This article focuses on the problems of water governance at a river basin level, and on the role of institutional coordination, participation and partnerships between multiple stakeholders towards sustainable water management. Its approach presupposes that institutional capacity building, strengthening coordination between government institutions (vertical and horizontal), on the one hand, and broadening participation and consolidating partnerships between public, private and civil society actors, on the other hand, is among effective tools in integrated water resource management in river basins. It explores environmental challenges, problems, emerging trends and recent institutional innovations in the Volga basin in Russia—the largest river basin in Europe. Transfer and adaptation of good practices in good water governance between the EU and Russia are discussed. This article presents some research findings and lessons learned from practice by the EC international project ‘CABRI—Cooperation along a big river: Institutional coordination among stakeholders for environmental risk management in the Volga basin’, which is assessed as one of the selected success stories of the European research.’  相似文献

In this paper, the up-to-date global systemic problems are presented, and their major socioeconomic roots are identified (excessive consumerism, inadequacy of institutions, moral crisis). A novel approach to sustainable development, focused on the integrated ethical, spiritual, physical, intellectual and socioecological human development, instead of dominating consumerism and technocentrism, is proposed to prevent the systemic problems. Proportion of healthy population is proposed as the principal indicator of sustainable human development. Application of this indicator to specific country in comparison with the human development index is provided. The specific institutional (eco-centric institutions), economic (eco-taxation, changing consumption and production patterns) and technological (eco-efficiency, “green” energy) reforms are suggested as the necessary conditions of transition to sustainable human development, while human mentality, based on the eco-centric grounds (socioecological well-being), environmental and human health, justice and holistic human development is considered as its key condition that can be achieved through an appropriate social and educational policy.  相似文献

This paper focuses on identified challenges for sustainable development across various sectors and the actions needed by different institutions and individuals for the achievement of a sustainable path. For finding solutions that impede sustainable development, emphasis is given to collaborative, inter- and trans-disciplinary problem-solving approaches. The ‘ecological modernization’ view is based on the belief that science and technology will result in continuous improvement in human welfare, while the emerging postmodern ‘ecological paradigm’ also emphasizes harmony with nature and other actors. Global societies are in the midst of a number of challenges: (1) implementation of existing and new hard- and soft-law instruments, (2) the degradation of natural resources, (3) an inadequate global mechanism for handling environmental and social responsibilities by the international community, (4) an unbalanced distribution of wealth, locally and internationally, (5) unethical and unsustainable business practices, (6) consequent unethical and unsustainable consumer practices, (7) selective application of ethical principles by rich countries and (8) the absence of norms of good conduct by powerful and wealthy peoples pertaining to sustainable development. Governments, civil societies, academicians, indigenous peoples, communities, businesses and international organizations need to become engaged in the formulation and enforcement of environmentally and ecologically sound development policies along with relevant research, education, training, awareness and a change in social values as provided in the Earth Charter to support actions for sustainable development.  相似文献

This article discusses the role of knowledge governance arrangements in the mainstreaming of sustainable practices, in particular, in the creation, sharing and use of integrated and contextualized knowledge. That is, knowledge which accounts for the social, economic, institutional, and ecological dimensions of potentially sustainable practices, and which considers the need to adapt generic practices to the sustainability requirements of specific places. An actor-centered approach is proposed for the study of the historical evolution of knowledge governance arrangements in order to understand their role in the adoption of sustainable practices. The approach is applied to explain the rapid adoption of no-till agriculture in the Argentine Pampas. A radical knowledge governance transformation occurring in this region during the 1990s led to increasing knowledge exchange and pushing sustainability practices to the top of key actors’ agendas. This embracing of no-till agriculture illustrates the crucial role played by farmers’ associations as boundary organizations: linking farmers with actors specialized in the generation of scientific knowledge and technology. This case reveals that sustainability transitions can be fostered through knowledge governance arenas characterized by: (a) promoting public–private collaboration through boundary organizations, (b) assigning private actors a leading role in the adoption of sustainability practices at the production unit scale, (c) fostering the public sector competence in regional and socio-ecological research, and (d) addressing the heterogeneous needs of knowledge users. However, the case also shows that the success of no-till agriculture in the Pampas is pushing the agriculturization of surrounding areas where this practice is largely unsustainable. This finding suggests that present knowledge governance arrangements fail to contextualize practices that are potentially sustainable.  相似文献

