The very significant impact of European legislation (Directive 91/414/EEC) on the authorization of plant protection products is reviewed herein, which has resulted in withdrawal of 704 active substances (AS) out of 889 assessed so far. The list of currently approved 276 AS includes 194 AS “existing” in the market before 1993 and 82 “new” AS introduced during the last 15 years. Results of toxicity characterization of the approved AS are also summarized, utilizing several well-known databases. Although significant data gaps exist for a rather large part of the approved AS, it is found that 84 AS are positive for at least one health effect (after chronic and/or acute exposure) including carcinogenicity, reproductive and neuro-developmental disorders, as well as endocrine disruption. The toxicity characterization results of this study are compared to those of recent assessments by other organizations (KemI, the Swedish Chemicals Agency, and the Pesticide Safety Directorate of the UK), where interpretation and use is made of AS “cut-off” criteria foreseen in new EU legislation. These studies report a comparatively smaller AS number with positive toxicity characterization. The possibility of some additional AS withdrawal in the near future, combined with the rather small rate of new AS introduction (approx. 5 per year) suggest that the list of approved AS over the next 10–15 years may not change very drastically. Consideration of the above trends is necessary and instructive in evaluating results of existing health impact assessment (HIA) studies, as well as in planning new ones. Due to the very drastic change in the number and type of marketed AS, that took place within the past 8–9 years, it is suggested that new HIA studies (based on epidemiological data after year 2000) should focus on a rather short time frame and, therefore, on appropriate cohort groups, e.g. young children. For the same reason, results of epidemiological studies of the past (involving banned AS) should be carefully interpreted and used with caution.  相似文献

The use and management of natural capital is critical in all nations, but especially so in poor nations. The role of institutions – chiefly, property rights and pricing systems for natural resources – is pivotal in achieving growth and improved distribution of income and wealth, in understanding environmental degradation, and in seeking improved policy. Particularly useful criteria and indicators of sustainable development relate to `green' output and productivity measures in which the depreciation of natural capital is being considered. Special management problems exist for `critical' components of natural capital to which variants of the precautionary principle must be applied to ensure that our heirs receive an undiminished patrimony.  相似文献

The Guanabara Bay basin, SE Brazil, is shown as an experimental site to evaluate development and sustainability in coastal areas. We developed a Driver–Pressure–State–Impact–Response (DPSIR) framework in a practical context to integrate natural and socio-economic indicators. Sustainability reflects public policies towards the utilization of natural resources. Cost-benefit analysis (CBA) included in DPSIR evaluates losses and benefits resulting from such policies. CBA has some limitations due to the difficulty of valuating environmental goods and services. Instead of valuating them we propose to combine sustainability indicators and defensive expenditures for the implementation of public policies. This approach agrees with the environmental conservation paradigm implicit in sustainable development. It allows an estimation of the physical natural capital depreciation (PNCD), by using it to correct the gross domestic product (GDP) of the study area, and demonstrating the present non-sustainable characteristics of the current policies applied to the area.  相似文献

Environmental change alters ecosystem functioning and may put the provision of services to human at risk. This paper presents a spatially explicit and quantitative assessment of the corresponding vulnerability for Europe, using a new framework designed to answer multidisciplinary policy relevant questions about the vulnerability of the human-environment system to global change. Scenarios were constructed for a range of possible changes in socio-economic trends, land uses and climate. These scenarios were used as inputs in a range of ecosystem models in order to assess the response of ecosystem function as well as the changes in the services they provide. The framework was used to relate the impacts of changing ecosystem service provision for four sectors in relation to each other, and to combine them with a simple, but generic index for societal adaptive capacity. By allowing analysis of different sectors, regions and development pathways, the vulnerability assessment provides a basis for discussion between stakeholders and policymakers about sustainable management of Europe’s natural resources. The understanding and evaluation of the possible interactions of various naturally occurring radionuclides in the world's third largest man-made dam, Nagarjuna Sagar located in Andhra Pradesh, India and built on river Krishna assumed significance with the finding of uranium deposits in locations near the dam. For the present work, surface soil samples from the mineralized area of Lambapur, Mallapuram, Peddagattu and sediment core samples from the Nagarjuna Sagar dam were analyzed for naturally occurring radionuclides namely uranium and thorium using gamma spectrometric technique. Also toxic elements lead and chromium were analysed by the Energy Dispersive X-ray Fluorescence Spectrometer (EDXRF) technique. Surface soil samples show a variation from 25 to 291 Bq/kg (2.02–23.5 mg/kg) for 238U and 32–311 Bq/kg (7.9–76.9 mg/kg) for 232Th. U/Th concentration ratio in surface soil samples ranged from 0.19 to 0.31 and was found comparable with the nation wise average of 0.26. The study of sediment core samples reflected higher U/Th concentration ratio of 0.30–0.33 in the bottom section of the core as compared to 0.22–0.25 in the upper section. The concentration ratio in the upper section of the core was similar to the ratio 0.23 found in the western Deccan Basalt region through which the river originates. A higher concentration of lead and chromium was observed in the upper section of the core compared to bottom section indicating the impact of river input on the geochemical character of dam sediment.  相似文献

