This study proposes a robust prioritization framework for climate change adaptation strategies under uncertain climate change scenarios, using the VIseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) method, a multi‐criteria decision‐making approach, together with the Shannon entropy‐based weights. The VIKOR method allows us to find a compromise solution between two decision strategies of maximizing group utility and minimizing individual regret, and the Shannon entropy is used to determine objective weights among multiple climate change scenarios. The proposed methodology was applied to the problem of selecting locations of subwatersheds for reusing treated wastewater (TWW) in a Korean urban watershed. Selected based on the sustainability concept, hydro‐environmental and socioeconomic indicators were used to evaluate the sustainability of TWW reuse under multiple climate change scenarios, using the hydrologic simulation model results and statistical data. Finally, sustainability scores under multiple scenarios were aggregated using the VIKOR together with the Shannon entropy‐based weights for the robust prioritization of adaptation strategies. According to the different levels of regret aversion or affinity, our results for water quality showed different sets of adaptation strategies as the best options, suggesting that our framework would help stakeholders seeking the robust options considering both the utility and regret.  相似文献

In this paper I discuss ethical issues related to mitigation of climate change. In particular, I focus on mitigation of climate change to the extent this change is caused by livestock production. I support the view—on which many different ethical approaches converge—that the present generation has a moral obligation to mitigate climate change for the benefit of future generations and that developed countries should take the lead in the process. Moreover, I argue that since livestock production is an important contributing factor to climate change, we should undertake mitigation measures also in this sector and not only in, for example, the transport and energy sectors. However, technological solutions do not seem sufficient in the livestock sector, leaving us with the option of reduced meat production and consumption. In order to reach significant results in mitigation of climate change, political steering seems necessary. With this in mind, I argue in favor of a tax on meat consumption.  相似文献

Faced with the prospects of a changing climate, a small but increasing number of countries are developing legal and regulatory frameworks that explicitly address climate change. Moreover at least some of these laws and policies carve out substantial roles for local governments. The present paper surveys three countries from different regions in the Global South that have developed or are developing such laws and policies: the Philippines (Asia-Pacific), Mexico and more specifically its State of Chiapas (Latin America), and South Africa (Africa). It examines those experiences through two different lenses. The paper first reviews the steps by which those laws or policies were developed. For this review, criteria for effective consultative processes are proposed. The study then examines the three climate change laws or policies per se. To this end, a framework including four modes of multi-level urban climate governance (governing by regulation, governing through enabling, governing by provision, governing with representation and consultation) is utilised. The paper ends with synthetic conclusions as to which experiences represent promising practices, and what other lessons are relevant for countries embarking on such processes.  相似文献

I recently took issue with Kathryn George's contention that vegetarianism cannot be a moral obligation for most human beings, even assuming that Tom Regan's stringent thesis about the equal inherent value of humans and many sentient nonhumans is correct. I argued that both Regan and George are incorrect in claiming that his view would permit moral agents to kill and eat innocent, non-threatening rights holders. An unequal rights view, by contrast, would permit such actions if a moral agent's health or life is at stake. I then argued that current nutritional research does not support Professor George's claim that some wealthy adult males (and many fewer wealthy women) are the only persons whose health does not require the consumption of nonhuman animals and their products. In her 1992 response to my critique, George did not address my moral argumentation. She concentrated her entire paper on a wholesale rejection of my discussion of nutrition. Although she now takes a somewhat more moderate position on who can safely contemplate strict vegetarianism, she still believes that most people are not in a position to follow such a diet. In my counter-reply, I argue that her rejection is based upon numerous distortions, omissions, and false charges of fallacy. She even devotes a substantial section of her paper to criticizing me for saying the opposite of what I actually wrote. As I did in my earlier paper, I cite current research, including George's own preferred source on the topic of vegetarianism, to support my view. I conclude that Professor George has still not shown that for most human beings it is dangerous to follow a diet that omits nonhuman animals and their products. Moral agents who take the rights of humansand nonhumans seriously will find vegetarianism well worth considering.  相似文献

