DOI: 10.1111/j.1752‐1688.2011.00619.x Abstract: Population growth and development in many regions of the world increase the demand for water and vulnerability to water shortages. Our research provides a case study of how population growth can augment the severity of a drought. During 2007‐2009, a drought event that caused extreme societal impacts occurred in the Athens, Georgia region (defined as Clarke, Barrow, Oconee, and Jackson counties). An examination of drought indices and precipitation records indicates that conditions were severe, but not worse than during the 1925‐1927, 1954‐1956, and 1985‐1987 drought events. A drought of similar length to the 2007‐2009 drought would be expected to occur approximately every 25 years. Streamflow analysis shows that discharge levels in area streams were at a record low during 2007 before water restrictions were implemented, because of greater water usage caused by recent population increases. These population increases, combined with a lack of water conservation, led to severe water shortages in the Athens region during late 2007. Only after per capita usage decreased did water resources last despite continuing drought conditions through 2009. Retaining mitigation strategies and withdrawal levels such as seen during the height of the drought will be an essential strategy to prevent water shortages during future extreme drought events. The key mitigation strategy, independent local action to restrict water use in advance of state‐level restrictions, is now prohibited by Georgia State Law.  相似文献

DOI: 10.1111/j.1752-1688.2009.00415.x Abstract: In the Portland metropolitan area, suburban growth in cities such as Hillsboro is projected to increase as people seek affordable housing near a burgeoning metropolis. The most significant determinants for increases in water demand are population growth, climate change, and the type of urban development that occurs. This study analyzes the spatial patterns of single family residential (SFR) water consumption in Hillsboro, Oregon, at the census block scale. The following research questions are addressed: (1) What are the significant determinants of SFR water consumption in Hillsboro, Oregon? (2) Is SFR water demand sensitive to drought conditions and interannual climate variation? (3) To what magnitude do particular census blocks react to drought conditions and interannual climate variation? Using ordinary least squares multiple regression and spatial regression methods, we found that base use, representing indoor water use, is dependent on household size and that seasonal use, representing external water use is dependent on both education level and the size of the property’s outdoor space. Spatial analysis techniques determined that although the water demand of the study area as a whole is not sensitive to drought conditions, certain individual census blocks do respond with a higher magnitude of water use. The most climate-sensitive census blocks tend to contain newer and larger homes, and have higher property values and more affluent and well-educated residents.  相似文献

Abstract: Residential water demand is a function of several factors, some of which are within the control of water utilities (e.g., price, water restrictions, rebate programs) and some of which are not (e.g., climate and weather, demographic characteristics). In this study of Aurora, Colorado, factors influencing residential water demand are reviewed during a turbulent drought period (2000‐2005). Findings expand the understanding of residential demand in at least three salient ways: first, by documenting that pricing and outdoor water restriction policies interact with each other ensuring that total water savings are not additive of each program operating independently; second, by showing that the effectiveness of pricing and restrictions policies varies among different classes of customers (i.e., low, middle, and high volume water users) and between predrought and drought periods; and third, in demonstrating that real‐time information about consumptive use (via the Water Smart Reader) helps customers reach water‐use targets.  相似文献

ABSTRACT: Survey data collected in the San Joaquin Valley of southern California and the Grand Valley of western Colorado reveal that residents of both areas believe that a severe sustained drought is likely to occur within the next 20–25 years and that their communities would be seriously impacted by such an event. Although a severe sustained drought affecting the Colorado River Basin would cause major economic and social disruptions in these and other communities, residents express little support for water management alternatives that would require significant shifts in economic development activities or in water use and allocation patterns. In particular, residents of these areas express little support for strategies such as construction and growth moratoriums, mandatory water conservation programs, water transfers from low-to high-population areas, water marketing, or reallocations of water from agricultural to municipal/industrial uses. This rejection of water management strategies that would require a departure from “business as usual” with respect to water use and allocations severely restricts the capacity of these and similar communities to respond effectively should a severe sustained drought occur.  相似文献

ABSTRACT: This study examines water consumption characteristics in Casablanca and analyzes approaches for sustainable water demand management. Research procedures involve the development and estimation of water demand models for the residential/commercial, industrial, and institutional sectors; forecasts of water demand to 2010; and simulation of the effects of a complex of water conservation methods on the forecasted demands. The results indicate that residential/commercial water demand is weakly responsive to price changes (elasticity =?0.448) while institutional water demand is slightly more responsive (elasticity =?0.648). The conservation approaches used in the simulations included public education, plumbing code revisions to require use of water conservation devices, leak detection and repair, pricing policy, metering, and pressure reduction. The results indicate that considerable saving in water use can be attained through a comprehensive water demand management program.  相似文献

