ABSTRACT The Colorado River Basin faces the dilemma of an increasing demand for water while presently struggling with salinity concentrations approaching critical levels for some water uses. Based upon projected development salinity concentrations are predicted to exceed 1200 mg/1 at Imperial Dam by the year 2010. Annual losses to the basin economy associated with increased salinity will exceed $50 million by the year 2010. Although methods of controlling salt discharges are relatively unrefined, certain conclusions, based upon Bayesian statistical methods, can be reached. Five basic alternatives for coping with the problem are presented and evaluated in this paper: (1) do nothing; (2) adopt arbitrary salinity standards; (3) limit development; (4) control salt discharges at a cost equal to the cost of doing nothing, or (5) minimize total costs to the basin. Total costs associated with any given alternative, or the given salinity resulting, are the sum of salinity detriments (cost to users for water of increased salinity plus economic multiplier effects) plus the cost of constructing salt discharge control works. These impacts upon basin economy and Colorado River water quality for each alternative are presented and related to questions of equity which will play a role in arriving at any long-term solution to the Basin's problem.  相似文献

Water development in the Green River Basin of Wyoming is projected to increase salinity downstream in the Green River and Colorado River, and thereby increase salinity costs to users of water from these two rivers. Despite these water quality and economic impacts to downstream water users, Wyoming will probably be able to develop its currently unused but allocated water supplies of the Green River Basin. The Colorado River Compact and Upper Colorado River Basin Compact are binding, and protect Wyoming's share of the Colorado River System waters for future use. The argument that water may be used to greater profit downstream is not sufficient to reduce Wyoming's allocation. In addition, the no-injury rule under the appropriation doctrine of law does not appear to protect prior downstream appropriations from increasing salinity in this case.  相似文献

ABSTRACT: To help meet national energy demands, interest has been focused on the coal, oil shale, and uranium deposits of the Upper Colorado River Basin. Several energy output projections for the basin have been presented based upon water availability. Inherent in all these analyses are estimates as to the rate of water use in each energy development. New energy technologies are characterized by parameters extrapolated from small scale energy facilities. The data provide projected costs, conversion efficiencies, and material inputs and outputs. Alternative techniques for process cooling and solids handling provide variable rates of water use which affect other conversion parameters. Results from a mathematical model are used in analyzing the sensitivity of an optimal energy development strategy for the Upper Colorado River Basin. The impacts of alternative water use rates are investigated in terms of net energy output, total cost, and displacements in the development strategy. Similarly, controls and regulations on energy resource development are evaluated.  相似文献

ABSTRACT: There is a lamentable absence of comprehensive planning in the current cursade to improve water quality. A serious shortcoming is the lack of evaluation of the effects of waste water treatment upon environmental quality. At some point in time the public may ask what they have obtained for their money. The nature of pollution in a river basin demands a coordinated attack against it. Engineering and economic criteria suggest that a properly empowered river basin authority would be the logical organization to plan and operate a water quality management system. Several forms of such authorities have operated effectively and efficiently for many years in the United States and other industrialized countries. Examples of successful river basin authorities and their advantages and methods of operation are discussed.  相似文献

ABSTRACT: Optimization formulations for hydraulic control that take the form of linear programs possess a corresponding dual linear program. The economic and physical interpretations of the dual linear program are examined for formulations in which hydraulic head in groundwater systems is constiained. In each case it is shown that the dual linear program has a physically meaningful interpretation. For a hydraulic gradient control formulation used for remedial analysis it is shown that the dual variable can be interpreted as the remedial benefit due to each gradient control constraint. The dual linear program maximizes the remedial benefit. The value of the dual variable can be used to compute such useful properties as the total remedial benefit of pumping at a specific location. For a formulation that optimizes aquifer yield while constraining drawdown the dual variable can be used to measure the total cost of drawdown capacity consumption per unit of pumping at a specific location. The dual program minimizes the cost of drawdown capacity consumption. By examining the meaning of the dual linear program an alternate statement of the problem under study is revealed. Quantities arising from the dual program add to the value of the optimization approach. Significant new information can be derived from existing linear optimization formulations with minimal additional computational effort.  相似文献

A study was made to determine the impact on water quality due to water resource development in a large river basin in a semi-arid region of West Africa. Mathematical modeling and the examination of case histories were used to project impacts. The impacts associated with changes in water quality were shown to be slight assuming that modern basin and agricultural management practices are adopted. Analytical techniques normally implemented in studies of more highly developed basins are useful for analysis of water quality impacts in relatively undeveloped basins.  相似文献