Mitigation of climate change is often described as a tragedy of the commons. According to this theoretical framework, it is collectively rational for present-generation countries to mitigate climate change, but not individually rational to do so. It is rather in national self-interest to ‘free-ride’ on the mitigation actions of other countries. In this paper, I discuss two arguments criticizing this view. According to these arguments, it is in most cases individually rational for present-generation countries to mitigate, i.e., it is in their national self-interest. The first argument focuses on national self-interest in terms of economic efficiency, the second on national self-interest in terms of national security. I conclude that the critical arguments to a large extent are tenable, but that they seem to underestimate the significance of those cases in which it is not in national self-interest to mitigate climate change. In these cases the tragedy of the commons framework is still applicable.  相似文献

It is widely recognized that our social and moral environments influence our actions and belief formations. We are never fully immune to the effects of cultural membership. What is not clear, however, is whether these influences excuse average moral agents who fail to scrutinize conventional norms. In this paper, I argue that the lack of extensive public debate about factory farming and, its corollary, extreme animal suffering, is probably due, in part, to affected ignorance. Although a complex phenomenon because of its many manifestations, affected ignorance is morally culpable because it involves a choice not to investigate whether some practice in which one participates in might be immoral. I contend further that James Montmarquet’s set of intellectual virtues can provide a positive account of what it means to act as a responsible moral agent while immersed in a meat eating culture; they also represent the moral and epistemic framework for the kind of public discourse that should be taking place.  相似文献

Although climate change risks have been studied for a number of economic sectors, banking has received relatively little attention. The paper proposes a methodology and an associated decision-support tool for quantifying, in monetary terms, the risks for banks from the exposure of their loan recipients and/or applicants to climate change. The framework and tool are applied to a case study based on input from a Greek bank; results indicate that climate change risks for banks are considerable, and thus decision makers need to estimate their magnitude and possibly consider these within the credit management process, and in environmental planning.  相似文献

The ethical theory underlying much of our treatment of animals in agriculture and research is the moral agency view. It is assumed that only moral agents, or persons, are worthy of maximal moral significance, and that farm and laboratory animals are not moral agents. However, this view also excludes human non-persons from the moral community. Utilitarianism, which bids us maximize the amount of good (utility) in the world, is an alternative ethical theory. Although it has many merits, including impartiality and the extension of moral concern to all sentient beings, it also appears to have many morally unacceptable implications. In particular, it appears to sanction the killing of innocents when utility would be maximized, including cases in which we would deliberately kill and replace a being, as we typically do to animals on farms and in laboratories. I consider a number of ingenious recent attempts by utilitarians to defeat the killing and replaceability arguments, including the attempt to make a place for genuine moral rights within a utilitarian framework. I conclude that utilitarians cannot escape the killing and replaceability objections. Those who reject the restrictive moral agency view and find they cannot accept utilitarianism's unsavory implications must look to a different ethical theory to guide their treatment of humans and non-humans.  相似文献

Conflict is an important factor in ongoing climate change debates and its role in management is under increasing scrutiny. In this paper, I present the results of an advanced discourse analysis that analyses trends in the relationship between conflict and climate change. I present two primary discourses dominate discussion: (i) climate as a security risk and (ii) climate as one of many factors affecting power relations that may lead to conflict. Both narratives implicitly or explicitly discuss climate conflict as a cause–outcome relationship, and further primarily construct conflict and climate change within normative frames. Yet, conflict has transformative potential and can be incorporated into management in ways that harness its capacity to drive innovation and lead to more robust and just adaptive governance. I argue for a shift in the discursive frame from a cause– outcome-oriented approach to a process-driven approach, one that treats conflict as an integral part of adaptive governance processes, thus being more just and equitable. Such a shift in focus can lead to positive on ground climate adaptation outcomes, in ways that respect rather than are counter-intuitive to dominant political and societal imbalances and institutional structures.  相似文献

Despite the professed concern of many governments, businesses and individuals – and the recent publication of another alarming report from the IPCC – inaction on climate change remains a significant concern. For many, the problem is rooted in a neoliberal account of social change. Neoliberal environmentalism is the dominant approach to environmental issues but it is often blamed for the continuing failure of climate change policy in general and behaviour change initiatives in particular. This paper explores the dynamics of this dominant discourse through an examination of environmentalism in the large “green” corporation. Specifically, it uses discourse analysis to investigate so-called “climate champion” schemes and considers examples of resistance to the dominant neoliberal discourse. The paper finds that many of the champions did resist the basic components of neoliberal environmentalism. They challenged the principles of self-interest, self-rule and incremental change, and they talked about the possibility of enforced action. However, this resistance was limited in a number of different ways. The paper suggests that the workplace does play a role in restricting resistance but that there are more fundamental issues that need to be addressed if we hope to pursue an alternative approach to environmental problems such as climate change.  相似文献

