安全生产关系人民群众的生命财产安全 ,关系改革发展和社会稳定大局。但是 ,目前我国的安全生产形势依然严峻 ,特别是改革开放以来 ,随着各种经济成分 ,尤其是三资企业、私营企业、乡镇企业和个体经济组织大量产生 ,小企业的安全生产普遍存在无人管和不会管的问题 ,重特大事故频频发生。根据国家安全生产监督管理局统计显示 ,近年来发生的特大事故中 ,70 %以上集中在小企业。笔者就中国小企业的界定标准、安全生产状况、事故频发的原因、采取的对策及取得的成绩作一简要介绍。  相似文献

随着家具行业持续高速发展和从业人数的不断增加,家具企业职业危害的严峻性也日益突显,职业危害预防、控制也越来越受重视。喷涂作为家具表面处理的重要工艺,其作业过程产生的漆雾和挥发性有机化合物更是直接威胁到职工的健康安全。基于对家具企业喷漆作业场所的有毒、有害因素分析研究的基础上,从个体职业危害防护的角度,提出适用于家具企业喷漆过程的固定式长管呼吸装置防护技术,加强对家具企业职工喷漆作业的劳动保护,实现职业危害的预防控制。  相似文献

Reacting to a perception of threat, workers can become fatalistic or increase their readiness to participate in plant safety programs. A field study of 396 production workers at eight factories tested key relationships derivable from this assumption. Workers were found to be particularly sensitive to presumed personal jeopardy from existing safety hazards. These threat perceptions were tied to previous encounters with accidents and to training for a specific task. In contrast, occupational climates seen as supportive to safety efforts did not effect personal threat evaluations. Safety instruction and co-worker support were established as complementary factors that moved workers toward an activist path of participation rather than a fatalistic acceptance of an existing situation. While relationships were primarily investigated on an individual level, special conditions at certain enterprises were found to influence worker willingness to become involved in safety endeavors.  相似文献

Studies on the rate of occupational accidents among workers in the wooden furniture industry is sparse, although the industry is deemed to be highly accident prone. Therefore, the rate of occupational accidents among workers in the wooden furniture industry in Malaysia, Thailand, Indonesia and Vietnam were studied, in 240 furniture manufacturing factories, using a structured questionnaire. The findings of the study suggest that contract workers are less prone to occupational accidents compared to their permanent counterparts, and hence, are more productive. Further, the results also revealed that the contract workers have a more positive attitude towards the work, and hence, pick up the essentials of safe working practices quickly. It must therefore be recognized that the “production oriented mentality” prevalent in the wooden furniture industry, which has been argued to compromise occupational safety and health standards in the industry may be debatable. In this context, it is essential for the policy makers to re-examine the employment of contract workers for the furniture manufacturing industry, as changing the psycho-economic parameters of the industry may be warranted before the industry is deemed attractive to a permanent workforce.  相似文献

Most models of the incidence of occupational accidents in the construction industry are composed of multiple factors. Although statistical techniques can be used to infer cause-and-effect relationships among these factors, the large number of factors involved and the complexity of the relationships among them make it difficult for managers to identify potential hazards in construction projects and thus develop effective safety procedures. This study addresses this problem by using the association-rule method of data mining in performing an analysis of 1347 accidents in the Taiwan construction industry during the period 2000–2007. The association-rule method enables potential cause-and-effect relationships to be identified among the many factors that play a role in occupational accidents in the construction industry. The study finds that such accidents tend to occur when certain combinations of hazards are present – especially working in high places without protective measures, loss of balance when in motion, failure to use protective equipment, insufficient experience, and injurious contact with unstable structures. These hazards are especially evident in small enterprises with less than 10 persons. The results can help management to formulate effective safety policies with regard to management shortcomings and staff training.  相似文献