Biodiversity is acknowledged as one of the most important resources that helps to sustain life’s processes. Additionally, it is also one of the most important sources of livelihood for different kinds of stakeholders at various levels of resource markets—local, domestic, or international. With globalization and increasing sophistication in the methods of commercial trade in biological resources, various issues arise related to the sustenance of resources, of ecological balances, and equity in transactions. All of these are concerns to be addressed to achieve a state of ‘sustainability.’ This paper prescribes to the definition of ‘sustainability’ as the capacity to maintain a certain process or state for “improving the quality of human life while living within the carrying capacity of supporting eco-systems” (IUCN/UNEP/WWF, in Caring for the Earth: a strategy for sustainable living. Gland, Switzerland, 1991). This goes beyond ensuring inter- and intragenerational equity in access to resources and includes several other parameters, including equity among stakeholders to returns from biological resources, related knowledge, trade-offs, and ethical business practices related to these resources. Through the prism of an examination of a simplistic supply route(s) and value addition chain of biodiversity resources for commercial use, this paper reviews and highlights issues related to ‘sustainability’ at each stage. Evidence points to shortcomings in the sustainable use of biological resources at each stage of value addition, calling for focused and specific measures to address them.  相似文献

This article is based on an international comparative study analysing innovations in national administrative institutions. Results of that research are presented and discussed here. Against the background of the institutionalising process of political institutions the study focused on innovations initiated or introduced by governments or parliaments by example of policies and politics supporting sustainable development. The countries involved in the original study were Belgium, Denmark, Finland, France, Germany, the Netherlands, Sweden and the United Kingdom. Three general lessons can be drawn: (1) Countries with a long tradition of integrated environmental policy-making are more open to the concept of sustainability. (2) A (institutional) “cure-all” solution does not seem to exist. It seems necessary to diffuse the concept of sustainability into all spheres of politics and society. Reaching this strategic goal requires a specific policy and polity mix. (3) Strong and well-equipped institutions result from specific policies and politics: they play a central role in promoting and intensifying sustainable development. Successful innovations integrating SD into everyday politics and policies are only a very first step though. Further improvements with regard to effective participation and public debate, global orientation of policies and the measurability of achieved progress are necessary.  相似文献

The purpose of technology transfer under the UNFCCC Article 4.5 is to “…promote, facilitate, and finance as appropriate the transfer of, or access to, environmentally sound technologies and know how to other Parties particularly Developing Country parties to enable them to implement the provisions of the Convention.” The key challenge in this respect is that low-carbon sustainable technologies need to be adopted both by developed as well as developing countries. However, this paper focuses on the process of technology transfer to developing countries to allow them to move quickly to environmentally sound and sustainable practices, institutions and technologies. In the above framework, this paper reviews key aspects of technology transfer from a range of perspectives in the literature and discusses insights from this literature for the transfer and innovation process needed to reduce global vulnerability to climate change in the context of current international activities based on the research undertaken by the EU sponsored ENTTRANS project.  相似文献

As the societal benefits associated with transitioning to more sustainable, less fossil fuel-reliant energy systems are increasingly recognized by communities throughout the world, the potential of creating ‘green jobs’ within a ‘green economy’ is attracting much attention. Green energy clusters are increasingly promoted throughout the world as a strategy to simultaneously promote economic vitality and stimulate a sustainable energy transition. In spite of their emerging role in regional-scale sustainability planning efforts, such initiatives have not been considered within the sustainability transitions literature. This paper explores the development of one such regional sustainable energy cluster initiative in Central Massachusetts in Northeastern USA to consider the potential for such cluster initiatives to contribute to socio-technical transition in the energy system. Since 2008, a diverse set of stakeholders in Central Massachusetts, including politicians, universities, businesses, local citizens, and activists, have been working toward facilitating the emergence of an integrated cluster of activity focused on sustainable energy. Through interviews with key actors, participant observation, and document review, this research assesses the potential of this cluster initiative to contribute to a regional socio-technical transition. The empirical details of this case demonstrate that sustainable energy cluster initiatives can potentially accelerate change in entrenched energy regimes by promoting institutional thickness, generating regional ‘buzz’ around sustainable energy activities, and building trust between multiple and diverse stakeholders in the region. This research also contributes to emerging efforts to better ground socio-technical transitions in geographic space.  相似文献

