Global warming is perceived as one of the biggest global health risks of the twenty-first century and a threat to the achievement of sustainable (economic) development; especially in developing countries, climate change is believed to further exacerbate existing vulnerability to disease and food security risks, because their populations are, for example, more reliant on agriculture and more vulnerable to droughts and have a lower adaptive capacity. Furthermore, the health-related impacts of climate change are threatening to undo decades of development policies. The interactions between climate and non-climate factors are of vital importance in shaping human vulnerability to global warming. Climate change cannot be seen as ‘a stand-alone risk factor,’ but rather as an amplifier of existing health and food security risks and an additional strain on institutional infrastructures. In order to avoid a multiplication of health risks in the developing world, there is a need to better understand the multifaceted and complex linkages involved. This is further illustrated for two important climate change–induced health risks, namely malnutrition and malaria. As the amplification of existing and emerging health risks in the developing world might become the greatest tragedy of climate change, adaptation ranks high on developing countries’ agendas. Of particular importance are the discussions about the ‘Green Climate Fund,’ which aims to administer billions of dollars for mitigation and adaptation. Of course, making funds for adaptation available is an important first step, but we also need to ask ourselves the question how such adaptation policies and projects should take shape. This paper demonstrates that an adequate response to climate change health risks should take a systems approach toward adaptation, acknowledging the importance of the local context of the most vulnerable.  相似文献

Farming in higher latitudes is generally believed to benefit from a warmer climate due to extended growing season, reduced risk of frost, availability of more productive cultivars, and an opening potential of farming in northern locations. We analyzed the impact of climate change on production of cereals in Russia and found that this general perception of beneficiary effect of a warmer climate is unlikely to hold, primarily due to increasing risk of droughts in the most important agricultural areas of the country. Past impacts of droughts on food security throughout the twentieth century suggest that a number of adaptation options are available to mitigate the increasing risks of crop failure. We analyze the effectiveness of these measures in connection with a set of climate change projections, under two contrasting scenarios of interregional grain trade: “Fortress Market” and “Open Market.”  相似文献

We systematically reviewed current climate change literature in order to examine how multiple processes that affect human vulnerability have been studied. Of the 125 reviewed articles, 79 % were published after 2009. There are numerous concepts that point out to stressors other than climate change that were used in reviewed studies. These different concepts were used interchangeably, and they illustrate processes that act on different scales. Most widely used concepts included non-climatic (40 % of the articles), multiple stressors (38 %) and other factors (37 %). About 75 % of the studies either acknowledged or carefully analyzed the social and environmental context in which vulnerability is experienced. One-third of the studies recognized climate change-related stressors as the most important, one-third argued that stressors other than climate are more important, and the rest of the studies did not analyze the relative importance of the different processes. Interactions between different stressors were mentioned in 76 % and analyzed explicitly in 28 % of the articles. Our review shows that there are studies that analyze the social context of vulnerability within climate change-related literature and this literature is rapidly expanding. Reviewed studies point out that there are multiple interacting stressors, whose interlinkages need to be carefully analyzed and targeted by policies, which integrate adaptation to climate change and other stressors. In conclusion, we suggest that future studies should include analytical frameworks that reflect dissimilarities between different types of stressors, methodological triangulation to identify key stressors and analysis of interactions between multiple stressors across different scales.  相似文献

Natural ecosystems are generally considered to be one of the most vulnerable sectors to negative impacts from rapid climate change. Australia’s rich biodiversity is already under considerable threat from multiple human impacts, and climate change will impose additional stress. Opportunities for most Australian species to adapt to climate change by altering their distribution will be limited due to a number of characteristics of the Australian environment, both physical and biotic, including topography, habitat fragmentation, low capacity for dispersal and the restricted geographic ranges of many species. This review summarizes recent and projected climate trends in Australia and discusses how species may respond to these changes in the context of the particular environmental characteristics and biogeographic history of the continent. It also identifies particular regions and ecosystems likely to be most negatively affected in the short to medium term.  相似文献

South Asia is one of the most flood vulnerable regions in the world. Floods occur often in the region triggered by heavy monsoon precipitation and can cause enormous damages to lives, property, crops and infrastructure. The frequency of extreme floods is on the rise in Bangladesh, India and Pakistan. Past extreme floods fall within the range of climate variability but frequency, magnitude and extent flooding may increase in South Asia in future due to climate change. Flood risk is sensitive to different levels of warming. For example, in Bangladesh, analysis shows that most of the expected changes in flood depth and extent would occur between 0 and 2°C warming. The three major rivers Ganges, Brahmaputra and Meghna/Barak will play similar roles in future flooding regimes as they are doing presently. Increases in future flooding can cause extensive damage to rice crops in the monsoon. This may have implications for food security especially of poor women and children. Floods can also impact public health in the flood plains and in the coastal areas.  相似文献

