The United States Environmental Protection Agency (EPA), with the assistance of the US Department of Energy (DOE) and the National Oceanographic and Atmospheric Administration (NOAA) is examining the utility of a critical loads approach for evaluating atmospheric pollutant effects on sensitive ecosystems. A critical load has been defined as, “a quantitative estimate of an exposure to one or more pollutants below which significant harmful effects on specified sensitive elements of the environment do not occur according to present knowledge.” Working in cooperation with the United Nations Economic Community for Europe’s (UN-ECE) Long Range Transboundary Air Pollution (LRTAP) Convention, the EPA has developed a flexible, six-step approach for setting critical loads for a range of ecosystem types. The framework is based on regional population characteristics of the ecosystem(s) of concern. The six steps of the approach are: (1) selection of ecosystem components, indicators, and characterization of the resource; (2) definition of functional subregions; (3) characterization of deposition within each of the subregions; (4) definition of an assessment end point; (5) selection and application of models; and (6) mapping projected ecosystem responses. The approach allows for variable ecosystem characteristics and data availability. Specific recognition of data and model uncertainties is an integral part of the process, and the use of multiple models to obtain ranges of critical loads estimates for each ecosystem component in a region is encouraged. Through this intercomparison process uncertainties in critical loads projections can be estimated. The research described in this article has been funded by the US Environmental Protection Agency. The U.S. Environmental Protection Agency (EPA) has embraced a new strategy of environmental protection that is place-driven rather than program-driven. This new approach focuses on the protection of entire ecosystems. To develop an effective strategy of ecosystem protection, however, EPA will need to: (1) determine how to define and delineate ecosystems and (2) categorize threats to individual ecosystems and priority rank ecosystems at risk. Current definitions of ecosystem in use at EPA are inadequate for meaningful use in a management or regulatory context. A landscape-based definition that describes an ecosystem as a volumetric unit delineated by climatic and landscape features is suggested. Following this definition, ecosystems are organized hierarchically, from megaecosystems, which exist on a continental scale (e.g., Great Lakes), to small local ecosystems.Threats to ecosystems can generally be categorized as: (1) ecosystem degradation (occurs mainly through pollution) (2) ecosystem alteration (physical changes such as water diversion), and (3) ecosystem removal (e.g., conversion of wetlands or forest to urban or agricultural lands). Level of threat (i.e., how imminent), and distance from desired future condition are also important in evaluating threats to ecosystems. Category of threat, level of threat, and distance from desired future condition can be combined into a three-dimensional ranking system for ecosystems at risk. The purpose of the proposed ranking system is to suggest a preliminary framework for agencies such as EPA to prioritize responses to ecosystems at risk.  相似文献

The ecological systems of Earth are subjected to a wide array of environmental stresses resulting from human activities. The development of appropriate environmental protection and management policies and the appropriate allocation of resources across environmental stresses require a systematic evaluation of relative risks. The data and methodologies for comprehensive ecological risk assessment do not exist, yet we do have considerable understanding of econological stress-response relationships. A methodology is presented to utilize present knowledge for assignment of relative risks to ecological systems and human welfare from anthropogenic stresses. The resultant priorities, developed for the US Environmental Protection Agency's (EPA) relative risk reduction project, highlight global climate change, habitat alteration, stratospheric ozone depletion, and species depletion as the highest environmental risks, significantly diverging from the present emphasis by EPA and the public on toxic chemical issues. Enhanced attention to ecological issues by EPA and development of ecological risk assessment methodologies that value ecological and economic issues equitably are key recommendations.  相似文献

Regional environmental risk assessment can be defined as risk assessment which deals with a spatial scale that contains multiple habitats with multiple sources of many stressors affecting multiple endpoints. The characteristics of the landscape also affect the estimated risk. In this paper, an information diffusion method based on a grid system is proposed to assess regional environmental risk. The risk information on a single environmental risk source can be diffused effectively by using fuzzy set theory. Regional environmental risk values obtained from information diffusion can be clustered on classification criteria and different environmental risk levels can be depicted in a spatial partition map. Huangge Town and Nansha Town located in the Nansha Area of Guangzhou City in China were selected as model cases. The results derived from this information diffusion method will help the local government to optimize the distribution of industrial areas and establish risk prevention measurements and emergency management procedures.  相似文献