The study was conducted to assess the potential of Norwegian agricultural ecosystems to sequester carbon (C) based on the data from some long-term agronomic and land use experiments. The total emission of CO2 in Norway in 1998 was 41.4 million metric ton (MMT), of which agriculture contributed only 0.157 MMT, or <0.4% of the total emissions. With regards to methane (CH4) and nitrous oxide (N2O) gases, however, agricultural activities contributed 32.5% and 51.3% of their respective emissions in Norway. The soil organic carbon (SOC) losses associated with accelerated soil erosion in Norway are estimated at 0.475 MMTC yr–1. Land use changes and soil/crop management practices with potential for SOC sequestration include conservation tillage methods, judicious use of fertilizers and manures, use of crop residues, diverse crop rotations, and erosion control measures. The potential for SOC sequestration is 0.146 MMTC yr–1 for adopting conservation tillage, 0.011–0.035 MMTC yr–1 for crop residue management, 0.026 MMTC yr–1 for judicious use of mineral fertilizer, 0.016–0.135 MMTC yr–1 for manure application, and 0.036 MMTC yr–1 for adopting crop rotations. The overall potential of these practices for SOC sequestration ranges from 0.591 to 1.022 MMTC yr–1 with an average value of 0.806 MMTC yr–1. Of the total potential, 59% is due to adoption of erosion control measures, 5.8% to restoration of peat lands, 21% to conversion to conservation tillage and residue management, and 14% to adoption of improved cropping systems. Human breast milk samples collected in 2007–2008 from four countries, Vietnam (Hanoi), China (Beijing), Korea (Seoul) and Japan (Sendai, Kyoto and Takayama), were analyzed for persistent organic pollutants (POPs) such as dichlorodiphenyltrichloroethane and its metabolites (DDTs), chlordane-related compounds (CHLs), hexachlorocyclohexanes (HCHs), hexachlorobenzene (HCB), polychlorinated biphenyls (PCBs) and polybrominated diphenyl ethers (PBDEs). Comparing with previous surveys, the present study indicates that the DDTs in breast milk from China and Vietnam had gradually decreased during the last decade, but were still 5–10 times higher than those in other nations. The ratios of p,p′-DDE/p,p′-DDT and o,p′-DDT/p,p′-DDT were higher in Beijing than in the other countries, suggesting that there is less fresh intake of commercial DDT products and a possible exposure to dicofol in China. CHL and PCB levels were relatively higher in mothers from Japan, whereas β-HCH and HCB were more common in Chinese women. In Japan, it is suspected that mothers in the urban/coastal area (Sendai) were more continuously exposed to organochlorine pesticides (OCPs) than mothers in the rural/inland area (Takayama). In addition, OCP levels in primiparae were significantly higher than those in multiparae from Japan and Korea. These indicate that both parity and regional factors are major determinants of the levels of OCPs and PCBs in human milk. On the other hand, higher concentrations of PBDEs were observed in mothers' milk from Korea. The congener was dominated by BDE-47 (43–54%), followed by BDE-153 (23–33%) in all regions except for Beijing where BDE-28 (23%) was relatively abundant. In Japanese breast milk, regional and parity-dependent distributions were not observed for PBDEs. Among PBDE congeners, age-dependency was observed for BDE-153, which was negatively correlated (p < 0.05) to the age of mothers in Kyoto (17 participants were housewives), while it increased with age in Sendai (10 participants were clerks). No such correlation was seen for BDE-47, indicating that BDE-47 was ingested and assimilated via different kinetics or routes from BDE-153 in Japan.  相似文献

