Foreign-owned industry in the form of assembly plants, termed maquiladora, has become very important in Mexico to the extent that it represents the second largest source of foreign exchange and is a valuable source for employment and regional development. The economic prosperity gained from the rapid growth of the maquiladora industry has been accompanied by increased environmental and human health risks associated with generation of hazardous waste. Diversification of industry has resulted in the predomination of those sectors that likely use hazardous substances. The Mexicali-Calexico border region was selected to demonstrate the potential for environmental and health risks associated with the generation of hazardous waste. Estimates for the generation of hazardous waste were obtained from 34 maquiladora plants in Mexicali, represented by the electronic and electrical equipment and parts, mechanical and transportation equipment, and toys and sporting equipment sectors. Repeated detection of volatile organic compounds in the New River at the US-Mexico border suggests that hazardous waste from the printed circuit board industry in Mexicali is not being disposed of in a proper manner. Potential adverse health effects, such as carcinogenic and mutagenic responses associated with the detected volatiles, are discussed. US and Mexico national legislation and the Binational Environmental Agreement were examined for their adequacy to ensure proper management of hazardous waste generated by the maquiladora industry. Environmental policy options are presented that focus on: (1) increased environmental accountability of US parent companies for their maquiladora assembly plants in Mexico; and (2) more integration between US Customs and border states with the US Environmental Protection Agency to improve the binational management of hazardous waste generated by the maquiladora industry.  相似文献

Mandatory insurance requirements and/or mitigation fees (royalties) for mining companies may help reduce environmental risk exposure for the federal government. Mining is examined since the Environmental Protection Agency (EPA) Toxic Release Inventory reveals that this sector produces more hazardous waste than any other industrial sector. Although uncommon, environmental expense can exceed hundreds of millions of dollars per development. Of particular concern is the potential for mines to become unfunded Superfund sites. Monte Carlo simulation of risk exposure is used to establish a plausible range of unfunded federal liabilities associated with cyanide-leach gold mining. A model is developed to assess these costs and their impact on both the federal budget and corporate profitability (i.e., industry sustainability), particularly if such costs are borne by offending firms.  相似文献

/ Animal burrowing is critical to the formation of soils and contributes to the interface between geological materials and organic life. It also influences the management of hazardous materials at nuclear waste facilities and elsewhere. For example, residues and waste products from the production of nuclear weapons are released onto the ground surface and within engineered burial structures. Soil bioturbation has exposed radionuclides and other hazardous materials to wind and rain, thereby risking inhalation and injury to humans and wildlife on and off site. Soil bioturbation can expand soil depths and spatial distributions of the source term of hazardous waste, potentially increasing chronic exposures to wildlife and humans over the long term. Ample evidence indicates that some of the large quantities of hazardous materials around the world have been released from soil repositories, where they have also contaminated and harmed biota. Key burrowing parameters influencing these outcomes include the catalog of resident species, and their abundance, typical burrow volumes (void space created by soil displacement), burrow depth profiles, maximum depth of excavation, constituents and structural qualities of excavated soil mounds, and proportion of the ground covered by excavated soil. Other important parameters include rate of mound construction, depth of den chambers, and volume of burrow backfill. Soil bioturbation compromised the integrity of some hazardous waste management systems using soil, but the environmental impact remains largely unknown. The production of large quantities of wastes globally has created a commercial activity involving the transfrontier shipments of hazardous wastes, intended to be managed at economically attractive waste-handling facilities located elsewhere. In fact, huge quantities of hazardous wastes apparently travel the world in search of “acceptable” waste management facilities. For instance, within the industrialized countries alone, millions of tonnes of potentially hazardous waste cross national frontiers each year on their way for recycling or to treatment, storage, and disposal facilities (TSDFs) because there is no local disposal capacity for these wastes, or because legal disposal or reuse in a foreign country may be more environmentally sound, or managing the wastes in the foreign country may be less expensive than at home. The cross-boundary traffic in hazardous wastes has lately been under close public scrutiny, however, resulting in the accession of several international agreements and laws to regulate such activities. This paper discusses and analyzes the most significant control measures and major agreements in this new commercial activity involving hazardous wastes. In particular, the discussion recognizes the difficulties with trying to implement the relevant international agreements among countries of vastly different socioeconomic backgrounds. Nonetheless, it is also noted that global environmental agreements will generally be a necessary component of ensuring adequate environmental protection for the world community—and thus a need for the careful implementation of such agreements and regulations.  相似文献

