The article seeks to sensitize the development community, particularly outside the education sector, about the issues surrounding education as a vehicle for promoting sustainable development in an AIDS environment in Africa. By illustrating how the epidemic impacts education sector staff as well as parents and students at all levels, the article intends to suggest how national authorities, NGOs and donor agencies can work out strategies to enhance the role of education in promoting sustainable development in Africa. Analysis will demonstrate how the AIDS epidemic weakens the education sector, particularly in countries with a generalized epidemic (defined as more than 3% of the adult population being HIV‐positive), undermining the sector's ability to contribute to general literacy and sustainable development. The article will demonstrate that HIV and AIDS is still not fully accepted as an educational issue, which has hampered efforts to deal with its ravages in the educational sector. The need for holistic policy frameworks for supporting teachers and administrators living with HIV and AIDS will be discussed as well as how changes in curriculum and better relations with the community are important in addressing the needs of students. The article will highlight options for developing innovative responses to HIV and AIDS in African education, showing how different forms of education can serve as vehicles for responding to the challenges of the epidemic. The examples emphasize the importance of learner‐centered instruction and partnerships with the health sector and other resources needed in an AIDS‐affected environment. Key messages of the article are that the HIV and AIDS epidemic is a multi‐sectoral problem and that responding to it effectively in the education sector requires coherent responses that address the needs of learners and instructors, including those who are personally affected or infected by HIV and AIDS. Adapting the Education for Sustainable Development initiative to address the challenges posed by the epidemic must be supported by policy development, leadership and advocacy. Diverse partnerships are essential, as the education sector alone cannot deal with the challenge of HIV and AIDS to sustainable development.  相似文献

A comparison is presented between environmental regulations and the regulatory institutions of Chile and the USA. There are two important points to the comparison. First, is one system more efficient than the other? Second, does each system result in a comparable level of environmental protection? While an answer to the latter question requires a baseline of data that is currently unavailable, the question of efficiency can be addressed. The Chilean system is found to be more centralized than that of the USA, with more definitive timelines for the permitting process. The US system is more complex and offers more opportunities for public participation in the permitting process. An unequivocal statement as to which is best or most efficient depends on one's perspective regarding the trade off between economic development and environmental quality.  相似文献

Proponents of the local food movement point to its environmental, economic, and social benefits, yet there is little research on the extent to which particular local food projects live up to these promises. Vermont leads the country in farm stands, direct-to-consumer sales, and farmers’ markets per capita and the town of Hardwick, Vermont has received substantial media attention for its growing economy based on new food and agriculture businesses, including being the subject of a book entitled The Town that Food Saved. Using interviews with local food participants and analysis of US Census data, the paper assesses the impact of the local food economy in Hardwick using environmental, economic, and social outcomes. The paper also examines how the agricultural renaissance there has been accepted, resisted, and shaped by local actors. Using Census data, the paper finds that between 2000 and 2016, the unemployment rate in Hardwick remained steady, mean incomes increased, and 296 new jobs have been retained. In addition, the percentage of families in Hardwick with income below the poverty level decreased between 2000 and 2016, and the percentage of families accessing supplemental nutrition assistance program (SNAP) benefits increased. The paper also finds that many participants in the Hardwick food economy have concerns about the accessibility, affordability, and inclusivity of the newer food-based projects there. The paper concludes with a discussion of the ways in which Hardwick fulfils some of the hopes and concerns of the local food movement, and the potential for place-based agricultural development.  相似文献

ABSTRACT

The global industrial food system is increasingly recognised as a source of poor health that deepens social and economic inequity. Health advocates, policy makers, and food activists strive to improve nutrition and food access across racial and ethnic divides; however, given established approaches, they may miss fundamental pathways for improving health and justice comprehensively. While food access and nutrition are often identified as primary concerns for marginalised communities and the reason for food insecurity and food-related illness, critical food justice scholars use a more expansive lens to suggest a democratised food system is needed, and that solutions based solely in access to healthy food can undermine more systemic approaches. Our research extends this analysis, highlighting the importance of endemic food culture (foodways) as a tool for retaining identity, building community, and maintaining health among refugee populations in one community in Salt Lake City, Utah. Further, this work suggests that community engagement and expertise is essential in leveraging foodways such that marginalised communities can effectively resist cheap, unhealthy, and placeless calories.  相似文献

Abstract

This study compares energy use for food transport to a farmers' market in Sweden with energy use for transport in the conventional food system. The farmers' market was investigated through data sampling from on-site investigations. The conventional food system was studied with the aid of life cycle assessments reported in the literature. Overall, the study found no significant differences in levels of energy use for transport to the farmers' market compared with the conventional food system. For certain products, such as fresh fruits and vegetables, transport-related energy use was much lower in the local system although the season in Sweden for this kind of product is restricted to two or three months at the end of the summer. However, there is considerable potential to increase energy efficiency in local food systems by organizing the selling in new ways and by using more energy efficient vehicles.  相似文献

