Management of river basins involves the making of informed choices about the desired levels of economic activities and ecosystem functioning in the catchment. Information on the economic and ecological effects of measures as well as their spatial distribution is therefore needed. This paper proposes the following instruments to support decision-making in river basins: (1) the linking of models and indicators to describe the economic and ecological effects of management actions and their spatial distribution and (2) an extended evaluation framework that aims to evaluate management actions on three objectives for sustainable river management. These are cost-effectiveness, spatial equity, and environmental quality. This paper illustrates the potential of these instruments for river basin management by a case-study on nutrient management in the Rhine basin. In this case-study four nutrient abatement strategies are formulated, based on policies of the International Commission for the Protection of the Rhine and the North Sea Commission. These strategies are analysed and evaluated on their contribution to the three management objectives. Results show that none of these strategies score highest on cost-effectiveness, spatial equity and environmental quality simultaneously. It appears that cost-effectiveness is in conflict with environmental quality, whereas spatial equity and cost-effectiveness show quite close correspondence. This means that a trade-off has to be made between costs and spatial equity on the one hand, and environmental standards on the other hand. This paper offers a framework to make these trade-offs more explicit and provides quantitative information on cause-effect relationships, economic and environmental effects and the spatial distribution of these effects for various management strategies. This information can be particularly useful in the development of compromises required to establish international agreement and co-operation.  相似文献

Based on surveys and chemical analyses, we performed a case study of the surface water and groundwater quality in the Wuwei basin, in order to understand the sources of water pollution and the evolution of water quality in Shiyang river. Concentrations of major chemical elements in the surface water were related to the distance downstream from the source of the river, with surface water in the upstream reaches of good quality, but the river from Wuwei city to the Hongya reservoir was seriously polluted, with a synthetic pollution index of 25. Groundwater quality was generally good in the piedmont with dominant bicarbonate and calcium ions, but salinity was high and nitrate pollution occurs in the northern part of the basin. Mineralization of the groundwater has changed rapidly during the past 20 years. There are 23 wastewater outlets that discharge a total of 22.4 x 10(6)m(3)y(-1) into the river from Wuwei city, which, combined with a reduction of inflow water, were found to be the major causes of water pollution. Development of fisheries in the Hongya reservoir since 2000 has also contributed to the pollution. The consumption of water must be decreased until it reaches the sustainable level permitted by the available resources in the whole basin, and discharge of wastes must also be drastically reduced.  相似文献

A susceptibility indexing method was developed based on vulnerability and quality indices. The contamination susceptibility index (SI) at a given location was calculated by taking the product of the vulnerability index (VI) and the quality index (QI): SI = VI × QI. This method incorporates both hydrogeological and hydrochemical data for a comprehensive index mapping. The DRASTIC index methodology was used for the hydrogeological data evaluations. The quality index calculation procedure based on a water quality classification scheme was introduced to evaluate hydrochemical data. The suggested susceptibility indexing method was applied to the Küçük Menderes river basin located in western Turkey. The susceptibility index map shows both hydrogeological and hydrochemical data related to the contamination problem including areas that should be taken into consideration during water management planning. The index map indicates that the most susceptible groundwater is located along the river channel between Kiraz and Tire towns, in the Selçuk area and along the Fertek stream channel to the north of Torbal? town. The results indicate that the incorporation of both hydrogeological and hydrochemical datasets enables more realistic evaluations than those of an individual dataset to estimate the groundwater contamination susceptibility of an aquifer. The numerical procedure applied could be extended further by including other parameters such as retardation, potential contaminant sources, etc. that affect the water quality in a given basin.  相似文献

Water is strongly linked with the overall development framework of the Brahmaputra basin. However, the absence of integrated management of Brahmaputra water resources and lack of coordination among the riparian states constitutes an ongoing threat to future development plans within the basin. Brahmaputra's abundant hydropower potential can help give riparian countries a safer energy future that is the key driving force behind the prospect of potential cooperation. This paper analyses the current status of Brahmaputra water resources and identifies the perspectives of riparian countries regarding the development of the Brahmaputra basin. It also identifies the opportunities for cooperation and regional development through integrated water development and management of the Brahmaputra basin. It is essential to develop an integrated water resources management approach involving all riparians to foster regional development and overcome the prospect of severe water conflict along the Brahmaputra basin.  相似文献