As natural resource management agencies and conservation organizations seek guidance on responding to climate change, myriad potential actions and strategies have been proposed for increasing the long-term viability of some attributes of natural systems. Managers need practical tools for selecting among these actions and strategies to develop a tailored management approach for specific targets at a given location. We developed and present one such tool, the participatory Adaptation for Conservation Targets (ACT) framework, which considers the effects of climate change in the development of management actions for particular species, ecosystems and ecological functions. Our framework is based on the premise that effective adaptation of management to climate change can rely on local knowledge of an ecosystem and does not necessarily require detailed projections of climate change or its effects. We illustrate the ACT framework by applying it to an ecological function in the Greater Yellowstone Ecosystem (Montana, Wyoming, and Idaho, USA)-water flows in the upper Yellowstone River. We suggest that the ACT framework is a practical tool for initiating adaptation planning, and for generating and communicating specific management interventions given an increasingly altered, yet uncertain, climate.  相似文献

The assessment of the impact of climate change depends not only on quantitative changes in precipitation but also system characteristics that can be changed and enhanced. This study investigated the effect of building the shared network of a rainwater harvesting system as an adaptation to climate change scenarios. The performance of a rain barrel network under three climate change scenarios and three global circulation models (GCM) is examined. A sample community composed of four prospective users with individual storage is tested with various forms of shared connections. Most importantly, the results show that the benefit from shared rain barrels greatly increases under the climate change conditions compared with the historical rainfall data. Especially, for high reliabilities, the results indicate that the benefit of a rain barrel network increases under future climate change scenarios, whereas it does not show apparent improvement for low reliabilities. However, the performance of a rain barrel network is highly dependent on location and climate change scenarios. In contrast, the GCM does not considerably affect the performance of the shared network. The results of this study highlight the needs to establish sharing networks of rainwater harvesting systems under the climate change conditions, which would significantly increase the benefit of the entire community.  相似文献

Environmental philosophies concerning our obligations to each other and the natural world too rarely address the aftermath of environmental injustice. Ideally we would never do each other wrong; given that we do, as fallible and imperfect agents, we require non-ideal ethical guidance. Margaret Walker’s work on moral repair and Annette Baier’s work on cross-generational communality together provide useful hermeneutical tools for understanding and enacting meaningful responses to intergenerational injustice, and in particular, for anthropogenic climate change. By blending Baier’s cross-generational approach with Walker’s emphasis on victim subjectivity and moral repair, I propose that a reparative model of intergenerational justice can provide some much needed direction on non-ideal moral issues comparatively neglected in climate-ethics debates today.  相似文献

The Kyoto Protocol on global warming has provoked great controversy in part because it calls for heavier burdens on wealthy countries than on developing countries in the effort to control climate change. The U.S. Senate voted unanimously to oppose any agreement that does not require emissions reductions in low-income countries. The ethics of this position are examined in this paper which shows that there are good moral reasons for supporting the provisions of the Kyoto Protocol. Such a conclusion follows easily from considerations of distributive justice but can also be supported by more narrowly self-interested arguments. In this paper, I present a sample spiritual exercise—a contemporary form of the written practice that ancient philosophers used to shape their characters. The exercise, which develops the ancient practice of the examination of conscience, is on the sixth mass extinction and seeks to understand why the extinction appears as a moral wrong. It concludes by finding a vice in the moral character of the author and the author’s society. From a methodological standpoint, the purpose of spiritual exercises is to create a habit of thoughtfulness in the writer, and by way of teaching, to suggest one to the reader. Such a habit is important, at least, because virtue is a habit. In other words, there can be no learning of virtue itself without habituation into it. Accordingly, I frame the sample spiritual exercise with a deliberately controversial objection to contemporary academic virtue ethics and with a justification for why the spiritual exercise is important for taking virtue ethically. And I end the paper with some further remarks explaining the form of the exercise and its relevance to doing philosophy. In this way, the paper makes and illustrates a methodological point about virtue ethics based on a meta-ethical assumption about virtue as a habit, and it does this by focusing on a pressing environmental problem in the twenty-first century.  相似文献

