Countries that possess rich mineral deposits, it is widely assumed, are fortunate. Such deposits are assets, part of a country's natural capital. Mining is the key that converts dormant mineral wealth into schools, homes, ports, and other forms of capital that directly contribute to economic development. Over the past two decades, however, a more negative view of mining has emerged that questions the positive relationship between mineral extraction and economic development. The impetus for the alternative view came from empirical studies suggesting that countries where mining is important have not grown as rapidly as other countries. More recent studies have explored the possible reasons behind the disappointing performance of many mineral producing countries. While the central point of contention between the conventional and alternative views — namely, whether or not mining usually promotes economic development — remains unresolved, there is widespread agreement that rich mineral deposits provide developing countries with opportunities, which in some instances have been used wisely to promote development, and in other instances have been misused, hurting development. The consensus on this issue is important, for it means that one uniform policy toward all mining in the developing world is not desirable, despite the recent suggestions by some to the contrary. The appropriate public policy question is not should we or should we not promote mining in the developing countries, but rather where should we encourage it and how can we ensure that it contributes as much as possible to economic development and poverty alleviation.  相似文献

This paper offers a new perspective on the environmental laws in Asian nations affecting the exploration, mining, and reclamation activities of the mineral resource industry: the perspective of the senior government officials in those countries, whose job is to enforce these new environmental laws. The article presents the results of a 1998 survey of national environmental officials in Asia conducted by the Colorado School of Mines and the Metal Mining Agency of Japan. Officials in 10 diverse countries—Cambodia, China, Indonesia, Lao PDR, Malaysia, Myanmar, Mongolia, Philippines, Thailand and Vietnam—responded to a detailed questionnaire covering applicable laws, agencies, protected areas, covered mineral activities, financial assurance, environmental impact assessment, public involvement, environmental standards, permit and reclamation requirements.
The survey confirms that Asian nations are part of the global trend towards national government regulatory structures that balance mineral development objectives with environmental considerations. The survey also shows developing regulatory systems (some embryonic, some more mature) utilizing a combination of mining and environmental acts, and often an 'insider' perspective of the national officials administering the laws. While that perspective is not without its biases (not least the rigor of enforcement), it may nevertheless be of use in company planning. The emerging regulatory picture contradicts the conventional notion that it is the 'lower' level of regulation in Asia that is attracting foreign direct investment in mining.  相似文献

The contents of international commodity agreements have changed from those in which open-ended intervention mechanisms regulated the market defending a normative price to those limiting intervention so as not to obscure market forces and consequently the market price. Underlying this change is the principle to which the developed countries accorded the highest priority, namely that the interests of producing and consuming countries must balance to avoid an indiscriminate transfer of resources. On the other hand, the principles which guided agreements that set a normative price were based on the grounds that the market price determined by unequal partners was unfair and that internationally agreed developmental goals implied untied and unconditional resource transfers by means of normative, higher than market, prices. These two sets of principles were incompatible. As a result negotiations were not only difficult but inconclusive. Another reason for this outcome was that the question of the cost effectiveness of market duplicating agreements based on the principle of balanced interests was unresolved. These reasons explain why commodity agreements do not figure currently in substantive discussions on North-South cooperation and why only three commodity agreements have a functional role and even of these three, one is not in force definitively.  相似文献

Assessing slope stability in unplanned settlements in developing countries   总被引:1,自引:0,他引:1  
Unplanned housing in developing countries is often located on steep slopes. Frequently no building code is enforced for such housing and mains water is provided with no drainage provision. Both of these factors can be particularly significant in terms of landslide risk if, as is so often the case, such slopes lack any planned drainage provision. There is thus a need to develop a model that facilitates the assessment of slope stability in an holistic context, incorporating a wide range of factors (including surface cover, soil water topographic convergence, slope loading and point source water leakage) in order that appropriate advice can be given as to the general controls on slope stability in such circumstances. This paper outlines a model configured for this specific purpose and describes an application to a site in St. Lucia, West Indies, where there is active slope movement in an unplanned housing development on relatively steep topography. The model findings are in accord with the nature of the current failure at the site, provide guidance as to the significance of slope drainage and correspond to inferences drawn from an application of resistance envelope methods to the site. In being able to scenario test a uniquely wide range of combinations of factors, the model structure is shown to be highly valuable in assessing dominant slope stability process controls in such complex environments.  相似文献