Phosphorus loss from bank erosion was studied in the catchment of River Odense, a lowland Danish river basin, with the aim of testing the hypothesis of whether stream banks act as major diffuse phosphorus (P) sources at catchment scale. Furthermore, the study aimed at analyzing the impact of different factors influencing bank erosion and P loss such as stream order, anthropogenic disturbances, width of uncultivated buffer strips, and the vegetation of buffer strips. A random stratified procedure in geographical information system (GIS) was used to select two replicate stream reaches covering different stream orders, channelized vs. naturally meandering channels, width of uncultivated buffer strips (≤ 2 m and ≥ 10 m), and buffer strips with different vegetation types. Thirty-six 100-m stream reaches with 180 bank plots and a total of 3000 erosion pins were established in autumn 2006, and readings were conducted during a 3-yr period (2006-2009). The results show that neither stream size nor stream disturbance measured as channelization of channel or the width of uncultivated buffer strip had any significant ( < 0.05) influence on bank erosion and P losses during each of the 3 yr studied. In buffer strips with natural trees bank erosion was significantly ( < 0.05) lower than in buffer strips dominated by grass and herbs. Gross and net P input from bank erosion amounted to 13.8 to 16.5 and 2.4 to 6.3 t P, respectively, in the River Odense catchment during the three study years. The net P input from bank erosion equaled 17 to 29% of the annual total P export and 21 to 62% of the annual export of P from diffuse sources from the River Odense catchment. Most of the exported total P was found to be bioavailable (71.7%) based on a P speciation of monthly suspended sediment samples collected at the outlet of the river basin. The results found in this study have a great importance for managers working with P mitigation and modeling at catchment scale.  相似文献

Severe drinking water shortage affects all resident of the Kabul river basin. Two and a half decades of civil war in Afghanistan (it began in late 1978) have resulted in widespread environmental degradation and water resource development throughout the country. The war has already finished and, therefore, water resource management for supplying water is one of the most important tasks for Afghanistan’s government. The Kabul river basin which is the most populated area in the country is located in the eastern part of Afghanistan. This article deals with the water resource properties of the Kabul river basin and also water demand in the important cities of the basin, such as Kabul, the capital and the largest city in the country. Also a few suggestions for providing water for domestic and agriculture purposes in short term, medium time and long term have been discussed.  相似文献

Annual precipitation and river water volumes and chemistry were measured from 1995 to 1998 in a mesoscale agricultural area of southeast Brazil. Precipitation was mildly acidic and solute concentrations were higher in the west than in the east of the basin. Combustion products from biomass burning, automobile exhaust, and industry typically accumulate in the atmosphere from March until October and are responsible for seasonal differences observed in precipitation chemistry. In river waters, the volume-weighted mean (VWM) concentrations of major solutes at 10 sites across the basin were generally lower at upriver than at downriver sampling sites for most solutes. Mass balances for major solutes indicate that, as a regional entity, the Piracicaba River basin was a net sink of H+, PO4(3-), and NH4+, and a net source of other solutes. The main stem of the Piracicaba River had a general increase in solute concentrations from upriver to downriver sampling sites. In contrast, NO3- and NH4+ concentrations increased in the mid-reach sampling sites and decreased due to immobilization or utilization in the mid-reach reservoir, and there was denitrification immediately downriver of this reservoir. Compared with tributaries of the Chesapeake Bay estuary, the Piracicaba River is affected more by point-source inputs of raw sewage and industrial wastes than nonpoint agricultural runoff high in N and P. Inputs of N and C are responsible for a degradation of water quality at downriver sampling sites of the Piracicaba River drainage, and water quality could be considerably improved by augmenting sewage treatment.  相似文献