Many smallholder farmers in vulnerable areas continue to face complex challenges in adoption and adaptation of resource management and conservation strategies. Although much has been learned from diverse experiences in sustainable resource management, there is still inadequate understanding of the market, policy and institutional failures that shape and structure farmer incentives and investment decisions. The policy and institutional failures exacerbate market failures, locking smallholder resource users into a low level equilibrium that perpetuates poverty and land degradation. Improved market access that raises the returns to land and labor is often the driving force for adoption of new practices in agriculture. Market linkages, access to credit and availability of pro-poor options for beneficial conservation are critical factors in stimulating livelihood and sustainability-enhancing investments. Future interventions need to promote joint innovations that ensure farmer experimentation and adaptation of new technologies and careful consideration of market, policy and institutional factors that stimulate widespread smallholder investments. Future projects should act as ‘toolboxes’, giving essential support to farmers to devise complementary solutions based on available options. Addressing the externalities and institutional failures that prevent private and joint investments for management of agricultural landscapes will require new kinds of institutional mechanisms for empowering communities through local collective action that would ensure broad participation and equitable distributions of the gains from joint conservation investments. This paper describes a method of estimating the “true” internal costs of industrial waste, aimed at promoting environmentally friendly waste management. The study employs contribution margin analysis and a model – The Model for Efficient Use of Resources for Optimal Production Economy (EUROPE) – introduced by the author for assigning industrial costs to waste. In a business sense, waste is regarded as having the same basic status as any normal industrial product – the equality principle. Application of the method is suggested to create incentives for environmental improvement and profitability improvement in companies. Although the results of two case studies show the generation of waste to have a substantial negative impact on the final operating income, due to the internal shadow price costs it creates, this is regarded as an unavoidable consequence of the companies' acting in accordance with the principle of sustainable development. The incapacity to finance sustainable development through philanthropic official assistance turned the Johannesburg Summit to business world and the financial industry. Pioneering financial institutions – including development banks and private banks – have developed a wide range of innovations that can support sustainable development. This article highlights a few innovative products and markets and focuses on the progress made by financial players on the level of standards, metrics and guidelines to improve sustainability management systems, reporting and accounting practices and the multi-stakeholder dynamic. The role of the socially responsible investing (SRI) community has been underexposed by the Summit. Through its voice and market success, SRI has moved from a green market niche to the mainstream, however not becoming mainstream. The invaluable levering effect of SRI has just been discovered by authorities and market regulators and is becoming instrumental. In order to show the business case of Corporate Social Responsibility and to prove the financial viability of the People, Planet, Prosperity investing approach, the SRI community should critically reflect on its own quality assurance systems, sound disclosure and verification practices.  相似文献

Environmental sustainability practices in universities can play an important role in helping society form a sustainable future. In this study, the roles that Bangladeshi universities play in terms of sustainability practices on their campuses are scrutinized, as well as the challenges these universities face. The existing research on campus sustainability practices in Asia is reviewed, and a new exploratory study is put forth on environmental sustainability practices in the higher education institutions of a developing country—Bangladesh. The Campus Sustainability Assessment Framework used in Canadian universities was taken as basis for determining potential environmental management indicators. Results show that environmental management practices (i.e., environmental education, research, governance and operations) are present only to a very limited extent in higher education institutions in Bangladesh.  相似文献

The paper examines preliminary experiences with international scientific cooperation in fisheries, aquaculture and coastal zone issues through 90 projects in successive European Research Framework Programmes (FP4–FP6: 1994–2006). FPs had increasingly ambitious objectives in response to international commitments, such as the Convention on Biological Diversity, the Millennium Development Goals, the Johannesburg Plan of Implementation and dialogue with partner regions. Sustainable aquatic food production in the context of respect for ecosystems was a central concern. Engagement with different social actors and attention to investment in education, people and institutions enabled uptake of research results in education, innovation and some impact. The emphasis in several recent projects on more integrated analyses and knowledge products in the public domain is an encouraging response to the growing crisis of aquatic resource systems. It is suggested that significant up-scaling will be required. This might be done through institutional internalisation and better translation of research results into policy developments supportive of transitions towards sustainable production systems and ecosystem rehabilitation. Capacity building to use research in novel ways and other enabling mechanisms need to be put in place to increase societal and environmental benefits of the research.

