A microcomputer-based system was developed to provide local officials responsible for disaster management with assistance during the crucial period immediately following a disaster, a period when incorrect decisions could have an adverse impact on the surrounding community.
While the paper focuses on a potential disaster resulting from an accident at a commercial nuclear power generating facility, the system can be applied to other disastrous situations. Decisions involving evacuation, shelter and the deployment of resources must be made in response to floods, earthquakes, accidents in the transportation of hazardous materials, and hurricanes to name a few examples.
As a decision aid, the system was designed to enhance data display by presenting the data in the form of representations (i.e. road maps, evacuation routes, etc.) as well as in list or tabular form. The potential impact of the event (i.e. the release of radioactive material) was displayed in the form of a cloud, representing the dispersion of the radioactive material. In addition, an algorithm was developed to assist the manager in assigning response resources to demands.
The capability for modelling the impact of a disaster is discussed briefly, with reference to a system installed in the communities surrounding the Indian Point nuclear power plant in New York State.
Results demonstrate both the technical feasibility of incorporating microcomputers indecision support systems for radiological emergency response, and the acceptance of such systems by those public officials responsible for implementing the response plans.  相似文献

Disasters have potential short-term and long-term impacts on employment and employment structures in affected regions. While measuring the full economic impact of a disaster requires sophisticated econometrics and mathematical simulations, conventional regional economic models such as shift-share analysis can be used to assess some of these effects. This paper applies shift-share analysis to understand potential long-term impacts of disasters on employment using the December 2003 Bam earthquake as a case study. The results provide further evidence that disasters could have significant long-term effects on the employment structure of affected regions.  相似文献

Community cohesion after a natural disaster: insights from a Carlisle flood   总被引:1,自引:0,他引:1

This project analysed changes in community cohesion following a natural disaster. Data were collected from a flood‐affected community using a questionnaire survey. Analyses revealed that community cohesion was not predicted by the length of residence, or any other demographic characteristic of residents, but rather by a sense of community, community cognition and the degree of community participation. Cohesion alteration was not uniform, but varied along levels of hazard severity (degree of flood invasion). Cohesion increased in line with hazard severity at the initial flood stage, as residents recognised the importance of community unity and came together to cope with their losses. When the severity increased, residents transferred their focus to individual interests, which resulted in decreased cohesion. This project distinguishes itself in examining community cohesion in the wake of a natural disaster in the real world. Implications regarding community reconstruction and suggestions for hazard researchers are discussed accordingly.  相似文献

ABSTRACT

Developing countries, which often have emerging or fledgling civil societies, are vulnerable to disasters, and especially devastating earthquakes. The long-term influence of devastating earthquakes on civil societies in developing countries is a critical research topic while receives relatively little attention. From a comprehensive literature review, this study identified four key areas of the civil society: civic participation, voluntary organizations, social capital, and democratic governance, and then examined four devastating earthquakes in India, Iran, Pakistan and China in the first decade of the twenty-first century as case studies, to identify the effects these earthquakes had on these four areas. It was found that from a long-term perspective, while the earthquakes strengthened the civil society, they had beneficial but limited effects. We argue that by promoting local community participation, facilitating extensive non-government organization (NGO) cooperation, and streamlining state-civil society relationships, an enabling environment can be developed to further sustain the advances made by a civil society after a disaster.  相似文献

This paper explores the effectiveness of the nuclear disaster management system in Taiwan via a review of the third (Maanshan) nuclear power plant. In doing so, the Fukushima Daiichi nuclear disaster in Japan on 11 March 2011 is reviewed and compared with the situation in Taiwan. The latter's nuclear disaster management system is examined with respect to three key variables: information; mobilisation; and inter‐organisational cooperation. In‐depth interviews with 10 policy stakeholders with different backgrounds serve as the research method. The results point up the need for improvement in all dimensions. In addition, they highlight three principal problems with the nuclear disaster management system: (i) it might not be possible to provide first‐hand nuclear disaster information immediately to the communities surrounding the Maanshan facility in Pingtung County, southern Taiwan; (ii) the availability of medical resources for treating radiation in Hengchun Township is limited; and (iii) the inter‐organisational relationships for addressing nuclear disasters need to be strengthened. Approximately 200,000 persons were exposed to methyl isocyanate in the Bhopal Gas leak in Bhopal, India. 4037 deaths have resulted and 30 per cent of the population are estimated to be suffering from long-term health effects. Though inflammatory damage to the eyes and lungs is the main cause of morbidity, other systems are also reported to be affected. For a disaster of this magnitude, there is a relative paucity of medical information. Very little information has been published on the late recovery period, a phase in which the detection of chronic and long-term effects is vital. Early cross-sectional studies suffer from a number of defects in study design, including validity and precision of exposure and outcome variables, selection of study and control groups, etc. By using exposure concentrations derived from Singh's analytic dispersion model, this paper outlines a strategy for doing community epidemiology in Bhopal using exposure strata for sampling. Pulmonary dose can be estimated from exposure concentration, duration and activity during exposure. For respiratory end-points, a sample size of 100/stratum will ensure study power of 90 per cent. Using multiple linear regression, data from the study can be used to build a model for prediction of lung function parameters. Exposure-stratified sampling techniques may provide valid estimates of exposure-response without including the total exposed community.  相似文献