We evaluated the importance of floodplains for nutrient retention in two distributaries of the river Rhine (Waal and IJssel) by monitoring N and P retention in a body of water during downstream transport. We hypothesized that (i) retention of P is much larger than retention of N and (ii) nutrient retention increases with an increasing amount of the discharge flowing through floodplains (QF). The second hypothesis was tested by comparing retention between the rivers Waal (low QF) and IJssel (high QF), as well as at different discharges. Total nitrogen (TN) did not decrease significantly during downstream transport in both rivers, whereas 20 to 45% of total phosphorus (TP) disappeared during transport in the river IJssel. This difference between N and P retention-supporting the first hypothesis-was probably caused by differences in sedimentation through a much lower proportion of N adsorbed to particles than of P (2-3% of N vs. 50-70% of P). Phosphorus retention was only observed in the IJssel and not in the Waal, and absolute P retention (g P s(-1) km(-1)) in the IJssel increased with increasing QF. The second hypothesis was, nevertheless, not fully supported, because the percentage P retention (% of P load) decreased (instead of increased) with increasing QF. The percentage P retention increased with decreasing river depth and flow velocity; it seemed related to the efficiency of sediment trapping.  相似文献

This paper examines lessons from the experience in the use of charges for water resource management, considers how charges have been used in Europe, and how a new charging system could be developed. It focuses particularly on the case for pollution charges, or charges for using a river for the disposal of waste. The paper falls into four sections. The first reviews briefly the case for pollution charges, both theoretical and practical, and shows how they can complement regulatory systems. The experience of pollution charging schemes in the Netherlands, Germany and France, where charges have been used as a major mechanism for environmental and water resource management for upwards of 10 years are examined. The basis for charge schemes, their effectiveness as policy instruments and the institutional framework within which they operate are discussed. The paper addresses some questions which are central to the definition and development of charge schemes- the objectives, the problems and constraints. A case study is used to establish the feasibility of introducing emission charges for water resource management. How the charge could be designed and administered and how the charge level could be set is also described. Finally, some broad recommendations on the effectiveness and issues associated with charge schemes are presented.  相似文献

While transboundary waters are widely advocated to be best managed at the basin level, practical experience in transboundary waters at the basin vis‐à‐vis other scales has not been systematically examined. To understand past experiences in transboundary water management at alternate scales, this paper: (i) determines the relative abundance of water treaties at different scales and (ii) elucidates how transboundary water law varies according to the scale to which it applies. The paper developed a scale typology with six groups, and systematically applied it to stratify transboundary water treaties. Treaty contents were then compared across scales according to the following set of parameters: primary issue area, temporal development, and important water management attributes. Results of this work reveal: (i) treaties tend to focus on hydropower and flood control at smaller scales, and organizations and policies at larger scales; (ii) a temporal trend toward treaties concluded at larger scales; and (iii) a higher proportion of treaties is at larger scales in Africa and Asia than in Europe and the Americas. These findings suggest that smaller scale cooperation may constitute a more constructive scale in which to achieve development‐oriented cooperation. Further, scope may exist to complement basin scale cooperation with cooperation at smaller scales, in order to optimize transboundary water management. In the context of basin‐wide management frameworks, Africa and Asia may benefit from greater emphasis on small‐scale transboundary water cooperation.  相似文献

In this article the authors assert that successful long-term pollution prevention will require changes in the culture and business practices of an organization such that the term “pollution prevention” eventually becomes obsolete. They envision firms evolving to a point where actions that today are referred to as pollution prevention will simply be part of standard business practices and thoroughly embedded in the firms' culture. Although pollution prevention projects and programs need to be highly visible at the outset to communicate throughout the organization and to demonstrate the benefits that can be gained, companies should adopt a long-term strategy aimed at making fundamental changes in the way they do business, rather than relying solely on piecemeal projects and special plans or programs. Such evolution of the firm will maximize the chances of meeting the dual challenges of business competitiveness and environmental stewardship. This article presents a vision for integrating environmental performance with business objectives and suggests practical steps to begin moving toward that vision.  相似文献