ABSTRACT: Integrated watershed management encompasses complex physical and social issues that have impacts on environmental resources. A key aspect of this holistic effort is public education. Most researchers and practitioners agree that an informed public is a crucial part of the environmental management process. Yet, educational programs that provide stakeholders with information about physical processes in watersheds are often unavailable. This paper assesses the effect of an education program for residents of the New York City watershed. Surveys evaluated certain knowledge levels and attitudes of participants and compared three groups: individuals who utilized the educational materials completely (full users), those who received the materials but did not use them completely (partial users), and watershed residents who did not receive the educational program (nonrecipients). Full users displayed a higher level of knowledge concerning specific watershed processes than did partial users and nonrecipients. In terms of applying that knowledge across linked concepts, however, we observed no significant differences between the three readership levels. Furthermore, partial users engaged in less evaluation of issues that related to the broader watershed context. The findings from this project have implications for educational and regulatory institutions and program development relating to watershed protection.  相似文献

The food system’s decreasing ability to deliver food security has led to the emergence of food assistance initiatives. Food assistance is highly contested; as some argue, it is a “failure of the state”, while others regard food assistance to be an “extension of the welfare state”. Either way, research suggests that actors within food assistance are rethinking their role in the food system. In this paper, we study three food assistance initiatives, in the Netherlands, Italy and Ireland, that perform new food assistance practices while embedded in specific institutional contexts, and analyse their potential to transform the food system, drawing on Transformative Social Innovation theory. Building on transition and social innovation theory, this recently developed theory distinguishes different levels within systems, named “shades of change”, that are associated with societal transformation. By exploring these “shades” of change in the analysis, we describe aspects of the initiatives’ novel practices, and in relation to the initiative and institutional relations their motivations and expectations. We compare the three cases and discuss how food assistance practices relate to and change (or do not change) the food system. In particular, we elaborate on how these three food assistance initiatives contribute in various ways to local food and welfare system innovation. In doing so, we offer a novel perspective on food assistance initiatives. We argue that they show dynamics that have the potential for more substantial transformation towards food security over time, by building momentum through “small wins”.  相似文献

/ Current private and public regulatory systems may not provide an optimal degree of regulation for labels bearing environmental information, and established institutions may detract from efforts to provide for better environmental management. The advent of ISO 14000 offers new opportunities for making eco-labeling a meaningful tool to encourage environmental stewardship. While new federal legislation offers the best vehicle to introduce these standards into US law, the slow pace of the legislative process may recommend an alternative system. In 2004, as a response to the discovery of Bovine Spongiform Encephalopathy in Canadian cattle and other food scares, the Province of British Columbia (BC) developed a comprehensive set of meat inspection regulations, increasing the requirements for food safety infrastructure. Through a series of interviews with farmers and stakeholders, we highlight some of the unintended consequences for community food security and sustainability that resulted from these stringent safety regulations in rural and remote communities in BC. These include the loss of meat production and processing capacities as well as the erosion of local food practices and traditions through the criminalisation of farm-gate sales. We suggest that food safety regulations intended to protect consumer health may result in negative effects for community food security and rural sustainability and that these consequences should be accounted for when developing food policy.  相似文献

In El Salvador a growing permaculture movement attunes small-scale farming activities to principles of ecological observation. The premise is twofold: close-grained appreciation of already-interacting biophysical processes allows for the design of complementary social and agricultural systems requiring minimum energy inputs. Secondly, the insistence on campesino smallholders as actors in the design of sustainable food systems directly addresses decades of “top-down” developmental interventions, from Green Revolution experiments in the 1960s and 1970s to international food security programmes in the 1990s. Permaculture connects food insecurity to the delegitimisation of smallholder innovation and insists that, through sharing simple techniques, campesino farmers can contribute towards future-oriented questions of environmental sustainability. This repositioning is brought about through the mobilisation of pedagogical techniques that legitimise the experiences and expertise of small-scale farmers, while standardising experimental methods for testing, evaluating and sharing agroecological practices. Like food sovereignty and food justice movements, Salvadoran permaculture links hunger with longer histories of (uneven) capital accumulation and dispossession and renders campesino farmers its protagonists. By modelling a form of expertise premised in intimate involvement with specific environments, permaculture goes still further, seeking to dislodge a pervasive knowledge politics that situates some as knowers and innovators, and others as passive recipients. This grounds human rights in an ethos of caring for the “more-than-human” world and places emphasis on a corollary right as part of food justice, increasingly being demanded “from below”: the right to know.  相似文献

