ABSTRACT: Florida water resources are among the most abundant in the United States, with Florida receiving the second‐highest mean annual rainfall of all states. However, water supply issues have troubled the state due to the highly variable spatial and temporal distributions of water supply and demand, and they are aggravated by the population's preference for settling in coastal regions where freshwater resources are scarce. Historically, the competing issues of water resource development and natural systems protection have placed water management agencies and local governments at odds. In 1997, the Florida Legislature enacted several major changes to Florida water law in an attempt to improve water resource planning and protection. This paper briefly reviews the history of water management in Florida with an emphasis on decisions culminating in the 1997 legislation, which requires the development of minimum flows and levels. Also examined is the impact of the 1997 law on water management. Efforts made to comply with legislative mandates are summarized; these include, to date, establishment of minimum flows and levels on 209 water bodies and budgeting in excess of $1.4 billion for water resource development projects.  相似文献

Beijing's local water resources have been overexploited and the ecological and environmental pressures exceed the carrying capacity of this densely populated megacity. This article examines the current status of Beijing's water resources with respect to its industrial, residential, and eco‐environmental water usage and the challenges it may face in the near future. The article describes the context of water uses, the steps taken by Beijing to alleviate the water shortage problems, and challenges to Beijing's abilities to meet its urgent and future water needs. A multipronged strategy is proposed that aims at both the present problems and the anticipated future challenges. In particular, engineering and institutional approaches for Beijing's successful transition from overexploitation to sustainable utilization of water resources are explained. Actions include reasonable water utilization, water conservation, reclaimed wastewater, and importing water from neighboring areas. We conclude that Beijing must take additional steps in water resource management to ensure its sustainable development that involves continued urbanization sprawls and population growth. Future water resource management strategies should focus on strengthening water demand management through water conservation, efficient interbasin water transfers, use of nontraditional water resources, strategically reserving water supply, and promoting rehabilitation of the eco‐environments.  相似文献

This paper assesses the financing challenges which have to be met by developing countries if water resources are to be managed efficiently, if the quality of the aquatic environment is to be improved and if water related services are to be delivered in a responsive, efficient and equitable way. This paper takes the view that attaching 'price tags' to water supply and sanitation, as was tentatively done in Agenda 21, is a misguided approach and that what is needed is articulation of clear principles which should underpin the financing of water supply and sanitation investments. To illustrate the approach the paper focuses heavily on experiences from World Bank water supply, sanitation and urban development projects over the past 30 years. The challenge is to develop appropriate institutional and financial arrangements. The essence of such arrangements is that they ensure that societies mobilize appropriate levels of resources for providing water related environmental services and that these resources are used in the most efficient and effective way possible .  相似文献

ABSTRACT: Water resources professionals should be engaged actively in revisiting state water rights law. During the past four years, sponsored by the American Society of Civil Engineers with cooperation of other water resources organizations, over a hundred engineers, hydrologists, geographers, lawyers, administrators, educators, water users, and other persons interested in water law have been preparing a Model State Water Rights Code. Preliminary drafts of the Model Code have been considered in four states, and its provisions will be disseminated nationally to state legislators and other policy makers upon formal publication in September 1994. The Model Code gathers the best provisions from state water laws into comprehensive regulated riparian and prior appropriation provisions, includes commentaries explaining how its textual sections address water resources planning and management issues, and references similar language in current state water statutes. The goal of the Code Project is to provide materials which will assist legislators so they can enact effective, efficient, and equitable water laws. In the future, the Code drafting group will expand its efforts to develop legal guidelines for allocating shared transboundary water resources, water quality law, federal water statutes, and other water resources legal issues.  相似文献

