Natural and human‐caused disasters pose a significant risk to the health and well‐being of people. Journalists and news organisations can fulfil multiple roles related to disasters, ranging from providing warnings, assessing disaster mitigation and preparedness, and reporting on what occurs, to aiding long‐term recovery and fostering disaster resilience. This paper considers these possible functions of disaster journalism and draws on semi‐structured interviews with 24 journalists in the United States to understand better their approach to the discipline. A thematic analysis was employed, which resulted in the identification of five main themes and accompanying subthemes: (i) examining disaster mitigation and preparedness; (ii) facilitating recovery; (iii) self‐care and care of journalists; (iv) continued spread of social media; and (v) disaster journalism ethics. The paper concludes that disaster journalism done poorly can result in harm, but done well, it can be an essential instrument with respect to public disaster planning, management, response, and recovery. 相似文献

This issue of Disasters explores the roles of NGOs and other actors in disaster mitigation and preparedness and also reviews broad international trends in risk management and disaster prevention. The need to address risk, and with that the motivation to improve disaster mitigation and preparedness, has tended to fall between the cracks of grander frameworks of development co-operation and humanitarian assistance. Despite the seemingly glaring need to reduce the horrific impact of floods, droughts and wars, disaster mitigation and preparedness have neither the allure of directly 'saving lives', nor of providing an 'escape from poverty'. There are, however, signs that risk management is becoming a mainstream concern. Factors such as the need to address factors that do not fit into traditional slots on the relief-development continuum, the rising economic costs of disasters and a growing acknowledgement that aid will never cover more than a small fraction of the costs of disasters are all leading to new approaches, priorities and institutional configurations. A realisation that dealing with risk and insecurity is a central part of how poor people develop their livelihood strategies has begun to position disaster mitigation and preparedness within many poverty alleviation agendas. A number of long-standing challenges remain; most of all, the complexities of maintaining the political will that is needed to ensure that risk management becomes more than a passing fad. 相似文献

The purpose of this study is to discover how coordination and communication between the government and service organisations responsible for the relief effort following Hurricane Katrina contributed to the poor outcomes for the communities impacted by the storm. Two hypotheses were tested in this study: communication was positively correlated with the degree of coordination immediately following Katrina; and miscommunication was negatively correlated with the degree of coordination after the storm. Quantitative content analysis of media reports was used to analyse the data and test the hypotheses. Both communication and miscommunication were found to be positively correlated with coordination. The results of this study suggest that increasing interorganisational communication and establishing clearly defined roles for organisations must be a high priority in revamping organisational protocol on disaster response if any new approach is to be successful. 相似文献

Studies of coordination in human networks have typically presented models that require stable working relationships. These models cannot be applied to emergency response management, which demands distributed coordination in volatile situations. This paper argues that changes to interconnectedness of nodes in a network may have implications for the potential to coordinate. A social network‐based coordination model is proposed to explore an organizational actor's state of readiness in extreme conditions. To test this hypothesis, the study investigates survey data from state law enforcement, state emergency services and local law enforcement, presenting agency‐based (macro) and cross‐agency (micro) analysis on 224 completed questionnaires. The main findings are: (i) there is a positive correlation between network connectedness and the potential to coordinate; (ii) the concept of tiers within an emergency response network may exist and be characterized by the sub‐network with which an organization associates; (iii) a range or threshold characterizes how interconnected an organization at a given tier should be. 相似文献

Ex‐ante measures to improve risk preparedness for natural disasters are generally considered to be more effective than ex‐post measures. Nevertheless, most resources are allocated after an event in geographical areas that are vulnerable to natural disasters. This paper analyses the cost‐effectiveness of ex‐ante adaptation measures in the wake of earthquakes and provides an assessment of the future role of private and public agencies in disaster risk management. The study uses a simulation model approach to evaluate consumption losses after earthquakes under different scenarios of intervention. Particular attention is given to the role of activity diversification measures in enhancing disaster preparedness and the contributions of (targeted) microcredit and education programmes for reconstruction following a disaster. Whereas the former measures are far more cost‐effective, missing markets and perverse incentives tend to make ex‐post measures a preferred option, thus occasioning underinvestment in ex‐ante adaptation initiatives. 相似文献