The WHO Regional Office for Europe organized a working group in Schloss Reisenburg, Federal Republic of Germany, on 9–12 June 1987, to discuss one important result of the Chernobyl nuclear accident in April 1986, namely the wide distribution of radiocaesium. Its possible health hazards, being a beta-emitter, are long-term because of the long half-lives (about 2 years for 134Cs and about 30 years for 137Cs). Radiocaesium has been shown to concentrate in plants (e.g. spinach and tea) and in animals and animals products (e.g. reindeer and sheep, and their respective milk products).Therefore, it was considered important to examine the rate of deposition in Europe, environmental pathways through soil, flora and fauna to man, the related metabolism and accumulation in man and radiotoxicity and, consequently, the possible health effects.  相似文献

The need for understanding the factors that trigger human responses to climate change has opened inquiries on the role of indigenous and local ecological knowledge (ILK) in facilitating or constraining social adaptation processes. Answers to the question of how ILK is helping or limiting smallholders to cope with increasing disturbances to the local hydro-climatic regime remain very limited in adaptation and mitigation studies and interventions. Herein, we discuss a case study on ILK as a resource used by expert farmer-fishers (locally known as Caboclos) to cope with the increasing threats on their livelihoods and environments generated by changing flood patterns in the Amazon delta region. While expert farmer-fishers are increasingly exposed to shocks and stresses, their ILK plays a key role in mitigating impacts and in strengthening their adaptive responses that are leading to a process of incremental adaptation (PIA). We argue that ILK is the most valuable resource used by expert farmer-fishers to adapt the spatial configuration and composition of their land-/resource-use systems (agrodiversity) and their produced and managed resources (agrobiodiversity) at landscape, community and household levels. We based our findings on ILK on data recorded for over the last 30 years using detailed ethnographic methodologies and multitemporal landscape mapping. We found that the ILK of expert farmer-fishers and their “tradition of change” have facilitated the PIA to intensify a particular production system to optimize production across a broad range of flood conditions and at the same time to manage or conserve forests to produce resources and services.  相似文献

The Amazon Delta and Estuary (ADE) is a region of continental and global ecological importance. Controversy, many of the basic infrastructure and services essential for quality of life and sustainable development of this delta are absent. Using a conceptual model to define socio-economic vulnerability in the urban ADE, a thorough assessment of indicators including sanitation services, housing conditions, household income, population, flood risk and unplanned settlements was conducted in 41 cities at the census sector scale (n = 2938). A multi criterion index was applied to classify urban vulnerability from three dimensions: flood exposure, socio-economic sensitivity and infrastructure. This is the first study to examine urban vulnerability within and between urban areas of the ADE. Results indicated that most of the urban sectors of the ADE are exposed to potential risks due to a combination of flood hazards, poverty and basic structural deficiencies such as insufficient drinking water or inadequate waste water collection, with several sectors being afflicted by similar problems. The assessment of vulnerability indicates that 60–90 % of the urban population live in conditions of moderate to high degree of vulnerability. The ADE cities presented a pattern where vulnerability increases from city center to their newly developed urban areas. Inadequate planning coupled with rapid urbanization has contributed to the development of unplanned settlements in almost half of the urban sectors of the ADE. Combined, these factors contribute to widespread socio-economic vulnerability along the urban spaces of the ADE, increasing exposure to health risks and more frequent seasonal and stochastic events such as storm surges and high flooding levels.  相似文献