This paper outlines a methodological framework for the economic evaluation of carbon dioxide (CO 2 ) emission abatement policies and measures, formulating a basis for the selection of those options of climate change mitigation interventions that minimize economic cost and maximize social welfare. To this purpose, a cost-benefit analysis has been implemented in order to evaluate a variety of CO 2 emission abatement measures in the Greek energy sector on the basis of their social (i.e. the sum of the private and external) costs and benefits, and it is compared with a cost-effectiveness analysis, which takes into account only the net financial costs of the examined interventions. The analysis clearly reveals that a significant decrease in CO 2 emissions is possible without great cost to the economy. Moreover, the monetization of environmental benefits (e.g. the restriction of impacts on human health, agriculture and biodiversity, etc.) associated with the above-mentioned interventions represents a powerful tool for highlighting priority actions in the context of a climate change mitigation policy and for quantifying their overall economic and environmental effectiveness.  相似文献

Jordan is not immune from climate change impacts. The complex characteristics (cross-boundary, multi-level, multi-sector, multi-agency settings, long-term challenges, and uncertainty) and long-term impacts of climate change confront Jordan’s decision-makers with a pressing question: Is the current governance framework adequate to respond coherently to the climate change impact, or is a new framework needed for future preparedness? To address this question, four qualitative research methods were applied to collect data reflecting diverse views about issues and in different contexts. Data were examined from different perspectives to aid in validating the conclusions. Results show that there are limitations in the current climate change governance framework. Better understanding of the intersectoral approach is necessary to develop appropriate adaptation and mitigation strategies that recognize the full extent of climate change vulnerability, rather than viewing single sectors in isolation. Accordingly, an intersectoral coordination roadmap was proposed to support the implementation of Jordan’s climate change policy (2013–2020).  相似文献

I review the status of scientific, political, and moral problems of global climate change (GCC) and, based on lessons from environmental and sustainability programs in universities, demonstrate that universities have had a lethargic response to urgent needs to mitigate the problems. I explore reasons for the response, and conclude that there is an urgent need for comprehensive and wide–ranging change in universities to help mitigate GCC. My discussion is focused on those within universities as well as those in environmental professions regardless of their areas of specialization.  相似文献

Academics and policy makers seeking to deconstruct landscape face major challenges conceptually, methodologically and institutionally. The meaning(s), identity(ies) and management of landscape are controversial and contested. The European Landscape Convention provides an opportunity for action and change set within new governance agendas addressing interdisciplinarity and spatial planning. This paper critically reviews the complex web of conceptual and methodological frameworks that characterise landscape planning and management and then focuses on emerging landscape governance in Scotland within a mixed method approach involving policy analyses, semi-structured interviews and best practice case studies. Using Dower's (2008) criteria from the Articles of the European Landscape Convention, the results show that whilst some progress has been made in landscape policy and practice, largely through the actions of key individuals and champions, there are significant institutional hurdles and resource limitations to overcome. The need to mainstream positive landscape outcomes requires a significant culture change where a one-size-fits-all approach does not work.  相似文献

ABSTRACT: Recent research that couples climate change scenarios based on general circulation models (GCM) with Great Lakes hydrologic models has indicated that average water levels are projected to decline in the future. This paper outlines a methodology to assess the potential impact of declining water levels on Great Lakes waterfront communities, using the Lake Huron shoreline at Goderich, Ontario, as an example. The methodology utilizes a geographic information system (GIS) to combine topographic and bathymetric datasets. A digital elevation surface is used to model projected shoreline change for 2050 using water level scenarios. An arbitrary scenario, based on a 1 m decline from February 2001 lake levels, is also modeled. By creating a series of shoreline scenarios, a range of impact and cost scenarios are generated for the Goderich Harbor and adjacent marinas. Additional harbor and marina dredging could cost as much as CDN $7.6 million. Lake freighters may experience a 30 percent loss in vessel capacity. The methodology is used to provide initial estimates of the potential impacts of climate change that can be readily updated as more robust climate change scenarios become available and is adaptable for use in other Great Lakes coastal communities.  相似文献