Three innovations in water and soil conservancy technology in the Pearl River Delta of South China, i.e., dike building, land reclamation, and dike-pond systems, were examined from a historical perspective. They were found to best reflect local farmers' efforts to cope with the challenges of various water disasters and to build a harmonious relationship with the changed environment. These technologies were critical to the agricultural success and sustainability over the past 2000 years, and reflected local farmers' wisdom in balancing land use and environmental conservation. Imprudent use of a new agricultural technology could damage the environment, and could disturb the human-environment relationship, as evidenced by the more frequent flooding that followed inappropriate dike building and premature reclamation. It is suggested that as the urbanization and industrialization process in the delta region continues, the kind of thinking that made the water and soil conservancy sustainable needs to be incorporated into the design of similar technologies for water use and river basin management today.  相似文献

This paper describes an online water quality monitoring and management system that was developed by combining a chemical oxygen demand sensor with an artificial neural network technology and a virtual instrument technique. The system was used to model the hydrological environment of the Liming River basin in Daqing City, China, in an effort to maintain the water quality in this basin at a level compatible with the status of Daqing City as a scenic resort. Operation of the system during the past 2 years has shown that an optimal allocation of water (including water released from an environmental reservoir to mitigate pollution events) could be achieved for the basin using the information gathered by the system; using mathematic models established for this system, the quantity of water released from the reservoir is adequate to improve the overall water environment. The results demonstrate that the system provides an effective approach to water quality control for environmental protection.  相似文献

This paper explores the notion of environmentally induced spatial stigma through an analysis of data from interviews across public attitudes to pollution within the Asopos river basin in central Greece. The area has a 40 year plus history of legal and illicit industrial waste disposal and public debate on the associated environmental degradation. The study focuses on the perceptions and beliefs of a sector of the community likely to be directly and negatively affected by stigma, that is small business owners in the tourism and hospitality sector. The qualitative analysis explores awareness and viewpoints on environmental degradation and water quality within the local context, implications for the local economy and the individual's own enterprise, views on industrial environmental management as well as corporate responsibility and future prospects for the environmental problems of Asopos. Findings reveal a noticeable variation in views on industrial pollution and ecosystem deterioration among the respondents, but overall a strong environmentally induced stigmatization of the area. They also uncover an information asymmetry and lack of credible commitment by government bodies and industry members in disclosing accurate information, a situation likely to increase speculation and uncertainty within the community. The paper concludes by addressing implications of the findings to policy-making and managerial considerations, along with future research perspectives which aim to increase considerations of sustainability aspects for local development.  相似文献

We employed the contingent valuation method to estimate the willingness to pay of the respondents to improve the waste collection system in Dhaka city, Bangladesh. Our objective was to estimate how WTP differs between respondents who received or did not receive door to door waste collection. The methodology consisted of asking people directly about their willingness to pay an additional waste collection service charge to cover the costs of a new waste management project. The mean value of WTP for areas that received waste collection service areas was higher than for residents of areas that did not but the difference was not statistically significant. The aggregate value of WTP of the respondents in Dhaka city was 7.6 million Taka (USD0.1 million).  相似文献

Uncertainty plays an important role in water quality management problems. The major sources of uncertainty in a water quality management problem are the random nature of hydrologic variables and imprecision (fuzziness) associated with goals of the dischargers and pollution control agencies (PCA). Many Waste Load Allocation (WLA) problems are solved by considering these two sources of uncertainty. Apart from randomness and fuzziness, missing data in the time series of a hydrologic variable may result in additional uncertainty due to partial ignorance. These uncertainties render the input parameters as imprecise parameters in water quality decision making. In this paper an Imprecise Fuzzy Waste Load Allocation Model (IFWLAM) is developed for water quality management of a river system subject to uncertainty arising from partial ignorance. In a WLA problem, both randomness and imprecision can be addressed simultaneously by fuzzy risk of low water quality. A methodology is developed for the computation of imprecise fuzzy risk of low water quality, when the parameters are characterized by uncertainty due to partial ignorance. A Monte-Carlo simulation is performed to evaluate the imprecise fuzzy risk of low water quality by considering the input variables as imprecise. Fuzzy multiobjective optimization is used to formulate the multiobjective model. The model developed is based on a fuzzy multiobjective optimization problem with max–min as the operator. This usually does not result in a unique solution but gives multiple solutions. Two optimization models are developed to capture all the decision alternatives or multiple solutions. The objective of the two optimization models is to obtain a range of fractional removal levels for the dischargers, such that the resultant fuzzy risk will be within acceptable limits. Specification of a range for fractional removal levels enhances flexibility in decision making. The methodology is demonstrated with a case study of the Tunga–Bhadra river system in India.  相似文献

