为了实现上海市海岸带地区的经济、社会与环境的可持续发展,从法律法规、管理机构及协调机制、管理公报和规划、海岸带生态与环境保护措施、海岸带灾害预防与应急管理、科技支撑等方面对上海市海岸带管理状态进行了分析。与欧盟海岸带综合管理进展标准相比较,上海市海岸带管理总体上尚处于初级阶段。然后,根据上海市海岸带管理的现状以及未来面临的挑战,从海岸带综合管理实施模式探索、海岸带系统科学与工程研究以及经济产业与生态建设布局整体优化等方面提出了上海海岸带综合管理的发展建议。〖  相似文献

东营市海岸带区域综合承载力评估   总被引:1,自引:0,他引:1  
随着人类对海岸带开发强度的不断提高,海岸带资源、环境问题日益突出,海岸带可持续发展成为人类共识,海岸带区域综合承载力研究作为该区域可持续发展的基础性研究,可以为海岸带区域合理开发与管理提供重要理论支撑。本文选取东营市海岸带为研究区域,以海岸带湿地遥感解译数据、浅海水质监测数据及社会经济统计数据为数据源,运用状态空间法计算了研究区2010—2014年海岸带区域的综合承载力;对东营市与潍坊市、滨州市的海岸带区域综合承载力进行了比较分析;预测了2016—2020年东营市海岸带区域综合承载力;依据研究结果探讨了海岸带可持续利用的未来途径。结果表明:在过去的2010—2014年和预测的2016—2020年东营市海岸带区域综合承载力均处于超载状态,但总趋势是向好的;同时,2010—2014年东营市海岸带在吸引外资、港口发展、海岸带生态系统服务价值、浅海海域水环境方面具有明显优势,但社会公共服务投入不平衡、不稳定。与2016—2020年东营市海岸带区域综合承载力预测结果相比较而言,2011年东营市海岸带区域综合承载力超载最明显,与该年环境压力大和社会投入不足有关。2014年东营市各县区海岸带区域综合承载力均处于超载状态,广饶县超载最明显;同时各县区自然、社会、经济发展水平差异较大,市辖区社会经济指标优于各县区。东营市海岸带区域综合承载力相比潍坊市、滨州市在资源、环境、生态方面具有明显优势,但在社会支撑方面投入不足,因此可以通过保持资源、生态优势,弥补社会投入不足等措施提高东营市海岸带可持续利用水平。  相似文献

Coastal areas are the focus of intensive urbanisation and tourism and are subject to changing physical processes causing significant natural environment modifications. It is in this context that the European Commission (EC) developed the Integrated Coastal Zone Management (ICZM) Recommendation and invited coastal Member States to produce national implementation strategies. Its general aim of sustainable coastal development was based on policy integration in cooperation with all stakeholders in an informed and participatory context. Portugal responded to the EC request by creating, approving, and adopting the national ICZM strategy. This paper focuses on Portuguese experiences putting the ICZM recommendation into practice and begins with a brief overview of community guidelines, national legislation, and implementation. Subsequently, governance mechanisms are discussed and best practice identified. From an assessment of Portuguese ICZM progress and lessons learned, conclusions and recommendations for improved effectiveness included: strengthening governance; improving sustainable decision-making processes supported by technical and scientific knowledge; and securing financial sustainability.  相似文献

