Drivers of agricultural sustainability in developing countries: a review   总被引:1,自引:0,他引:1  
Agricultural development has been an effective instrument for poverty alleviation and economic development in developing countries over the latter half of the twentieth century, and over 80 % of rural people globally still depend on agriculture for their living. However, issues such as water availability, land degradation and an increasing dependence on chemical fertilisers and pesticides continue to be on-going threats to sustainable agricultural development. These threats are being driven by the pressing need to ensure food security in the face of rapidly growing and urbanising populations. Developing countries will therefore continue to need improved methods for planning sustainable agricultural development. This paper presents a review of agricultural sustainability assessment in developing countries. The review highlights some of the key weaknesses that persist in sustainability assessment and the need to consider not only indicators of sustainability but also the drivers that influence indicator behaviour. We argue that without a good understanding of the drivers of sustainability and their systemic relationships to indicators, sustainability assessments run the risk of focusing on symptoms without addressing underlying causes of adverse indicator trends. Drivers of agricultural sustainability in developing countries encompass a range of demographic, natural, socio-economic, political, institutional and management factors. Understanding these and their relationships to sustainability indicators is needed in order to develop agricultural development policy that supports sustainability. The paper presents a conceptual framework for guiding systemic agricultural sustainability assessment and agricultural development planning in developing countries that includes both sustainability indicators and drives, and considers the broad relationships between them.  相似文献

Against a backdrop of continuous deforestation and the degradation of forest resources, this paper is an attempt to develop auspicious criteria and indicators of forest sustainability for Cameroon, drawing from the strength and weaknesses of those currently applicable. Using data emanating from both secondary and primary sources, this paper concludes that while the adoption and implementation of the criteria for forest sustainability should normally lead to sustainability, it should not be taken for granted because sustainability is not an abstract concept, but measurable. Thus, whether or not forest in Cameroon is sustainable can only be ascertained through the effective application of the criteria and indicators delineated in this paper.  相似文献

This study examines sustainability indicators using the sustainability report of the Finnish Ministry of Agriculture and Forestry as the case study. The report is a compilation of indicators designed to assess the sustainability of natural resource management. The interviews with the users revealed, however, that the indicators have not been particularly effective in informing the actors or in affecting their behaviour. Clearly, the informative value of the indicators has been overrated and the complexity of the information transfer has been underestimated. At least partly, the difficulties were due to the obscurity of the indicator-concept itself and consequently to their improper use. First, the statistics with the objective state-of-affairs information should be distinguished from the indicators that are always related to policy discussion. In addition, the technical and communicative use of the indicators should be distinguished from each other as they have different relationship between the information, policy values and the associated activities.  相似文献

This paper discusses methodologies that have been employed to give insights into business performance in relation to sustainable development, both at a sectoral and corporate level. From consideration of different sectoral sustainable development methodologies, some key issues and good practice related to their derivation are elaborated. These issues are then further illustrated by a detailed comparison between three sustainable development methodologies that have been used in the UK offshore oil and gas industry. The methodologies chiefly differ in terms of how they address the problem of comparing different impacts across potentially non-commensurable dimensions, one proceeding through explicit monetary valuation, another through implicit valuation of different options and another through presentation of an unaggregated framework of indicators. The paper concludes by identifying the different situations in which use of these different methodologies is appropriate.  相似文献

This paper focuses on the environmental component of sustainability of technology, taking into account the role of industrial ecology. Assessment of environmental sustainability of technology traditionally focuses on immediate impact of technology on the environment through quantifying resource extraction and generated emissions. However, technology does not only exchange materials with the environment but also with the industrial society as a whole, the so-called industrial metabolism. A higher compatibility of a specific technology with the industrial system, as studied in industrial ecology, can result in lower resource extraction and reduced waste emission, indirectly contributing to a better environmental sustainability.Starting from the considerations above and based on the second law of thermodynamics, the paper presents a set of five environmental sustainability indicators for the assessment of products and production pathways, integrating industrial ecology principles. The indicators, all scaled between 0 and 1, take into account: (1) renewability of resources; (2) toxicity of emissions; (3) input of used materials; (4) recoverability of products at the end of their use; (5) process efficiency.The applicability of the elaborated set of indicators is illustrated for different production pathways of alcohols (petrochemical and oleochemical based), polyethylene end-of-life options and electricity production from non-renewable (natural gas and fossil oil) and renewable resources (hydropower, photovoltaic conversion of solar irradiation).  相似文献