ABSTRACF: Examination of a series of studies of the economically efficient water allocations in the Upper Colorado River, Yellowstone River, and Great Basins indicate that water is not a serious general physical constraint on the development of energy resources, so long as public institutions do not hinder the exchange of water rights in markets. Energy development will cause limited impacts on other water-using sectors, principally agriculture. There appears to be little reason to develop large-scale water storage facilities, even during periods of reduced water production. Water storage developments appear to be necessary only when institutional constraints severely restrict water rights markets and transfers.  相似文献

ABSTRACT: This paper discusses the consumptive water needs of the various energy conversion processes including oil shale retorting, coal gasification and liquefaction, electric power generation, and slurry pipelines. Projected energy development water needs in the upper Colorado River and Upper Missouri River basins are compared with projected agricultural needs and water available. The comparative cost and values of water to energy and agricultural development are discussed to emphasize this as well as the political and social factors entering into the picture.  相似文献

ABSTRACT: This paper describes a modelling method which simplifies the evaluation of water quality policies for nonserial (branching) river systems. The method introduces dummy facilities at the junctions of the major tributary branches with the mainstream as replacements for the facilities and activities on the tributaries. The cost functions for the dummy facilities and the DO and BOD concentrations at the junctions as determined for each tributary are introduced into the mainstream serial system model which is then solved for the optimal values of the mainstream treatment plant efficiencies, the dummy facility effeciencies, and the tributary system DO and BOD concentrations using nonlinear programming. Given the optimum values for the dummy facility efficiencies and the values for the tributary system DO and BOD concentrations, the optimum values for the tributary treatment plant efficiencies are found using nonlinear programming. The method is applied to a river system with a mainstream and one major tributary which contain industrial and municipal organic and thermal polluters and their associated wastewater treatment plants.  相似文献

ABSTRACT: Southeastern Montana's Tongue River basin is experiencing rapid development of its extensive coal deposits. This development has a significant impact on the basin's hydrologic systems. Ground water flow is disrupted by mining and its quality degraded. Mine mouth conversion of the coal involves consumption of large amounts of water at the expense of downstream UBCTS, creating several water conflicts. Allocation of Tongue River water has favored agricultural users, and re-allocation is difficult.  相似文献

ABSTRACT: Ground water and surface water constitute a single dynamic system in most parts of the Suwannee River basin due to the presence of karst features that facilitate the interaction between the surface and subsurface. Low radon-222 concentrations (below background levels) and enriched amounts of oxygen-18 and deuterium in ground water indicate mixing with surface water in parts of the basin. Comparison of surface water and regional ground water flow patterns indicate that boundaries for ground water basins typically do not coincide with surface water drainage subbasins. There are several areas in the basin where ground water flow that originates outside of the Suwannee River basin crosses surface water basin boundaries during both low-flow and high-flow conditions. In a study area adjacent to the Suwannee River that consists predominantly of agricultural land use, 18 wells tapping the Upper Floridan aquifer and 7 springs were sampled three times during 1990 through 1994 for major dissolved inorganic constituents, trace elements, and nutrients. During a period of above normal rainfall that resulted in high river stage and high ground water levels in 1991, the combination of increased amounts of dissolved organic carbon and decreased levels of dissolved oxygen in ground water created conditions favorable for the natural reduction of nitrate by denitrification reactions in the aquifer. As a result, less nitrate was discharged by ground water to the Suwannee River.  相似文献

ABSTRACT: The Pawtuxet River flows from a relatively rural area through some of the more highly industrialized sections of Rhode Island. During its journey, the river receives many municipal, industrial, and ground water sources of metal constituents. The present report is the first in a two part series in which the water quality of this urban river was evaluated by a chemical monitoring study of the sources, transport mechanisms, and fate of cadmium, chromium, copper, lead, and nickel in the river. The second paper will use the chemical data to derive and calibrate a steady-state water quality model for this river. The metal concentrations In the river tended to increase from the headwaters to the mouth with river stations nearest to point source outfalls showing elevated values. In some sections of the river, levels of a few of the metals could not be explained by the point sources; and other inputs, including sediment resuspension, axe proposed to make up this apparent unbalance. The ability of a municipal secondary treatment plant to remove metals was demonstrated, and the tie-in of the effluent from a major chemical company to the plant did not cause any observable deterioration in treatment efficiency.  相似文献

ABSTRACT: Problems of water quality and quantity are critical to development of the energy resources of the Western U. S. Based on a number of independent measures, the Upper Colorado River Basin will experience severe water availability problems in a few decades if projected energy and agricultural development occurs. Given the impending collision between the competing interests of various Western water users, water resource management and conservation deserves the utmost attention. Substantial opportunities for conservation exist in energy and agricultural development. Selection of both conversion and cooling technologies and careful siting decisions can sharply reduce the water requirements of energy development. Agricultural water conservation strategies include improving irrigation and cultivation practices, removing phreatophytes, removing marginal lands from production, and changing crop patterns. In order to accomplish significant conservation, however, there must be changes in those aspects of Western water law that remove conservation incentives from the water use system.  相似文献

