As the world’s largest industry, the insurance sector is both an aggregator of the impacts of climate change and a market actor able to play a material role in decreasing the vulnerability of human and natural systems. This article reviews the implications of climate change for insurers and provides specific examples of insurance-relevant synergisms between adaptation and mitigation in the buildings and energy sectors, agriculture, forestry, and land use. Although insurance is far from a “silver bullet” in addressing climate change, it offers significant capacity and ability to understand, manage, and spread risks associated with weather-related events, more so today in industrialized countries but increasingly so in developing countries and economies in transition. Certain measures that integrate climate change mitigation and adaptation also bolster insurers’ solvency and profitability, thereby increasing their appeal. Promising strategies involve innovative products and systems for delivering insurance and the use of new technologies and practices that both reduce vulnerability to disaster-related losses and support sustainable development. However, climate change promises to erode the insurability of many risks, and insurance responses can be more reactive than proactive, resulting in compromised insurance affordability and/or availability. Public–private partnerships involving insurers and entities such as the international relief community offer considerable potential, but have not been adequately explored.

Mitigation needs adaptation: Tropical forestry and climate change   总被引:1,自引:0,他引:1  
The relationship between tropical forests and global climate change has so far focused on mitigation, while much less emphasis has been placed on how management activities may help forest ecosystems adapt to this change. This paper discusses how tropical forestry practices can contribute to maintaining or enhancing the adaptive capacity of natural and planted forests to global climate change and considers challenges and opportunities for the integration of tropical forest management in broader climate change adaptation. In addition to the use of reduced impact logging to maintain ecosystem integrity, other approaches may be needed, such as fire prevention and management, as well as specific silvicultural options aimed at facilitating genetic adaptation. In the case of planted forests, the normally higher intensity of management (with respect to natural forest) offers additional opportunities for implementing adaptation measures, at both industrial and smallholder levels. Although the integration in forest management of measures aimed at enhancing adaptation to climate change may not involve substantial additional effort with respect to current practice, little action appears to have been taken to date. Tropical foresters and forest-dependent communities appear not to appreciate the risks posed by climate change and, for those who are aware of them, practical guidance on how to respond is largely non-existent. The extent to which forestry research and national policies will promote and adopt management practices in order to assist production forests adapt to climate change is currently uncertain. Mainstreaming adaptation into national development and planning programs may represent an initial step towards the incorporation of climate change considerations into tropical forestry.  相似文献

Discounting is traditionally interpreted as the technique for comparing the values of costs and benefits which occur at different points in time. It endeavors to incorporate how humans trade off values to be received in the future versus value received immediately into economic analysis. Interpreted as such, discounting neglects important spatial influences on how values are compared, thereby hindering cost-benefit analyses of climate change adaptation. In this article, we present new theory on space-time discounting and use it to analyze aspects of how humans adapt to climate change. Three climate change adaptation cases are considered. First, analysis of crop indemnity payments to farmers shows that failure to discount across space and time yields inaccurate evaluations of adaptation projects. Second, adaptation efforts of the Commonwealth of Nations show irregular patterns of international cooperation that suggest spatial discounting of adaptation which are not found in temporal discounting. Third, the nexus between climate change, migration, and conflict shows how various forms of space-time discounting can influence whether climate change and migration will lead to conflict. Collectively, these cases demonstrate the analytical power of the space-time discounting theory and also show how the complexity of climate change adaptation can challenge and strengthen this theory. Finally, this article’s analysis demonstrates that proper discounting must include space as well as time.  相似文献