A comprehensive review of online, official, and scientific literature was carried out in 2012–13 to develop a framework of disaster social media. This framework can be used to facilitate the creation of disaster social media tools, the formulation of disaster social media implementation processes, and the scientific study of disaster social media effects. Disaster social media users in the framework include communities, government, individuals, organisations, and media outlets. Fifteen distinct disaster social media uses were identified, ranging from preparing and receiving disaster preparedness information and warnings and signalling and detecting disasters prior to an event to (re)connecting community members following a disaster. The framework illustrates that a variety of entities may utilise and produce disaster social media content. Consequently, disaster social media use can be conceptualised as occurring at a number of levels, even within the same disaster. Suggestions are provided on how the proposed framework can inform future disaster social media development and research.  相似文献

Over the last several decades, the scientific community has replaced the ‘acts of god’ explanations for disasters with a view that disasters are actually ‘acts of nature,’ and more recently, ‘acts of human behavior and decision making.’ Despite the secular orientation of contemporary disaster research, religious beliefs still govern people’s interpretations of natural events across many continents and cultures. Using a case study of a rural Sherpa community in Nepal, this paper responds to the challenge of linking religion and disaster risk in the context of a climate change-induced glacial lake outburst flood hazard. Data collection employed ethnographic techniques including participant observation and 53 interviews with community members. Results indicate that the case study community’s religious belief system influences how they interpret and respond to the glacial lake hazard, although their beliefs co-exist with more scientific interpretations of risk. Rather than being immobilised by their belief system, we found that religious aspects like rituals and prayer can enhance social cohesion and contribute to capacities for coping with fear and uncertainty in this community. We assert that religion can yield valuable resources to glacial lake risk reduction strategies, which will benefit from incorporating social-cultural factors more profoundly.  相似文献

A plethora of untapped resources exist within disaster‐affected communities that can be used to address relief and development concerns. A systematic review of the literature relating to community participation in humanitarian logistics activities revealed that communities are able to form ad hoc networks that have the ability to meet a wide range of disaster management needs. These structures, characterised as Collaborative Aid Networks (CANs), have demonstrated efficient logistical capabilities exclusive of humanitarian organisations. This study proposes that CANs, as a result of their unique characteristics, present alternatives to established humanitarian approaches to logistics, while also mitigating the challenges commonly faced by traditional humanitarian organisations. Furthermore, CANs offer a more holistic, long‐term approach to disaster management, owing to their impact on development through their involvement in humanitarian logistics. This research provides the foundation for further theoretical analysis of effective and efficient disaster management, and details opportunities for policy and practice.  相似文献

In this paper we synthesise past disaster research that addresses issues of race and ethnicity in the United States. Using an eight-stage typology to organise the findings, this literature review presents the results from a wide range of studies. The synthesis shows how various racial and ethnic groups perceive natural hazard risks and respond to warnings, how groups may be differentially affected, both physically and psychologically, and how disaster effects vary by race and ethnicity during the periods of emergency response, recovery and reconstruction. We show that studies have important findings, many illustrating that racial and ethnic communities in the US are more vulnerable to natural disasters, due to factors such as language, housing patterns, building construction, community isolation and cultural insensitivities. By presenting these studies together, we are able to witness patterns of racial and ethnic inequalities that may be more difficult to see or interpret in individual studies that take place in one specific time and place. We conclude the review with policy and research recommendations.  相似文献

Business plays important roles in community functioning. 2 However, disaster research has been disproportionately focused on units of analysis such as families, households and government agencies. This paper synthesises the major findings within the business development research field and the disaster research field. It constructs a framework for evaluating business vulnerability to natural disasters. Our theoretical integration of the research conducted to date addresses five major issues. First, it defines the ways in which businesses are subject to the impacts of natural disasters. Second, it identifies the factors that determine the magnitude of business impacts after a disaster. Third, it identifies how and when businesses return to their pre-disaster level in the disaster stricken community. Fourth, it describes measures that can be taken by individual firms and community planners to reduce the impacts of environmental disasters. Fifth, it identifies needs for public policy and future research to reduce business vulnerability to environmental disasters.  相似文献