Some 44% of the world's population lives within 150 km of the coast and mass migration towards the coast will continue in the decades ahead. Degrading and exhaustive uses of land, water and other coastal resources and disruption of environmental processes through degradation of environmental quality and loss of critical terrestrial and aquatic habitats can lead to serious deleterious impacts on the health and productivity of coastal ecosystems. Following the Arusha Resolution (1993), the Seychelles Statement (1996) and the Colombo CZM Workshop (1999), the need for integrated coastal zone management has become critical because of the limited land resources and unproportional domination of coastal areas in the wider Caribbean and Indian Ocean/ Pacific island states. The coastal zone of Mauritius (1,850 km2, 20°S, 58°E, south-western Indian Ocean, 1.12 million inhabitants) was redefined in 1997 in the Environmental Protection Act of 1991 [Part VII (Act 34)] to include all islets within the Exclusive Economic Zone (EEZ; 1.7 million km2). During the 1980s, the Mauritian economy underwent major structural changes successfully, with a rapid phase of industrialization diversifying into two major activities, textiles and tourism. Existing reports and data in a common framework have to be synthesized and organized to fill existing gaps in knowledge with data collection and scientific inquiries, to identify social and economic drivers and to relate socioeconomic change to demands for environmental resources (land use, water resources, marine systems) and environmental impacts as proposed under the MERMAID (Mauritius Environmental Resource Management and Industrial Development) project. Nutrient flux and sediment trace metal contamination studies are currently underway to investigate different watersheds impacted by agricultural, urban and industrial activities in the north-west of the island. There is a pressing need to integrate the natural sciences with socioeconomic disciplines as proposed by the International Human Dimensions Program (IHDP) for an integrated management of coastal zones. Three integrated pilot projects in the Pacific-Indian Ocean and wider Caribbean as identified by Land Ocean Interaction in the Coastal Zone (LOICZ) in the future, including current status and changes in material fluxes from drainage basins, transboundary impacts from the ocean and atmospheric inputs, could elucidate the land–sea interactions and human dimensions of change on small islands. The sustainability of marine resources and the conservation of biological diversity will depend on a critical understanding of linkages between human activities and ecological responses and upon a citizenry that assumes ownership of these regions. The subtropical coastal zone of Paraná state in southern Brazil is only 80 km long yet environmentally diverse, with relatively pristine coastal landscapes and high marine and coastal biodiversity supporting important artisanal fishing grounds. However, this region began to change in the early 1970s. The development of industrial harbors, as well as unregulated tourism and urban settlement and pollution caused the loss of natural habitats. In addition, commercial shrimp trawlers began to operate in the adjacent shallow shelf areas. Biodiversity was seriously affected, and local fish stocks have decreased drastically in the last four decades. This article describes a long-term program to protect coastal habitats, recover marine biodiversity and diversify the economic base of fishing communities in order to guarantee fish stocks for future generations, hence preserving the social and cultural identities of these communities. Although it is difficult to change traditional fishing practices, fishing communities may exploit alternate components of the marine biological resources in order to achieve environmental, social and cultural sustainability in the long term.  相似文献

Coastal regions have long been settled by humans due to their abundant resources for livelihoods, including agriculture, transportation, and rich biodiversity. However, natural and anthropogenic factors, such as climate change and sea-level rise, and land subsidence, population pressure, developmental activities, pose threats to coastal sustainability. Natural hazards, such as fluvial or coastal floods, impact poorer and more vulnerable communities greater than more affluent communities. Quantitative assessments of how natural hazards affect vulnerable communities in deltaic regions are still limited, hampering the design of effective management strategies to increase household and community resilience. Drawing from Driving Forces–Pressure–State–Impact–Response (DPSIR), we quantify the associations between household poverty and the likelihood of material and human loss following a natural hazard using new survey data from 783 households within Indian Sundarban Delta community. The results suggest that the poorest households are significantly more likely to endure material and human losses following a natural hazard and repeated losses of livelihood make them more vulnerable to future risk. The results further suggest that salinization, tidal surge, erosion, and household location are also significant predictors of economic and human losses. Given the current and projected impact of climate change and importance of delta regions as the world’s food baskets, poverty reduction and increase societal resilience should be a primary pathway to strengthen the resilience of the poorest populations inhabiting deltas.  相似文献

In Southeast Asia, inland fish resources are crucial for small-scale fishing households. Their decline, due to overfishing and a set of socio-ecological factors, jeopardises aquatic ecosystems and the livelihoods of fishing communities. Singkarak Lake (West Sumatra) exemplifies this sustainability challenge. The paper proposes a multi-disciplinary analysis of the situation. First, it identifies and documents the primary livelihood systems and the strategic adaptations involved in fishing communities. Based upon a sample of 200 households and the implementation of multivariate analyses, a typology is developed. Three household types are identified. Type I comprises better-off farming fishers that have high fishing capitals and income but the lowest returns on fishing and land assets. Type II includes poor fishing farmers with higher farming income; they show the highest return on land assets. Type III is composed of poorer, younger fishers with the highest return on fishing assets and fishing costs. They have little land, low farming income, and diversified livelihood sources. Second, the technical efficiency (TE) of fishing households is studied using a data envelopment analysis. The results show that the average TE is low, but marked differences exist between the types. Type I households have the lowest TE in fishing, confirming an extensification and overcapitalisation strategy. Type II households show a high technical fishing efficiency. They have developed on-farm diversification with a combined, balanced livelihood system. Type III households are the most efficient fishers. They developed an intensification strategy together with off-farm diversification. Different livelihood strategies and economic portfolio have been developed as the response to the limited resources, uncertainty, fluctuating environment and other source of vulnerability. The fishers built up their livelihood based on their assets’ ownership, access to other resource out of fishing and their socio-economic status. In this context, understanding livelihood diversity among small-scale fishers, different socio-economic, their efficiency, constraints and opportunities emerge as important factor in policy formulation to enhance support to small-scale fishing communities and improved management of both the resources and local development. Finally, the paper suggests a focus on people and community-related solutions and proposes a threefold approach of resource conservation, livelihood improvements and restructured governance.  相似文献

