Invasive species are one of the greatest threats to biodiversity worldwide, and to successfully manage their introductions is a major challenge for society. Knowledge on the impacts of an invasive species is essential for motivating decision makers and optimally allocating management resources. We use a prominent invasive fish species, the round goby (Neogobius melanostomus) to objectively quantify the state of scientific knowledge on its impacts. Focusing on how native fish species are affected by round goby invasions, we analyzed 113 peer-reviewed papers and found that impacts are highly ecosystem and time scale dependent. We discovered round goby impacts to be profound, but surprisingly complex. Even if identical native species were affected, the impacts remained less comparable across ecosystems than expected. Acknowledging the breadth but also limitations in scientific knowledge on round goby impacts would greatly improve scientists’ ability to conduct further research and inform management measures.

As more is learned about the complex nature and extent of environmental impacts from progressive human disturbance, scientists, policy analysts, decision makers, educators, and communicators are increasingly joining forces to develop strategies for preserving and protecting the environment. The Eco-Informa Foundation is an educational scientific organization dedicated to promoting the collaborative development and sharing of scientific information. The Foundation participated in a recent international conference on environmental informatics through a special symposium on integrating information for better environmental decisions. Presentations focused on four general themes: (1) remote sensing and data interpretation, including through new knowledge management tools; (2) risk assessment and communication, including for radioactively contaminated facilities, introduced biological hazards, and food safety; (3) community involvement in cleanup projects; and (4) environmental education. The general context for related issues, methods and applications, and results and recommendations from those discussions are highlighted here.  相似文献

Living or formerly living organisms are being used to obtain information on the quality of the general health status of our environment by bioindication and biomonitoring methods for many decades. Thus, different roads toward this common scientific goal were developed by a lot of different international research groups. Global cooperation in between various scientific teams throughout the world has produced common ideas, scientific definitions, and highly innovative results of this extremely attractive working field. The transdisciplinary approach of different and multifaceted scientific areas—starting from biology, analytical chemistry, via health physics, up to social and economic issues—have surpassed mental barriers of individual scientists, so that “production” of straightforward common results related to the influence of material and immaterial environmental factors to the well-being of organisms and human life has now reached the forefront of international thinking. For the further sustainable development of our common scientific “hobby” of bioindication and biomonitoring, highest personal energy has to be given by us, being teachers to our students and to convince strategically decision makers as politicians to invest (financially) into the development of education and research of this innovative technique. Young people have to be intensively convinced on the “meaning” of our scientific doing, e.g., by extended forms of education. One example of multilingual education of students on a global scale and perspective is given here, which we started about 3 years ago.  相似文献

This article examines the views of scientists on intricacies of scientific knowledge that affect science–policy interface in the Baltic Sea eutrophication governance in Finland. The analysis demonstrates that these intricacies can be divided into five categories: (1) uncertainty of knowledge concerning ecological processes, (2) heterogeneity of knowledge, (3) societal and political call for (certain) knowledge, (4) contingency of the knowledge that ends up taken as a baseline for decision making and further research, and (5) linkages of knowledge production, processing, and communication to particular characteristics of individual researchers and research societies. By explicating these aspects, this article illustrates the ways in which scientific knowledge concerning eutrophication is human-bound and susceptible to interpretation, thus adding on to the uncertainty of the Baltic Sea environmental governance. The aim is, then, to open up perspectives on how ambiguities related to science–policy interface could be coped with.  相似文献

The Northern Adriatic Sea (NAS) is one of the most overexploited marine ecosystems in Europe. Given the gaps in scientific knowledge regarding the NAS, this study sought Fishers’ Ecological Knowledge (FEK) to determine NAS’ historical baselines for conservation. By interviewing 53 fishers in three ports of northern Italy, estimates of the catch rates of four commercial demersal species were generated over a 60-year period, and perceptions of target and non-target species’ diversity and benthic diversity were analysed in three groups of fishers (i.e. novices, experienced and veterans). Results showed a significant decline in perceived abundance of sole (Solea solea), common cuttlefish (Sepia officinalis) and mantis shrimp (Squilla mantis), and evidence was found of a Shifting Baseline Syndrome (SBS) among novices. Given FEK’s ability to complement scientific knowledge, fishers’ participation in marine management policies and intergenerational communication should be enhanced, to improve the status of marine ecosystems and hinder SBS.Electronic supplementary materialThe online version of this article (10.1007/s13280-020-01452-3) contains supplementary material, which is available to authorized users.  相似文献