The goal of integrated disaster risk management is to promote an overall improvement in the quality of safety and security in a region, city or community at disaster risk. This paper presents the case for a thorough overhaul of the institutional component of integrated disaster risk management. A review of disaster management institutions in the United States indicates significant weaknesses in their ability to contribute effectively to the implementation of integrated disaster risk management. Our analysis and findings identify eight key elements for the design of dynamic new disaster management institutions. Six specific approaches are suggested for incorporating the identified key elements in building new institutions that would have significant potential for enhancing the effective implementation of integrated disaster risk management. We have developed a possible blueprint for effective design and construction of efficient, sustainable and functional disaster management institutions.  相似文献

A unique collaborative, sociological study undertaken during 1995-7, explored the social construction of drought as a disaster, looking at farm families in two Australian states: Queensland (beef producers) and New South Wales (sheep/wheat producers). A decision was made to interview the women and men separately to test our hypothesis that there would be gender issues in any analysis of a disaster, but particularly one which has had so much long-term impact on individuals, families and communities, such as drought. Interviews were conducted with over 100 individuals male and female. We conclude that drought as a disaster is a gendered experience. The paper draws on the narratives of some women involved in the study to identify 'themes of difference' which confirm the necessity to maintain gender as a variable in all studies of the social impacts of disaster.  相似文献

As natural disasters increase around the world and stretch the capacities of emergency services, national governments and international institutions have stressed the importance of shared responsibility; the idea that all actors within a society have some obligations in disaster management and must work collectively to reduce disaster risk. However, the exact balance between individual and government responsibility is not yet established and continually contested, especially after major events. In Australia, the National Strategy for Disaster Resilience (NSDR) is the overarching policy framework for disaster risk management and aims to create resilient communities through an emphasis on shared responsibility and empowerment. Through a literature review and document analysis of the NSDR and associated policy documents, we clarify, organise and operationalise the necessarily general policy goal of shared responsibility. We first analyse how the NSDR conceptualises communities to discover which community actors are mentioned. We then identify the responsibilities it prescribes or implies for these different actors and consider the types of policy instruments that are relevant to disaster risk management. Our analysis reveals a tension between the NSDR’s placement of government at the centre of disaster risk management, and its other, less well-explained emphasis on community empowerment.  相似文献

Contemporary responses to facilitate long‐term recovery from large‐scale natural disasters juxtapose between those of humanitarian agencies and governments and those of the affected community. The extent to which these mechanisms articulate is crucial to the recovery propensity of the affected communities. This research examines such action by exploring the relationship between the scale of post‐disaster response interventions, the extent of community participation in them, and their impact on community recovery, using a community wealth capital framework. The investigation was applied to a study of the longer‐term community recovery of the island of Vilufushi, Republic of Maldives, which was almost completely destroyed by the Indian Ocean tsunami of 26 December 2004. Data were analysed through the employment of a pattern match technique and a holistic recovery network analysis. The research framework, informed by the case‐study results, other long‐term recovery evaluations, and existing resilience theory, is reconfigured as a testable roadmap for future post‐disaster interventions.  相似文献

This paper reviews climate change impacts and the existing disaster risk management system in Japan and offers the results of a structured questionnaire survey of the community leaders and disaster risk management personnel of Saijo city of Japan that assesses their perceptions about dealing with the extreme disasters by the existing disaster risk management systems. This study was inspired by the record number of typhoon landfall that has surprised the local government and communities in 2004. While unearthing the hidden vulnerabilities in cities like Saijo, this event has loosened the confidence of local communities on the disaster risk management systems. From the study, we conclude that the existing disaster risk management systems need further fillip and that the proactive community involvement in disaster risk management is still in nascent stages. Associating with the scientific community, involving the local communities (including the elderly), enhancing the redundancy in disaster risk management systems, inculcating strategic thinking and micro-level planning, conducting vulnerability assessments by considering the special circumstances including resource constraints of small cities and better policy coordination across the administrative hierarchy are some important considerations for dealing with the uncertainty brought by the extreme events.  相似文献

The Philippines is very vulnerable to natural disasters because of its natural setting, as well as its socio-economic, political and environmental context--especially its widespread poverty. The Philippines has a well-established institutional and legal framework for disaster management, including built-in mechanisms for participation of the people and NGOs in decision-making and programme implementation. The nature and extent of collaboration with government in disaster preparedness and mitigation issues varies greatly according to their roots, either in past confrontation and political struggles or traditional charity activities. The growing NGO involvement in disaster management has been influenced by this history. Some agencies work well with local government and there is an increasing trend for collaborative work in disaster mitigation and preparedness. Some NGOs, however, retain critical positions. These organisations tend to engage more in advocacy and legal support for communities facing increased risk because of development projects and environmental destruction. Entry points into disaster mitigation and preparedness vary as well. Development-oriented agencies are drawn into these issues when the community members with whom they work face disaster. Relief organisations, too, realise the need for community mobilisation, and are thus drawn towards development roles.  相似文献