This paper contributes to our understanding of the challenges faced when seeking to apply systemic, integration concepts in ‘arenas of practice’. It takes a critical look at the application of the systems-based SPICOSA Project in the region of the Oder (Szczecin) Lagoon, which forms the border between Germany and Poland. The paper highlights a range of place-based and temporal-based factors, which need careful consideration when adopting systems-based approaches to Integrated Coastal Zone Management and makes a series of recommendations for how such approaches might be approved. The experience within the study site was that challenges relating to scale, in one of its many facets, strongly influenced abilities to integrate within the systemic approach. Our view is that cross-scale issues and multi-level challenges can be thought of as one of the dominant factors controlling the successfulness of system approaches to managing complex environments.  相似文献

In biodiversity-rich areas, both conservation and socioeconomic development are at the core of discussions among various stakeholders, such as local people, policymakers, conservationists, resource management professionals, economists, researchers/scientists, and so forth. Various innovations are being provided that aim at promoting both improved livelihood for the people and the conservation and management of natural resources in the Central Himalaya of India. Many studies point out the factors responsible for the tremendous decline of natural resources and also how they have affected the local people’s livelihood options. In this context, the current study was undertaken to evaluate the potential of various solutions/innovations that are being implemented in the Himalayas of India. Unfortunately, only a few are found to be successful in both conservation and sustainable livelihood development. This study reveals that people are still looking for more viable solutions that could help them improve their lifestyle, as well as facilitating ecosystem conservation and supporting existing biodiversity. Based on the present study, it is argued that an in-depth empirical study of any region is a necessary process prior to offering solutions to achieve the desired goals, as considered by development agencies and policy-planners.  相似文献

Sustainability has become an increasingly important concept in the last few decades; however, its operational usefulness has not always been clear. In other words, some sustainability assessments may not provide decision makers with the practical information necessary to perform the assessment. This study proposes a novel operational sustainable assessment framework for Integrated Coastal Zone Management (ICZM) on a regional-scale based on a feasibility study in the Seto Inland Sea in Japan. The framework draws upon three separately developed concepts: Inclusive Wealth as the technical framework for the sustainability indicators; Satoumi (a traditional Japanese multifaceted coastal zone concept); and ecosystem services science. These three concepts complement each other when seeking to corroborate an assessment framework. Indicators based on the framework and relevant to the case study site were identified. Although Satoumi is a traditional Japanese knowledge, it is believed that its application may be instructive for other areas, as similar concepts can be found and utilized for the conduct of ICZM sustainability assessments.  相似文献

长三角海岸带是长江三角洲与东海间的重要过渡性区域,基于联合国千年评估提出的生态系统服务框架,以生态学为原理、以遥感反演技术为手段、借助经济学方法,对2005年及2008年长三角海岸带的10项生态系统服务价值进行了评估。结果表明,长三角海岸带2005及2008年的生态系统服务总价值分别为1 235.92、1 493.04亿元,与长三角地区实际GDP对比得出,生态系统服务价值实际降低,海岸带生态环境退化;对于不同的生态系统来说,林地、耕地、湿地的生态系统服务价值较高,为增强生态系统可持续发展应重点加以保护;对于不同的生态系统服务功能来说,旅游娱乐服务、土壤保持、调节水源为价值量最大的3项服务,而调节空气质量、精神文化服务、养分循环为价值量最小的3项服务。  相似文献