Many people would be increasingly affected by living under critical conditions in Latin America if, as expected, global warming aggravates disease and pest transmission processes. Heat waves and air pollution would increase heat-related diseases and illness episodes in large cities. Fire smoke has been associated with irritation of the throat, lung and eyes, and respiratory problems. Climate extreme increases associated with climate change would cause physical damage, population displacement, and adverse effects on food production, freshwater availability and quality. It would also increase the risks of infectious and vector-borne diseases. Climate change impacts the geographical range, seasonality, and the incidence rate of vector-borne diseases, such as malaria. Climate-related ecological changes may expand cholera transmission, particularly among populations in low-laying tropical coastal areas. El Niño conditions may affect the incidence of infectious diseases, such as malaria. Ocean warming would increase temperature-sensitive toxins produced by phytoplankton, which could cause more frequent contamination of seafood. A clearer understanding on the current role of climate change in disease patterns will be able to improve forecasts of potential future impacts of projected climate change and support action to reduce such impacts.  相似文献

While there are many studies of the impacts of climate change and variability on food production, few studies are devoted to a comprehensive assessment of impacts on food systems. Results of a survey of food systems and household adaptation strategies in three communities in the Afram Plains, Ghana, reveal how extreme climatic events affect rural food production, transportation, processing and storage. Adaptation strategies implemented by the three communities during past droughts serve as a foundation for planning responses to future climate change. Results of this study suggest that food security in this region—where droughts and floods are expected to become more severe due to climate change—could be enhanced by increasing farm-based storage facilities; improving the transportation system, especially feeder roads that link food production areas and major markets; providing farmers with early warning systems; extending credit to farmers; and the use of supplementary irrigation. This study also indicates that some cultural practices, particularly those that prohibit the consumption of certain foods, may reduce the resilience of some individuals and ethnic groups to food system disruptions. Understanding the local context and the responses of households is critical to the development of effective strategies for reducing the potential adverse impacts of climatic change on food security in rural Ghana.  相似文献

This paper reviews scientific and gray literature addressing climate change vulnerability and adaptation in the Inuvialuit Settlement Region (ISR) in the western Canadian Arctic. The review is structured using a vulnerability framework, and 420 documents related directly or indirectly to climate change are analyzed to provide insights on the current state of knowledge on climate change vulnerability in the ISR as a basis for supporting future research and long-term adaptation planning in the region. The literature documents evidence of climate change in the ISR which is compromising food security and health status, limiting transportation access and travel routes to hunting grounds, and damaging municipal infrastructure. Adaptations are being employed to manage changing conditions; however, many of the adaptations being undertaken are short term, ad-hoc, and reactive in nature. Limited long-term strategic planning for climate change is being undertaken. Current climate change risks are expected to continue in the future with further implications for communities but less is known about the adaptive capacity of communities. This review identifies the importance of targeted vulnerability research that works closely with community members and decision makers to understand the interactions between current and projected climate change and the factors which condition vulnerability and influence adaptation. Research gaps are identified, and recommendations for advancing adaptation planning are outlined.  相似文献

Sub-Saharan Africa is particularly vulnerable to climate change. Multiple biophysical, political, and socioeconomic stresses interact to increase the region’s susceptibility and constrain its adaptive capacity. Climate change is commonly recognized as a major issue likely to have negative consequences on food security and livelihoods in the region. This paper reviews three bodies of scholarship that have evolved somewhat separately, yet are inherently interconnected: climate change impacts, vulnerability and adaptation, food security, and sustainable livelihoods. The paper develops a conceptualization of the relationships among the three themes and shows how food security’s vulnerabilities are related to multiple stresses and adaptive capacities, reflecting access to assets. Food security represents one of several livelihood outcomes. The framework shows how several research paradigms relate to the issue of food security and climate change and provides a guide for empirical investigations. Recognizing these interconnections can help in the development of more effective policies and programs. The framework is applied here to synthesize findings from an array of studies in sub-Saharan Africa dealing with vulnerability to climate change, food security, and livelihoods.  相似文献

This article proposed the concept of"climate capacity"as a way of measuring human’s adaptiveness to climate change.This article also focused on the related concepts like ecological carrying capacity,water resources carrying capacity,land carrying capacity as well as population carrying capacity.The concept of climate capacity was articulated against a background of global climate and environmental change.Essentially,China’s efforts to adapt to climate change was a matter of improving climate capacity,which is the ecosystem as well as the frequency,the intensity and the scale of human’s social activities that the climatic resources of a particular geographic area were supposed to support.The climate capacity has two components.One is the natural climate capacity,which includes temperature,sunlight,precipitation,extreme climatic events,etc.The other is the derived climate capacity,which includes water resources,land resources,ecological systems,climatic risks,etc.The climate capacity can be developed or be transferred between regions by taking engineering,technology or regime-based adaptive measures.However,these adaptive measures must be implemented under the principle of economic rationalism,ecological integrity,climate protection,and social justice.It is expected that by combining the climate capacity and its threshold value with the assessment of climate change risks,we are able to predict the optimal population carrying capacity and the scale of socioeconomic development,and furthermore,provide policy support for the socioeconomic development strategy and adaptive planning.In the regions with high climate capacity,there is a symbiotic relationship between adaptation and socioeconomic development.But,in the regions with limited climate capacity,irrational development may further damage the environment.Taking the Yangtze River delta,a region with high climate capacity,and a region of Ningxia,a region with limited climate capacity,as illustrative examples,the authors of this article analyzed the policy implications of climate capacity and further made suggestions on the problems of capacitylimited adaptation and development-driven adaptation.This article argued that the concept of climate capacity can not only be used as an analytical instrument of climate change economics,but also it can provide research support for planning regional adaptation and development with climate change impact and risk assessments.  相似文献