With a view towards suggesting improvements to the official UK Guidance for disaster exercises, this paper critically examines a representative sample of recent disaster management exercises in the United Kingdom to determine how they are planned, conducted and assessed. Personal observations and in‐depth qualitative interviews were used to study three representative multi‐agency disaster exercises in the UK: (1) the Hitachi 395 Evacuation Workshop and Exercise Twin Bore, (2) Exercise Saxon Shore and (3) Exercise Operation Safe Return. The research demonstrates that disaster exercises in the UK generally consist of four main approaches: (1) disaster response and adaptability, (2) building‐block approach, (3) citizen participation and (4) discussion‐based debriefs. While the data demonstrates that each of these approaches has significant merit, it also elucidates key improvements that should be made to the official UK guidance and reflected in future exercises. In particular, the research suggests that the Guidance should highlight the importance of adaptability at the scene of a disaster, advance a building‐block methodology to organising exercises and reiterate the need for better debriefings of volunteer participants. 相似文献

Research on diverse cultural contexts has indicated that aid organisations often fail to leverage local, culturally‐grounded resources and capacities in disaster‐affected communities. Case‐study methodology was employed to explore the relationship between local and external disaster response efforts in American Sāmoa following the earthquake and tsunami on 29 September 2009 in the southern Pacific Ocean, with a specific focus on the role of culture in defining that relationship. Interview and focus group data from 37 participants, along with observational data, suggested that the local response to the event was swift and grounded in Samoan cultural systems and norms. External aid was viewed as helpful in some respects, although, on the whole, it was seen as a disruption to village hierarchies, social networks, and local response efforts. The study discusses the implications for the role of outside aid in diverse cultural contexts, and makes suggestions for improving the ecological fit of post‐disaster interventions. 相似文献

An essential component of disaster planning and preparation is the identification and selection of temporary disaster debris management sites (DMS). However, since DMS identification is a complex process involving numerous variable constraints, many regional, county and municipal jurisdictions initiate this process during the post‐disaster response and recovery phases, typically a period of severely stressed resources. Hence, a pre‐disaster approach in identifying the most likely sites based on the number of locational constraints would significantly contribute to disaster debris management planning. As disasters vary in their nature, location and extent, an effective approach must facilitate scalability, flexibility and adaptability to variable local requirements, while also being generalisable to other regions and geographical extents. Contemporary responses to facilitate long‐term recovery from large‐scale natural disasters juxtapose between those of humanitarian agencies and governments and those of the affected community. The extent to which these mechanisms articulate is crucial to the recovery propensity of the affected communities. This research examines such action by exploring the relationship between the scale of post‐disaster response interventions, the extent of community participation in them, and their impact on community recovery, using a community wealth capital framework. The investigation was applied to a study of the longer‐term community recovery of the island of Vilufushi, Republic of Maldives, which was almost completely destroyed by the Indian Ocean tsunami of 26 December 2004. Data were analysed through the employment of a pattern match technique and a holistic recovery network analysis. The research framework, informed by the case‐study results, other long‐term recovery evaluations, and existing resilience theory, is reconfigured as a testable roadmap for future post‐disaster interventions. 相似文献

This paper examines local government and non‐governmental organisation (NGO) engagement in disaster response in the wake of the M/T Solar 1 oil spill in Guimaras, Western Visayas, Philippines, on 11 August 2006. It assesses the response activities of these two entities as well as the institutional factors that affected their interaction on the ground. Local government and NGO engagement was shaped by multi‐layered, overlapping, and oftentimes contending government‐designed response frameworks. Within these frameworks, government actors played the role of primary implementer and provider of relief, allowing them to determine who could be involved and the extent of their involvement. The absence of formal roles for NGOs in these frameworks not only undermines their ability to work in a setting where such institutional set‐ups are operational but also it reaffirms their ‘outsider’ status. This study of the Guimaras oil spill illustrates the complexity and the institutional difficulties inherent in disaster response and coordination in the Philippines. 相似文献
