment yield, and P loading, model outputs were used to identily watershed areas which exhibit three categories (low, medium, high) of non-point source pollution potentials. The percentage of the watershed area in each category, and the land area with critical pollution problems were also identified. For the 1505-ha Nomini Creek watershed, about 15, 16, and 21 percent of the watershed area were delineated as sources of critical soil erosion, sediment, and phosphorus pollution problems, respectively. In general, the study demonstrated the usefulness of integrating GIS with simulation modeling for nonpoint source pollution control and planning. Such techniques can facilitate making priorities and targeting nonpoint source pollution control programs.  相似文献

A new framework for environmental assessment is needed because no existing framework explicitly includes all types of environmental assessments. We propose a framework that focuses on resolving environmental problems by integrating different types of assessments. Four general types of assessments are included: (1) condition assessments to detect chemical, physical, and biological impairments; (2) causal pathway assessments to determine causes and identify their sources; (3) predictive assessments to estimate environmental, economic, and societal risks, and benefits associated with different possible management actions; and (4) outcome assessments to evaluate the results of the decisions of an integrative assessment. The four types of assessments can be neatly arrayed in a two-by-two matrix based on the direction of analysis of causal relationships (rows) and whether the assessment identifies problems or solves them (columns). We suggest that all assessments have a common structure of planning, analysis, and synthesis, thus simplifying terminology and facilitating communication between types of assessments and environmental programs. The linkage between assessments is based on intermediate decisions that initiate another assessment or a final decision signaling the resolution of the problem. The framework is applied to three cases: management of a biologically impaired river, remediation of a contaminated site, and reregistration of a pesticide. We believe that this framework clarifies the relationships among the various types of assessment processes and their links to specific decisions.  相似文献

Risk management practices under the current environmental regulations is a long, complex process that considers scientific, technologic, and management factors to develop various regulatory standards and pollution control measures. Using the mandatory enforcement approach, sometimes referred to as “command-and-control”, a set of preliminary environmental goals, such as better air and water qualities, were achieved. However, the information-intensive nature of the risk management process and the lack of flexibility in conventional regulatory methods to changing economic and technologic realities of the decade has created interest among risk managers to examine some innovative management approaches. Above all, environmental problems of a global scale require novel management methods while striving to achieve the desired environmental goals. As the principal analytical tool in risk management, quantitative risk assessment exerts considerable influence on the risk management process. Therefore, advances in risk management are closely associated with scientific developments that enhance the risk assessment process, particularly those efforts aimed at improving human exposure and toxicity assessments. Market incentives, information dissemination, creative enforcement practices, and interagency and intergovernmental interactions were identified as the key elements of innovative environmental risk management practices. This paper will present an overview of the emerging innovative risk management approaches.  相似文献

ABSTRACT: The development of effective solutions for addressing nonpoint source pollution on a watershed basis often involves watershed stakeholders. However, success in engaging stakeholders in collaborative decision making processes varies, as watershed managers are faced with the challenges inherent to finding the right process for the decisions needed and in successfully engaging stakeholders in that process. Two characteristics that may provide guidance for determining the appropriateness of applying a collaborative process to a watershed problem are the need to collaborate and the willingness of stakeholders to engage in a collaborative decision making process. By examining seven attributes of the issues confronted by stakeholders in a collaborative process, the consequences of these attributes on the need for collaboration and stakeholders' willingness to engage can be estimated. The issue attributes include: level of uncertainty, balance of information, risk, time horizon of effects, urgency of decision, distribution of effects, and clarity of problem. The issue attribute model was applied to two collaborative decision making processes conducted by the same watershed stakeholder group in a North Carolina coastal watershed. Need and willingness to engage did not coincide for either issue; that is, stakeholders were more willing to engage on the issue that required less need for their involvement.  相似文献