Coastal change and coastal erosion have been a long-existing source of environmental changes. Traditionally, regional changes in wetland systems and their relations to agriculture, industry and urbanization are a major cause for concern. Nowadays, coastal distress has reached even global proportions: the problems of coastal change are strongly linked to the loss of fragile ecosystems, eutrophication and loss of biodiversity. Given that over 70 % of all human activity is in coastal areas, it is clear that many environmental and socio-economic changes occur at a local level and manifest themselves in a spatial context. The physical effect on the geographic morphology is evident in the related consequences for land use. A deep understanding of the changes in land use, and simultaneously in coastal erosion, calls for the integrated monitoring of the most relevant effects in fragile regions. The Ria Formosa wetland system is a unique and very special wetland system in the Algarve (Portugal) and has been integrated in the NATURA 2000 network. The strong symbiosis between nature, agriculture and fisheries, as well as tourism, in the Algarve has led to spatial-ecological synergy. By using coastal recession analysis techniques by means of remote-sensed imagery from 1987, 1989, 2000 and 2007 and by combining this information with available data sets on surface erodibility, a cost surface on multitemporal transitions of land-use classes from the CORINE Land Cover data allows us to assess and integrate a decision-making framework by means of GIS. The novelty of this combined approach to land-use management is the blend of spatial analysis and remote-sensing techniques that share important information on ecosystems at risk. Our findings suggest a growing concern to the area brought by anthropogenic activity. This is studied to a spatial accounting of the distribution of land changes and transitions, where (1) a significant loss of coastal area is witnessed along the Ria Formosa, leading in particular to loss of agricultural land. (2) This loss is underpinned by an increase in leisure facilities to respond to the tourism demand of the region of the Algarve, while landscape metrics suggest that these areas are more volatile for coastal erosion. (3) Simulation through Markov chains on the land use and effects of urban, agricultural, forest and wetland dynamics suggests that by 2026, it is expected to continue to have an increase in urban land, leading to an augmented vulnerability of coastal erosion processes brought by the loss of forest areas which protect from erosion given the root system that directly protects from the existing wave energy and helps sedimentation processes. The above methodology and the availability of data that are freely available render such a combined approach interesting for many other regions of the world, where tourism, coastal change and regional balance are of the utmost importance for sustainable development. 我国是区域发展差异巨大的大国之一,存在着多种尺度的区域发展差异。从中小尺工区域差异的角度,分析了我国东部沿海地区内部发展差距扩大趋势有其影响,可以看出,东部沿海地区在经济快速发展的同时,也存在着经济相对落后的低谷地区。沿海经济低谷地区分布相对集中于香港--珠江三角洲、上海-长江三角洲、京津唐-环渤海三个经济隆起带之间,处于省际交界处。按照类型可以分为黄泛平原区、丘陵山区和沿海库区。东部经济低谷地区区位条件相对比较落后,交通可达性较差,产业结构单一,城市化水平发展严重滞后,社会经济发展比较缓慢,这些不利因素制约着该地区经济和社会的发展。根据崛起机制和途径,低谷地区发展呵以分为资源转换型、非国有经济推动型和外资推动型。建议国家修筑贯穿沿海经济低谷地区的东部沿海铁路大通道,降低沿海经济低谷地区设定标准,加快农业产业化发展,对特殊贫困地区实行特殊优惠政策,从而促进东部沿海地区经济协调发展。  相似文献

This study analyzes the fishing areas or spots used by artisanal fishers of the Atlantic Forest coast. Fishers include inhabitants of islands of the SE Atlantic Forest in Brazil. Data on fish landings were collected for different islands, in 1986 and 1989–1990, for species caught, technology used and fishing time. Fishing spots were marked or rechecked using GPS in 1997–1999. Fishing is performed in paddled, motorized canoes or in small boats with set gillnets or hook and line. Marine animals caught vary from place to place and include fish, shrimp, squid and crab. Spots used are very stable in time, since they did not change for about 10 years. Among other factors, technology limits the range of access of the fishers to the spots. An informal division of fishing areas or spots is observed, based on the locality of residence of the fishers. The mapping and observed division of fishing spots may be used in local management, helping to control the intrusion of industrial fishers in artisanal areas. Local rules and discrimination of spot users may be helpful for artisanal fishers, especially in areas where conflicts with trawlers occur. The observed long-term stability of the use of fishing spots by artisanal fishers and conflicts with other users indicate the urgency of considering local rules for conservation purposes in Atlantic Forest coastal areas. In a major deviation from conventional joint forest management approaches where the emphasis of management is on provision of forest products to the participating villagers, the Tamil Nadu Afforestation Project (TAP) focused on poverty alleviation as the principal means to achieve sustainable forest management. This study assesses the effectiveness of TAP’s strategy in improving the ecology and socio-economic conditions of forest fringe villages using a diverse set of research methods. Results indicate that in a span of four to seven years, there was significant increase in forest cover, biodiversity, and agricultural productivity. The project villages have also shown considerable progress in various indicators of socio-economic development. The authors, however, suggest continued poverty alleviation and promotion of alternative livelihood opportunities to place the programme on a stable ground. Meeting the development needs of local villagers through strong and durable institutional linkages is also suggested for the programme to sustain and succeed.  相似文献

