Some have argued that the meaning of sustainability varies according to context, forcing us to be as explicit as possible when defining our terms. An argument is offered that disputes this conclusion by maintaining that it is not the meaning of sustainability that changes with respect to context, but rather our understanding of the context itself. This is frequently apparent in contradictions that arise when conceiving each context in terms of sustainability. If this argument is correct, then we should be concerned not with the “meaning” of sustainability but rather the implications of sustainability as they affect the status quo. And in order to do this we must be prepared to answer the question: Why is sustainability desirable? This approach is illustrated through a preliminary conceptual and ethical analysis of ecologically sustainable development.  相似文献

This article provides a timely review of the interdisciplinary and disjointed literature on social sustainability and identifies some readily available measures of this concept for American cities. Based upon a comprehensive review of the literature, four broad dimensions are identified as being reflective of social sustainability: equal access and opportunity, environmental justice, community and the value of place, and basic human needs. Breaking these four dimensions into measurable indicators, this research provides a method for researchers and for American cities to begin to evaluate and to assess social sustainability efforts within their jurisdictions.  相似文献

The widespread interest in the concept of sustainable environment and development has been accompanied by the need to develop useful systems of measurement. We discuss the use of indicators which might be used to assess such conditions. Our characteristics, or criteria, for desirable global sustainability indicators are:
  • sensitivity to change in time
  • sensitivity to change across space or within groups
  • predictive ability
  • availability of reference or threshold values
  • ability to measure reversibility or controllability
  • appropriate data transformation
  • integrative ability
  • relative ease of collection and use
  • We discuss the basis of these characteristics, and examine two categories of indicators (soil erosion and population) and two specific indicators (physical quality of life index and energy imports as a percentage of consumption) for their value as sustainability measures.  相似文献

    There is a widespread consensus among sustainability experts about the need for ambitious transformative practices in order for a sustainable development to progress. Agenda 21 emphasised the need for multilevel and multi-actor governance and explicitly focused on the local level. The conceptual and analytical preference of governance beyond government has directed attention towards the interaction between state and non-state actors. The present article focuses on the role of (local) state institutions in sustainability governance. We argue that an effective implementation of sustainability in government institutions is a precondition for a successful multi-stakeholder governance of a sustainable development. The guiding question of this article is: How has sustainability been institutionalised in local governments in Germany in the last 20 years after Agenda 21 was adopted? Based on a conceptual framework, we are presenting the empirical results of a survey of 371 German cities and municipalities in this article, which primarily aims at providing empirical evidence on to what extent sustainability has been institutionalised in German local governments. The article ends with discussing the potential reasons for the institutionalisation deficit observed and gives an outlook on the potential for developing a sustainability state, that is, a state dedicated to institutionalising sustainability.  相似文献

    In the light of sustainable development requirements, environmental psychology has an increasing role to play in addressing people–environment congruity. People–environment congruity refers to the interrelation between the individual and his or her (especially: residential) environment, considering the match between individual life satisfaction and objective standards of living. Promoting human well-being requires looking beyond singular effects of environmental features and considering people's overall relationship to their environment. This leads us to look at the residential environment as the place where people–environment congruity is crucial, and to propose a framework of analyses of the conditions of congruity between objective and subjective assessment of environmental stressors in relation to the individual and social expression of well-being. The paper concludes with the implications of people–environment congruity for research and policy-making about sustainable development.  相似文献

    This paper clarifies the competing discourses of sustainability and climate change and examines the manifestation of these discourses in local government planning. Despite the increasingly significant role of sustainability and climate change response in urban governance, it is unclear whether local governments are constructing different discourses that may result in conflicting approaches to policy-making. Using a governmentality approach, this paper dissects the contents of 15 Canadian local governments’ sustainability plans. The findings show that there are synergies and tensions between discourses of sustainability and climate change. Both share discursive space and shape local governance rationalities, though climate change response logics are not necessarily highlighted even where the action could result in greenhouse gas (GHG) emission reductions. In some cases, existing GHG intensive practices are being rebranded as ‘sustainable’. This suggests a tension between discourses of sustainability and climate change that may complicate attempts to address climate change through local sustainability planning.  相似文献