There is growing concern in Sri Lanka over the impact of climate change, variability and extreme weather events on food production, food security and livelihoods. The link between climate change and food security has been mostly explored in relation to impacts on crop production or food availability aspects of food security, with little focus on other key dimensions, namely food access and food utilization. This review, based on available literature, adopted a food system approach to gain a wider perspective on food security issues in Sri Lanka. It points to several climate-induced issues posing challenges for food security. These issues include declining agriculture productivity, food loss along supply chains, low livelihood resilience of the rural poor and prevalence of high levels of undernourishment and child malnutrition. Our review suggests that achieving food security necessitates action beyond building climate resilient food production systems to a holistic approach that is able to ensure climate resilience of the entire food system while addressing nutritional concerns arising from impacts of climate change. Therefore, there is a pressing need to work towards a climate-smart agriculture system that will address all dimensions of food security. With the exception of productivity of a few crop species, our review demonstrates the dearth of research into climate change impacts on Sri Lanka’s food system. Further research is required to understand how changes in climate may affect other components of the food system including productivity of a wider range of food crops, livestock and fisheries, and shed light on the causal pathways of climate-induced nutritional insecurity.  相似文献

Forecasting the likely economic losses arising from North Atlantic hurricanes is high on the agenda of both Caribbean and North American stakeholders. This paper develops a general equilibrium framework to conduct an impact assessment of climate change and hurricane formation. General equilibrium analysis accounts for not only primary effects but also feedback effects. The model simulations suggest that output losses occurring due to hurricanes are likely to have economy-wide effects. However, the rural economies of the region are likely to suffer the greatest (relative) effects. The findings of this study suggest that rural livelihoods should be mainstreamed in any adaptation initiatives adopted by the region. Ignoring these neighbourhood features in adaptation plans could negatively impact on poverty and unemployment in rural areas.  相似文献

Commonly occurring natural events become natural disasters when they affect the population through death and injury, and/or through the destruction of natural and physical capital on which people rely for their livelihood and quality of life. Climate change plays a role in that it tends to increase the frequency and intensity of weather-related natural disasters. Additionally, climate change may put people at risk by influencing access to water, coastal flooding, disease and hunger, and leaving them with a more degraded environment, leading, in turn, to increased vulnerability. The purpose of this paper is to present a review and synthesis of the literature and case studies addressing differential impacts of climate change-related natural disasters on a society and its economy. Developed and developing countries show different vulnerabilities to natural disasters. Even within countries, impacts vary significantly across population and economic sectors. When losses from natural disasters are large, their cumulative effect can have notable macroeconomic impacts, which feed back to further pronounce existing income inequalities and lower income levels. Impacts tend to be most pronounced for women, the young and elderly, and people of ethnic or racial minorities.

Climate change can cause significant (un)foreseen changes in the fisheries sector. However, adaptation has the potential to moderate some of the impacts. This paper explores the challenges faced by both freshwater and marine fisheries sector in addressing climate change and teases out intervention measures from 21 African countries. The paper uses document analysis and draws selected analysis parameters from the grounded theory. The data are obtained from the United Nations Framework Convention on Climate Change National Communication reports. Among the key adaptation measures emerging from the analysis are: fish breeding, integrated coastal management, putting in place appropriate policies, water and flood management as well as research and development. The study concludes that adaptation in the African fisheries sector should be prioritised, an aspect that could also apply elsewhere in the world to enhance food security.  相似文献

碳中和是我国应对气候变化的新目标,提出以来引起国内外广泛关注。碳中和目标实现是一个复杂系统科学问题,涉及大气圈、岩石圈、水圈、生物圈、人类圈等多圈层耦合过程与作用机制,需要跨学科交叉、综合与协同研究。简要梳理碳中和提出的气候变化和温控目标缘起,归纳碳中和实现的碳源、碳汇的多元路径,强调从碳源的需求侧推动可持续城市化对于碳中和目标实现的重要作用,并且可能是成本低、潜力大、更直接有效的方案途径。提出适应与减缓气候变化下碳中和与可持续城市化研究领域8个方面的科学问题:气候变化—碳中和—可持续城市化关联关系、中国及各地区碳中和实现的路线图与时间表、城市区域尺度碳排放的精准核算、绿色生活方式与低碳社会、绿色生产方式与低碳经济、能源结构优化、风险与不确定性和碳中和长效机制的治理创新等,以及该领域当前研究面临的机遇和挑战。  相似文献
