The aim of this paper is to highlight key social and economic drivers crucial to understanding community acceptance and adoption of decentralised water systems. The review focused on social science literature pertaining to alternative forms of household water, with an emphasis on research examining decentralised water acceptance. Researchers consistently reported that most communities were open to alternative water sources for domestic applications; however, this was highly dependent upon the level of personal contact with the water. Acceptance and adoption of alternative water technology, such as decentralised systems, was influenced by risk perception, water culture, and threat perception. Motivational drivers were also identified as potentially influencing adoption of decentralised systems. A clear limitation of the literature was found to be an over-reliance on measuring people's intentions to adopt alternative water systems and building a conceptual understanding of acceptance solely on hypothetical water supply scenarios. Further, within the social science literature there appears to be a skewing towards focusing on acceptance of centralised alternative water, such as recycled and desalinated water systems. Although there are some research outcomes that are generalizable to the decentralised water context, it is clear that there is a significant gap in the knowledge base of social drivers specific to the acceptance of decentralised water systems and the factors contributing to its widespread use. It is recommended that future research focus on examining public attitudes relevant to decentralised water systems, as well as adoption behaviours among current users of these systems. This will assist in developing policies specific to domestic decentralised water use.  相似文献

ABSTRACT: Research on the condition of drinking water provision in the United States documents the inequitable financial impact of environmental regulations on small water systems (those serving 3,300 or fewer people). While a variety of federal and state financial assistance programs are available for water systems, few quantitative analyses have evaluated the success of these programs in alleviating the problems of small systems. A case study of the largest aid initiative for water supply infrastructure in Pennsylvania provides the empirical framework through which to analyze government funding opportunities for water systems. This study examines the allocation practices of the Pennsylvania Infrastructure Investment Authority (PENNVEST) to water systems of varying sizes. Utilizing data from PENNVEST applications and the Pennsylvania Department of Environmental Protection, the distribution of PENNVEST award recipients and denied applicants by size characteristics are compared. The study indicates that very small water systems (those serving 500 or fewer) do not apply for or receive funds with the same frequency as their larger counterparts. Understanding the allocation of awards from PENNVEST offers insight into the ability of small communities to access capital for water supply infrastructure.  相似文献

冀东油田于2002年相继完成了两座联合站污水处理系统的改造扩建工程后,日处理能力均达到10000m3。2个污水处理系统的工艺基本相同,主要采用沉降隔油、过滤和生化处理等方法。处理后外排水水质指标全部达到国家GB8978-1996一级排放标准。经济效益显著,大幅降低了运行成本,一年即可为油田节约成本1670万元。同时,对运行中存在的外输污水中硫酸盐还原菌(SRB)含量超标以及药剂的匹配性和过滤罐性能不很稳定的问题提出了改进意见和建议。  相似文献

ABSTRACT: In order to determine design capacities for various components of municipal and rural domestic water supply systems, engineers must estimate water requirements for an entire year (water rights), for the peak season (reservoir storage), for the peak day (pump or treatment plant size), and for peak hour (pipeline sizes). Historically, per capita water use rates have varied greatly between systems, particularly in semiarid regions where outdoor demands are large. The resulting uncertainty in design capacity estimates can cause either inadequate capacities or premature investment. In order to minimize that uncertainty multiple regression and frequency analyses were made of the various water demand parameters mentioned above for 14 systems in Utah and Colorado. Specifically, demand functions are reported for average month, peak month, and peak day. Peak hour demands were also studied but are reported in a different paper. The independent variables which were significant for monthly and daily demands were price of water and an outdoor use index which includes the effect of variation in landscaped area and accounts for use of supplementary ditch or pressure irrigation systems. The demand functions were developed with data from systems varying in size from very small low density rural systems to Salt Lake City's water system. The correlation coefficients (R2) vary from 0.80 to 0.95.  相似文献

ABSTRACT. A rationale is set forth for requiring and/or encouraging the consolidation or regionalization of all systems beneath certain population size levels based on the small water systems’ capability to produce an adequate supply of safe drinking water at a reasonable cost to customers. Estimates for basic costs of water service including personnel, other operation and maintenance and capital are made and a range of water rates is suggested based on reasonableness and acceptability to customers. Guidelines are then drawn for a moderate rate of $10.00 per month and an upper limit rate of $15.00 per month to show the sizes at which public water systems might be expected to achieve fiscal viability. Finally, recommendations are made to State and Federal governmental agencies concerning possible legislation, plans and programs to achieve better public water service through the regionalization or consolidation of small public water systems.  相似文献