ABSTRACT: Watershed management strategies generally involve controlling nonpoint source pollution by implementing various best management practices (BMPs). Currently, stormwater management programs in most states use a performance‐based approach to implement onsite BMPs. This approach fails to link the onsite BMP performance directly to receiving water quality benefits, and it does not take into account the combined treatment effects of all the stormwater management practices within a watershed. To address these issues, this paper proposes a water quality‐based BMP planning approach for effective nonpoint source pollution control at a watershed scale. A coupled modeling system consisting of a watershed model (HSPF) and a receiving water quality model (CE‐QUAL‐W2) was developed to establish the linkage between BMP performance and receiving water quality targets. A Monte Carlo simulation approach was utilized to develop alternative BMP strategies at a watershed level. The developed methodology was applied to the Swift Creek Reservoir watershed in Virginia, and the results show that the proposed approach allows for the development of BMP strategies that lead to full compliance with water quality requirements.  相似文献

Ecological risk assessment (ERA) evaluates potential causal relationships between multiple sources and stressors and impacts on valued ecosystem components. ERAs applied at the watershed scale have many similarities to the place-based analyses that are undertaken to develop Total Maximum Daily Loads (TMDLs), in which linkages are established between stressors, sources, and water quality standards, including support of designated uses. TMDLs focus on achieving water quality standards associated with attainment of designated uses. In attempting to attain the water quality standard, many TMDLs focus on the stressor of concern rather than the ecological endpoint or indicators of the designated use that the standard is meant to protect. A watershed ecological risk assessment (WERA), at least in theory, examines effects of most likely stressors, as well as their probable sources in the watershed, to prioritize management options that will most likely result in meeting environmental goals or uses. Useful WERA principles that can be applied to TMDL development include: development and use of comprehensive conceptual models in the Problem Identification step of TMDLs; use of a transparent process for selecting Numeric Targets for TMDLs based on assessment endpoints derived from the management goal or designated use under consideration; analysis of co-occurring stressors likely to cause beneficial use impairment based on the conceptual model; use of explicit uncertainty analyses in the Linkage Analysis step of TMDL development; and frequent stakeholder interactions throughout the process. WERA principles are currently most applicable to those TMDLs in which there is no numeric standard and, therefore, indicators and targets need to be developed, such as many nutrient or sediment TMDLs. WERA methods can also be useful in determining TMDL targets in situations where simply targeting the water quality standard may re-attain the numeric criterion but not the broader designated use. Better incorporation of problem formulation principles from WERA into the TMDL development process would be helpful in improving the scientific rigor of TMDLs.  相似文献

/ This paper presents a foundation for improving the risk assessmentprocess for freshwater wetlands. Integrating wetland science, i.e., use of anecosystem-based approach, is the key concept. Each biotic and abiotic wetlandcomponent should be identified and its contribution to ecosystem functionsand societal values determined when deciding whether a stressor poses anunreasonable risk to the sustainability of a particular wetland.Understanding the major external and internal factors that regulate theoperational conditions of wetlands is critical to risk characterization.Determining the linkages between these factors, and how they influence theway stressors affect wetlands, is the basis for an ecosystem approach.Adequate consideration of wetland ecology, hydrology, geomorphology, andsoils can greatly reduce the level of uncertainty associated with riskassessment and lead to more effective risk management. In order to formulateeffective solutions, wetland problems must be considered at watershed,landscape, and ecosystem scales. Land-use change, dominated by an increase in urban/impervious areas, has a significant impact on water resources. This includes impacts on nonpoint source (NPS) pollution, which is the leading cause of degraded water quality in the United States. Traditional hydrologic models focus on estimating peak discharges and NPS pollution from high-magnitude, episodic storms and successfully address short-term, local-scale surface water management issues. However, runoff from small, low-frequency storms dominates long-term hydrologic impacts, and existing hydrologic models are usually of limited use in assessing the long-term impacts of land-use change. A long-term hydrologic impact assessment (L-THIA) model has been developed using the curve number (CN) method. Long-term climatic records are used in combination with soils and land-use information to calculate average annual runoff and NPS pollution at a watershed scale. The model is linked to a geographic information system (GIS) for convenient generation and management of model input and output data, and advanced visualization of model results. The L-THIA/NPS GIS model was applied to the Little Eagle Creek (LEC) watershed near Indianapolis, Indiana, USA. Historical land-use scenarios for 1973, 1984, and 1991 were analyzed to track land-use change in the watershed and to assess impacts on annual average runoff and NPS pollution from the watershed and its five subbasins. For the entire watershed between 1973 and 1991, an 18% increase in urban or impervious areas resulted in an estimated 80% increase in annual average runoff volume and estimated increases of more than 50% in annual average loads for lead, copper, and zinc. Estimated nutrient (nitrogen and phosphorus) loads decreased by 15% mainly because of loss of agricultural areas. The L-THIA/NPS GIS model is a powerful tool for identifying environmentally sensitive areas in terms of NPS pollution potential and for evaluating alternative land use scenarios for NPS pollution management.  相似文献