In this study, an integrated simulation-based allocation modeling system (ISAMS) is developed for identifying water resources management strategies in response to climate change. The ISAMS incorporates global climate models (GCMs), a semi-distributed land use-based runoff process (SLURP) model, and a multistage interval-stochastic programming (MISP) approach within a general framework. The ISAMS can not only handle uncertainties expressed as probability distributions and interval values but also reveal climate change impacts on water resources allocation under different projections of GCMs. The ISAMS is then applied to the Kaidu-kongque watershed with cold arid characteristics in the Tarim River Basin (the largest inland watershed basin in China) for demonstrating its efficiency. Results reveal that different climate change models corresponding to various projections (e.g., precipitation and temperature) would lead to changed water resources allocation patterns. Variations in water availability and demand due to uncertainties could result in different water allocation targets and shortages. A variety of decision alternatives about water allocations adaptive to climate change are generated under combinations of different global climate models and ecological water release plans. These findings indicate that understanding the uncertainties in water resources system, building adaptive methods for generating sustainable water allocation patterns, and taking actions for mitigating water shortage problems are key adaptation strategies responding to climate change.  相似文献

Nowadays, adaptation has become a key focus of the scientific and policy-making communities and is a major area of discussion in the multilateral climate change process. As climate change is projected to hit the poorest the hardest, it is especially important for developing countries to pay particular attention to the management of natural resources and agricultural activities. In most of these countries such as Cameroon, forest can play important role in achieving broader climate change adaptation goals. However, forest generally receives very little attention in national development programme and strategies such as policy dialogues on climate change and poverty reduction strategies. Using a qualitative approach to data collection through content analysis of relevant Cameroon policy documents, the integration of climate change adaptation was explored and the level of attention given to forests for adaptation analysed. Results indicate that, with the exception of the First National Communication to UNFCCC that focused mostly on mitigation and related issues, current policy documents in Cameroon are void of tangible reference to climate change, and hence failing in drawing the relevance of forest in sheltering populations from the many projected impacts of climate change. Policies related to forest rely on a generalized concept of sustainable forest management and do not identify the specific changes that need to be incorporated into management strategies and policies towards achieving adaptation. The strategies and recommendations made in those documents only serve to improve understanding of Cameroon natural resources and add resilience to the natural systems in coping with anthropogenic stresses. The paper draws attention to the need to address the constraints of lack of awareness and poor flow of information on the potentials of forests for climate change adaptation. It highlights the need for integrating forest for adaptation into national development programmes and strategies, and recommends a review of the existing environmental legislations and their implications on poverty reduction strategy and adaptation to climate change.  相似文献

Climate change is a multi-dimensional issue and in terms of adaptation numerous state and non-state actors are involved from global to national and local scales. The aim of this paper is first to analyse specific institutional networks involved in climate change predominantly at the national level in South Africa and second to determine how different stakeholders perceive their role vis-a-vis climate change adaptation. Within the South African context there is a gap in understanding and evaluating how institutional networks operate and thus the findings of this work may help inform and strengthen such relationships in the future. Results showed that few institutions fully understand the implications of adaptation and their roles and responsibilities have not yet been properly defined. Constraints relating to capacity, lack of awareness and poor information flow need to be addressed. Climate change is perceived as an important issue although problems such as poverty reduction and job creation remain national priorities. Most importantly this research has demonstrated how adaptation challenges the hierarchical manner in which government works and a more collaborative approach to climate change adaptation is needed. Adaptation needs to be mainstreamed and institutional networks need to be strengthened in order for adaptation mechanisms to be effectively implemented.

Climate variability and change mitigation and adaptation policies need to prioritize land users needs at local level because it is at this level that impact is felt most. In order to address the challenge of socio-economic and unique regional geographical setting, a customized methodological framework was developed for application in assessment of climate change vulnerability perception and adaptation options around the East African region. Indicators of climate change and variability most appropriate for the region were derived from focused discussions involving key informants in various sectors of the economy drawn from three East African countries. Using these indicators, a structured questionnaire was developed from which surveys and interviews were done on selected sample of target population of farming communities in the Mt. Kenya region. The key highlights of the questionnaire were vulnerability and adaptation. Data obtained from respondents was standardized and subjected to multivariate and ANOVA analysis. Based on principle component analysis (PCA), two main vulnerability categories were identified namely the social and the bio-physical vulnerability indicators. Analysis of variance using Kruskal-Wallis test showed significant statistical variation (P ≤ 0.05) in the perceived vulnerability across the spatial distribution of the 198 respondents. Three insights were distinguished and were discernible by agro-ecological zones. Different vulnerability profiles and adaptive capacity profiles were generated demonstrating the need for prioritizing adaptation and mitigation efforts at local level. There was a high correlation between the bio-physical and social factor/livelihood variables that were assessed.  相似文献

