The concept of environmental innovation strategies (EIS) is introduced and discussed. The notion refers to the conduct by which non-governmental organisations (NGOs) act as policy entrepreneurs seeking to address environmental issues by going beyond the provisions of public regulations. Environmental innovation is understood as the product of a process of social interactions between heterogeneous types of actors, including NGOs. Three social mechanisms are introduced in order to capture the conditions enabling and motivating NGOs to pursue EIS, as well as the politics through which EIS are produced. These mechanisms are then discussed in the light of two in-depth case studies in Indonesia and Switzerland. The findings highlight the institutional frustration and mix of concerns that push NGOs to engage in EIS, as well as the non-spontaneous nature of environmental innovations. Innovation represents, in the end, a game of power that should be analysed as such.  相似文献

The use of recycled material is a key building block for the circular economy. In this study, we explore the impact of recycling laws in Japan on the use of recycled materials in the production process of intermediate plastics. Using a difference-in-differences approach, we investigate whether the input share of recycled plastics in intermediate plastic products increased after the Container and Packaging Recycling Law (CPR Law) was enforced in 1997 in Japan. Results indicate that the input share of recycled plastics increased by 1 percentage point after the law’s implementation. Meanwhile, the input share of virgin plastic materials, such as polyethylene, polypropylene, and vinyl chloride, per plastic product decreased by 3 percentage points on average. These results suggest that the CPR law helped shift inputs from virgin plastics to recycled plastic materials even though the impact size has been small. To further encourage the use of recycled plastic materials, policy interventions should directly incentivize producers to increase the use of recycled plastics.

Climate targets call for novel policy measures to facilitate widespread adoption of low-carbon solutions and innovations. The literature on socio-technical systems argues that experimentation has a prominent role in enabling sustainability transition. Experiments represent ways of testing new ideas and methods across a wide range of policy fields. Governance experiments in particular can support accelerated diffusion of new solutions, because they integrate policy with innovations. Here, types of success factors in the implementation of governance experiments to mitigate climate change are examined. Statistical analysis of sustainability innovations in the 28 European Union countries indicates that the types of success factors in governance experiments differ from those of product and social experiments. Governance experimentation is more positioned within socio-technical regimes than in strategic niches. These results suggest that governance experiments may indeed provide new transition opportunities towards low-carbon societies.  相似文献

The clean air interstate rule (CAIR) was a regional cap-and-trade program announced in 2005 which covered 27 eastern US states and sought to reduce sulfur dioxide emissions from coal-fired power plants. The rule was later vacated after a court found that the non-targeted design of the program did not comply with the Clean Air Act provision to regulate interstate air pollution. Using a custom air pollution dispersion model, I calculate the interstate SO2 pollution from 493 coal-fired power plants across the United States between 1997 and 2020. In a difference-in-differences setup with plants not covered by CAIR in the control group, I estimate the treatment effect of the program on overall- and cross-border SO2 emissions and find a 24% reduction in overall emissions and reduces the risk that a plant violates air quality standards across state borders by 2–4%. I report evidence of heterogeneous treatment effects where the reduction in overall emissions attributed to CAIR is lower among plants transporting SO2 in excess of 1% of the National Air Quality Standards to another state.

ABSTRACT

European climate policy faced increasing constraints during the economic and Eurozone crises (2008–2014). The European Commission subsequently refocused policymaking toward integrating climate objectives into other policy areas such as energy and the 2014–2020 European Union (EU) budget. The conditions for successful climate policy integration (CPI) are analyzed, focusing on the compatibility of key actors’ beliefs. In renewable energy policy, CPI was successful as long as the co-benefits and related policy-core beliefs of energy security, rural economic development and climate action coexisted harmoniously. Once conflict among these policy-core beliefs emerged during the biofuels controversy, CPI was weakened as actors with competing economy-focused beliefs controlled the decision-making process. The case of EU budget climate mainstreaming illustrates how actors can add climate objectives into legislation despite meaningful discussion being ‘crowded out’ by other priorities. The findings highlight the importance of low conflict between departments, compatible beliefs and policy priorities for successful CPI.  相似文献