The need for a national consensus standard for quality assurance (QA) for environmental programs emerged from efforts to clean up sites contaminated by hazardous chemical and/or radioactive wastes. The waste management community has been using several different standards or sets of requirements for establishing the QA and quality control (QC) procedures for use during the cleanup of contaminated sites. Some of these requirements have been imposed by federal agencies, including the Department of Energy (DOE), the Department of Defense (DOD), the Nuclear Regulatory Commission (NRC), and the Environmental Protection Agency (EPA). Often, requirements have been chosen to fit a particular mission or regulatory requirements. The remediation and restoration of federally owned or operated hazardous waste sites has created a situation in which multiple organizations (including federal and state regulators, site operators, and remedial contractors) are overseeing or addressing the same technical problem, often at the same site, and using different QA requirements. The occurrence of multiple QA/QC requirements has resulted in costly and time-consuming duplication of effort. In addition, the perception of inconsistent and often conflicting requirements has created confusion and frustration. The need for a single set of QA/QC criteria to bring order and consistency to the application of QA in the environmental waste management area became increasingly clear, and led to the development of ANSI/ASQC E4, which may be approved and issued by this year.  相似文献

Local governments in Australia, especially in large urban areas, have faced a challenge of the growing quantity of waste generated and the diminishing space for waste disposal in recent years. The central government has demonstrated the importance of developing strategies to make full environmental costs and impacts of waste disposal and material recovery accountable for waste management decision-making. However, research into this field is limited. This paper investigates environmental accounting practices in local government waste management. From a survey conducted with local government authorities in New South Wales (NSW) Australia, it is found that overall the level of direct waste flow and activity accounting is higher than the level of hidden and external environmental cost accounting, though local governments tend to identify and use more physical information associated with waste flows and activities than relevant monetary information. External environmental impacts of waste disposal are often overlooked and show the lowest level of practices. The survey results also indicate that urban local governments have taken more environmental information into account than rural local governments, but such difference is not significant between local governments of different sizes. The complexity of waste technical services and operations is confirmed to have a positive and significant effect on the level of environmental accounting for waste management across local governments surveyed.  相似文献

石油烃含量是含油污泥处理中必不可少的重要控制指标。文章分析了含油污泥中石油烃组成及主要污染控制要求,介绍了国内外含油污泥处置对石油烃含量的控制现状;依据危险废物鉴别标准的相关规定,以及对原油中芳香族化合物及其多环芳烃含量的研究成果,对采用石油烃指标进行危险废物鉴别做了推论计算。结果认为:含油污泥等固体废物及其处理残余物的石油烃含量≤0.25%,不属于危险废物;石油烃含量介于0.25%~1.7%时,其是否属于危险废物,最终需要进行危险废物鉴别而确定;石油烃含量1.7%,则属于危险废物。  相似文献

Siting a geologic repository for isolating highlevel nuclear waste up to 10,000 years is a controversial undertaking never before attempted in the United States. The Nuclear Waste Policy Act of 1982 exempted repository siting from important requirements for environmental review under the National Environmental Policy Act. In December 1987, the Nuclear Waste Policy Amendments Act identified Yucca Mountain as the first site to be characterized for a high-level nuclear waste repository. In light of the unproven nature of the technology being evaluated, the scientific uncertainties associated with Yucca Mountain, and the lack of proven methods for risk evaluation, the environmental policies for repository siting represent a significant departure from more traditional, comprehensive, and interdisciplinary environmental review for siting nuclear projects. The policies warrant further study by those interested in how present as well as future decisions about complex technologies may be made.  相似文献

Solvent-based paint manufacturing plants produce significant quantities of hazardous waste, which must be properly treated before it can be disposed. Since the cost for treating this waste is high, reducing the quantity of waste has become a crucial issue in this industry.Waste minimization options are beneficial for the owner of the plant as well as for the environment. The quantity of hazardous waste can be minimized by changing the plant's technology or by substituting hazardous substances, which are used in the paint manufacturing process, with environmentally friendly ones. Furthermore, separating the various waste streams makes it easier to recover raw materials and enhances the possibility of their reuse within the production process. This will decrease operational costs for the plant.This paper presents a case study of waste minimization in a solvent-based paint manufacturing plant. Source reduction, recovery, and recycling methods are taken into consideration. Its aim is to develop an understanding of the facility's waste generating processes, to suggest ways to reduce the waste production, and finally to select an appropriate waste minimization option to suggest to the plant. Some of the suggested methods are currently being practiced while others are at initial stage of development.  相似文献