Wetlands protection has become a topic of increased public attention and support, and regulation of wetlands loss under Section 404 of the Clean Water Act has received high priority within the US Environmental Protection Agency (EPA). Despite this, the nation is continuing to experience serious wetlands losses. This situation reflects the contentious nature of wetlands protection; it involves fundamental conflicts between environmental and development interests. Better information is needed to support regulatory decision making, including information on cumulative impacts. Currently, consideration of cumulative impacts, although required by various federal regulations, is limited. One reason is that most regulatory decisions are made on a permit-specific, site-specific basis, whereas cumulative impacts must be assessed on a broader, regional scale. In addition, scientific information and methods necessary to support cumulative impact assessment have been lacking. An anticipatory, planning-oriented framework to complement the existing site-specific permit review program is needed to support more effective consideration of cumulative impacts; such an effort is beginning to emerge. In addition, EPA is supporting research to provide better information on cumulative effects. It is recommended that the EPA program place initial emphasis on synthesis and analysis of existing information, on maximizing its use in decision making, and on information transfer. Recommended approaches include correlation of historic wetlands losses with loss of wetlands function and values, regional case studies, and development of indices of cumulative impact for use in permit review.Formerly Director, Office of Federal Activities, US Environmental Protection Agency  相似文献

Assessing Landscape Health: A Case Study from Northeastern Italy   总被引:17,自引:0,他引:17  
This article investigates the concept of biophysical landscape health for what are termed “highly governed landscapes.” It proposes a definition of landscape health along with a preliminary diagnostic model and methods. The idea of landscape health derives from the emerging integrative science of ecosystem health, which seeks to diagnose ecosystem condition as humans diagnose human health. Highly governed landscapes, such as the reclaimed areas of coastal northeastern Italy, are landscapes that have been subject to even greater degrees of human manipulation than normal cultural landscapes. These highly altered landscapes are not easily served by existing environmental paradigms and concepts of health are seen to have numerous advantages. This paper condenses a broader investigation of landscape health into three main sections. A brief review of the literature is followed by a case study, which details two different phases of landscape transformation in the Lower Piave area of northeastern Italy. A definition and general parameters of biophysical landscape health are then presented after this background stage. Some key parameters of biophysical health include absence of distress and risk factors, sustainability, biodiversity, resilience, and balance. For certain parameters, a preliminary landscape health diagnostic framework is presented that includes potential diagnostic methods and thresholds based on findings from this case study. At the paper's conclusion, a summary diagnostic model is presented, which suggests a process needed to implement landscape health assessment into practice.  相似文献

Applying Ecological Risk Principles to Watershed Assessment and Management   总被引:6,自引:0,他引:6  
Considerable progress in addressing point source (end of pipe) pollution problems has been made, but it is now recognized that further substantial environmental improvements depend on controlling nonpoint source pollution. A watershed approach is being used more frequently to address these problems because traditional regulatory approaches do not focus on nonpoint sources. The watershed approach is organized around the guiding principles of partnerships, geographic focus, and management based on sound science and data. This helps to focus efforts on the highest priority problems within hydrologically-defined geographic areas. Ecological risk assessment is a process to collect, organize, analyze, and present scientific information to improve decision making. The U.S. Environmental Protection Agency (EPA) sponsored three watershed assessments and found that integrating the watershed approach with ecological risk assessment increases the use of environmental monitoring and assessment data in decision making. This paper describes the basics of the watershed approach, the ecological risk assessment process, and how these two frameworks can be integrated. The three major principles of watershed ecological risk assessment found to be most useful for increasing the use of science in decision making are (1) using assessment endpoints and conceptual models, (2) holding regular interactions between scientists and managers, and (3) developing a focus for multiple stressor analysis. Examples are provided illustrating how these principles were implemented in these assessments.  相似文献