ABSTRACT: The “policy environment” is defined herein as the institutional setting in which planning is conducted and policy decisions are made with regard to meeting two of the Nation's high priority goals: water quality protection and energy independence. The simultaneous pursuit of these goals has resulted in numerous conflicts among the energy industry, environmentalists, and government. An analysis of selected energy development-water quality conflicts shows that these conflicts can be described in terms of one or more of the following policy environment characteristics: resource scarcity, sense of urgency, lack of experience, administrative complexity, uncertainty about future policies and regulations, technological complexity, and uncertainty about impacts. These characterics provide a useful framework for formulating potential strategies for the resolution of energy development-water quality conflicts.  相似文献

ABSTRACT: A one-dimensional hydraulic transient model has been designed for water resource studies of Lake Ontario and the Upper St. Lawrence River. The model simulates water surface profiles and flows in the St. Lawrence River between Lake Ontario and the Moses-Saunders Power Dam under both open water and ice-covered conditions. Errors in water surface elevations were found to be less than 0.2 feet during quasi-steady conditions on the river. Comparable errors occurred during the ice-covered conditions. A sensitivity analysis found the model to be most sensitive to the roughness coefficients and the flow through the power dam.  相似文献

ABSTRACT. Theoretical and practical results are summarized for a study to determine optimal water resource allocation in a proposed water conservancy district. The area of this district, which covers several river basins, contains a large number of existing and proposed facilities such as reservoirs and diversions. The operation of all of these facilities was to be determined along with the sizing of the proposed facilities in order to optimize given objective functions. Related efforts in optimal river basin utilization were surveyed, and linear programming was selected as an expedient optimization technique. The problem is formulated by identifying time stages which together constitute a repetitive cycle such as a year. With these stages, it is possible to associate operational and capacity variables with network components, which are branches and nodes. Objective functions are assembled for the component variables. Constraint equations are written in terms of the variables to reflect network nodal continuity, capacity restrictions, and adjudications such as water rights. A numerical example is considered in which the existing and proposed facilities are aggregated to produce a small, tractable number of facilities. This paper examines the example results and suggests future improvements for models of this type.  相似文献

ABSTRACT: Water quality controls of storm water runoff and infiltration should be a major part of a nonpoint source control program. Although surface runoff and ground water controls are often approached separately, coordination between the two is essential. For practical reasons, a rather simplified technology-based approach appears to be desirable. Areas affected vary greatly as to their sensitivity to pollution; and the various classes of pollutant source vary greatly as to their potential harmfulness. In effect, a matrix approach appears best, in which both vulnerability of the area and harmfulness of the pollutant source would have weight in determining which level of best management practices (BMP) would be appropriate, whether standard, special, or complete prohibition of the type facility under given circumstances.  相似文献

ABSTRACT: In May 1993, a single-family home and adjoining information center opened to the public at the Desert Botanical Garden in Phoenix, Arizona. Desert House is designed as an example of what can be achieved today using available technology to improve residential water and energy efficiency. The home is expected to reduce water and energy use by 40 percent compared with that for the typical three-bedroom, single-family residence in the Phoenix area. Water-conserving features include: landscape design employing low-water use plants, minimum turf area, mulch around plants to reduce evaporation, and drip irrigation system; spa cover for evaporation reduction; rainwater harvesting; low-flow shower heads, faucets, and toilets; and graywater reuse system. The home will be occupied by a family and monitored for water and energy use by computer. Visitors are able to access real time water and energy use data about the home, as well as tour the information center, technical exhibits, surrounding landscape, and the home when it is open (one afternoon a week).  相似文献

ABSTRACT: This paper presents an integrated optimal control model that optimizes economic performance of reservoir management in watersheds in which there are significant economic and hydrologic interdependencies. The model is solved using the General Algebraic Modeling System (GAMS). Results show that application of this model to New Mexico's Rio Chama basin can increase total system benefits over historical benefits by exploiting complementarities between hydroelectricity production, instream recreation, and downstream lake recreation.  相似文献

Water pollution through loss of topsoil from farmland continues to be a major problem, despite nearly 50 years of providing farmers technical and financial assistance for soil and water conservation. The technology for controlling erosion and water pollution is available, but farmers have been slow in implementing control practices. Past research has shown that farmers tend to be unaware of the seriousness of the erosion problem on their own operations. Using a random sample of farmers from central Iowa, the relationship is examined between awareness of a soil erosion problem and the use of conservation tillage. Results indicate that awareness of a soil erosion problem effects the use of conservation tillage, and that awareness can be enhanced by experiential educational strategies such as the development and implementation of a soil and water conservation plan.  相似文献