    Public private partnerships (PPPs) allow the Indian Government to leverage private capital for meeting the widening demand-supply gap in the provision of infrastructure services. The private sector, however, prefers to limit the participation to financially attractive projects only, thereby resulting in patterns of infrastructure creation impeding the progress towards sustainable development. In order to promote sustainable development, the PPP procurement process should focus on incentivising the private sector for sustainable infrastructure development rather than concentrating on ensuring financial sustainability only. This paper discusses the principles-based PPP-specific framework that has been developed to facilitate assessment of PPP projects' progress towards sustainable development. The framework development was based on a holistic approach to sustainability assessment and subsequently validated through questionnaire survey with key stakeholders in the Indian PPP programme. This framework will provide the decision makers with appropriate decision aid for integration of sustainable development principles in the PPP procurement process.  相似文献

    As the concept of sustainability broadens to include social aspects, sustainability organisations must embrace strategies that allow them to more effectively address community issues and procedural concerns. Biosphere reserves (BRs) and model forests (MFs) advocate strongly for community engagement to achieve place-based sustainability; in practice, however, these organisations have had variable success in effectively engaging community residents and addressing their needs and interests. In this paper, we offer a framework for place-based governance for sustainability that is used to compare strategies used in BRs and MFs operating in the Maritime Provinces of Canada with the operations of Vibrant Communities, an anti-poverty organisation that operates locally in Saint John, New Brunswick. We draw attention to three imperatives: comprehensive understanding, community empowerment, and community-based outcomes, and five procedural drivers: local leadership, strong networks, diverse community engagement, learning together, and information sharing. Based on our results, we provide greater clarity on processes that address the imperatives and mobilise the drivers of effective place-based governance for sustainability. Our results suggest that there is a need for theory and practice to advance beyond current understandings of sustainability governance to enhance the capacity of organisations seeking to implement community-based sustainability strategies.  相似文献

    Global human progress occurs in a complex web of interactions between society, technology and the environment as driven by governance and infrastructure management capacity among nations. In our globalizing world, this complex web of interactions over the last 200 years has resulted in the chronic widening of economic and political gaps between the haves and the have-nots with consequential global cultural and ecosystem challenges. At the bottom of these challenges is the issue of resource limitations on our finite planet with increasing population. The problem is further compounded by pleasure-driven and poverty-driven ecological depletion and pollution by the haves and the have-nots respectively. These challenges are explored in this paper as global sustainable development (SD) quantitatively; in order to assess the gaps that need to be bridged.Although there has been significant rhetoric on SD with very many qualitative definitions offered, very few quantitative definitions of SD exist. The few that do exist tend to measure SD in terms of social, energy, economic and environmental dimensions. In our research, we used several human survival, development, and progress variables to create an aggregate SD parameter that describes the capacity of nations in three dimensions: social sustainability, environmental sustainability and technological sustainability. Using our proposed quantitative definition of SD and data from relatively reputable secondary sources, 132 nations were ranked and compared.Our comparisons indicate a global hierarchy of needs among nations similar to Maslow's at the individual level. As in Maslow's hierarchy of needs, nations that are struggling to survive are less concerned with environmental sustainability than advanced and stable nations. Nations such as the United States, Canada, Finland, Norway and others have higher SD capacity, and thus, are higher on their hierarchy of needs than nations such as Nigeria, Vietnam, Mexico and other developing nations. To bridge such gaps, we suggest that global public policy for local to global governance and infrastructure management may be necessary. Such global public policy requires holistic development strategies in contrast to the very simplistic north–south, developed–developing nations dichotomies.  相似文献

    This paper reports on the results of a study of the relationship between the nonprofit sector and the pursuit of sustainability in 13 moderate sized US cities with populations between 400,000 and 600,000. Dividing the cities into two groups – those that have been more serious and less serious about adopting and implementing sustainability policies, analysis of a survey of local public officials examines differences in the nonprofit landscape. Analysis shows that the cities that are more serious about sustainability have local public officials who interact more with nonprofit organisations, and are more likely to report the presence of at least one nonprofit group that supports city sustainability policies. Additionally, these reported groups are more likely to be “local”, or homegrown, and to be explicitly dedicated to the environment or sustainability. While far from definitive, the results provide evidence that the nonprofit sector is different in cities with sustainability policies, and suggest that the role of these nonprofit groups in the governance decisions of city leaders warrants more in-depth study.  相似文献