This paper considers methodological questions concerning indicators of sustainability, which have arisen in the course of an EPSRC-supported project investigating a systems approach to assessing the sustainability of cities. The project aimed: (a) to develop a methodology, the Reference Sustainability System (RSS), for representing the energy, resource and material flows, on which the environmental sustainability of cities depends; (b) to show how this methodology could contribute to a more systematic assessment of the potential of technological and resource management strategies to enhance urban sustainability. Systems models of the material or resource flows caused by the household demand for paper, energy, water and bottled water have been constructed. The project has highlighted the complexity of assessing the contributions of specific technologies and strategies to enhanced sustainability. Particular issues raised include the relative merits and problems of using externality valuation methods compared to physical indicators, the difficulties of aggregating environmental impacts, the question of where system boundaries should be drawn in a life cycle analysis, and the need to consider both distant and local impacts which arise from the end-use demands of urban populations. The paper explores these issues, through the use of modelling results from the case studies. Particular emphasis is placed on the communication of research results to policy makers, interested organisations and the public, drawing on recent experience with the dissemination of results from the project's first case study relating to waste-paper management options.  相似文献

TIM (Threat Identification Model) is a framework for the ex ante assessment of agricultural land management sustainability at the land unit scale that identifies sources of unsustainability within agricultural land management systems. The model explicitly links defined hazards to land productivity and environmental integrity, land resource data and information, and land management practice options using expert and local knowledge on land management and its potential effects. The model was tested in the Crystal Creek Subcatchment, a narrow coastal strip of land situated in north Queensland, Australia. This area was chosen due to the expansion of the sugar industry onto increasingly marginal land in the area, which represents a threat to sustainable land use and a requirement for careful land-use planning and land management.TIM may be used in a relational database as a stand alone decision support system for land-management planning. Its usefulness in land-use planning is greatest when it is linked to a Geographic Information System (GIS) as shown in this paper. GIS allows TIM outputs, such as constraints to agriculture and site-specific best-management practices, to be identified in a spatially explicit manner.The main advantages of TIM are that it can be done ex ante, it removes the need to define sustainability assessment criteria and indicators, it utilises current understanding of the causes and effects of land degradation and how different land-management practices influence these, and links this knowledge to definite land-management options.  相似文献

Recent debate on sustainability indicator development has centred upon top-down and bottom-up methods. In practice, a key difficulty is the establishment of defensible issues and indicators to use. Here, we present a structured approach for transitioning from initial community consultation designed to elicit issues to the downstream definition, composition and measurement of those issues via indicators. The approach incorporates two quantitative techniques from the literature, analytic hierarchy process and Qualitative Sustainability System Index. The application of these techniques is designed to foster a better understanding of the priority of and relationships between issues, prior to the construction of measurement instruments and indicators of sustainability. We develop a prototype implementation of the approach, and elicit feedback from an expert panel on its suitability in a community sustainability context.  相似文献

Regional agricultural projects based on water resource development have many potential impacts on social and natural environments. In this research, potential long-term environmental problems of the Southeastern Anatolian Project (GAP) related to water resources, land use, land degradation, agricultural pollution and demography are analysed from a systems perspective. The analysis focuses on the totality of environmental, social and economic issues. For this purpose, a system dynamics simulation model (GAPSIM) has been developed as an experimental platform for policy analysis. GAPSIM was validated, first 'structurally', using the tests suggested by the literature and then the model 'behaviour' was tested and calibrated with respect to available data. The reference behaviour of GAPSIM reveals that, as the irrigated lands are developed, GAP faces significant water scarcity because of the increased intensity of cotton, the crop with the highest demands for water. Simulation results also indicate that two key environmental factors, pesticide and fertilizer consumption may reach undesirable levels. Alternative irrigation water release strategies, development rates of irrigated fields and farm rotation practices appear as important policy tools in achieving long-term environmental sustainability. GAPSIM promises to be not only a useful laboratory for policy makers of GAP, but also a useful generic structure applicable to other similar regional development projects.  相似文献

This paper presents an approach for rapid assessment of sustainability for Mainland China based on a multilayer index system. Efficient assessment is conducted with the basic mapping units at county and city levels. After evaluating a comprehensive sustainable development index, SDI, for each unit, five rankings of sustainability are determined, and a zonation map produced. Regional characteristics and differences are interpreted through macro-analysis of the spatial variation in SDI. A sensitivity analysis is performed by which the weights of the sub-indices are altered by ±20%, and SDI re-evaluated; the resulting grades remain the same, thus confirming the robustness of the technique. Moreover, the accuracy of the proposed approach is indirectly validated by comparison with assessment results from an alternative systems analysis method. It is found that major conurbations such as Beijing have relatively high levels of sustainability, whereas provinces in central and western China require investment to improve their sustainability.  相似文献

This paper reports the formulation and application of a framework of catchment-level water resource management indicators designed to integrate environmental, economic and social aspects of sustainability. The framework of nine indicators was applied to the River Dee and River Sinos catchments in Scotland and Brazil, respectively, following an indicator selection process that involved inputs from water management professionals in both countries, and a pilot exercise in Scotland. The framework was found to capture a number of key sustainability concerns, and was broadly welcomed by water resource managers and experts as a means of better understanding sustainable water resource management. Issues relating to poor water quality and public water supply were particularly prominent in the findings for the Sinos, while findings for the Dee suggested that more attention might be focused on building institutional capacity and public participation in catchment management. The use of some proxy indicators was required in both catchments due to poor data availability, and this problem may hinder the further development of indicator frameworks that attempt to better integrate environmental, economic and social dimensions of sustainability.  相似文献