ABSTRACT: The paper outlines both the methods used and the results obtained in a study of the demand for municipal and industrial water for the Seattle region. The study was made as part of a regional water management study program, one objective of which is to “… identify, quantify, and set priorities for all current and future water uses …”. A basic concept in the study of municipal and industrial water use is that the demand for water is derived from the demand for output and the direct services that water provides. Principal characteristics of the study are: (1) Water use is studied by type - residential, commercial, industrial and public -with identification of factors affecting each; (2) Water demands are studied by season as well as on an annual basis; (3) Projections of future water use are tied directly to projections of economic change in the service area; and (4) The effects of alternative policies on water use are estimated. Water use levels are projected under alternative regional growth assumptions provided by the Puget Sound Governmental Conference, a regional planning agency. Thus, the water use planning is consistent with other regional planning programs in this respect. The results can be varied according to changes in specific factors affecting water use. The factors considered in the present study include: single-family residential lot size, distribution of population between single- and multi-family units, per capita water use by multi-family unit residents, and industrial and commercial water use per employee. An income elasticity of demand was estimated for single-family residential water use.  相似文献

ABSTRACT: This paper synthesizes and interprets data pertaining to the evolution of average water revenue, water use, and the average cost of water supply in the City of Santa Barbara, California, from 1986 to 1996, a period which included one of the most devastating droughts in California this century. The 1987–1992 drought hit the study area particularly hard. The City of Santa Barbara was dependent exclusively on local sources for its water supply. That made it vulnerable as the regional climate is prone to extreme variability and recurrent droughts. The 1986–1992 drought provided a rare opportunity to assess the sensitivity of municipal water use to pricing, conservation, and other water management measures under extreme drought conditions. Our analysis indicates that the average cost of water rose more than three-fold in real terms from 1986 to 1996, while the gap between the average cost of supply and the average revenue per unit of water (= 100 cubic feet) rose in real terms from $0.14 in 1986 to $ 0.75 in 1996. The rise of $3.08 in the average cost of supplying one unit of water between 1986 and 1996 measures the cost of hedging drought risk in the study area. Water use dropped 46 percent at the height of the drought relative to pro-drought water use, and remains at 61 percent of the pre-drought level. The data derived from the 1987–1992 California drought are unique and valuable insofar as shedding light on drought/water demand adaptive interactions. The experience garnered on drought management during that unique period points to the possibilities available for future water management in the Arid West where dwindling water supplies and burgeoning populations are facts that we must deal with.  相似文献

ABSTRACT: Drought conditions in the summer of 2002 prompted several cities along Colorado's Front Range to enact restrictions on outdoor water use, focusing primarily on limiting the frequency of lawn watering. The different approaches utilized by eight water providers were tracked to determine the level of water savings achieved, measured as a comparison of 2002 usage to 2000 to 2001 average usage, and also based on a statistical estimate of 2002 “expected use” that accounts for the impact of drought conditions on demand. Mandatory restrictions were shown to be an effective tool for drought coping. During periods of mandatory restrictions, savings measured in expected use per capita ranged from 18 to 56 percent, compared to just 4 to 12 percent savings during periods of voluntary restrictions. As anticipated, providers with the most stringent restrictions achieved the greatest savings.  相似文献

ABSTRACT: The population in the Jemez y Sangre Water Planning Region of New Mexico has reached the point at which the demand for water exceeds available supplies, particularly when precipitation is below average, as has frequently occurred in recent years. The desire to develop a sustainable water supply that relies on renewable supplies in wet years and preserves the water in storage for times of drought motivated a diverse set of stakeholders in the region to participate in regional water planning. The planning effort culminated in development of the Jemez y Sangre Regional Water Plan, which was adopted by municipal and county governments in the region. The plan assesses and compares water supply and demand in the region and recommends alternatives for protecting and restoring the existing water supply and addressing the pending gap between supply and demand anticipated by the year 2060. To convey to decision makers the alternatives available to solve the future water shortage, option charts were developed to portray the amount of water that could be obtained or conserved through their implementation. The option charts show that the projected gap between supply and demand cannot be met through one alternative only, but will require a combination of alternatives.  相似文献