在可持续发展和扶贫框架下发展绿色经济与国际可持续发展制度建设及改革是当前世界可持续发展的核心和关键,也是"里约+20"峰会的两个主题。首先,绿色经济是体现经济社会与资源环境相协调和可持续发展的根本途径。绿色经济的核心是以低的自然资源消费、低排放、低污染,达到高的自然资源利用效益,实现高的经济社会发展水平,提供高的生活水平和优良的生活环境。全球绿色经济的发展潮流,将引发社会形态由"工业文明"向"生态文明"转变。虽然经济发展和消除贫困是发展中国家当前首要和压倒一切的优先任务,但也必须探索新型的绿色低碳工业化和现代化道路,在实现工业文明的过程中,努力建设生态文明,实现跨越式发展。同时积极应对全球绿色低碳转型中新的经济、贸易、技术竞争规则和格局的变动,加强先进技术创新,提升自身的低碳竞争力。其次,公平获取可持续发展的理念,应成为国际可持续发展制度建设和改革的基本原则。可持续发展要求既要促进经济社会发展与资源环境相协调,促进"代际公平",又要关注欠发达地区消除贫困,提高生活质量,改善生态环境,实现"国别公平"、"人际公平"。因此,国际可持续发展制度框架的建设和改革,要体现世界各国公平获取可持续发展的理念和原则,全面均衡地反映不同国情和发展阶段国家的利益诉求。主要表现在公平享有全球环境空间、公平获得现代优质能源服务、公平适应全球环境变化、公平承担责任义务及公平的国际制度和机制。中国需要统筹国内外两个大局,走中国特色的绿色低碳发展之路。最后,中国的国情和发展阶段特征,在可持续发展领域又面临比发达国家更多的困难和更严峻的挑战。在全球发展绿色经济,努力实现可持续发展的大背景下,中国要统筹国际国内两个大局,协调推进。在国际上积极参与国际制度的建设和改革,在促进全球经济发展,社会进步和环境保护等方面发挥积极的建设性的作用。在国内加强可持续发展战略的实施,走绿色、低碳和可持续发展的路径。主要战略对策包括加速转变发展方式,强化节能优先,控制能源消费总量和CO2排放总量的过快增长;加强能源结构的低碳化,逐步建立并形成以新能源和可再生能源为主体的可持续能源体系;加强城乡统筹,地区平衡,促进生态城市建设;适应国际可持续发展制度改革的趋势,加强绿色低碳和可持续发展的制度建设;抓住机遇,顺应世界绿色低碳发展潮流,自主实现发展方式的转变,把传统的资源依赖型、粗放扩张的发展方式转变到新型的技术创新型、内涵提高的发展方式上来,基本走上绿色低碳和可持续发展的轨道。  相似文献

Renewable energy is considered an indispensable basis of sustainable energy systems as electricity generation from renewable sources results in low emissions of greenhouse gases compared to fossil fuel based electricity and contributes to sustainable development. However, effective strategies and conducive institutional settings are needed for advancement of such clean electricity systems. Although Thailand, as a nation, has a huge potential for renewable energy utilization, its total amount of electricity generation from renewables is relatively small and could be enlarged substantially. Lack of policy mechanisms, institutional development and financing exist as major barriers for Thailand in this regard. Investigation of the nation’s current energy strategy implementation shows that relevant energy and development policies are at different stages of implementation and institutional settings are continuously evolving. This paper argues that further significant efforts could be made towards advancement of renewable electricity and thus achievement of energy sustainability in Thailand. Resource planning, effective policy and institutions, focussed planning for energy sustainability and implementation of the Clean Development Mechanism (CDM) under the Kyoto Protocol could facilitate further advancement of renewables for the nation.  相似文献

New institutional economists have argued that there are many categories of institutions, including market and non-market institutions, which may prove economically efficient, specifically for public goods and common pool goods. The Government of India introduced a non-market community-based institution, known as Joint Forest Management (JFM), for forest management and protection in 1990. JFM is a sharing mechanism for forest planning and management based on sharing of rights and duties, control and decision-making authority over forestlands, between forest departments and local user groups. By 2001, 42 000 Village Forest Committees established under JFM were managing over 11.5 million ha forestland. These institutions have proved very useful, and have contributed to forest management as well as four aspects of sustainable human development (SHD) – ecological output, income generation, village infrastructure development, and community empowerment. In the long-term, community-based institutions will prove to be a foundation of SHD and participatory democracy.  相似文献