The air quality in a newly built preschool was investigated in a longitudinal study. Typical air contaminants emanating from building materials were determined, their variation over time (0–18 months) was measured, and the influence of the ventilation system (81%–91% recirculation of return air) on contaminant concentrations was studied. Volatile organic compounds were sampled by adsorption on porous polymer, analysed by a GC/FID system, and identified by MS. A spatial build-up in concentration (ppb or μg/m3 levels) is evident for all the organic compounds, as well as for CO2, from the outdoor air, through the ventilation system, and through the rooms to the exhaust air. The longitudinal comparison over time shows that all the organic compounds decline in concentration mainly within the first 6 months of occupancy: 1-butanol 4–14 times, toluene and pentanal + hexanal 2–4 times, while formaldehyde remained at a constant low level of 90 ppb (110 μg/m3). It is difficult to believe that the problems of poor air quality in 100 preschools in Stockholm are caused by the organic compounds alone unless interactions occur. A preschool building needs to be gassed off during the first 6 months after its construction with no recirculation of return air allowed (outdoor air rate approx 4–5 ach). During at least 1–2 additional years, it is desired that the recirculation rate of return air is restricted, perhaps to 50%.  相似文献

The theory of competing risks cannot be based entirely on the analysis of postmortem pathology data. It is necessary also to know the prevalence and residence times of the diseases in question, separately and jointly, in the living population at risk. It is also necessary to have a conceptual model of the transition process from health to disease, or from one disease state to another, within the organism, so that the formal transition probabilities estimated from epidemiological data can be interpreted in biophysical terms as arising from changes in the physico-chemical state of the organism. This paper offers such a model for transition processes arising from fluctuations of physiological state (for example, lapse into diabetic coma or insulin shock as a result of extreme high or low excursions of the blood sugar level). A Gaussian fluctuation process is postulated, and the transition probability, or incidence rate, is calculated as the frequency with which the state variable fluctuates beyond a specified distance, Λ, from the mean state. An explicit solution is given for the limiting, but biologically reasonable, case that such an excursion is a rare event. In this case, the transition probability varies exponentially for linear displacement of Λ or of the dispersion of fluctuations, σ. If Λ decreases, and/or σ increases, as a linear function of age, this model yields an exponential (Gompertzian) relation of disease incidence to age. Generalization to more than one variable is accomplished by introducing the concept of a mortality potential surface, in which the disease transitions are geometrized as saddle points, or “passes”, on the surface.  相似文献

Green Public Procurement (GPP) is currently being used to influence the market to shift to a supply of goods and services to the public sector that have a reduced environmental impact. The food service sector plays a major role in the purchases made by the public sector and due to that relevance deserves attention. The GPP schemes reviewed were those that provide details of the specific environmental criteria used (or recommended) for public tendering of food products and catering services provision. The set of GPP schemes apply to distinct geographical zones within the EU, including national level (e.g. Italy), regional level (e.g. Barcelona) and also local level, as in the case of cities (e.g. Copenhagen) or schools (e.g. a school in Pisa, Italy). The criteria set covers services provision to schools, health and social care, higher education, government office canteens, sports and leisure arenas, prisons and defence services (e.g. army). European and worldwide GPP criteria were not covered by the review made. This exploratory study comprehends a total of 23 GPP schemes. This sample includes eight national schemes, three regional schemes and ten local schemes. The review focused on the scope, for the sector of applicability (e.g. education, healthcare) of the GPP set of criteria and for the type of food products covered. Moreover, this paper analyses the type of GPP criteria in use and how the environmental criteria cover the distinct life cycle stages of the whole food supply chain. Findings from the analysis show that for the majority of schemes the scope of criteria is simultaneously the provision of food products and catering services. Moreover, cities, municipalities and counties are the main public authorities reporting procurement activities for the education sector while national GPP activities are applicable for multiple sectors of activity. The main food products covered by the criteria are fruits and vegetables, dairy products, fish and seafood and meat. Finally, the findings show that the set of criteria from the schemes cover widely the life cycle stages of the food supply chain. The results allowed for a first identification of current practices in the use of GPP criteria within public purchasing of food products and catering services in Europe by national, regional or local governments.  相似文献