    Recent debate on sustainability indicator development has centred upon top-down and bottom-up methods. In practice, a key difficulty is the establishment of defensible issues and indicators to use. Here, we present a structured approach for transitioning from initial community consultation designed to elicit issues to the downstream definition, composition and measurement of those issues via indicators. The approach incorporates two quantitative techniques from the literature, analytic hierarchy process and Qualitative Sustainability System Index. The application of these techniques is designed to foster a better understanding of the priority of and relationships between issues, prior to the construction of measurement instruments and indicators of sustainability. We develop a prototype implementation of the approach, and elicit feedback from an expert panel on its suitability in a community sustainability context.  相似文献

    ABSTRACT

    Sustainability has emerged as a central concept for discussing the current state of the human-environment system and planning for its future. To delve into the depths of sustainability means to talk about ecology, economy, and equity as fundamentally interconnected. However, each continues to be colonised by normative epistemologies of ecological sciences, neoclassical economics, and development, suggesting that with enough science and development, a more equitable sustainability is achievable. In our analysis, place emerges as an alternative epistemology through which to analyze sustainability. Place exists at multiple spatial and temporal scales, understood through direct observation of boundaries, processes and patterns, phenomenologically through individual experience, and as a complex hybrid: always emerging through interactions among individuals and institutions. Despite the ubiquity of place in the socio-ecological literature, the complexity of place in relation to sustainability is under-theorised, and in as much as sustainability happens or does not happen in real places rather than in policies and models, a place-based sustainability framework is necessary to move forward. To address this gap, we developed the emplacement framework, consisting of four domains: displacement, misplacement, replacement, and emplacement. Each domain is dynamic, constructing place as praxis, and reframing sustainability as a site of collective inquiry and choices. Our goal is to facilitate the active and on-going practices of place-based research and engagement among scholars, activists, and other community members by providing a structure for transdisciplinary dialogue and the application of transdisciplinary research to enable better decision-making.  相似文献

    TIM (Threat Identification Model) is a framework for the ex ante assessment of agricultural land management sustainability at the land unit scale that identifies sources of unsustainability within agricultural land management systems. The model explicitly links defined hazards to land productivity and environmental integrity, land resource data and information, and land management practice options using expert and local knowledge on land management and its potential effects. The model was tested in the Crystal Creek Subcatchment, a narrow coastal strip of land situated in north Queensland, Australia. This area was chosen due to the expansion of the sugar industry onto increasingly marginal land in the area, which represents a threat to sustainable land use and a requirement for careful land-use planning and land management.TIM may be used in a relational database as a stand alone decision support system for land-management planning. Its usefulness in land-use planning is greatest when it is linked to a Geographic Information System (GIS) as shown in this paper. GIS allows TIM outputs, such as constraints to agriculture and site-specific best-management practices, to be identified in a spatially explicit manner.The main advantages of TIM are that it can be done ex ante, it removes the need to define sustainability assessment criteria and indicators, it utilises current understanding of the causes and effects of land degradation and how different land-management practices influence these, and links this knowledge to definite land-management options.  相似文献

    This paper introduces an integrated assessment (IA) approach for a Canada-China joint research project that linked forest carbon sequestration, forest resource management, and local sustainability enhancement. The purpose of the IA was to improve the measurement of carbon in different land uses and vegetation covers, as well as to direct decision makers to those land uses or options as an CO2 emission reduction strategy while supporting rural sustainable development. In this connection, three questions are addressed in this paper:

    Six separate but related strains of thought have emerged prominently since 1950 in discussions of such phenomena as the interrelationships among rates of population growth, resource use, and pressure on the environment. They are the ecological/carrying capacity root, the resources/environment root, the biosphere root, the critique of technology root, the no growth/slow growth root, and the ecodevelopment root.Each of these strains of thought was fully developed before the word sustainable itself was used. Many of the roots are based on fundamentally opposing assessments of the future of mankind. Many of the roots, such as the ecology/carrying capacity root, are based on physical concepts, and they exclude normative values. Others, such as the ecodevelopment root, include such values as equity, broad participation in governance, and decentralized government.When the word sustainability was first used in 1972 in the context of man's future, in a British book,Blueprint for Survival, normative concepts were prominent. This continued to be the case when the word was first used in 1974 in the United States to justify a no growth economy.Sustainability was first used in a United Nations document in 1978. Normative concepts, encapsulated in the term ecodevelopment, were prominent in the United Nations publications.After about 1978, the term sustainability began to be used not only in technological articles and reports but also in policy documents culminating in the use of the term in the report of the summit meeting of the Group of Seven in 1989.The roots of the term sustainability are so deeply embedded in fundamentally different concepts, each of which has valid claims to validity, that a search for a single definition seems futile. The existence of multiple meaning is tolerable if each analyst describes clearly what he means by sustainability.  相似文献