Water authorities are dealing with the challenge of ensuring that there is enough water to meet demand in the face of drought, population growth and predictions of reduced supply due to climate change. In order to develop effective household demand management programs, water managers need to understand the factors that influence household water use. Following an examination and re-analysis of current water consumption behavioral models we propose a new model for understanding household water consumption. We argue that trust plays a role in household water consumption, since people will not save water if they feel others are not minimizing their water use (inter-personal trust). Furthermore, people are less likely to save water if they do not trust the water authority (institutional trust). This paper proposes that to fully understand the factors involved in determining household water use the impact of trust on water consumption needs investigation.  相似文献

Rapidly growing cities along the Interstate-85 corridor from Atlanta, GA, to Raleigh, NC, rely on small rivers for water supply and waste assimilation. These rivers share commonalities including water supply stress during droughts, seasonally low flows for wastewater dilution, increasing drought and precipitation extremes, downstream eutrophication issues, and high regional aquatic diversity. Further challenges include rapid growth; sprawl that exacerbates water quality and infrastructure issues; water infrastructure that spans numerous counties and municipalities; and large numbers of septic systems. Holistic multi-jurisdiction cooperative water resource planning along with policy and infrastructure modifications is necessary to adapt to population growth and climate. We propose six actions to improve water infrastructure resilience: increase water-use efficiency by municipal, industrial, agricultural, and thermoelectric power sectors; adopt indirect potable reuse or closed loop systems; allow for water sharing during droughts but regulate inter-basin transfers to protect aquatic ecosystems; increase nutrient recovery and reduce discharges of carbon and nutrients in effluents; employ green infrastructure and better stormwater management to reduce nonpoint pollutant loadings and mitigate urban heat island effects; and apply the CRIDA framework to incorporate climate and hydrologic uncertainty into water planning.  相似文献

Since its implementation in 2015, the Middle Route of the South‐to‐North Water Diversion Project (MR‐SNWDP) has transferred an average of 45 billion cubic meters of surface water per year from the Yangtze River in southern China to the Yellow River and Hai River Basin in northern China, but how that supply is able to cope with droughts under different scenarios has not been explored. In this study, using the water demand for 2020 as the guaranteed water target, a Water Evaluation and Planning system was used to simulate available water supplies in Beijing under different drought scenarios. In the case of a single‐year drought, without the MR‐SNWDP, Beijing’s water shortage ratio was 16.7%; with the MR‐SNWDP, this ratio reduced to 7.3%. In the case of a multi‐year drought, without the MR‐SNWDP, Beijing’s water shortage ratio was 25.3%; with the MR‐SNWDP, this ratio reduced to 7.4% and domestic water supply was improved. Our research suggests that to prepare for multi‐year drought in the Beijing area, the SNWDP supports increased supplies to the region that would mitigate drought effects. This study is, however, mostly focused on water supply provision to Beijing and does not comprehensively evaluate other potential impacts. Multiple additional avenues could be pursued that include replenishing groundwater, increasing reservoir storage, and water conservation methods. Further research is needed to explore the relative costs and benefits of these approaches.  相似文献

In California, the growing popularity of urban agriculture (UA) has unfolded against a backdrop of historic drought. While UA is often celebrated as an urban sustainability strategy, it must be able to persist during drought if it is to perform these functions. Using Santa Clara County – the geographic core of Silicon Valley – as a case study, we use interviews and surveys to explore the implications of drought for UA. We show how developing an understanding of water access for UA during a drought requires examining the social and institutional context of water management and use. In metropolitan California, the highly decentralised water supply system combined with the diverse institutional arrangements that support UA create an uneven landscape of water access. Consequently, the pressure to change water-consuming practices – that is, the stress that institutional drought responses place on different water users – is geographically and socially differentiated. Among UA water users, responses to drought have also varied, in part because the possibilities for change are constrained by the sociotechnical arrangements of UA sites and the different purposes of UA.  相似文献

ABSTRACT: Ideology has predisposed the People's Republic of China against the use of prices to allocate water. Prolonged drought in north China has made the Chinese more aware of their unfavorable water resource inventory and the expense of expanding supply. Therefore, as part of the economic liberalization commenced since the death of Mao Zedong, China has started to make more active use of pricing to regulate demand and reduce the need for supply expansion.  相似文献