Society needs a quantitative and systematic way to estimate and compare the impacts of environmental problems that affect large geographic areas. This paper presents an approach for regional risk assessment that combines regional assessment methods and landscape ecology theory with an existing framework for ecological risk assessment. Risk assessment evaluates the effects of an environmental change on a valued natural resource and interprets the significance of those effects in light of the uncertainties identified in each component of the assessment process. Unique and important issues for regional risk assessment are emphasized; these include the definition of the disturbance scenario, the assessment boundary definition, and the spatial heterogeneity of the landscape. The Lower Rio Grande Valley (LRGV) of south Texas is an agriculturally rich area supporting intensive production of vegetables, fruits, grain sorghum, and cotton. Modern agricultural practices involve the combined use of irrigation with the application of large amounts of agrochemicals to maximize crop yields. Intensive agricultural activities in past decades might have caused potential contamination of soil, surface water, and groundwater due to leaching of pesticides in the vadose zone. In an effort to promote precision farming in citrus production, this paper aims at developing an airborne multispectral technique for identifying tree health problems in a citrus grove that can be combined with variable rate technology (VRT) for required pesticide application and environmental modeling for assessment of pollution prevention. An unsupervised linear unmixing method was applied to classify the image for the grove and quantify the symptom severity for appropriate infection control. The PRZM-3 model was used to estimate environmental impacts that contribute to nonpoint source pollution with and without the use of multispectral remote sensing and VRT. Research findings using site-specific environmental assessment clearly indicate that combination of remote sensing and VRT may result in benefit to the environment by reducing the nonpoint source pollution by 92.15%. Overall, this study demonstrates the potential of precision farming for citrus production in the nexus of industrial ecology and agricultural sustainability.  相似文献

The methodological framework set by standards ISO 14001 and ISO 14004 gives only general principles for environmental aspects assessment, which is regarded as one of the most critical stages of implementing environmental management system. In Estonia, about 100 organizations have been certified to the ISO 14001. Experience obtained from numerous companies has demonstrated that limited transparency and reproducibility of the assessment process serves as a common shortcoming. Despite rather complicated assessment schemes sometimes used, the evaluation procedures have been largely based on subjective judgments because of ill-defined and inadequate assessment criteria. A comparison with some similar studies in other countries indicates a general nature of observed inconsistencies. The diversity of approaches to the aspects’ assessment in concept literature and to the related problems has been discussed. The general structure of basic assessment criteria, compatible with environmental impact assessment and environmental risk analysis has also been outlined. Based on this general structure, the article presents a tiered approach to help organize the assessment in a more consistent manner.  相似文献