The leaching characteristics of air pollution control (APC) residues collected in Shanghai, China, were compared by performing three compliance leaching tests. These were the standard Chinese method for determining the leaching toxicity of solid waste (GB 5086.1-1997), the USEPA's Toxicity Characteristic Leaching Procedure (TCLP), and the new European shake test (EN 12457-3). In particular, behaviors of raw samples and samples that had been subjected to natural aging were compared. Both the leaching tests and natural aging substantially affected the leaching results concerning the APC residue samples. Most importantly, EN and GB tests classified the raw APC residues as hazardous, but the residues passed the TCLP test as nonhazardous. After it had been naturally aged for 720 h, however, the aged sample was classified as hazardous by the TCLP and EN tests, but as nonhazardous by the GB test. Metals that are thought to have been immobilized by carbonation were released at pH 6.3. Model calculations based on the geochemical thermodynamic equilibrium model MINTEQA2 revealed that the formation of metal carbonates did not correspond to the noted change in the leaching behaviors in the three leaching tests. Rather, the partial neutralization of alkaline ash by dissolved CO2 changing the final pH of the leachate dominated the leaching characteristics. The leaching results showed a change in leachate pH.  相似文献

/ Siting hazardous waste facilities is an extremely complex and difficult endeavor. Public aversion to the construction of these facilities in or near their community often results in concerted opposition, referred to as the NIMBY syndrome. For the most part, siting processes do not fail because of inadequate environmental or technical considerations, but because of the adversarial decision-making strategies employed by the proponents. Innovative siting processes used in the provinces of Alberta and Manitoba offer tangible evidence of the successful application of an innovative siting approach based on the principles of decentralization of decision-making authority and full and meaningful public involvement. The purpose of this paper is to evaluate four Canadian siting processes from the perspective of public participation and access to decision-making authority. Examples of siting processes related to hazardous waste management facilities are provided from the provinces of Alberta, Manitoba, British Columbia, and Ontario. Siting has evolved from approaches dominated by top-down decision making to increasing decentralized and pluralistic approaches. Focusing on social and political concerns of potentially affected communities and on the process of decision making itself are fundamental to achieving siting success. In Alberta initially, and later in Manitoba, this new "open approach" to siting has resulted in the construction of the first two comprehensive hazardous waste treatment facilities in Canada.KEY WORDS: Hazardous waste facilities; Siting methodologies; Public participation  相似文献

More than 50,000 tons of hazardous waste are imported and exported worldwide each year. Over 50% of hazardous waste is exported to Southeast Asia, of which leather waste is the major component. The exportation quantities of hazardous waste to Organization of Economic Cooperation and Development (OECD) countries are decreasing while they are on the increase to non-OECD countries. Some of these wastes are intended for recycling purposes but the usage of some others is not stipulated. The hazardous waste importation quantity kept fairly steady from 1997 to 2000, of which ash or residues containing copper or copper compounds were the major component. Under existing regulations and measures, the transboundary movement of hazardous waste cannot be effectively controlled and monitored. In order to ensure environmentally sound hazardous waste management, EPA-Taiwan revised the Waste Disposal Act in 2001 and cooperated with the Industrial Development Bureau (IDB) to promote industrial waste reduction and recycling projects. Strategies were proposed based on evaluation according to the 3Es Principles and the site investigation in this study.  相似文献