ABSTRACT: This paper examines the critical interaction between existing Texas water law and the state's water resources. Conjunctive use and management of interrelated water resources, though seldom practiced, is generally considered desirable. However, a significant barrier to the coordinated, efficient use and management of water resources is the legal division of water in the various phases of the hydrologic cycle into different classes and recognition of well-defined water rights in the separate phases. Several examples of the problems which relate to, or result from, present Texas water law and which prevent correlated water resource management are discussed. Any substantive revision of Texas law, particularly ground water law, will apparently be difficult to achieve in the immediate future, primarily because of the large number of recognized private water rights and the political power inherent in them. Data necessary for operation of conjunctive management systems are gradually being acquired, and perhaps someday other hydrologic phases can be integrated with surface and ground water. Nevertheless, Texas courts and the legislature have sufficient information on the interrelated hydrologic cycle so that prospective water conflicts should be anticipated and avoided. Great care must be exercised in the recognition of new types of private water rights or extension of existing rights, because this institutional structure, once established, presents a formidable obstacle to desirable revisions of the law.  相似文献

ABSTRACT: Problems of water quality and quantity are critical to development of the energy resources of the Western U. S. Based on a number of independent measures, the Upper Colorado River Basin will experience severe water availability problems in a few decades if projected energy and agricultural development occurs. Given the impending collision between the competing interests of various Western water users, water resource management and conservation deserves the utmost attention. Substantial opportunities for conservation exist in energy and agricultural development. Selection of both conversion and cooling technologies and careful siting decisions can sharply reduce the water requirements of energy development. Agricultural water conservation strategies include improving irrigation and cultivation practices, removing phreatophytes, removing marginal lands from production, and changing crop patterns. In order to accomplish significant conservation, however, there must be changes in those aspects of Western water law that remove conservation incentives from the water use system.  相似文献

ABSTRACT: Statutory and case law at the state level provide critical legal frameworks for water management. As many state governments struggle to improve efficiency in water management and resolve conflicts over water usage, they must continually assess the efficacy of their state water law. Most states have water laws that are disconnected and overlapping. This article presents a methodology to assess state water law and take first steps toward a comprehensive state water resources act. The methodology is driven by issues and conflicts in water management. It synthesizes management and legal analyses into a process that incorporates the diverse perspectives of state water stakeholders. The results of the analysis are identification of management issues, profiles of state water law, and explorations of legal options that are available to the state government. Illinois is provided as a case study for this methodology.  相似文献

Improving access to data and fostering open exchange of water information is foundational to solving water resources issues. In this vein, the Department of the Interior's Assistant Secretary for Water and Science put forward the charge to undertake an Open Water Data Initiative (OWDI) that would prioritize and accelerate work toward better water data infrastructure. The goal of the OWDI is to build out the Open Water Web (OWW). We therefore considered the OWW in terms of four conceptual functions: water data cataloging, water data as a service, enriching water data, and community for water data. To describe the current state of the OWW and identify areas needing improvement, we conducted an analysis of existing systems using a standard model for describing distributed systems and their business requirements. Our analysis considered three OWDI‐focused use cases—flooding, drought, and contaminant transport—and then examined the landscape of other existing applications that support the Open Water Web. The analysis, which includes a discussion of observed successful practices of cataloging, serving, enriching, and building community around water resources data, demonstrates that we have made significant progress toward the needed infrastructure, although challenges remain. The further development of the OWW can be greatly informed by the interpretation and findings of our analysis.  相似文献

Scientific findings confirm that Small Island Developing States (SIDS) in the Caribbean are experiencing droughts and sea level rises that are contributing to saline intrusion of underground aquifers and surface water sources. This paper, using Trinidad as a case study, analyses water governance challenges in meeting Sustainable Development Goal (SDG) 6, which addresses the sustainability of water resources. Interviews were conducted with professionals from multi‐disciplinary backgrounds. Also, data provided by the water agency were analysed to evaluate water governance practices. The main contribution of this paper is the generation of a blend of policies, good practices and tools to confront growing threats to water security and to attain sustainable development in Caribbean SIDS in an era of climate change and increasing non‐climatic stressors. The paper concludes that economic, environmental and human resources, reformed administrative and legislative systems, and technological tools are fundamental to achieving good water governance. Moreover, an array of complementary policies and technologies is needed to resolve water governance issues. However, political will to implement sustainable water resources management is the greatest challenge in attaining SDG 6.  相似文献