Although environmental management in Turkey is evolving, its performance needs to be assessed in terms of the extent to which polluters and dischargers are complying with their legal obligations. In spite of this necessity, however, not a single study evaluating the effectiveness of command-and-control strategy of environmental management has been conducted. It is for this reason that it was decided to conduct an analysis of the impact of environmental legislation on a major industrial area in Turkey. Accordingly, Turkish environmental legislation was analyzed, and all relevant obligations and responsibilities of industry are identified. Based upon this appraisal, a questionnaire was prepared and used to conduct interviews in Tuzla, Istanbul. From the results, it can be concluded that environmental compliance performance of industry is low. The total of 92 parameters has been questioned. Fifty-three parameters have been found as satisfactory compliance, whereas 26 parameters have been classified as partial compliance and 13 as unsatisfactory compliance. The most important reason for inadequate performance is the lack of an effective national and local environmental compliance management system. The other leading reasons are found to be low-level environmental consciousness of the people, absence of environmental management system at the sites, inadequacies in environmental subsidies, and insufficiencies in public environmental infrastructure. Four recommendations are made to increase the effectiveness of compliance management: establishing an effective environmental compliance management system, accelerating public investment for environmental infrastructure, developing financial subsidies and incentive schemes for environmental investments, and encouraging voluntary initiatives.  相似文献

Providing reliable and affordable wastewater treatment in rural areas is a challenge in many parts of the world, particularly in developing countries. The problems and limitations of the centralized approaches for wastewater treatment are progressively surfacing. Centralized wastewater collection and treatment systems are costly to build and operate, especially in areas with low population densities and dispersed households. Developing countries lack both the funding to construct centralized facilities and the technical expertise to manage and operate them. Alternatively, the decentralized approach for wastewater treatment which employs a combination of onsite and/or cluster systems is gaining more attention. Such an approach allows for flexibility in management, and simple as well as complex technologies are available. The decentralized system is not only a long-term solution for small communities but is more reliable and cost effective. This paper presents a review of the various decentralized approaches to wastewater treatment and management. A discussion as to their applicability in developing countries, primarily in rural areas, and challenges faced is emphasized all through the paper. While there are many impediments and challenges towards wastewater management in developing countries, these can be overcome by suitable planning and policy implementation. Understanding the receiving environment is crucial for technology selection and should be accomplished by conducting a comprehensive site evaluation process. Centralized management of the decentralized wastewater treatment systems is essential to ensure they are inspected and maintained regularly. Management strategies should be site specific accounting for social, cultural, environmental and economic conditions in the target area.  相似文献

This article examines the economic implications of mining or of not mining manganese nodules and summarizes potential ecological consequences. Apart from possible net economic benefits to certain countries, mining the nodules is not regarded as an economic or strategic necessity. It is concluded that expansion of basic research on oceanfloor ecosystems must be granted high priority. It is in the best interest of developed countries to become signatories of the LOS Convention in order to participate in the development of the regulatory framework and to avoid the antagonism of the international community.  相似文献

The response of industry to current environmental regulations in Alexandria, Egypt was investigated. Environmental officers in 55 industrial firms completed a questionnaire examining their opinions about current environmental regulations, the statuses of their companies' compliance with those regulations, and the environmental management progress and problems in their companies. Although Egyptian industrialists had positive opinions about environmental regulations, their companies were not in satisfactory compliance with those regulations. The context in which environmental concern started in Egypt and the economic environment of Egyptian industry had lead to 'soft' enforcement and implementation of environmental regulations. The response of Alexandria's industrial firms to the issued environmental regulations was limited to adopting symbolic 'end-of-pipe' environmental protection measures. Progress in environmental management and problems in industries of Alexandria were also investigated.  相似文献

The resulting impact of disasters on society depends on the affected country's economic strength prior to the disaster. The larger the disaster and the smaller the economy, the more significant is the impact. This is clearest seen in developing countries, where weak economies become even weaker afterwards. Deliberate strategies for the sharing of losses from hazardous events may aid a country or a community in efficiently using scarce prevention and mitigation resources, thus being better prepared for the effects of a disaster. Nevertheless, many governments lack an adequate institutional system for applying cost effective and reliable technologies for disaster prevention, early warnings, and mitigation. Modelling by event analyses and strategy models is one way of planning ahead, but these models have so far not been linked together. An approach to this problem was taken during a large study in Hungary, the Tisza case study, where a number of policy strategies for spreading of flood loss were formulated. In these strategies, a set of parameters of particular interest were extracted from interviews with stakeholders in the region. However, the study was focused on emerging economies, and, in particular, on insurance strategies. The scope is now extended to become a functional framework also for developing countries. In general, they have a higher degree of vulnerability. The paper takes northern Vietnam as an example of a developing region. We identify important parameters and discuss their importance for flood strategy formulations. Based on the policy strategies in the Tisza case, we extract data from the strategies and propose a framework for loss spread in developing and emerging economies. The parameter set can straightforwardly be included in a simulation and decision model for policy formulation and evaluation, taking multiple stakeholders into account.  相似文献