Sustainability assessments are an increasingly common tool for measuring progress towards sustainable development. Despite their popularity, sustainability assessments and the indicators that compose them are said to have had little impact on the policy arena. In this paper we discuss four attributes that we contend will improve the use of sustainability assessments to guide decision making: non-compartmentalization, site specificity, built-in guidance for target setting, and ability to measure active sustainability. We present a novel assessment tool for wastewater treatment infrastructure that illustrates these attributes. The assessment is composed of two-dimensional indicators we call “burden to capacity” ratios, that reveal and quantify the local value of resources embodied in wastewater and treatment byproducts, and the tradeoffs between designing systems for disposal versus reuse. We apply the sustainability assessment framework to an existing treatment plant in Chengdu, China and discuss the results.  相似文献

Public private partnerships (PPPs) allow the Indian Government to leverage private capital for meeting the widening demand-supply gap in the provision of infrastructure services. The private sector, however, prefers to limit the participation to financially attractive projects only, thereby resulting in patterns of infrastructure creation impeding the progress towards sustainable development. In order to promote sustainable development, the PPP procurement process should focus on incentivising the private sector for sustainable infrastructure development rather than concentrating on ensuring financial sustainability only. This paper discusses the principles-based PPP-specific framework that has been developed to facilitate assessment of PPP projects' progress towards sustainable development. The framework development was based on a holistic approach to sustainability assessment and subsequently validated through questionnaire survey with key stakeholders in the Indian PPP programme. This framework will provide the decision makers with appropriate decision aid for integration of sustainable development principles in the PPP procurement process.  相似文献

Sustainability embraces socio-economic and bio-ecological dimensions or attributes. This paper presents a conceptual framework for quantifying sustainability on the basis of efficiency theory commonly used in economics. The conceptual model is implemented using Data Envelopment Analysis (DEA). Sustainability is measured for a sample of Dutch sugar beet growers. The average technical efficiency was only 50%. A positive correlation was found between technical efficiency and sustainable efficiency. Differences in efficiency among farmers were persistent within and between years. We conclude that there is considerable scope for improving the sustainability of arable farming by better management.  相似文献

ABSTRACT

This paper offers a conceptual examination of the power-effects of transparency, as information disclosure, on those making accountability claims against actors deemed to be causing significant environmental harm. Informed by Lukes’s ([2005]. Power: A radical view (second edition). Basingstoke: Palgrave Macmillan.) multi-dimensional theory of power, I review recent scholarship to interrogate four hypotheses positing empowerment for accountability claimants arising from the disclosure of sustainability information. Across public and private governance forms, academic research suggests that information disclosure promotes the communication of the sustainability interests of affected parties, and in some cases enhances the capacity of these parties to evaluate justifications provided by relevant power-wielders. However, evidence is weaker that disclosure of sustainability information empowers accountability claimants to sanction or otherwise steer those responsible; and there is little support that transparency fosters wider political interrogation of the configurations of authority producing environmental harm. Differentiating between behavioural and non-behavioural understandings of power allows an evaluation of these research findings on the power-related effects of information disclosure.  相似文献

This paper explores the implications that arise with the selection of specific sustainability evaluation tools. Sustainability evaluation tools are conceptualized in this paper as value articulating institutions and as such their choice is a far from a trivial matter. In fact their choice can entail various ethical and practical repercussions. However, in most cases the choice of the evaluation tool is made by the analyst(s) without taking into consideration the values of the affected stakeholders. By choosing the analytical tool the analyst essentially “subscribes to” and ultimately “enforces” a particular worldview as the legitimate yardstick to evaluate the sustainability of a particular project (or policy). Instead, this paper argues that the selection of evaluation tools should be consistent with the values of the affected stakeholders. With this in mind, different sustainability evaluation tools’ assumptions are critically reviewed and a number of suggestions that could facilitate the choice of the most appropriate tool according to the context of the sustainability evaluation are provided. It is expected that conscious evaluation tool selection, following the suggestions made in this paper, will reduce the risk of providing distorted sustainability evaluations.  相似文献

This paper describes a comparative analysis of alternative methods of constructing composite indicators to measure the sustainability of the agricultural sector. The three methods employed were Principal Component Analysis, the Analytic Hierarchy Process and a Multi-Criteria technique. The comparison focused on the irrigated agriculture of the Duero basin in Spain as a case study, using a dataset of indicators previously calculated for various farm types and policy scenarios. The results enabled us to establish a hierarchy of preferred policy scenarios on the basis of the level of sustainability achieved, and show that the most recent CAP reform is the most sustainable agricultural policy scenario. By analyzing the heterogeneity of different farms types in each scenario, we can also determine the main features of the most sustainable farms in each case. The analysis demonstrates that full-time farmers with small to medium-sized farms and sowing profitable crops are the most sustainable farm types in all the policy scenarios. All of this information is useful for the support of agricultural policy design and its implementation, as we attempt to improve the sustainability of this sector.  相似文献