The oil and gas industry has traditionally been reticent to engage with the issues surrounding climate change, typically being cast as a laggard. Yet, over recent years, the sector has begun taking on a more active role in climate governance, doing so in a variety of capacities – as initiators, catalysts and participants in industry-led or multi-stakeholder efforts. The Oil and Gas Climate Initiative is reviewed, as a case study to illustrate emerging climate leadership within the global oil and gas industry. In 2015, its members committed to a two-degree pathway. The paucity of research on the nascent role of oil and gas firms in climate governance is addressed.  相似文献

The fossil fuel divestment movement has been a vibrant novel development in climate change politics in recent years, particularly in North America. Here, the character of the discourse used to promote divestment as a strategy is explored. The divestment discourse is shown to rest on four overlapping narratives, those of war and enemies, morality, economics and justice. All four are clearly discernible in statements from movement activists, in coverage of divestment campaigns by major news sources and in the movement’s aims, objectives and strategies covered in alternative media. The war narrative, with the formulation of fossil fuel companies as enemies to be overcome to ensure survival, is the dominant narrative. By polarising climate action and identifying an antagonist against which to mobilise, divestment discourse has articulated climate change as an explicitly political phenomenon, in contrast to the primarily consensus and collaboration-based approaches that have predominated in climate politics.  相似文献

ABSTRACT

The leadership dynamics between the European Council, the Council and the Member States in European Union (EU) environmental policy since the 1970s are analysed. The puzzle is that, although the EU was set up as a ‘leaderless Europe’, it is widely seen as an environmental leader, albeit sometimes as a one-eyed leader amongst the blind. While differentiating between leadership types, it is argued that the European Council has the largest structural, the Council the most significant entrepreneurial, and the Member States the most important cognitive and exemplary leadership capacities. Most day-to-day environmental policy measures are negotiated by the Environment Council (in collaboration with the European Parliament). The European Council’s increased interest in high politics climate change issues is largely due to the EU’s global leadership ambitions. Member States have traditionally formed environmental leadership alliances on an ad hoc basis although this may be changing.  相似文献

Grassroots environmental movements have recently started to question the focus on sustainable consumption as a main strategy to tackle climate change. They prefer to address individuals as citizens rather than as consumers, and focus on collective rather than individual change. Two prominent movements in this regard are Transition Towns and Climate Justice Action. While both movements criticise conventional approaches, they put forward entirely different strategies for what has to happen instead. Based on extensive qualitative research, this article analyses how these movements manifest themselves in Flanders (Belgium). The focus is on their different accounts of how and why collective practices have to be built, and the place they attribute to ‘the political’ in this. The analysis reveals the existence of two different forms of ecological citizenship: one communitarian, the other agonistic.  相似文献

The 2015 UN climate negotiations in Paris resulted in an inclusive, binding treaty that succeeds the Kyoto Protocol. In contrast to the failure at Copenhagen in 2009, the Paris negotiations are therefore seen as a major diplomatic success that has regenerated faith in the United Nations Framework Convention on Climate Change as a forum for dynamic multilateralism. The Paris Agreement provides a robust framework for ratcheting up efforts to combat global warming. However, the Agreement’s value will remain unclear for some time. The historical path to the Paris accord is outlined, and a preliminary assessment is offered of its key elements and outcomes.  相似文献

The concept of environmental citizenship is employed as an analytical tool to determine what kind of climate citizenship(s) the citizen-directed material in the European Commission’s climate change campaign is constructing. The research material is read, analysed and interpreted through elements attached to environmental citizenship: the realm of activity, political space, depth of activity, level of activity, citizen virtues, citizen rights and responsibilities and conception of the environment. The results suggest that climate citizenship is considered mainly as a private sphere activity performed by individuals and consists mainly in small adjustments in daily life. Climate citizens are motivated to everyday-life mitigation by personal benefit, greenhouse gas emissions and preserving natural resources.  相似文献