ABSTRACT: Arizona's water pollution control program is based on authorties of Arizona Revised Statutes and Public Law 92–500, the Federal Water Pollution Control Act Amendments of 1972. The primary areas of this program are monitoring, facility inspections, plan review, planning, discharge permits and grants for the construction of publicly-owned waste water treatment facilities. The discharge permit program deals with control of point-source discharges and is administered by the United States Environmental Protection Agency. The planning and construction grants programs are administered by the State Water Quality Control Council and are implemented by the Bureau of Water Quality Control, which serves as staff to the Council. There are several challenges that face the State in this program. First is the adaptation of the “eastern law” to deal with Arizona's water quality problems. Second is to address problems caused by a long history of “laissez-faire” environmental quality management. Third is a mutual cooperation and coordination among the many entities involved in water resources management. Areas of particular interest in the State's program is the process setting water quality standards and the involvement of people of diversified backgrounds in the field of areawide planning under Section 208 of the Federal Water Pollution Control Act, which is primarily concerned with non-point sources of water pollution.  相似文献

Deep within the earth there exist immense reservoirs of energy in the form of heat-commonly referred to as geothermal resources. Unfortunately, most of these resources are at such depths that it is unlikely they will be recoverable in the foreseeable future. Nevertheless, the lure of seemingly inexhaustible amounts of relatively clean energy continues to hold a fascination for man. In certain limited situations man has already been able to tap these reservoirs and harness the energy to his own uses. More of this activity can be expected in the future. While geothermal energy will chiefly be used to produce electric power, persons responsible for water resources management must concern themselves with geothermal resources for water, and water law concepts will continue to play an important role in the development of this resource.  相似文献

This paper seeks to identify some promising policy options which could be part of a strategic and holistic effort to address India's future water challenges. Significant increases in agricultural water productivity would be a major factor in reducing the need for developing new water sources. Crop diversification, appropriately targeted to account for the present agricultural systems and available water resources, will increase productivity. Furthermore, much more emphasis needs to be placed on effective management of the groundwater resources through renewed efforts to enhance artificial recharge and conservation. Also, efforts should be revived to improve the existing surface irrigation systems. In particular, systems could be reconfigured to provide a more reliable water supply and allow effective community level management, where appropriate. Finally, while some of the increasing demands from domestic and industrial users will be met by the development of groundwater and reallocation of water from the agricultural sector, this will not be sufficient. Given that such conditions are emerging in states with high economic growth and relatively water scarce basins, this will require the further development of water resources. In some cases, these conditions along with the demand for reliable water for high value crops, will be part of the justification for inter‐basin transfers.  相似文献

National parks have complex relationships with local communities that impact both conservation success and community well-being. Integrated conservation and development projects have been a key approach to managing these relationships, although their effectiveness has been increasingly questioned. Park-people relationships of the Armando Bermudez National Park in the Dominican Republic were studied, focusing on forests, aquatic resources, community well-being and development, and ecotourism. The park, established in 1956, is well respected by the community, based on its long history and its role in protecting water resources that are critical to the community. However, management of riparian vegetation and local fisheries present challenges in terms of finding a balance between conservation and development. Hiking and trekking opportunities attract both national and international tourists to the park, and community members benefit from employment as tour guides and providing mule rentals. At the same time, tourism activities also present continuing challenges related to: (1) the distribution of tourism benefits between local people and outsiders, and within the local community, (2) maintaining the local economic benefits of tourism while protecting park resources, and (3) developing park- or conservation-related economic opportunities to complement tourism. The results highlight the need to develop site-specific strategies to manage park-people relationships through interdisciplinary analysis.  相似文献

This paper suggests a number of benefits in identifying urban and regional planners as a public in public participation programs of water resources planning studies. A perspective on public participation is presented. Recent trends and developing concepts are identified: emphasis on the need to coordinate urban and regional planning activities with water resources planning, increasing system complexity, the goals and objectives orientation of planning, planning for multi-objectives, the evaluation of a broader range of alternatives, and the consideration of water alternatives as only one set of measures to further society's aspirations. One way to assist in capitalizing on these trends is to seek out participation of those in other planning efforts who are involved in planning but on a different level. Because of their intimate knowledge of an areas history, growth and development, political climate, local perceptions of needs and desires, and major problems and issues they are able to contribute a great deal of insight in making the water resources planning effort more responsive at the local level. The paper describes one of the first major efforts at working-level public-planner contact which was carried out as part of the Susquehanna River Basin Study. A regional survey team comprised of an engineer and an economist from a federal agency and a state water resources planner met informally with planners, city managers, and local planning commissions to discuss issues related to water resources and the growth and development of local areas. This effort while only part of the overall public participation program yielded a number of benefits and if expanded and refined would be a very useful experience in other studies.  相似文献