ABSTRACT: Better Assessment Science Integrating Point and Non‐point Sources (BASINS) is a geographic‐based watershed assessment tool developed by EPA's Office of Water to help states more efficiently target and evaluate water‐bodies that are not meeting water quality standards. BASINS (EPA, 1996a, 1998) brings together data on water quality and quantity, land uses, point source loadings, and other related spatial data with supporting nonpoint and water quality models at a quicker and more effective pace. EPA developed BASINS, to better integrate point and nonpoint source water quality assessments for the Nation's 2100+ watersheds. In its zeal to achieve this endpoint, EPA has initiated a simplistic approach that was expected to grow through scientific enhancements as TMDL developers become more familiar with modeling requirements. BASINS builds upon federal databases of water quality conditions and point source loadings for numerous parameters where quality assurance is suspect in some cases. Its design allows comprehensive assessments and modeling in typical Total Maximum Daily Load (TMDL) computations. While the TMDL utility is the primary reason BASINS was developed, other longer‐range water quality assessments will become possible as the Agency expands the suite of assessment models and databases in future releases. The simplistic approach to modeling and user‐friendly tools gives rise, however, to technical and philosophical concerns related to default data usage. Seamless generation of model input files and the failure of some utilities to work properly suggest to NCASI that serious problems may still exist and prompts the need for a more rigorous peer‐review. Furthermore, sustainable training becomes paramount, as some older modelers will be unfamiliar with Geographic Information System (GIS) technology and associated computer skills. Overall, however, BASINS was judged to be an excellent beginning tool to meet the complex environmental modeling needs in the 21st Century.  相似文献

Since environmental impact assessment (EIA) is concerned primarily withsignificant environmental impacts, the concept of impact significance deserves to be defined and applied rigorously. In this article use of the term over the past 15 years in EIA documentation is reviewed. Some recent attempts at elucidating the concept are summarized. Four perspectives on impact significance that emerged from a series of workshops on the ecological basis for EIA are presented. These perspectives include (a) statistical (related to problems of isolating project-induced changes from natural variation), (b) ecological (related to the importance of project-induced changes from a purely ecological perspective), (c) social (related to the acceptability of project-induced changes in important environmental attributes), and (d) project (related to whether project-induced changes will indeed influence project decision making). The following synthesis is proposed: Any exercise in judging the significance of an environmental impact should thoroughly consider (a) the importance of the environmental attribute in question to project decision makers, (2) the distribution of change in time and space, (c) the magnitude of change, and (d) the reliability with which change has been predicted or measured. The implications of considering these factors are discussed.  相似文献

The authors' personal experience in watershed planning and decision making in the agricultural Midwest is described to illustrate how: (1) formalization of the process of community-based management is not sufficient to guarantee that local people will meaningfully consider scientific information and opinion when making decisions about watersheds, and (2) genuine social interaction between scientists and nonscientists requires a considerable investment of time and energy on the part of the scientist to develop personal relationships with nonscientists based on trust and mutual exchange of information. This experience provides the basis for developing a general conceptual model of the interaction between scientists and nonscientists in community-based watershed management in the agricultural Midwest. An important aspect of integrating science effectively into community-based decision making is the need to revise existing concepts to accommodate place-based contexts. Stream naturalization is introduced as an alternative to stream restoration and rehabilitation, which are viewed as inappropriate management strategies in human-dominated environments. Stream naturalization seeks to establish sustainable, morphologically and hydraulically varied, yet dynamically stable fluvial systems that are capable of supporting healthy, biologically diverse aquatic ecosystems. This general goal is consistent with the types of stream-management practices emerging from community-based decision making in human-dominated, agricultural landscapes. Further research on the linkages between geomorphological and ecological dynamics of human-modified agricultural streams over multiple spatial and temporal scales is needed to provide a sound scientific framework for stream naturalization.  相似文献

ABSTRACT: This study presents the results of fecal coliform (FC) sampling in the Rawls Creek, South Carolina, watershed during 1999 and 2000. The work was undertaken because the watershed is listed on the 303(d) list for South Carolina due to FC excursions. The watershed is 43.8 percent residential, 35 percent forest, 5.7 percent mixed urban, 4.9 percent commercial, and 4.8 percent agriculture. Samples were taken at 15 stations during eight field trips divided into two phases to characterize FC inputs from subbasins and to integrate results from upstream sampling. FC concentrations ranged from 135 to 730 colonies/100 ml. Results suggest that retention ponds in the area are a significant factor in attenuation of FC concentrations. Catchments with the largest contiguous impervious areas are the greatest source of FC. The highest concentrations of FC were observed at stations just downstream from a large detention basin that intercepts storm runoff from a large commercial area. Further analysis of the design and performance of that structure is suggested. The Koon Branch tributary is less than 20 percent of the land area in the watershed but may contribute 40 percent of the fecal loading. The results of this study confirm the importance of site assessments to aid understanding of nonpoint source pollution in complex watersheds.  相似文献