Due to environmental constraints and reactive water management practices, water shortages exist across the Everglades ecosystem. A growing human population and continued wetlands damage and loss decrease the system's ability to provide water for sustained natural areas and for human uses. 'The Restudy' is an $8 billion plan to restore the Everglades while also continuing to provide water storage for urban and agricultural areas. The Restudy proposes a mix of water storage systems to provide for the predicted future growth in water demand. This mix is purported to be the most cost-efficient at providing water supplies, within the constraints of unchanged agricultural and urban land use. However, a sensitivity analysis of the Restudy's cost equation reveals that the total cost of water storage systems is influenced by real estate, land acquisition and water treatment costs. The interaction of land use and agricultural policies can affect these cost factors, and can change the relative cost-efficiency between storage systems. Real estate and land acquisition costs are affected by several 1996 Farm Bill provisions, which influence the cost of aboveground water storage systems versus Aquifer Storage and Recovery systems. The Governor's Commission for a Sustainable South Florida recommendations also influence the water storage options available to the Restudy. Due to the Restudy's initial assumptions and constraints, it may not advocate the most economically and ecologically sound remediation.  相似文献

Climate variability and population growth have intensified the search internationally for measures to adapt to fluctuations in water supplies. An example can be found in the lower part of the transboundary Tigris‐Euphrates Basin where water shortages in 2008‐2009 resulted in high economic costs to irrigation farmers. Losses to irrigators in the lower basin have made a compelling case to identify flexible methods to adapt to water shortage. Few published studies have systematically examined ways to enhance the flexibility of water appropriation systems to adapt to water shortage. This article addresses an ongoing challenge in water governance by examining how profitability at both the farm and basin levels is affected by various water appropriation systems. Four water appropriation systems are compared for impacts on farm income under each of three water supply scenarios. Results show that a (1) proportional sharing of water shortages among provinces and (2) unrestricted water trading rank as the top two appropriation systems. The shadow price of water for irrigation rises from zero at a full water supply level to US$93/1,000 m3 when supply falls to 20% of full levels. Similar methods could be used to analyze challenges facing the design or implementation of water appropriation systems in the world's irrigated regions.  相似文献

ABSTRACT: The vulnerability of wetlands to changes in climate depends on their position within hydrologic landscapes. Hydrologic landscapes are defined by the flow characteristics of ground water and surface water and by the interaction of atmospheric water, surface water, and ground water for any given locality or region. Six general hydrologic landscapes are defined; mountainous, plateau and high plain, broad basins of interior drainage, riverine, flat coastal, and hummocky glacial and dune. Assessment of these landscapes indicate that the vulnerability of all wetlands to climate change fall between two extremes: those dependent primarily on precipitation for their water supply are highly vulnerable, and those dependent primarily on discharge from regional ground water flow systems are the least vulnerable, because of the great buffering capacity of large ground water flow systems to climate change.  相似文献

ABSTRACT. This research examines the impact of high rates of interest upon the least cost system design for urban drainage systems when water quality is a critical parameter. Results of examination of twelve alternative system designs in a case study watershed indicate the least cost study design is highly sensitive to the rate of interest, but not sensitive to the water quality parameters. When the high rates of interest currently prevalent are introduced into the model those systems which contain open channel collection components are selected as the least cost system. At low rates of interest pipeline collection components are selected as the least cost system. Holding pond components of system design are cost effective at several levels of water quality. They are neutral to the rate of interest so they are incorporated in least cost systems at all the levels of interest rates. The results of the study indicate that at the current high rates of interest open channel collection systems and holding ponds are cost effective system components to achieve selected levels of water quality in urban drainage system design.  相似文献

Interbasin water transfer is often accomplished by tunnel systems discharging the water from subreservoirs into a main reservoir. Such a system involving an arbitrary number of reservoirs is considered and an iterative method is developed for the determination of all tunnel sizes giving minimum total cost of the system when the individual discharges from the subreservoirs and elevations of the water surfaces of all reservoirs are known. It is assumed that all tunnels are flowing full. Influence of average construction cost per unit volume as well as tunnel roughness and cross-sectional shape is taken into consideration. The corresponding computer program for the general case is presented. The method may also be adapted to pipe systems, open channel systems, or combined systems by introduction of the proper cost functions for these conduits.  相似文献

Existing and projected water shortages and related factors have helped focus attention on the need for water reuse. With recent technological advances in wastewater treatment, it is now possible to produce reclaimed water of any quality. Thus, the use of reclaimed water will depend on the reuse opportunities and the cost of the required infrastructure. Historically, centralized wastewater treatment facilities have served the needs of organized societies since the mid 1800s. However, as there are limited options for expansion of most existing centralized facilities, the use of satellite and decentralized wastewater management systems offers significant advantages including being close both to the source of wastewater generation and to potential water reuse applications. The comparative advantages of satellite and decentralized wastewater management systems for a number of water reuse applications are presented and discussed in this paper. Selected case studies are presented to demonstrate the utility of satellite and decentralized wastewater management. Specific issues associated with the application of such systems in existing and in new developments are examined and discussed.  相似文献