A rational water price system plays a crucial role in the optimal allocation of water resources. In this paper, a fuzzy pricing model for urban water resources is presented, which consists of a multi-criteria fuzzy evaluation model and a water resources price (WRP) computation model. Various factors affecting WRP are comprehensively evaluated with multiple levels and objectives in the multi-criteria fuzzy evaluation model, while the price vectors of water resources are constructed in the WRP computation model according to the definition of the bearing water price index, and then WRP is calculated. With the incorporation of an operator's knowledge, it considers iterative weights and subjective preference of operators for weight-assessment. The weights determined are more rational and the evaluation results are more realistic. Particularly, dual water supply is considered in the study. Different prices being fixed for water resources with different qualities conforms to the law of water resources value (WRV) itself. A high-quality groundwater price computation model is also proposed to provide optimal water allocation and to meet higher living standards. The developed model is applied in Jinan for evaluating its validity. The method presented in this paper offers some new directions in the research of WRP.  相似文献

Abstract: Water supply uncertainty continues to threaten the reliability of regional water resources in the western United States. Climate variability and water dispute potentials induce water managers to develop proactive adaptive management strategies to mitigate future hydroclimate impacts. The Eastern Snake Plain Aquifer in the state of Idaho is also facing these challenges in the sense that population growth and economic development strongly depend on reliable water resources from underground storage. Drought and subsequent water conflict often drive scientific research and political agendas because water resources availability and aquifer management for a sustainable rural economy are of great interest. In this study, a system dynamics approach is applied to address dynamically complex problems with management of the aquifer and associated surface‐water and groundwater interactions. Recharge and discharge dynamics within the aquifer system are coded in an environmental modeling framework to identify long‐term behavior of aquifer responses to uncertain future hydrological variability. The research shows that the system dynamics approach is a promising modeling tool to develop sustainable water resources planning and management in a collaborative decision‐making framework and also to provide useful insights and alternative opportunities for operational management, policy support, and participatory strategic planning to mitigate future hydroclimate impacts in human dimensions.  相似文献

This inquiry summarizes global water resources and patterns of use, applies indicators of water sustainability in order to identify areas of water stress, and examines prospects for water sustainability in the list century. A long-range conventional development scenario is introduced based on a vision of the future in which the values, consumption patterns and dynamics of the Western industrial society will be progressively played out on a global scale. The scenario is driven by commonly cited projections of population and economic growth, assumes no major changes in water policy and, following historic trends, incorporates progressive improvements in the efficiency of water use. The scenario helps clarify the constraints of a conventional picture of water development, and provides a useful point of departure for examining alternative long-range scenarios and their implications for water and development policy. In the conventional development scenario, there is growing pressure on water resources, particularly in developing regions. Strategies for beginning a transition to a sustainable water development path are summarized .  相似文献

Myanmar's water‐related sectors are subject to intensive changes, as the country's abundant land and water resources provide substantial scope for development. Recent steps towards economic reform in Myanmar have led to a surge of foreign investment directed towards intensified natural resource extraction. Both the agricultural and the energy sector are increasingly affected by foreign investments that will impact the status of water, energy and food security in the country. With these on‐going developments, Myanmar's future is largely dependent on how its natural resources are managed and how the benefits from the resource extraction are shared. With various institutional changes and new actors welcomed to the sectors, existing livelihoods and ecosystems dependent on the land and water resources are to face increasing competition for the shared resources, while lacking secured access to them. There are increasing concerns that this sectoral development is occurring at the expense of environmental and social sustainability. As one way to tackle these challenges, the water‐energy‐food nexus approach could help in finding synergies and co‐benefits across sectors by addressing the imbalances along the nexus and externalities derived from the on‐going intensification.  相似文献