Abstract: A series of drought simulations were performed for the California Central Valley using computer applications developed by the California Department of Water Resources and historical datasets representing a range of droughts from mild to severe for time periods lasting up to 60 years. Land use, agricultural cropping patterns, and water demand were held fixed at the 2003 level and water supply was decreased by amounts ranging between 25 and 50%, representing light to severe drought types. Impacts were examined for four hydrologic subbasins, the Sacramento Basin, the San Joaquin Basin, the Tulare Basin, and the Eastside Drainage. Results suggest the greatest impacts are in the San Joaquin and Tulare Basins, regions that are heavily irrigated and are presently overdrafted in most years. Regional surface water diversions decrease by as much as 70%. Stream‐to‐aquifer flows and aquifer storage declines were proportional to drought severity. Most significant was the decline in ground water head for the severe drought cases, where results suggest that under these scenarios the water table is unlikely to recover within the 30‐year model‐simulated future. However, the overall response to such droughts is not as severe as anticipated and the Sacramento Basin may act as ground‐water insurance to sustain California during extended dry periods.  相似文献

Water‐use efficiency in the United States (U.S.) has improved in recent years. Yet continued population growth coupled with increasingly conservation‐oriented regulatory frameworks suggest that residential water suppliers will have to realize additional efficiency gains in coming decades. Outdoor water‐use restrictions (OWRs) appear to be an increasingly prevalent demand‐side management policy tool. To date little research has investigated the policy mechanisms that govern OWR adoption and influence the prevalence of OWRs. This article fills this gap with an assessment of state‐level policies influencing local‐level restrictions on residential outdoor water use in each of the 48 contiguous U.S. states, and with a detailed illustration of the cross‐scalar dynamic of one state's policy framework in practice. An examination of the implementation of OWRs in 24 neighboring towns in Massachusetts across the 2003‐2012 period indicates the interplay between state‐level and local‐level policies leads to OWRs implementation over extended time‐periods, even when drought conditions are not present. This finding suggests OWRs are being used as a tool for general‐purpose water conservation rather than as a stopgap measure justified by temporary water shortage conditions. Future research should investigate how local‐level water savings vary with differing state‐level approaches.  相似文献

Abstract: This study evaluates the effects of urban land use on stream channels and riparian ground‐water levels along low‐order Inner Coastal Plain streams in North Carolina. Six sites with stream catchments of similar size (1.19‐3.46 km2) within the Tar River Basin were selected across an urban land use gradient, as quantified by a range of catchment total impervious area (TIA; 3.8‐36.7%). Stream stage and ground‐water levels within three floodplain monitoring wells were measured manually and using pressure transducers from May 2006‐June 2007. Channel incision ratio (CIR), the ratio of bank height to bankfull height, was also measured at each monitoring site and along stream reaches within the study area (12 urban and 12 rural sites). Riparian ground‐water levels were inversely related to catchment TIA (%). As TIA (%) and stormwater runoff increased, the degree of stream channel incision increased and riparian ground‐water tables declined. In urban floodplains (>15% TIA), the median ground‐water level was 0.84 m deeper than for the rural settings (<15% TIA). This has resulted in a shift to drier conditions in the urban riparian zones, particularly during the summer months. CIR was found to be a reliable surface indicator of “riparian hydrologic drought” in these settings.  相似文献

Water conservation is a much emphasized policy of the Federal government. Discussion of water conservation proposals often involves confusion between a conservation “ethic,” which is an end in itself, and conservation as a means for attaining various economic objectives. Analysis indicates that outside of ground water “mining.” water is usually a renewable and reusable resource. During periods of normal precipitation, water conservation should be employed only when the value of the water saved exceeds the cost of effecting the savings. Water conservation is most valuable as a drought contingency tactic. Water conservation as a substitute for structural provision to meet normal water demand growth is apt to prove shortsighted.  相似文献

Texas water resources, already taxed by drought and population growth, could be further stressed by possible listings of endangered aquatic species. This study estimated potential economic impacts of environmental flows (EFs) for five freshwater unionid mussels in three Central Texas basins (Brazos, Colorado, and Guadalupe‐San Antonio Rivers) that encompass 36% of Texas (~246,000 km2). A water availability model projected reductions in water supply to power, commercial and industrial, municipal, and agriculture sectors in response to possible EFs for mussels. Single‐year economic impacts were calculated using publicly available data with and without water transfers. Benefits of EFs should also be assessed, should critical habitat be proposed. Potential economic losses were highest during droughts, but were nominal (<$1 M) in wetter years — even with high EFs. Reduced supplies to San Antonio area power plants caused worst‐case impacts of a single‐year shutdown up to $107 million (M) during drought with high EFs. For other sectors in the study area, water transfers reduced worst‐case losses from $80 to $11 M per year. Implementing innovative water management strategies such as water markets, conjunctive use of surface water and groundwater, aquifer storage and recovery could mitigate economic impacts if mussels — or other widely distributed aquatic species — were listed. However, approaches for defining EFs and strategies for mitigating economic impacts of EFs are needed.  相似文献