Many studies have suggested various kinds of forest policies, management planning and practices to help forests adapt to climate change. These recommendations are often generic, based mostly on case studies from temperate countries and rarely from Africa. We argue that policy and management recommendations aimed at integrating adaptation into national forest policies and practices in Africa should start with an inventory and careful examination of existing policies and practices in order to understand the nature and extent of intervention required to influence the adaptation of forest ecosystems to climate change. This paper aims to contribute to closing this gap in knowledge detrimental to decision making through the review and analysis of current forest policies and practices in Burkina Faso and Ghana and highlighting elements that have the potential to influence the adaptation of forest ecosystems to climate change. The analysis revealed that adaptation (and mitigation) are not part of current forest policies in Burkina Faso and Ghana, but instead policies contain elements of risk management practices which are also relevant to the adaptation of forest ecosystems. Some of these elements are found in policies on the management of forest fires, forest genetic resources, non-timber resources, tree regeneration and silvicultural practices. To facilitate and enhance the management of these elements, a number of recommendations are suggested. Their implementation will require experienced and well-trained forestry personnel, financial resources, socio-cultural and political dimensions, and the political will of decision makers to act appropriately by formulating necessary policies and mainstreaming adaptation into forest policy and management planning.  相似文献

This paper presents the study on agriculture adaptation to climate change by adopting the assumed land use change strategy to resist the water shortage and to build the capacity to adapt the expected climate change in the northern China. The cost-benefit analysis result shows that assumed land use change from high water consuming rice cultivation to other crops is very effective. Over 7 billions m3 of water can be saved. Potential conflicts between different social interest groups, different regions, demand and supply, and present and future interests have been analyzed for to form a policy to implement the adaptation strategy. Trade, usually taken as one of adaptation strategies, was suggested as a policy option for to support land use change, which not only meets the consumption demand, but also, in terms of resources, imports water resources.  相似文献

The vulnerability of smallholder farmers to climate change and variability is increasingly rising. As agriculture is the only source of income for most of them, agricultural adaptation with respect to climate change is vital for their sustenance and to ensure food security. In order to develop appropriate strategies and institutional responses, it is necessary to have a clear understanding of the farmers’ perception of climate change, actual adaptations at farm-level and what factors drive and constrain their decision to adapt. Thus, this study investigates the farm-level adaptation to climate change based on the case of a farming community in Sri Lanka. The findings revealed that farmers’ perceived the ongoing climate change based on their experiences. Majority of them adopted measures to address climate change and variability. These adaptation measures can be categorised into five groups, such as crop management, land management, irrigation management, income diversification, and rituals. The results showed that management of non-climatic factors was an important strategy to enhance farmers’ adaptation, particularly in a resource-constrained smallholder farming context. The results of regression analysis indicated that human cognition was an important determinant of climate change adaptation. Social networks were also found to significantly influence adaptation. The study also revealed that social barriers, such as cognitive and normative factors, are equally important as other economic barriers to adaptation. While formulating and implementing the adaptation strategies, this study underscored the importance of understanding socio-economic, cognitive and normative aspects of the local communities.  相似文献