Decision makers responsible for natural resource management often complain that science delivers fragmented information that is not useful at the scale of implementation. We offer a way of negotiating complex problems by putting forward a requisite simplicity. A requisite simplicity attempts to discard some detail, while retaining conceptual clarity and scientific rigor, and helps us move to a new position where we can benefit from new knowledge. We illustrate the above using three case studies: elephant densities and vegetation change in a national park, the use of rules of thumb to support decision making in agriculture, and the management of salt in irrigation. We identify potential requisite simplicities that can allow us to generate new understanding, lead to action and provide opportunities for structured learning.  相似文献

This article reviews interactions and health impacts of physical, chemical, and biological weather. Interactions and synergistic effects between the three types of weather call for integrated assessment, forecasting, and communication of air quality. Today’s air quality legislation falls short of addressing air quality degradation by biological weather, despite increasing evidence for the feasibility of both mitigation and adaptation policy options. In comparison with the existing capabilities for physical and chemical weather, the monitoring of biological weather is lacking stable operational agreements and resources. Furthermore, integrated effects of physical, chemical, and biological weather suggest a critical review of air quality management practices. Additional research is required to improve the coupled modeling of physical, chemical, and biological weather as well as the assessment and communication of integrated air quality. Findings from several recent COST Actions underline the importance of an increased dialog between scientists from the fields of meteorology, air quality, aerobiology, health, and policy makers.  相似文献

The EU Project AquaTerra generates knowledge about the river-soil-sediment-groundwater system and delivers scientific information of value for river basin management. In this article, the use and ignorance of scientific knowledge in decision making is explored by a theoretical review. We elaborate on the 'two-communities theory', which explains the problems of the policy-science interface by relating and comparing the different cultures, contexts, and languages of researchers and policy makers. Within AquaTerra, the EUPOL subproject examines the policy-science interface with the aim of achieving a good connection between the scientific output of the project and EU policies. We have found two major barriers, namely language and resources, as well as two types of relevant relationships: those between different research communities and those between researchers and policy makers.  相似文献

Solid waste management (SWM) is a significant challenge for the Seychelles. Waste generation, fueled by economic development and tourism, increases steadily, while landfilling continues to be the main disposal path, thus exacerbating the island nation’s specific weaknesses. Due to the small scale of the Seychelles economy, there is little capital available to stimulate innovations in SWM and generate the knowledge for setting priorities and guiding SWM action. Students from ETH Zurich and UniSey conducted a transdisciplinary case study (tdCS) to fill this knowledge gap and gain insights into the obstacles and opportunities related to sustainable SWM. The tdCS approach allowed students to gain comprehensive and in-depth knowledge about the SWM system required to set priorities for action and next steps. The government should streamline the different financial frameworks according to a clear principle (e.g., polluter pays principle). Specific biogenic waste streams represent a potential source of energy and fertilizers. Expanding the scope and densifying the network of collection points could help raise recycling rates of other waste fractions. Diverting biogenic waste and recycling more glass, metals, paper, and plastics would also significantly reduce landfilling rates. Regardless of future amounts of waste ending up on landfills, the latter must be reengineered before the surrounding environment suffers major adverse impacts. All these actions imply a government-driven approach which integrates the views of stakeholders and consumers alike.  相似文献

Devolution of responsibilities is transforming how flood risk is managed in many countries. Research assessing the emergence and role of a new element in the governance of flood risk management in England explored the numerous ‘flood action groups’ that have developed over the last decade. We identified two broad categories of relationship between the public and authorities. The first displays ‘contractual’ characteristics: a level of protection provided by the authority in exchange for taxes or similar support. The second embodies a ‘collaborative’ relationship: public knowledge, social and financial resources are equal and complementary to those of authority, and seeking ‘collective security’. In general, the former were more successful than the latter, but common lessons were that success in FRM should not be defined purely as the ability to prevent flooding, but as the ability to access a variety of resources across different levels of society at different stages of flood risk management.  相似文献

For more than two decades a number of frameworks for scientific knowledge production are being proposed by science and technology researchers. They all advocate an extended involvement of non-specialists, in particular when it comes to knowledge production applicable to practical societal problems. We look to what extent these new frameworks have taken ground within a particular research community: the ACCENT Network of Excellence which coordinates European atmospheric chemistry and physics research applicable to air pollution and climate change. We did so by stimulating a debate through a “blog”, a survey and in-depth interviews with ACCENT scientists about the interaction between science, policy making and civil society, to which a great deal of ACCENT member contributed in writing or verbally. Most of them had interactions with policy makers and/or the general public, and they generally believe that interactions with spheres other than the scientific are needed. While such interactions give personal insight and satisfaction, they seem to have little impact on the goals and the practice of the scientific work itself. Extended frameworks of science production that go beyond the disciplinary mode seem to emerge at the level of individual scientists, yet they still need to find their way to the level of scientific project management. In this paper we discuss the justifications and barriers to implement a higher degree of extended knowledge integration in applied science projects such as ACCENT. It is felt that the community of atmospheric chemists and physicists is mature for such an implementation and recommendations are given to help and make this happen.  相似文献