Mast Climbing Work Platforms (MCWPs) are becoming more common at construction sites and are being used as an alternative to traditional scaffolding. Although their use is increasing, little to no published information exists on the potential safety hazards they could pose for workers. As a last line of defense, a personal fall-arrest system can be used to save a worker in a fall incident from the platform. There has been no published information on whether it is safe to use such a personal fall-arrest system with MCWPs. In this study, the issues of concern for occupational safety included: (a) the overall stability of the freestanding mast climber during a fall-arrest condition and (b) whether that fall-arrest system could potentially present safety hazards to other workers on the platform during a fall-arrest condition. This research project investigated those safety concerns with respect to the mast climber stability and the workers using it by creating fall-arrest impact forces that are transmitted to the equipment and by subsequently observing the movement of the mast climber and the working deck used by the workers. This study found that when the equipment was erected and used according to the manufacturer's recommendations during a fall-arrest condition, destabilizing forces were very small and there were no signs of potential of MCWP collapse. However, potential fall hazards could be presented to other workers on the platform during a fall arrest. Workers near an open platform are advised to wear a personal fall-arrest system to reduce the risk of being ejected. Due to the increasing use of MCWPs at construction sites, there is a corresponding need for evidence and science-based safety guidelines or regulations and further research should be conducted to continue to fill the knowledge gap with MCWP equipment.  相似文献

IntroductionYoung workers are exposed to various occupational hazards, often with limited experience and skills. In this study, we investigated the effects of the Attitude to Work Program on the safety competencies of young workers. Based on the social cognitive theory, the intervention was developed to help young people adopt an active role in preventing occupational hazards and overcoming barriers to safe work.MethodThe program was implemented in eight upper secondary-level vocational schools in Finland during 2015. A total of 464 students participated in the cluster randomized field trial. Those in the intervention group (n = 229) participated in the Attitude to Work Program. During the program, students identified and practiced behavioral strategies to prevent occupational hazards. Students in the control condition (n = 235) received written material about the same safety-related topics.ResultsThe short-term follow-up showed that the intervention significantly increased safety preparedness and the internal safety locus of control among the students in the intervention condition in comparison to those in the control condition. Students in the intervention condition also showed reduced risk-taking attitudes relative to those in the control condition. Furthermore, those who benefited most from the program were high conscientiousness students. The sensation-seeking level or vocational track did not moderate any of the intervention effects.ConclusionThe results demonstrated that safety competencies can be modified by intervention techniques based on a social-cognitive framework.Practical implicationsThis study provides tools for school-based safety training and future intervention development. Further research is needed to study the relationships between cognitive factors, safety behavior, and accidents.  相似文献

INTRODUCTION: Safety hazards are unavoidable in many work environments. Employees must be both productive and safe, however, conflicting safety and production demands can negatively affect safety, production, or both. The employee's perception of the compatibility of management's safety and production expectations is a possible predictor of such consequences. This paper defines "safety-production compatibility" and describes how measures of safety-production compatibility, as well as safety pressure and production pressure, were developed. METHOD: We used LISREL structural equation modeling to test the influences of safety-production compatibility, safety pressure, and production pressure on safe work behavior and interference with performing other work tasks. The 239 study participants were workers employed in diverse but hazardous occupations. RESULTS: Pressure to work safely was positively associated with safe work behavior. The perceived compatibility of safety and production demands positively influenced safe work behavior and reduced the interference of safety hazards performing other tasks. Safety-production compatibility was also found to mediate the relationship between trust in management and safe work behavior. CONCLUSIONS: The results of this field study suggest increased compatibility, and thus less conflict, between safety and production demands influences safe work behavior and the interference of safety hazards with performing other work tasks. More broadly, the worker's reaction to multiple work demands is a safety and performance influence. IMPACT ON INDUSTRY: Safety management efforts that focus only on the hazards fail to eliminate many accidents because accidents arise from many factors including technology, safety climate, social influences, production, and safety demands. This study suggests that workers differ in their perception of the compatibility of safety and production demands. These differences will show up in safe work behavior, influencing the effectiveness of safety management efforts and the trust workers have in management's concern for safety.  相似文献