Institutions are one of the decisive factors which enable, constrain and shape adaptation to the impacts of climate change, variability and extreme events. However, current understanding of institutions in adaptation situations is fragmented across the scientific community, evidence diverges, and cumulative learning beyond single studies is limited. This study adopts a diagnostic approach to elaborate a nuanced understanding of institutional barriers and opportunities in climate adaptation by means of a model-centred meta-analysis of 52 case studies of public climate adaptation in Europe. The first result is a novel taxonomy of institutional attributes in adaptation situations. It conceptually organises and decomposes the many details of institutions that empirical research has shown to shape climate adaptation. In the second step, the paper identifies archetypical patterns of institutional traps and trade-offs which hamper adaptation. Thirdly, corresponding opportunities are identified that enable actors to alleviate, prevent or overcome specific institutional traps or trade-offs. These results cast doubt on the validity of general institutional design principles for successful adaptation. In contrast to generic principles, the identified opportunities provide leverage to match institutions to specific governance problems that are encountered in specific contexts. Taken together, the results may contribute to more coherence and integration of adaptation research that we need if we are to foster learning about the role of institutions in adaptation situations in a cumulative fashion.  相似文献

This paper presents a tailor-made scenario approach for climate change adaptation planning, which emphasises involvement of stakeholders in the development of socioeconomic scenarios and relates to the planning situation and interest of the planning entity. The method was developed and tested in case studies in three different sectors in Sweden (the health sector, the tourism sector and water resource management). The result of the case studies is that the tailor-made scenario approach facilitated the engagement of the local planning body in climate change adaptation and helped them to analyse consequences and possible solutions in a structured way. However, the scenarios that emerged mainly focused on socioeconomic drivers on which the planning body had a large impact or drivers that can be influenced through cooperation with other actors at the local or regional level. While this result underlines the need for local stakeholder involvement in scenario processes, it also indicates a local bias that could be remedied by a stronger representation of national and global perspectives in the scenario development process. Finally, we discuss how a “bottom-up” approach could be combined with a “consistency” approach, which points towards a possible way forward to a hybrid methodology that is compatible with the scenario framework currently being developed in connection to the fifth assessment report of the IPCC.  相似文献

To study mitigation and adaptation to climate change, social scientists have drawn on different approaches, particularly sociological approaches to the future and comparative history of past societies. These two approaches frame the social and temporal boundaries of decision-making collectivities in different ways. A consideration of the responses to climate variability in three historical cases, the Classic Maya of Mexico and Central America, the Viking settlements in Greenland, and the US Dust Bowl, shows the value of integrating these two approaches.  相似文献

Adaptation to climate change has been recognized as very important in developing countries that face the greatest threats from global warming. In proposing various adaptation approaches, the United Nations Intergovernmental Panel on Climate Change required nations to prepare adaptation plans of action. However, the areas of priority in climate change adaptation have not been considered. This study has developed a new prioritization methodology for climate change adaptation in developing countries. Five categories and 25 approaches in climate change adaptation were adopted through a thorough and detailed analysis of pertinent literature related to the National Adaptation Program of Action (NAPA) in the Gambia. A fuzzy analytic hierarchy process-based questionnaire survey was designed and presented to 12 experts chosen from the committee members of the Gambia’s NAPA. The survey was made to determine the relative importance of the strategies for climate change adaptation. The results indicate that the five most important adaptation categories are health (0.223), forestry (0.213), water (0.210), food (0.181), and energy (0.174), with health as the number one priority in climate change adaptation. Further findings show that the prioritization order of the adaptation approaches to climate change in the Gambia is as follows: “Health education,” “public sensitization,” “water supply infrastructure development,” “microfinance,” and “infrastructure and technology enhancement.”  相似文献

Climate change combined with human activities poses significant risks to people’s livelihood especially in developing countries. Adaptation at the community level is of crucial importance in enabling them to respond to the direct and indirect effects of changes in climate. In a case study of fishing communities in Chilika lagoon, India, the focus is made on understanding climate change adaptation at the community level and scaling it up into the policy perspective through application of Sustainable Livelihood Approach. This article challenges the research and policy community to encourage the identification of locally negative constraints and positive strengths toward climate resilient communities in rural areas.