Purse seine fishing of skipjack tuna in the Western and Central Pacific Ocean (WCPO) raises concern over increasing impacts on yellowfin and bigeye tuna by-catch. To address sustainability concerns, the Parties to the Nauru Agreement (PNA) adopted the vessel day scheme (VDS) for the management of purse seine fishing in the WCPO. The VDS has the potential to improve economic benefits for PNA members and to contribute to sustainability of the tuna stocks, and since 2012, has become an important mechanism to regulate fishing access rights in PNA waters. Despite this, monitoring and enforcement remains weak leading to violations of the agreement. Using a game theoretic framework, this paper examines the effectiveness of the VDS and its implications for fisheries regionalism. We examine the payoffs of member countries of the Nauru Agreement under full compliance and payoffs under the currently observed partial compliance. Our findings indicate that member states’ partial compliance with VDS rules plays a role in stabilising the agreement. Requiring full compliance, on the other hand, may encompass strong incentives for PNA members to deviate from the VDS since third parties offer attractive benefits in return for privileged access to fishing grounds. However, pragmatic tolerance of deviations from full VDS compliance seems to play a facilitative role in promoting cooperation and fisheries regionalism.

系统地阐述了滩涂区海岸带预警系统的组成,对预警指标的选择、加权值的确立以及子系统的去干扰参数进行了初步研究和探讨;尝试性地建立了海岸带新型开发区的预警模式。随着江苏海洋开发和苏东战略的实施,盐城已经成为新兴工业开发地带,产业结构变化加剧。同时,环境压力日益显现。利用主成分分析法、二次曲线预测法、专家模糊预测法等方法,定量化研究了盐城海岸带环境指标及子系统和指标层的权重,并对2006~2015年的盐城海岸带环境压力进行了预警预测。研究结果表明,盐城社会环境指数逐步提高,从2003年起进入到轻警区,这主要体现在人均收入指数从1995年的011上升到2005年的0789,第三产业指数有了较大的进步。生态环境污染指数则不容乐观。从1995年的09降到2005年的05左右,已进入重警的范围。盐城海岸带环境尚无重警出现,但除去个别年份在轻警范围中,其余大部分时间均处在中警区面临的环境压力依然严峻,因采取合理的开发模式控制总体开发力度,以求环境和经济和谐持续发展。  相似文献

Studies investigating the local ecological knowledge (LEK) held by fishermen about the fishing resources have indicated that fishermen’s LEK may have the potential to improve fishery management, by providing new information about the ecology, behavior and abundance trends of fish and other aquatic animals. Our major aim is to undertake a brief review of published ethnoichthyological studies with a focus on coastal Brazilian fisheries and freshwater fisheries in both Brazil and Southeast Asia. Based on such review, we provide 29 hypotheses on fish ecology based on fishermen’s LEK and compare them with what is already known from the biological literature, using an arbitrary ‘likelihood’ measure: “Low likelihood” corresponded to unexpected hypotheses, which contradict existing biological data. “Medium likelihood” corresponded to hypotheses that could not be compared to available scientific knowledge. Hypotheses that agree with scientific data were considered as “High likelihood”. We therefore discuss these three categories of hypotheses about several distinct topics, such as migration, reproduction, feeding habits, abundance patterns, ecological relationships between fish and their predators, and fishing pressure. Our results may contribute to the fisheries management and research in the studied regions and other similar places, besides raising the interest of biologists to properly include fishermen’s LEK when planning and conducting fisheries surveys.