Adaptive management has been widely recommended as a way to deal with extreme uncertainty in natural resource and environmental decision making. The core concept in adaptive management is that policy choices should be treated as deliberate, large-scale experiments; hence, policy choice should be treated at least partly as a problem of scientific experimental design. There have now been upwards of 100 case studies where attempts were made to apply adaptive management to issues ranging from restoration of endangered desert fish species to protection of the Great Barrier Reef. Most of these cases have been failures in the sense that no experimental management program was ever implemented, and there have been serious problems with monitoring programs in the handful of cases where an experimental plan was implemented. Most of the failures can be traced to three main institutional problems: i) lack of management resources for the expanded monitoring needed to carry out large-scale experiments; ii) unwillingness by decision makers to admit and embrace uncertainty in making policy choices; and iii) lack of leadership in the form of individuals willing to do all the hard work needed to plan and implement new and complex management programs.  相似文献

Freshwater ecosystems provide irreplaceable services for both nature and society. The quality and quantity of freshwater affect biogeochemical processes and ecological dynamics that determine biodiversity, ecosystem productivity, and human health and welfare at local, regional and global scales. Freshwater ecosystems and their associated riparian habitats are amongst the most biologically diverse on Earth, and have inestimable economic, health, cultural, scientific and educational values. Yet human impacts to lakes, rivers, streams, wetlands and groundwater are dramatically reducing biodiversity and robbing critical natural resources and services from current and future generations. Freshwater biodiversity is declining rapidly on every continent and in every major river basin on Earth, and this degradation is occurring more rapidly than in terrestrial ecosystems. Currently, about one third of all global freshwater discharges pass through human agricultural, industrial or urban infrastructure. About one fifth of the Earth’s arable land is now already equipped for irrigation, including all the most productive lands, and this proportion is projected to surpass one third by midcentury to feed the rapidly expanding populations of humans and commensal species, especially poultry and ruminant livestock. Less than one fifth of the world’s preindustrial freshwater wetlands remain, and this proportion is projected to decline to under one tenth by midcentury, with imminent threats from water transfer megaprojects in Brazil and India, and coastal wetland drainage megaprojects in China. The Living Planet Index for freshwater vertebrate populations has declined to just one third that of 1970, and is projected to sink below one fifth by midcentury. A linear model of global economic expansion yields the chilling prediction that human utilization of critical freshwater resources will approach one half of the Earth’s total capacity by midcentury. Although the magnitude and growth of the human freshwater footprint are greater than is generally understood by policy makers, the news media, or the general public, slowing and reversing dramatic losses of freshwater species and ecosystems is still possible. We recommend a set of urgent policy actions that promote clean water, conserve watershed services, and restore freshwater ecosystems and their vital services. This article explores the pioneering potential of communal visual-optic histories which are recorded, painted, documented, or otherwise expressed. These materials provide collective meanings of an image or visual material within a specific cultural group. They potentially provide a new method for monitoring and documenting changes to ecosystem health and species distribution, which can effectively inform society and decision makers of Arctic change. These visual histories can be positioned in a continuum that extends from rock art to digital photography. They find their expressions in forms ranging from images to the oral recording of knowledge and operate on a given cultural context. For monitoring efforts in the changing boreal zone and Arctic, a respectful engagement with visual histories can reveal emerging aspects of change. The examples from North America and case studies from Eurasia in this article include Inuit sea ice observations, Yu’pik visual traditions of masks, fish die-offs in a sub-boreal catchment area, permafrost melt in the Siberian tundra and early, first detection of a scarabaeid beetle outbreak, a Southern species in the Skolt Sámi area. The pros and cons of using these histories and their reliability are reviewed.  相似文献

Emerging after World War II “the environment” as a modern concept turned in the years around 1970 into a phase of institutionalization in science, civic society, and politics. Part of this was the foundation of journals. The majority became “environmental specialist journals”, typically based in established disciplines. Some became “environmental generalist journals”, covering broad knowledge areas and often with an ambition to be policy relevant. A significant and early member of the latter category was Ambio, founded 1972. This article presents an overview of the journal’s first 50 years, with a focus on main changes in scientific content, political context, and editorial directions. A key finding is that the journal reflects an increasing pluralization of “the environment” with concepts such as global change, climate change, Earth system science, Anthropocene, resilience, and environmental governance. Another finding is that the journal has also itself influenced developments through publishing work on new concepts and ideas.  相似文献