Using an October 2013 national probability sample of US adults (N?=?1737), we examine the credibility of informal communicators (e.g. neighbors, co-workers, religious leaders, and health professionals) on solutions to climate change (regulatory and technological solutions). We present our analysis in terms of Kruglanski et al.’s [(2005). Says who? Epistemic authority effects in social judgment. Advances in Experimental Social Psychology, 37, 345–392] epistemic authority framework, which explains dynamics of trust in formal sources of authority with specific expertise (e.g. climate scientists) and informal sources of authority in a person's life (e.g. a priest). Trust in formal communicators (scientists and President Obama) consistently predicts trust in informal communicators (e.g. health professionals), and perceived effectiveness of climate solutions. Results further show that social and demographic groups that do not primarily rely on formal communicators on solutions to climate change instead rely more on various informal communicators. For example, political conservatism positively predicts trust in religious leaders, and religiosity further predicts trust in congregants, neighbors, co-workers, bosses and health professionals on solutions to climate change. Discussion focuses on implications for future research, and recommendations for policy actors, environmental communicators, and social marketers interested in broadening the scope of climate outreach.  相似文献

Polybrominated diphenyl ethers (PBDEs) have been produced in the south coast area of Laizhou Bay, Shandong Province in China, but little is known about the PBDE exposure level of residents to these compounds. We set out to assess potential health risks of PBDEs in the south coast area of the Laizhou Bay by determining the concentrations of PBDEs in serum and breast milk. We measured concentrations of eight PBDE congeners in serum and breast milk. The arithmetic means of Σ8PBDE in pooled serum and breast milk were 613 ng/g lipid and 81.5 ng/g lipid, respectively. The highest concentration for Σ8PBDE in all serum pools was 1830 ng/g lipid from the 41–50 year old female group. BDE-209 was the predominant congener, with the mean concentrations of 403 ng/g lipid in serum and 45.6 ng/g lipid in breast milk, respectively. BDE-209 averagely accounted for 65.8% and 54.2% of the total PBDEs, respectively. Our results suggest that high exposures to PBDEs have led to very high PBDE concentrations in serum and breast milk from the residents living in the south coast area of Laizhou Bay. High PBDE concentrations in human serum, particularly in women, pose a potential public health threat to local residents.  相似文献

To collect regional information on internal levels of pollutants in humans in Flanders, 1196 mother–child pairs were systematically recruited in 2002–2003 via 25 maternities across Flanders. Cd, Pb, PCB congeners 118, 170, 138, 153 and 180, p,p′-DDE — a key metabolite of DDT- and hexachlorobenzene (HCB) were measured in cord blood or plasma. Cd was detected in 64% of the samples (geometric mean 0.21 µg/L cord blood). p,p′-DDE (110 ng/g plasma lipids) and Pb (14.7 µg/L blood), were measurable in nearly all samples. The individual PCB congeners could be detected in 40 to 81% of the newborns (138 + 153 + 180 = 64.4 ng/g plasma lipids). HCB (18.9 ng/g plasma lipids) and dioxin-like compounds measured by DR-CALUX® (23 pg CALUX-TEQ/g lipids) were above detection limit in more than 75% of the samples. Age and smoking habits of the mothers, did not influence the cord blood Pb and Cd levels. The organochlorines increased 4 to 9% per year of the mother's age (partial R= 0.05 to 0.22). Mothers had 2.6% less PCBs in cord blood (partial R= 0.02) for each unit increase in pre-pregnancy BMI. Season of delivery, breastfeeding previous children or consumption of local dairy products, were minor determinants. Up to 20% of the variability in organochlorine concentrations was explained by residence area. It was concluded that the place of birth in Flanders is an important determinant of the load of pollutants measured at the start of life. This underlines the validity of human biomonitoring on (relatively) small geographical scale.  相似文献