    China is a large densely populated country undergoing rapid industrialization and is becoming one of the world's biggest consumers of natural resources. This circumstance provides a sharp contrast with other countries. As China is so significant in the global economy, studies of its eco-industrial development are very important. In this study we examined the state of eco-industrial development in China and have drawn conclusions from this analysis about some of the future prospects for sustainable development. In the analysis, we investigated the application of industrial ecology concepts by reference to several case studies. We have therefore described the current environmental situation in China, and have provided an overview of eco-industrial development and its implementation. Constraints to industrial sustainability in China have also been examined. We consider that eco-industrial development in China is in its infancy, and that closed loops involving chains and industrial symbiotic webs are the technological key and core of successful initiatives in the application of industrial ecology. In the case studies, we found that each system has different characteristics and management concerns. Our major conclusion is that even though China's Agenda 21 highlights the principles and sets the directions for eco-industrial development, these have not yet become essential ingredients in the country's industrial policy and practice for implementing Agenda 21.  相似文献

    Sustainable product development is closely related to sustainable consumption. The understanding of consumers' purchase, use and discard behaviours may facilitate the identification of requirements to guide manufacturers in the development of sustainable goods and services. The aim of this paper is to investigate consumers' perception about factors that motivate or discourage the consumption of sustainable products to identify demands and convert them into requirements. South Brazilian green and traditional consumers were asked to complete an exploratory qualitative questionnaire. Their answers were organized and compared to identify differences and similarities between the demands of these two groups. Furthermore, demands were converted into requirements for packages, products, manufactures, stores planning and discard systems. The interpretation of factors that motivate or discourage the purchase of sustainable products given by interviewees led to the creation of a list of possible public policies or programmes, aiming to support sustainable consumption. The results demonstrate the necessity of further quantitative investigation between consumer groups, for validation purposes.  相似文献

    This study examines sustainability indicators using the sustainability report of the Finnish Ministry of Agriculture and Forestry as the case study. The report is a compilation of indicators designed to assess the sustainability of natural resource management. The interviews with the users revealed, however, that the indicators have not been particularly effective in informing the actors or in affecting their behaviour. Clearly, the informative value of the indicators has been overrated and the complexity of the information transfer has been underestimated. At least partly, the difficulties were due to the obscurity of the indicator-concept itself and consequently to their improper use. First, the statistics with the objective state-of-affairs information should be distinguished from the indicators that are always related to policy discussion. In addition, the technical and communicative use of the indicators should be distinguished from each other as they have different relationship between the information, policy values and the associated activities.  相似文献

    The concept of sustainable development is debatable within the mining context as the fact that mineral resources are non-renewable makes mining inherently unsustainable. The need for a realistic definition of sustainability that can be applied to mining is important, in light of claims by the industry that sustainable development principles underpin aspects of their operations. Furthermore, the socio-economic upliftment that should logically follow the implementation of these principles is not visible in many mining areas. Within the theoretical frameworks of intermediate sustainability, our study aimed to determine the level of sustainability that is appropriate for the mining context. The evaluation of community perspectives within the Rustenburg platinum region in South Africa as a case study, based on qualitative information derived from structured questionnaires and informal interviews brings further clarity. We found out that the environmental and social costs associated with mining were high, while economic benefits to surrounding communities were low. The perceptions of community and corporations were found to contrast sharply: the reality experienced by community members fell well short of the optimistic scenarios presented in the corporate social responsibility reports of the mining companies, which has implications for the mining industry in the area. The Rustenburg region is typical of mining areas, more especially the developing world, and application of a realistic sustainable development concept here can help the mining industry elsewhere to move its operations onto a genuinely more sustainable path.  相似文献

    This paper reflects on two controversial resource projects – the Bellanaboy gas refinery (Ireland) and the Barvas Moor wind farm (Scotland) – and critical arguments made by key local actors. Although risk, health, environment and development dominated the official decision-making processes, these actors articulated views which cut across or existed beyond such orthodox ideas and framings. Focusing on these, I show that the Gaelic concepts of dùthchas and deoraíocht, summarised as place and exile, help to explain why some residents decided to protest. This paper illustrates the role that history, culture and language can play in conflicts, emphasises the need for greater sensitivity to these and suggests that place and exile can inform alternative visions of sustainability.  相似文献