As widely recognised by EU legislation, Life Cycle Thinking (LCT) is a viable approach to support sound waste management choices. In this context, the Institute for Environment and Sustainability (IES) of the European Commission Joint Research Centre (JRC) has lead the development of macro-level, life cycle based waste management indicators to quantify and monitor the potential environmental impacts, benefits, and improvements associated with the management of a number of selected waste streams generated and treated in Europe.The waste management indicators developed make use of a combination of macro statistical waste management data combined with emissions/resource life cycle data for the different elements of the waste treatment chain. Indicators were initially calculated for the entire European Union (EU-27) and for Germany, covering several waste streams and a broad range of environmental impact categories.An indicator developed for a given waste stream captures the potential environmental impact associated with the generation and management of that waste stream. The entire waste management chain is considered, i.e. from generation to final treatment/disposal. Therefore, system boundaries for the selected waste streams include also the treatment or recycling of secondary waste (e.g. bottom ash from the incineration of household waste), and secondary products (e.g. recovered paper), as well as energy recovery.The experiences from the development of these life cycle based waste management indicators suggest that more detailed and quality-assured waste statistics are needed, especially covering the many different treatment operations and options. Also, it would be beneficial if waste statistics had a higher disaggregation level of waste categories, as well as more detailed information about waste composition. A further development of the indicators should include an increased number of waste streams, as well as calculation of the results for all Member States.  相似文献

Present methods of disposal of today's hazardous household chemicals in the United States are frequently not acceptable because of pathways to groundwater, surface water, and the atmosphere. This report identifies potentially hazardous liquid waste in the household, notes current disposal practices, and recommends an improved management plan that utilizes consumer education, manufacturer cooperation, and governmental intervention. Laws requiring uniform disposal labeling on packaging are critical. Local, county, and state governments must be encouraged to coordinate the necessary infrastructure. Managing hazardous household wastes now will mitigate potential disposal problems.  相似文献

Maquiladoras, manufacturing plants that primarily assemble foreign components for reexport, are located in concentrations along the northern frontier of the US/Mexico border. These plants process a wide variety of materials using modern industrial technologies within the context of developing world institutions and infrastructure. Hazardous waste generation by maquiladoras represents a critical environmental management issue because of the spatial concentration of these plants in border municipalities where the infrastructure for waste management is nonexistent or poor. These border municipalities contain rapidly increasing populations, which further stress their waste handling infrastructure capacities while exposing their populations to greater contaminant risks. Limited empirical knowledge exists concerning hazardous waste types and generation rates from maquiladorsas. There is no standard reporting method for waste generation or methodology for estimating generation rates at this time. This paper presents a method that can be used for the rapid assessment of hazardous waste generation. A first approximation of hazardous waste generation is produced for maquiladoras in the three municipalities of Nogales, Sonora, Mexicali, Baja California, and Cd. Juarez, Chihuahua, using the INVENT model developed by the World Bank. In addition, our intent is to evaluate the potential of the INVENT model for adaptation to the US/Mexico border industrial situation. The press of border industrial development, especially with the recent adoption of the NAFTA, make such assessments necessary as a basis for the environmental policy formulation and management needed in the immediate future.  相似文献

Although many empirical studies have examined firms' decisions to participate in voluntary environmental programs, relatively few have examined why firms choose different levels of compliance with environmental regulations. This paper uses primary data to examine why some firms violate regulatory standards on water pollution, solid waste, toxic and hazardous waste, and hazardous air emissions, while others over-comply with them. The results suggest that different factors drive decisions to violate or over-comply with an environmental regulation. Some evidence was found to support the strategic behavior theory of environmental overcompliance, but no corroborating evidence was uncovered to support the green consumer theory.  相似文献

The management of plastic waste through various methods such as landfilling, recycling, and incineration has several inherent shortcomings, such as a lack of resources, preparation, motivation, financial power, and expertise. Additionally, these methods are unable to handle the quantity and types of plastic waste, nor do they increase the public's interest in plastic waste management practices. According to research, environmental, economic, and social factors are the main drivers for reducing plastic waste. Experts from around the world have identified four significant areas of concern for which solutions have been proposed: methods of plastic waste reduction and management, the amount of plastic waste, the quality of waste/plastic, and awareness of plastic waste management/cost of plastic waste management. However, individual solutions proposed for these key areas of concern are facing several challenges, leading to delays in their adoption or less popularity globally. The review has identified the reasons for the less popularity of existing plastic waste management methods, which are less environmentally friendly and have a complex process, hence requiring serious reconsideration from technocrats and researchers to develop more sustainable and efficient procedures that do not produce more hazardous by-products. This study also found that financial incentives are one of the main drivers to ensure the mass participation of lower and working-class people.  相似文献