Bangladesh faces at least 30 upstream water diversion constructions of which Farakka Barrage is the major one. The effects of Farakka Barrage on water resources, socioeconomy, and culture have been investigated downstream in the basins of the Ganges and its distributaries. A diversion of up to 60% of the Ganges water over 25 yr has caused (i) reduction of water in surface water resources, (ii) increased dependence on ground water, (iii) destruction of the breeding and raising grounds for 109 species of Gangetic fishes and other aquatic species and amphibians, (iv) increased malnutrition, (v) deficiency in soil organic matter content, (vi) change in the agricultural practices, (vii) eradication of inland navigable routes, (viii) outbreak of waterborne diseases, (ix) loss of professions, and (x) obstruction to religious observances and pastimes. Further, arsenopyrites buried in the prebarrage water table have come in contact with air and formed water-soluble compounds of arsenic. Inadequate recharging of ground water hinders the natural cleansing of arsenic, and threatens about 75,000,000 lives who are likely to use water contaminated with up to 2 mg/L of arsenic. Furthermore, the depletion of surface water resources has caused environmental heating and cooling effects. Apart from these effects, sudden releases of water by the barrage during the flood season cause devestating floods. In consideration of such a heavy toll for the areas downstream, strict international rules have to be laid down to preserve the riparian ecosystems.  相似文献

The rapid economic and industrial growth of China, exemplified by a 10-fold increase in its gross domestic product in the past 15 years, has lifted millions of its citizens out of poverty but has simultaneously led to severe environmental problems. The World Health Organization estimates that approximately 2.4 million deaths in China per year could be attributed to degraded environmental quality. Much of China's soil, air, and water are polluted by xenobiotic contaminants, such as heavy metals and organic compounds. In addition, soil quality is degraded by erosion, desertification, and nutrient runoff. Air quality is further compromised by particulates, especially in heavily populated areas. Research shows that 80% of urban rivers in China are significantly polluted, and poor water quality is a key contributor to poverty in rural China. Economic and industrial growth has also greatly expanded the demand for water sources of appropriate quality; however, pollution has markedly diminished usable water resource quantity. Desertification and diminishing water resources threaten future food security. In recent years, China's government has increased efforts to reverse these trends and to improve ecosystem health. The Web of Science database showed that the percentage of articles on China devoting to environmental sciences increased dramatically in recent years. In addition, the top 25 institutes publishing the papers in environmental sciences were all in China. This special issue includes seven articles focusing on nonpoint source pollution, environmental quality, and ecosystem health in China. The major issues, and results of these studies, are discussed in this introduction.  相似文献

In the Heihe River Basin in the arid inland area of northwest China, the distribution of water resources in vegetation landscape zones controls the ecosystems. The carbon sequestration capacity of vegetation is analyzed in relation to water resources and vegetation growing conditions. During the last 20 years, the vegetation ecosystems have degenerated in the Heihe River Basin. Simulation using the C-FIX model indicates that, at present, the total amount of NPP of vegetation accounts for about 18.16 TgC, and the average value is 106 gC/m(2)/yr over the whole basin. NPP has generally the highest value in the upperstream mountain area, middlestream artificial oases area, downstream river bank area, alluvial fan and the terminal lake depression where vegetation grows relatively well. The lowest value is found in the vast downstream desert and Gobi area. Protection of vegetation ecosystems and enhancement of carbon sequestration require such inland river basins as the Heihe River Basin to be brought under management in a comprehensive way, taking water as a key, to carry out a rational and efficient allocation and utilization of water resources.  相似文献