The aim of this study was to discover accident factors specific to young workers, using two accident data sets gathered at the same time but with different methods. The first data set consisted of 99 serious occupational accidents, which occured in Southern Finland in 1988 and 1989. The second data set was based on the interview study of over 13,000 people of whom 792 were involved in an accident at work. Both data sets showed consistently that the accident frequency of young workers was higher than that of older workers. The accidents of young workers, however, were less severe. Young accident victims hurt themselves more often when feeding or cleaning machines. Incautiousness contributed more often to accidents of young workers. In order to prevent occupational accidents of young workers, companies should introduce training programmes for new employees.  相似文献

Though a number of occupational accidents have occurred amongst the working population in Mauritius, no study has been carried out to measure the costs associated with such accidents to the best of our knowledge. This study bridges this gap by measuring the economic costs of occupational accidents by using both quantitative and qualitative approaches. The results show that occupational accidents result in costs amounting to nearly Rs. 168 mn of which a major part is accounted for, by loss in productivity. Alongside the highest rate of accidents took place within small enterprises and younger workers are the one taking higher risks mainly due to lack of knowledge and risk awareness. The findings also reveal that only 4% employers believe that investment in safety and health is important for maintaining good business partly because most of the costs are borne by the state. Such a situation therefore requires the need for awareness on practical health and safety systems and procedures among both employees and employers with a view to prevent accident and injuries.  相似文献

目前,建设项目职业病危害预评价方法比较单一,只能反映拟建项目在职业病危害方面与现行法规、标准的符合程度,并不能对项目进行全面、动态的评估,也无法评价职业危害事故风险。通过分析环境影响评价、安全评价中相关的评价方法在评价职业病危害因素分布、长期作用的影响、危害分级、事故风险等方面的优势,探讨其在建设项目职业病危害预评价中的应用。笔者提出,合理借鉴环境影响评价、安全评价方法,可拓展职业病危害预评价的深度和广度,在拟建项目职业病防治、建设项目职业危害分级管理和职业危害事故防范等方面都具有积极的指导作用。  相似文献

During recent years the work environment has undergone significant changes regarding working time, years of employment, work organization, type of employment contracts and working conditions. In this paper, consequences of these changes on occupational and public health and safety are examined. These include the disruption of human biological rhythms, the increase of workers fatigue due to changes in patterns of working hours and years of employment, job insecurity and occupational stress, which have a serious impact on workers’ health and may result in an increase in occupational accidents. Unsafe work practices related to workload and time pressure, the impact of work changes on public safety and the deterioration of workers’ living conditions with respect to income, social-family life, health and insurance benefits, are also described. In this context, difficulties that occur due to the changing work environment in conducting effective occupational risk assessments and implementing OSH measures are discussed (for example, frequent changes between tasks and workplaces, underreporting of occupational accidents and diseases, lack of methodological tools, etc.). A fundamental criterion used while studying consequences on health and safety and the relative preventive measures is that health and safety must be approached as ‘the promotion and maintenance at the highest degree of the physical, mental and social well-being of workers’ and not only as retention of their work ability. Limits in combining “flexibility” at work and overall protection of occupational and public safety and health in a competitive market are put forward for discussion.  相似文献

Objectives. The aim of this article is to reduce the risk of occupational hazards and improve safety conditions by enhancing hazard knowledge and identification as well as improving safety behavior for freight port enterprises. Methods. In the article, occupational hazards to health and their prevention measures of freight port enterprises have been summarized through a lot of occupational health evaluation work, experience and understanding. Results. Workers of freight port enterprises confront an equally wide variety of chemical, physical and psychological hazards in production technology, production environment and the course of labor. Such health hazards have been identified, the risks evaluated, the dangers to health notified and effective prevention measures which should be put in place to ensure the health of the port workers summarized. Discussion. There is still a long way to go for the freight port enterprises to prevent and control the occupational hazards. Except for occupational hazards and their prevention measures, other factors that influence the health of port workers should also be paid attention to, such as age, work history, gender, contraindication and even the occurrence and development rules of occupational hazards in current production conditions.  相似文献