Non-point-source (NPS) pollution remains the primary source of stream impairment in the United States. Many problems such as eutrophication, sedimentation, and hypoxia are linked with NPS pollution which reduces the water quality for aquatic and terrestrial organisms. Increasingly, NPS pollution models have been used for landscape-scale pollution assessment and conservation strategy development. Our modeling approach functions at a scale between simple landscape-level assessments and complex, data-intensive modeling by providing a rapid, landscape-scale geographic information system (GIS) model with minimal data requirements and widespread applicability. Our model relies on curve numbers, literature-derived pollution concentrations, and land status to evaluate total phosphorus (TP), total nitrogen (TN), and suspended solids (SS) at the reach scale. Model testing in the Chesapeake Bay watershed indicated that predicted distributions of water quality classes were realistic at the reach scale, but precise estimates of pollution concentrations at the local scale can have errors. Application of our model in the tributary watersheds along Lake Ontario suggested that it is useful to managers in watershed planning by rapidly providing important information about NPS pollution conditions in areas where large data gaps exist, comparisons among stream reaches across numerous watersheds are required, or regional assessments are sought.  相似文献

ABSTRACT: Integrated watershed management in the Lower Mississippi Alluvial Plain (Delta) requires blending federal, state, and local authority. The federal government has preeminent authority over interstate navigable waters. Conversely, state and local governments have authority vital for comprehensive watershed management. In the Delta, integrating three broad legal and administrative regimes: (1) flood control, (2) agricultural watershed management, and (3) natural resources and environmental management, is vital for comprehensive intrastate watershed, and interstate river basin management. Federal Mississippi River flood control projects incorporated previous state and local efforts. Similarly, federal agricultural programs in the River's tributary headwaters adopted watershed management and were integrated into flood control efforts. These legal and administrative regimes implement national policy largely in cooperation with and through technical and financial assistance to local agencies such as levee commissions and soil and water conservation districts. This administrative infrastructure could address new national concerns such as nonpoint source pollution which require a watershed scale management approach. However, the natural resources and environmental management regime lacks a local administrative infrastructure. Many governmental and non governmental coordinating organizations have recently formed to address this shortcoming in the Delta. With federal and state leadership and support, these organizations could provide mechanisms to better integrate natural resources and environmental issues into the Delta's existing local administrative infrastructure.  相似文献

Agricultural nonpoint phosphorus (P) pollution is a primary cause of eutrophication in many freshwater systems. Identifying areas that are at high risk for P loss in a watershed and concentrating management efforts on these smaller sections is a more effective method for limiting P loss than implementing general strategies over a broad area. A modified P index scheme was used to assess the risk of P loss and identify critical source areas in the Chaohu Lake watershed on a regional scale. In the new P ranking scheme, soil P sorption index (PSI) and degree of P saturation (DPS) were introduced as source factors to represent the inherent ability of P transport in the soil-water interface. Distance from P sources to Chaohu Lake was also considered as a transport factor to take into account P degradation from source to the final receiving water. The ranking scheme was modified to use available data on the regional scale. P index calculation results showed high spatial variation of P loss risk in the Chaohu Lake watershed. The highest risk areas focused on the downstream parts of the main rivers that discharge into Chaohu Lake. The induction of new components into the P index calculation makes it possible to identify critical source areas of nonpoint P loss on a regional scale, thus allowing decision makers to implement best management practices (BMPs) in such a manner as to minimize P loss to sensitive watercourses.  相似文献