The Convention on Biological Diversity is defining the goals that will frame future global biodiversity policy in a context of rapid biodiversity decline and under pressure to make transformative change. Drawing on the work of Indigenous and non-Indigenous scholars, we argue that transformative change requires the foregrounding of Indigenous peoples’ and local communities’ rights and agency in biodiversity policy. We support this argument with four key points. First, Indigenous peoples and local communities hold knowledge essential for setting realistic and effective biodiversity targets that simultaneously improve local livelihoods. Second, Indigenous peoples’ conceptualizations of nature sustain and manifest CBD’s 2050 vision of “Living in harmony with nature.” Third, Indigenous peoples’ and local communities’ participation in biodiversity policy contributes to the recognition of human and Indigenous peoples’ rights. And fourth, engagement in biodiversity policy is essential for Indigenous peoples and local communities to be able to exercise their recognized rights to territories and resources.  相似文献

Range expansion potential is an important consideration for prioritizing management actions against an invasive species. Understanding the potential for range expansion by invasive reptiles such as the Burmese python can be challenging, because the lack of knowledge on fundamental physiological and behavioral constraints initially forces reliance on modeling to predict hypothetical invasive range potential. Hypothetical predictions for Burmese python range limits in the USA have been highly divergent, from only extreme South Florida and the extreme southern Gulf edge of Texas to a broad swath over the southern third of the continental USA. Empirical observations on python thermal tolerances and behavioral abilities to cope with more temperate temperatures became evident during a cold spell in December 2009–January 2010. We review and highlight important considerations for improving invasive range estimation methodology, deciding between competing range predictions, and the importance of having, and applying, empirical data to aid in decision making.  相似文献

Invasion ecology has much advanced since its early beginnings. Nevertheless, explanation, prediction, and management of biological invasions remain difficult. We argue that progress in invasion research can be accelerated by, first, pointing out difficulties this field is currently facing and, second, looking for measures to overcome them. We see basic and applied research in invasion ecology confronted with difficulties arising from (A) societal issues, e.g., disparate perceptions of invasive species; (B) the peculiarity of the invasion process, e.g., its complexity and context dependency; and (C) the scientific methodology, e.g., imprecise hypotheses. To overcome these difficulties, we propose three key measures: (1) a checklist for definitions to encourage explicit definitions; (2) implementation of a hierarchy of hypotheses (HoH), where general hypotheses branch into specific and precisely testable hypotheses; and (3) platforms for improved communication. These measures may significantly increase conceptual clarity and enhance communication, thus advancing invasion ecology.  相似文献

Within the Swedish research program SUCOZOMA (Sustainable Coastal Zone Management) several conflict studies have been carried out. Whereas the detailed results of these studies are published separately, this paper reviews important results from conflict research in combination with a summarizing and generalizing discussion of approaches and main results of SUCOZOMA's resource and conflicts studies. After an analysis of interdisciplinary and theoretical research about environmental and resource use conflicts, the methodology used in SUCOZOMA is presented, a combined stakeholder and conflict analysis. It can be summarized in four main points: i) to map the stakeholders and their interests; i) to analyse the conflicts; iii) to develop methods for conflict mitigation and cooperation with stakeholders; iv) to integrate these components in a system for the management of natural resources. Exemplary case studies of resource use conflicts have been carried out at the Swedish west and east coast including coastal fishery, mussel culture, coastal planning and specific conflicts such as between species protection (seals) and coastal fishery. Researchers are involved as experts and as conflicting parties, and the role of scientists as stakeholders deserves special attention in conflict research. Conflict management is not only for the solution of present conflicts, but part of integrated resource management systems where knowledge transfer, institutional development, collective learning of scientific, political and administrative actors, and cooperation between scientists and resource users can occur.  相似文献

Recognizing local people's priorities for tropical forest biodiversity   总被引:4,自引:0,他引:4  
Tropical forest people often suffer from the same processes that threaten biodiversity. An improved knowledge of what is important to local people could improve decision making. This article examines the usefulness of explicitly asking what is important to local people. Our examples draw on biodiversity surveys in East Kalimantan (Indonesian Borneo). With local communities we characterized locally valued habitats, species, and sites, and their significance. This process clarified various priorities and threats, suggested refinements and limits to management options, and indicated issues requiring specific actions, further investigation, or both. It also shows how biological evaluations are more efficient with local guidance, and reveals potential for collaborations between local communities and those concerned with conservation. Such evaluations are a first step in facilitating the incorporation of local concerns into higher-level decision making. Conservationists who engage with local views can benefit from an expanded constituency, and from new opportunities for pursuing effective conservation.  相似文献