There is an increased awareness that medicinal products for human use may cause negative effects in the environment. In Sweden a voluntary environmental classification system for drugs has been established in collaboration between producers, authorities and the public health care, and used for five years. The idea is to enhance the market demand for medicines with less environmental impact, which in turn will stimulate the producers to design future medicines to be more environmentally friendly. The system is open to the public and based on assessment of the active ingredient in the medicinal product into several classes of risk and hazard, respectively. It is closely related to the EMEA guidelines. Risk is expressed as the ratio between the predicted environmental concentration (PEC) of the active ingredient (AI) and its predicted no effect concentration (PNEC). The hazard is expressed in terms of the AI's persistence, potential to bioaccumulation, and eco-toxicity. Drug data for the classification are delivered by the respective producers.Hitherto more than 300 AI, representing more than 50% of the Swedish volume of drug use, have been classified. Data for risk assessment were missing in 47% of AI. Among drugs with data 7% had a PEC/PNEC ratio > 1, and another 7% had a ratio between 0.1 and 1. The AIs with highest ratio (> 10) were two estrogens. Data for hazard assessment were lacking in 16% of the AI. Among drugs with environmental data 92% were not ready biodegradable, 23% had potential to bioaccumulation, and 61% were toxic to aquatic organisms at a concentration below 1 mg/l. These data are utilized by regional pharmaceutical expert groups when selecting substances to be recommended in public health care in Sweden. They may also be used by prescribing doctors who want to identify the environmentally most favourable substance among several with equivalent medical effect.We conclude that environmental data on human medicinal products are often missing, or reveal unfavourable environmental properties. A proper judgement of the environmental impact of an AI requires a joint evaluation of its risk and hazard. We suggest that the pharmaceutical producers should highlight environmental precaution when designing new AIs, and that the environmental data should be transparent to the general public.  相似文献

Oxidants of significance to human health include ozone, nitrogen dioxide, and peroxyacetylnitrate. All of these compounds are involved in complex photochemical reactions which makes quantification and prediction of their individual health effects difficult. Ozone causes trauma to lung tissues and interferes with enzyme systems in the lungs and other tissues causing a broad range of symptoms. Measurable health impacts can occur at concentrations as low as 390 μg/m3. Acute effects of ozone exposure are reversible at normal urban concentrations (80–120 μg/m3). A special problem of concern, however, is increased susceptibility to infectious diseases contracted through the lungs. Nitrogen dioxide also causes trauma to lung tissues and interferes with enzyme systems. Measurable impacts can occur at concentrations as low as 100 μg/m3, but recovery is rapid and it is not known whether repeated exposures at this level have cumulative effects or predispose the lungs to permanent damage. Chronic exposure of laboratory animals to higher nitrogen dioxide levels can cause emphysema-like conditions and reduction in resistance to respiratory infection. Epidemiological studies of children in houses with gas stoves confirm the finding of reduced resistance to respiratory infection. The U.S. EPA estimates that health effects may occur in young children exposed to concentrations in excess of 280 to 560 μg/m3 one-hour average. These concentrations occur routinely in houses having gas stoves. Peroxyacetylnitrate is a powerful eye irritant in photochemical smog. Other health effects are similar to those of ozone, but less important because of the relatively low concentrations of this pollutant compared to other oxidants.  相似文献

The identification of characteristics of noise-susceptible (S) or noise-resistant (R) individuals is necessary for the development of noise-susceptibility risk profiles. Fifty-six naval aviators, categorized as having either incurred a hearing loss, i.e., hearing threshold levels (HTLs) > 40 dB at 4–8 kHz or retained normal hearing, i.e., HTLs ≤ 25 dB at 125 Hz-8 kHz, after thousands of flight hours were compared along several auditory and non-auditory dimensions. A number of variables occurred differentially in the two groups: Minimal Auditory Intensity Differential (MAID) scores at 2 kHz (p < 0.01) and 4 kHz (p < 0.001); iris pigmentation (blue eyes were over-represented in the S group; p < 0.05); systolic blood pressure (sitting; S group was higher; p < 0.05); calcium, albumin, and LDH levels (higher in the R group; p < 0.05); and present tobacco usage (more S aviators were currently smokers; p < 0.05). The S population also tended (p < 0.10) to exhibit elevated cholesterol and triglyceride levels as well as higher contralateral acoustic reflexes, and to have fewer individuals who had never smoked. Although no classic profile of the S or R individual definitely emerged, results suggested that at least one measurement device (MAID test) may serve as an “early warning” of imminent noise-induced damage.