To achieve a sustainable development, impacts on biodiversity of urbanisation, new infrastructure projects and other land use changes must be considered on landscape and regional scales. This requires that important decisions are made after a systematic evaluation of environmental impacts. Landscape ecology can provide a conceptual framework for the assessment of consequences of long-term development processes like urbanisation on biodiversity components, and for evaluating and visualising the impacts of alternative planning scenarios. The aim of this paper was to develop methods for integrating biodiversity issues in planning and strategic environmental assessment in an urbanising environment, on landscape and regional levels. In order to test developed methods, a case study was conducted in the region of Stockholm, the capital of Sweden, and the study area embraced the city centre, suburbs and peri-urban areas. Focal species were tested as indicators of habitat quality, quantity and connectivity in the landscape. Predictive modelling of habitat distribution in geographic information systems involved the modelling of focal species occurrences based on empirical data, incorporated in a landscape ecological decision support system. When habitat models were retrieved, they were applied on future planning scenarios in order to predict and assess the impacts on focal species. The scenario involving a diffuse exploitation pattern had the greatest negative impacts on the habitat networks of focal species. The scenarios with concentrated exploitation also had negative impacts, although they were possible to mitigate quite easily. The predictions of the impacts on habitats networks of focal species made it possible to quantify, integrate and visualise the effects of urbanisation scenarios on aspects of biodiversity on a landscape level.  相似文献

A new method has been developed to perform environmental assessment at regional scale. This involves a combination of a self-organizing map (SOM) neural network and principal component analysis (PCA). The method is capable of clustering ecosystems in terms of environmental conditions and suggesting relative cumulative environmental impacts of multiple factors across a large region. Using data on land-cover, population, roads, streams, air pollution, and topography of the Mid-Atlantic region, the method was able to indicate areas that are in relatively poor environmental condition or vulnerable to future deterioration. Combining the strengths of SOM with those of PCA, the method offers an easy and useful way to perform a regional environmental assessment. Compared with traditional clustering and ranking approaches, the described method has considerable advantages, such as providing a valuable means for visualizing complex multidimensional environmental data at multiple scales and offering a single assessment or ranking needed for a regional environmental assessment while still facilitating the opportunity for more detailed analyses.  相似文献

A protocol for risk assessment at inactive hazardous material disposal sites has been developed by using mathematical modeling and estimation techniques. Compared with ranking models, the protocol yields quantitative results with a minimum of input data that may be used to select among management, scientific, or engineering alternatives for the site. This article reviews the background, presents the protocol, illustrates the application of the protocol, and demonstrates the use of the protocol in conjunction with thecritical environmental area concept. The United States Environmental Protection Agency, with support from the US Department of Energy and the National Oceanographic and Atmospheric Administration, has been evaluating the feasibility of an effects-based (critical loads) approach to atmospheric pollutant regulation and abatement. The rationale used to develop three of the six steps in a flexible assessment framework (Strickland and others, 1992) is presented along with a discussion of a variety of implementation approaches and their ramifications. The rationale proposes that it is necessary to provide an explicit statement of the condition of the resource that is considered valuable (assessment end point) because: (1) individual ecosystem components may be more or less sensitive to deposition, (2) it is necessary to select indicators of ecosystem condition that can be objectively measured and that reflect changes in the quality of the assessment end point, and (3) acceptable status (i.e., value of indicator and quality of assessment end point at critical load) must be defined. The rationale also stresses the importance of defining the assessment regions and subregions to improve the analysis and understanding of the indicator response to deposition. Subregional definition can be based on a variety of criteria, including informed judgment or quantitative procedures. It also depends on the geographic scale at which exposure and effects models are accurate and on data availability, resolution, and quality. Anthropogenic fires in Africa are an ancient form of environmental disturbance, which probably have shaped the savanna vegetation more than any other human induced disturbance. Despite anthropogenic fires having played a significant role in savanna management by herders, previous ecological research did not incorporate the traditional knowledge of anthropogenic fire history. This paper integrates ecological data and anthropogenic fire history, as reconstructed by herders, to assess landscape and regional level vegetation change in northeastern Namibia. We investigated effects of fire frequency (i.e. <5, 5-10 and >10 years) to understand changes in vegetation cover, life form species richness and savanna conditions (defined as a ratio of shrub cover to herbaceous cover). Additionally, we analysed trends in the vegetation variables between different fire histories at the landscape and regional scales. Shrub cover was negatively correlated to herbaceous cover and herbaceous species richness. The findings showed that bush cover homogenisation at landscape and regional scales may suggest that the problem of bush encroachment was widespread. Frequent fires reduced shrub cover temporarily and promoted herbaceous cover. The effects on tree cover were less dramatic. The response to fire history was scale-independent for shrub, herbaceous and tree cover, but scale-dependent for the richness of grass and tree life forms. Fire history, and not grazing pressure, improved savanna conditions. The findings emphasise the need to assess effects of anthropogenic fires on vegetation change before introducing new fire management policies in savanna ecosystems of northeastern Namibia.  相似文献