Occupational accidents are stochastic events. The moment of their occurrence cannot be predicted. However, their rate of occurrence may be reduced, albeit not to zero. Considerable effort has been invested into this objective. This led to decreasing numbers of accidents over the years, a tendency which seems, however, to have come to a standstill since approximately 1998. The potential of presently used methods like check lists or HAZOP-based approaches for evaluating and producing recommendations for reducing occupational hazards has apparently been exhausted. Hence, further improvement of the injury rates is expected only from the use of in-depth analysis methods. Therefore, fault tree analysis is applied to occupational safety. This leads to the formulation of the hazard base model and its representation by means of an occupational hazard tree. This tree serves as an example for the assessment of occupational hazards of work places and activities. The characteristic feature of the occupational hazard tree is the decomposition of the undesired event ‘injury’ into basic events. These are qualified verbally using the expressions ‘certain/permanently’, ‘impossible/never’, ‘probable/frequently’, ‘possible/occasionally’, ‘improbable/rarely’. The procedure is implemented in the program GAP (HazardAnalysisProgram), which enables one to generate and evaluate occupational hazard trees. A global verbal assessment of a workplace or an activity is then obtained. On its basis weaknesses of the occupational safety concept are identified, appropriate countermeasures are devised, they are prioritized and their efficiency is valuated. The procedure was successfully tested by analyzing two accidents and assessing a workplace at a major industrial firm.  相似文献

The 19th century and first half of the 20th century is one of those periods in history of rapid economical, technical and social changes. There is an ongoing mechanization, followed by a movement to rationalize production and to make it cost effective. This has created a heavy burden of occupational deaths amongst workers. In this period occupational safety is developing into a professional field. Engineers are enclosing hazards and fencing heights, shaping up safety technique, and writing very practical publications on occupational safety. These publications, predominantly published in the United States, are leading to quite some safety related metaphors, with the iceberg and the domino’s as the most famous ones. Sociologists, psychologists, and physicians are more concerned with questions related to accident causation, and these specialists are conducting research leading to two different safety theories. Causes of occupational accident are found either in the workers’ capacity to handle hazardous situations, or in external causes, like very long working hours, dangerous machines and the increased pressures of work and speed of production. The Pittsburgh survey, the first extended analysis of occupational accidents in a steel district, strongly advocated the environmental hypothesis, while the so-called ‘individual hypothesis’ is favored by the American Safety First Movement, starting as a private initiative in 1906 by US Steel, and later spreading out over Western European countries. The British Industrial Fatigue Board has given the individual hypothesis its scientific justification. Despite scientific criticism just after World War II on the concept of accident proneness and ‘unsafe acts’, its popularity is not fading. Even nowadays the famous metaphors are still part of the vocational training of safety experts, also in The Netherlands. Apparently professional and scientific developments in occupational safety are belonging to two separate worlds. Before World War II, The Netherlands is not a leading country in occupational safety but a follower, first of France and the German speaking countries. After World War I its focus is directed towards the Anglo-Saxon countries.  相似文献

噪声是纺织业的主要职业危害之一。纺织企业生产车间的噪声不仅会影响到纺织生产的效率、工人的工作能力及安全,还会对纺织工人的健康造成危害,甚至导致职业病。以南方某纺织企业为研究对象,对其生产车间的噪声进行了调查测量,并采用职业病作业危害、职业接触风险评估二种评价方法,对该企业各生产工序的噪声职业危害进行风险评价,得出评价结论,从声源、声传播途径、个体防护及管理制度四个方面提出了降噪措施,以便更好地加强防治,预防减少噪声职业危害。  相似文献