The polluter-pays principle has been widely implemented in OECD countries and credited for bring about a significant reduction in pollutant discharge. However, it has had only limited implementation in developing countries. The consequences of not implementing it in developing countries, to the extent they are documented, are limited to estimating the economic damages of environmental degradation. Yet there are several other but seldom documented negative consequences of the failure to implement the polluter-pays principle. These consequences are documented in the case of Pakistan. They include limited construction of effluent treatment plants, heavy dependence on the government and international donors for funding the only two operational common effluent treatment plants, significant operational issues at the two common effluent treatment plants, missed opportunities to build cost-effective common effluent treatment plants and minimal environmental improvements from isolated investments in individual effluent treatment plants in addition to the already documented significant level of environmental degradation due to uncontrolled pollutant discharge.  相似文献

Promoting stoves that burn wood and other biofuels more efficiently is one of the means to reduce fuel consumption, but such efficient stoves may also emit more carbon monoxide and total suspended particulates. In an earlier study, a standard chamber method was proposed to estimate emission factors from burning fuelwood (Acacia nilotica). Here that methodology is extended to measure emission factors from burning of dungcakes and crop residues (Brassica or mustard stalks)—common fuels in many developing countries. The amounts of carbon monoxide (CO) and total suspended particulates (TSP) emitted by four different models of stoves, when using each of the three biofuels, are measured.The CO emission factors range from 13–68 (g/kg) for fuelwood to 26–67 g/kg for dungcakes and 20–114 g/kg for crop residues, for particulates they range from 1.1–3.8 to 4.1–7.8 and 2.1–12.0 g/kg for the three fuels, respectively. On a per unit heat delivered basis, the emissions of CO and TSP from both dungcakes and crop residues are two to three times higher compared to those from fuelwood. While for some improved stove-fuel combinations, the increase in emission factors was offset by the increase in thermal efficiency, this was not always so and causes a dilemma. The more efficient stoves are found to have higher emission factors of both CO and TSP for all three fuels. Emissions per standard task (i.e, on a unit heat delivered basis) is proposed as a criterion to evaluate cookstoves.  相似文献

Central to the environmental and health hazards created by the expanding use of pesticides in developing countries is the weakness of national regulatory agencies. This article reviews current international efforts aimed at supporting these institutions and describes the contribution that an external “hazard auditor” might make in assessing the pesticide industry's adherence to accepted standards of health and environmental protection. An independent evaluation of this kind may prove attractive to all parties in the long-standing confrontation over the control of pesticide technology: the industry, public interest groups, developing and developed countries, and international agencies. The article outlines one approach to operationalizing the concept and examines initial responses to the proposal. Capacity Factor Analysis is a decision support system for selection of appropriate technologies for municipal sanitation services in developing communities. Developing communities are those that lack the capability to provide adequate access to one or more essential services, such as water and sanitation, to their residents. This research developed two elements of Capacity Factor Analysis: a capacity factor based classification for technologies using requirements analysis, and a matching policy for choosing technology options. First, requirements analysis is used to develop a ranking for drinking water supply and greywater reuse technologies. Second, using the Capacity Factor Analysis approach, a matching policy is developed to guide decision makers in selecting the appropriate drinking water supply or greywater reuse technology option for their community. Finally, a scenario-based informal hypothesis test is developed to assist in qualitative model validation through case study. Capacity Factor Analysis is then applied in Cimahi Indonesia as a form of validation. The completed Capacity Factor Analysis model will allow developing communities to select drinking water supply and greywater reuse systems that are safe, affordable, able to be built and managed by the community using local resources, and are amenable to expansion as the community's management capacity increases.  相似文献

Sources of Deforestation in Tropical Developing Countries   总被引:8,自引:0,他引:8  
/ Key causes of tropical deforestation are investigated using cross-sectional data for 90 developing countries for the period 1981-1990. Regression results reveal that deforestation is associated with both development and scarcity. Deforestation accelerates with expanding infrastructure, trade, debt, investment in the human capital base, and resource-based economic expansion. On the other hand, absolute and relative scarcities-manifested by growing population pressures, food and land shortages, fuelwood dependency, and inequalities in access to land-are also key factors explaining forest loss. Thus, results point to a fundamental environmental conundrum: Development is required if countries are to alleviate scarcity-driven forms of forest exploitation but is itself a major cause of deforestation. Can countries balance development goals with forest protection? Setting aside the issue of its practical realization, the paper concludes that forest sustainable development cannot be achieved by implementing simple technical improvements in land-use practices alone. Securing the foundations for the sustainability of the forest base will require that countries address the underlying social processes driving tropical forest loss as well.KEY WORDS: Tropical deforestation; Developing countries; Rural land-use practices; Development; Scarcity.  相似文献