The question ‘how much is enough?’ can be related to two different kinds of thresholds: minimum and maximum levels. Two separate discussions on these levels are held within two different research fields – abstract justice theory and practical environmental science – and both use the term ‘sufficiency’ to denominate their subject. The discussion in each research field is concentrated almost exclusively on either minimum or maximum levels. It is argued instead that both are closely linked to each other and that the combination of both types of thresholds actually results in what the concept of sustainability demands. The aims here are to bring these two sufficiency debates together and to explore conceptual links as well as differences.  相似文献

The global circulation of the word ‘fracking’ seems to testify to a setback for energy transitions, a nexus that has not yet received much scholarly attention. In light of this, the controversy over fracking is understood as furthering infrastructural changes that are central to energy transitions. Infrastructure should not be understood as materiality per se but instead as sedimented but ultimately discursive elements that can be reactivated and rearticulated. Examining ‘infrastructure’ from the point of view of discourse theory places the focus on infrastructural change. Prior to 2011, the oil and gas infrastructure in northern Germany was largely invisible to the public. The subsequent reassembling of production with fracking facilitated the politicization not just of that term but also of the whole infrastructure. Instead of routinely reproducing the infrastructure, subjects that had formerly dominated the field were confronted with new and heterogeneous voices that challenged their agency.  相似文献

The development of renewable energy is one manifestation of current transformations in the organisation of European energy production and markets. To illuminate the changes triggered by renewable energy policy, the evolution of solar photovoltaic policy in France is analysed with a focus on its central instrument, feed-in tariffs (FITs). FITs for photovoltaics raised difficulties in many countries, but their effects were particularly dramatic in France. Market sociology and science and technology studies are employed to describe FITs as agencements organising the markets and politics of electricity production. FITs are considered as inherently unpredictable insofar as they encourage innovation and the emergence of new actors. The ways in which three successive agencements of FITs for photovoltaics framed the politics and economy of photovoltaics in France, and how they addressed unanticipated effects, are discussed. This is suggestive of transformations and tensions in the construction of French energy policy.  相似文献

There is a substantial body of literature on public understandings of large-scale ‘environmental’ phenomena such as climate change and resource degradation. At the same time, political science and economics analyse the governance arrangements to deal with such issues. These realms of research rarely meet: there has been little research into people’s understandings of the governance of environmental change. This study adds a psychological perspective to governance research by investigating social representations of governance that promotes societal change towards sustainability, and related practices. It examines data from qualitative interviews with sustainability-interested people in seven European countries (n = 105). The analysis identified building blocks of representations suitable as an analytical framework for future research on governance representations. The diversity of their content reflected a range of pathways to societal change. Representations often seemed to have a creative function as a guiding vision for individuals’ own practices, but their wider transformative potential was constrained.  相似文献

Over the last three decades, ecological modernisation (EM) has emerged as a powerful political discourse, in which economic growth, environmental protection and energy security are mutually reinforcing. Here, the trajectory of EM in the European Union is traced, using a discourse analysis of the seven Environmental Action Programmes. The discourse articulated in these documents points towards an encroaching ‘double depoliticisation’. First, political decisions are discursively constructed as a matter of market rationality rather than a democratic process that engages with different political positions. Second, EM is reified as the only feasible solution, and alternative and contesting discourses are marginalised. Thus not only are political differences erased from the discourse, but the discourse is itself removed from political debate.  相似文献

How do choices among information sources reinforce political differences on topics such as climate change? Environmental sociologists have observed large-scale and long-term impacts from news media and think-tank reports, while experimental science-communication studies detect more immediate effects from variations in supplied information. Applying generalized structural equation modeling to recent survey data, previous work is extended to show that political ideology, education and their interaction predict news media information choices in much the same way they predict opinions about climate change itself. Consequently, media information sources serve as intervening variables that can reinforce and, through their own independent effects, amplify existing beliefs about climate change. Results provide empirical support for selective exposure and biased assimilation as mechanisms widening political divisions on climate change in the United States. The findings fit with the reinforcing spirals framework suggesting partisan media strengthens climate change beliefs which then influences subsequent use of media.  相似文献