The paper presents a geographic information system (GIS) model-based approach for analysis of potential contamination of soil and water by pyrethroids for the European continent. Pyrethroids are widely used pesticides and their chemical and toxicological characteristics suggest there may be concerns about human health and ecosystems, although so far there is no strong evidence indicating actual risk. However, little monitoring has been conducted and limited experimental information is available. We perform an assessment exercise that demonstrates how accessible information and GIS-based modeling allow to estimate the spatial distribution of chemical concentrations and fluxes at a screening level. The assessment highlights potential hot spots and the main environmental transport pathways, in a quick and simple way. By combining information on pesticide use, crop distribution and landscape and climate parameters we identify potential problem areas to help focusing monitoring campaigns. The approach presented here is simple and fast, and can be applied to virtually all pesticide classes used over a large domain, and is therefore suitable for the screening of large quantities of chemicals, of which the majority has not undergone any systematic environmental monitoring program. The method has been tested through benchmarking with other well-established models. However, further research is needed to evaluate it against experimental observations.  相似文献

The nature of cumulative impacts on biotic diversity of wetland vertebrates   总被引:2,自引:0,他引:2  
There is no longer any doubt that cumulative impacts have important effects on wetland vertebrates. Interactions of species diversity and community structure produce a complex pattern in which environmental impacts can play a highly significant role. Various examples show how wetlands maintain the biotic diversity within and among vertebrate populations, and some of the ways that environmental perturbations can interact to reduce this diversity.The trophic and habitat pyramids are useful organizing concepts. Habitat fragmentation can have severe effects at all levels, reducing the usable range of the larger habitat generalists while threatening the genetic integrity of small, isolated populations. The complexity of trophic interactions, and the propensity, or necessity, of vertebrates to switch from one food source to another—something we know little about—makes using food chain support as a variable for predicting environmental impacts very questionable.Historical instances illustrate the effects of the accumulation of impacts on vertebrates. At present it is nearly impossible to predict the result of three or more different kinds of perturbations, although long-range effects can be observed. One case in point is waterfowl; while their ingestion of lead shot, harvesting by hunters during migration, and loss of habitat have caused waterfowl populations to decline, the proportional responsibility of these factors has not been determined.Further examples show multiplicative effects of similar actions, effects with long time lags, diffuse processes in the landscape that may have concentrated effects on a component subsystem, and a variety of other interactions of increasing complexity. Not only is more information needed at all levels; impacts must be assessed on a landscape or regional scale to produce informed management decisions. I conclude that a system of replicate wetland reserves that are allowed to interact naturally with the surrounding landscape will be more effective in preserving biotic diversity than isolated sanctuaries.  相似文献