This paper describes the use of systems analysis and operations research techniques for the planning, design, and operation of specific parts of a water supply system. Only two areas of interest are emphasized and results of current research studies are indicated. The first topic deals with the optimal design and development of ground water sources, particularly the operation of well fields. The second topic deals with regional development of future supply sources. The question of which supplies should be developed, at what time, to what degree, and which transmission lines should be built to minimize the costs of regional water supply, are formulated mathematically. ABSTRACT: Information on raw water quality, treatment process removal efficiency, and distribution system monitoring is essential to the proper management and operation of a water utility system. Microcomputer hardware and software systems using commercially available data base management systems (DBMS) have emerged within the last few years as an effective means of managing, analyzing, and displaying water quality data. Understanding hardware, software, and training requirements is essential to the proper use of these systems. Three types of data base design are common: relational, hierarchical, and network. Only the relational type of data base architecture is widely implemented on microcomputer DBMS. In this paper two examples of the application of DBMS to water utility problems are presented. One example deals with collection and analysis of data concerning the water quality of the Mississippi River. The second example deals with the DBMS as a means of analyzing water quality data in the North Penn Water Authority (NPWA) distribution system.  相似文献

ABSTRACT: A study of residential canal system on the Mississippi Gulf Coast and adjacent natural water bodies was conducted to determine the relationship in flushing characteristics between man-made and natural systems. The comparison was based on measurements of temperature, salinity, conductivity, coliform, pH, transparency, biological oxidation demand, dissolved oxygen, bathymetry, tides, water velocity, and Rhodamine dye concentrations. The results indicate that coliform bacteria increase with increasing distance of stations from St. Louis Bay and dissolved oxygen decreases in a similar manner. Biological oxidation demand was low at all stations; showing no differences between natural and man-made systems. The canal system Studied was shallower than adjacent water bodies and water velocities in the canal system are a function of tidal amplitude while velocities in the river are affected by both tides and runoff. The other parameters measured show little or no differences between natural and man-made systems, but reflect overall seasonal changes. Flushing rates between the residential canal systems and an adjacent natural system are equivalent on the basis of decline in dye concentrations measured over a five-day period.  相似文献

ABSTRACT: Rapid biological information systems using aquatic organisms to monitor water and waste water quality have only recently begun to develop technologically for practical on-site applications. One approach which has been demonstrating its feasibility recently monitors the ventilatory behavior of fish to assess, for example, the quality of drinking water supplies and industrial waste water discharges. A comparison of the basic strategies of the various biological monitoring systems making use of this concept is presented. This paper gives an overview of systems analysis and modeling applied to water resource management. With increased concern for economic efficiency in water resource usage, the need to exploit the complementary nature of various modes of usages has become more important. Systems analysis is particularly helpful in this regard because assessment of the relative allocation of costs and benefits of two more potential uses requires a systems framework. The process of systems analysis for comprehensive water planning is discussed outlining recognition of the problems, definition of a model, questions of data collection and finally implementation of a practical program of action. The methodology and advantages of water resources systems analysis are discussed relative to three main areas of concern - hydrologic uncertainty, objectives of governments and sponsoring agencies, and overlapping institutional and political boundaries.  相似文献

ABSTRACT: The cost of water service to rural residents is very high compared to urban areas. This is true even after subsidization by Farmers Home Administration (FmHA) loans and grants. Capital cost data on 44 projects financed by the Ohio office of the FmHA during the period August 1968 to January 1977 are used to derive cost equations for 26 components of rural water distribution systems. These components represent 92 percent of the capital cost of the pipeline distribution systems studied. The data can be used to economically design rural water supply systems from a capital cost viewpoint. More data are needed on operation and maintenance costs as well as central and cluster well costs before totally economic system designs can be undertaken.  相似文献

ABSTRACT: This study determines the most cost effective spatial pattern of farming systems for improving water quality and evaluates the economic value of riparian buffers in reducing agricultural nonpoint source pollution in a Midwestern agricultural watershed. Economic and water quality impacts of alternative farming systems are evaluated using the CARE and SWAT models, respectively. The water quality benefits of riparian buffers are estimated by combining experimental data and simulated water quality impacts of fanning systems obtained using SWAT. The net economic value of riparian buffers in improving water quality is estimated by total watershed net return with riparian buffers minus total watershed net return without riparian buffers minus the opportunity cost of riparian buffers. Exclusive of maintenance cost, the net economic value of riparian buffers in reducing atrazine concentration from 45 to 24 ppb is $612,117 and the savings in government cost is $631,710. Results strongly support efforts that encourage farmers to develop or maintain riparian buffers adjacent to streams.  相似文献

ABSTRACT A weir system with a proportional sampler for use on miniature watershed ecosystems is described. Eight weir collection systems were evaluated for their ability to measure and sample inputs and outputs of soil-island ecosystems which occur on granite outcrops. The proportion of water actually collected by the weir systems was generally less than the proportion the systems were designed to sample, but adequate for supplying data needed for estimating elemental budgets. The weir systems were not able to account for 25 to 50 percent of the variation in total water passing over the cutoff wall. Several ways of improving overall performance of the weir systems are discussed.  相似文献

The problems and prospects of solar and wind energy technologies for rural energy supply in developing countries are examined, followed by an overview of key attributes of these technologies. The application of wind and solar systems for cooking, water pumping, drying, water heating, and electric power supply are reviewed. Two detailed case studies are given, the first discussing the potential of solar and wind systems for rural water pumping in Morocco, and the second, examining the "wind farms" producing electric power in California and the potential for their use in developing countries.  相似文献