Land change science has emerged as a fundamental component of global environmental change and sustainability research. Still, much remains to be learned before scientists can fully assess future roles of land-use/cover changes (LUCC) in the functioning of the Earth system and identifying conditions for sustainable land use. The objective of this paper is to gain a better understanding of the complex interactions of human and natural drivers underlying LUCC. We do so by developing and estimating a novel structural model of land use and using spatially explicit longitudinal observations from the Upper Yangtze basin of China. Our analysis focuses on the multiple dimensions of agriculture—not only cropland use itself, but also grain production, soil erosion, and related technical change—and our data cover 31 counties over four time periods from 1975 to 2000. Our results show that technical change plays an important role in supplying food on a limited cropland; limiting cropland expansion in turn reduces soil erosion, which then benefits grain production in the longer term. It is also found that policies and institutions have significant impacts on land use and the status of soil erosion. Together, these results carry some great implications to sustainable land use and ecosystem management.  相似文献

Community-based natural resource management (CBNRM) institutions are challenged with finding common ground as a basis for action among diverse resource users and stakeholders. Establishing and maintaining institutional credibility within their regions, catchments, communities and among their membership is fundamental to overcoming the challenge. So too is applying appropriate institutional and governance structures and appointing appropriate leaders. Drawing on triangulated case study data collected over a 12-month period using multiple methods, this paper examines the influence of institutional credibility and leadership on the functioning, decision-making and governance of two CBNRM institutions in Queensland, Australia. The paper shows that stakeholders have very different expectations of what makes a CBNRM institution credible. Satisfying the multiple expectations requires CBNRM institutions to incorporate diverse stakeholder representation, assert their legitimacy and demonstrate accountability, transparency, fairness and justice. The paper also draws attention to the value and importance of appointing inspirational leaders who focus on encouraging followers to pursue collective goals. Comparing the merits and constraints of appointing average Joes versus community elites to the Boards of CBNRM institutions, the paper highlights the urgent need for community-based natural resource governance and inspirational leadership education and training programs to improve the availability and quality of CBNRM leadership in rural Australia. Since combining credible CBNRM institutions with inspirational leaders does not necessarily equate to sustainable on-ground NRM outcomes, it is critical that the education and training programs emphasise the importance of monitoring and evaluating the improvements in decision-making processes and in decision outcomes.  相似文献

A doubling of the global food demand projected for the next 50 years poses a huge challenge for the sustainability of both food production and global and local environments. Today’s agricultural technologies may be increasing productivity to meet world food demand, but they may also be threatening agricultural ecosystems. For the global environment, agricultural systems provide both sources and sinks of greenhouse gases (GHGs), which include carbon dioxide (CO2), methane (CH4), and nitrous oxide (N2O). This paper addresses the importance of soil organic carbon (SOC) for agro-ecosystems and GHG uptake and emission in agriculture, especially SOC changes associated with soil management. Soil management strategies have great potential to contribute to carbon sequestration, since the carbon sink capacity of the world’s agricultural and degraded soil is 50–66% of the historic carbon loss of 42–72 Pg (1 Pg=1015 g), although the actual carbon storage in cultivated soil may be smaller if climate changes lead to increasing mineralization. The importance of SOC in agricultural soil is, however, not controversial, as SOC helps to sustain soil fertility and conserve soil and water quality, and organic carbon compounds play a variety of roles in the nutrient, water, and biological cycles. No-tillage practices, cover crop management, and manure application are recommended to enhance SOC storage and to contribute to sustainable food production, which also improves soil quality. SOC sequestration could be increased at the expense of increasing the amount of non-CO2 GHG emissions; however, soil testing, synchronized fertilization techniques, and optimum water control for flooding paddy fields, among other things, can reduce these emissions. Since increasing SOC may also be able to mitigate some local environmental problems, it will be necessary to have integrated soil management practices that are compatible with increasing SOM management and controlling soil residual nutrients. Cover crops would be a critical tool for sustainable soil management because they can scavenge soil residual nitrogen and their ecological functions can be utilized to establish an optimal nitrogen cycle. In addition to developing soil management strategies for sustainable agro-ecosystems, some political and social approaches will be needed, based on a common understanding that soil and agro-ecosystems are essential for a sustainable society.  相似文献