It has been suggested in recent years that developing countries need not pass through the dirty stages of industrial growth that marred the past of today's developed countries. Instead, they may be able to bypass these by leapfrogging straight to modern, clean technologies as an integral part of capacity addition. This article critically reviews existing approaches to leapfrogging. It argues that they are not only characterized by considerable ambiguity, but also based on an incomplete understanding of the technological and policy requirements of cleaner industrialization. Consequently, the article goes on to offer a number of suggestions as to how current approaches might be advanced so as to better meet the challenge of leapfrogging. Amongst these suggestions is greater clarification of the specific targets for leapfrogging and policy intervention to accelerate the development of technological capabilities needed to select, absorb and innovate leapfrog technologies.  相似文献

About half the world's households cook and/or heat daily with biomass fuels. At small scale, biomass combustion releases significant amounts of particulates, carbon monoxide, and hydrocarbons, the latter with significant concentrations of polycyclic aromatic hydrocarbons. Preliminary measurements in kitchens of developing-country villages have established airborne concentrations of these healthdamaging pollutants that are orders of magnitude above urban levels or relevant standards. Particle size measurements and dose calculations lead to significant concerns about potential health hazards. The few epidemiological studies are consistent with such effects although more work is clearly needed. These findings may have significant implications for the planning of rural energy development in a number of countries. In particular, they may relate directly to the question of the optimum balance between centralized and decentralized systems.  相似文献

Stakeholder participation has become a key factor in the success of grassroots conservation and natural resource management programs. Yet the majority of program evaluations are conducted by external consultants for the purposes of accountability, rather than program improvement. Too often, systematic evaluations of conservation programs are not conducted at all. The objective of this study was to build the capacity of a grassroots conservation organization to conduct participatory evaluation, involving project stakeholders in the design, implementation, and use of evaluation. The study applied a conceptual model for participatory evaluation to the Wildlife Clubs of Kenya (WCK), the largest grassroots conservation program for youth in Africa, involving more than one million youth since 1968. Seven trainings in participatory evaluation were conducted with WCK staff, teachers, and community members. The 120 participants, representing nine WCK regions with 800 clubs, showed a significant increase in attitudes and knowledge regarding evaluation, as reflected by mean test scores before and after training. To institutionalize evaluation at WCK, existing organizational practices were assessed and used as a foundation for developing an evaluation system. Based on club competitions, a new evaluation initiative was launched called the WCK Incentive Program. Participants in all seven workshops identified indicators and sources of evidence for this evaluation system, which now serves as a basis for rewarding outstanding performance in WCK. This study revealed the importance of incentives for evaluation, the need to build on existing structures to promote organizational learning, and the necessity for the conservation community to commit resources to capacity building in participatory evaluation.  相似文献

Multi-criteria analysis (MCA) is a family of decision-making tools that can be used in strategic environmental assessment (SEA) procedures to ensure that environmental, social and economic aspects are integrated into the design of human development strategies and planning, in order to increase the contribution of the environment and natural resources to poverty reduction. The aim of this paper is to highlight the contribution of a particular multi-criteria technique, the analytic hierarchy process (AHP), in two stages of the SEA procedure applied to water programmes in developing countries: the comparison of alternatives and monitoring. This proposal was validated through its application to a case study in Brazilian semi-arid region. The objective was to select and subsequently monitor the most appropriate programme for safe water availability. On the basis of the SEA results, a project was identified and implemented with successful results. In terms of comparisons of alternatives, AHP meets the requirements of human development programme assessment, including the importance of simplicity, a multidisciplinary and flexible approach, and a focus on the beneficiaries' concerns. With respect to monitoring, the study shows that AHP contributes to SEA by identifying the most appropriate indicators, in order to control the impacts of a project.  相似文献

Fishers and small-scale fisheries worldwide have been marginalized historically. Now it is clear that integrating fishers in management processes is key to resource conservation, but it is less clear how to do it. Here, based on a literature review and new information, we present and analyze a case in which the participation of fishers in the management process was crucial in recovering an overexploited small-scale fishery for the pirarucu (Arapaima spp.) in the Amazon Basin, Brazil. In 8 years of experimental management, from 1999 to 2006, the population of pirarucu increased 9-fold (from about 2200 to 20,650 individuals), harvest quotas increased 10-fold (from 120 to 1249 individuals), and fishers’ participation in the management process increased and they benefited from increased monetary returns. Additionally, the number of communities conducting the management scheme increased from 4 in 1999 to 108 in 2006, following the demands of fishers and regional government agencies. Based on our analysis, we suggest that the participation of fishers in the management of other small-scale fisheries in the world can be improved by focusing on (1) applying the knowledge and skills of fishers in resource monitoring and management, (2) bridging knowledge systems among all involved stakeholders, (3) collaborating with fishers that are interested in, and capable of conducting, resource conservation schemes, and (4) conducting management under conditions of uncertainty.  相似文献