We consider the implications of trends in the number of U.S. farmers and food imports on the question of what role U.S. farmers have in an increasingly global agrifood system. Our discussion stems from the argument some scholars have made that American consumers can import their food more cheaply from other countries than it can produce it. We consider the distinction between U.S. farmers and agriculture and the effect of the U.S. food footprint on developing nations to argue there might be an important role for U.S. farmers, even if it appears Americans don’t need them. For instance, we may need to protect U.S. farmland and, by implication, U.S. farmers, for future food security needs both domestic and international. We also explore the role of U.S. farmers by considering the question of whether food is a privilege or a right. Although Americans seem to accept that food is a privilege, many scholars and commentators argue that, at least on a global scale, food is a right, particularly for the world’s poor and hungry. If this is the case, then U.S. farmers might have a role in meeting the associated obligation to ensure that the poor of the world have enough food to eat. We look at the consequences of determining that food is a right versus a privilege and the implications of that decision for agricultural subsidies as well as U.S. agriculture and nutrition policies.  相似文献

Rural sociologists and geographers have conceptualised different rural development trajectories including “the agri-industrial model”, “the post-productivist model” and “the rural development model”. Alternative food networks (AFNs) are increasingly recognised as a “forerunner” and a critical component of the emerging “rural development model” in the West. Meanwhile, Marsden and Franklin [2013. Replacing neoliberalism: theoretical implications of the rise of local food movements. Local Environment, 18 (5), 636–641] pointed out that there is a “local trap” in the current conceptualisation of AFNs that overemphasises their local embeddedness and heterogeneity. This “local trap” marginalises AFNs and, therefore, hinders their potential for transforming the industrialised conventional food system. The convergence and scaling-up of fragmented AFNs have been recognised as important ways to address this marginalisation issue and thus have attracted considerable attention. However, current studies of the convergence of AFNs focus mainly on the role of food-centred organisations without recognising the role of the emerging “rural development” initiatives in the convergence of AFNs. Based on in-depth interviews with key stakeholders and analysis of secondary data, this paper uses the New Rural Reconstruction Movement (NRRM), an emerging alternative rural development movement in China, as an example to illustrate how the NRRM opens up a novel space for the convergence of AFNs. We argue that the interrelationship between AFNs and rural development is indeed reciprocal. The NRRM, following the “rural development” trajectory, functions as a hub for the convergence and scaling-up of various alternative food initiatives. Strategies for achieving convergence include constructing a “common ground” for these initiatives, establishing national alliances and organisations, sharing knowledge and exchanging personnel among them.  相似文献

The food sector and health sector become more and more intertwined. This raises many possibilities, but also questions. One of them is the question of what the implication is for public trust in food and health issues. In this article, I argue that the products on the interface between food and health entails some serious questions of trust. Trust in food products and medical products is often based upon a long history of rather clear patterns of mutual expectations, yet these expectations are not similar in both sectors. As long as the food sector and health sector remain distinct, these differences will not lead to problems of trust, yet when new products are introduced, like functional foods or personalized dietary advices, trust can be threatened. To prevent this, we need clarity with regard to what we can expect of these new products and of whom to expect what in this situation. This requires not␣only adequate information on operating procedures, but also a profound debate␣on responsibilities and the explication and interpretation of moral values and norms.  相似文献

Risks related to food production and consumption are not a recent phenomenon. Through agricultural practices, the transport of agricultural and food products, the processing of food, its storage, and finally the consumption of food, risks have been externalized, mediated, contested and ingested. But agrofood systems have also been paralleled by routinized practices and institutions that attempt to reduce risks and sustain trust among the many actors involved in these food regimes. However, both the (definition of) food risks and the institutions and discourses used to dispel anxiety and build trust are far from stable throughout time. In the contemporary modern world-order, food risks and the practices and institutions dealing with these risks reflect the significant transformations in the agrofood system, the changing nature of the risks involved in food production and consumption, and the modifications in scientific risk assessment and risk management. This article provides an overview of the current debates, discussions and practices on actual and potential institutional transformations that parallel the emergence, assessment and management of food risks in reflexive modernity. This study reports on the biocultural dimensions of the tasat (Arenga obtusifolia Griff.) tree and its conservation by various informal institutions of the Adi tribe of Arunachal Pradesh, India. The study included 240 Adi community members (120 men and 120 women) residing in 12 villages of the East Siang and Upper Siang districts of Arunachal Pradesh. The study was conducted using personal interviews and participatory methods. Results indicated that the stem of tasat is used as a traditional food during droughts and in preparing an ethnic beverage. Tasat is being conserved by the Adi tribe in various habitats. Plant populations of tasat were observed relatively higher in Upper Siang than the East Siang district. The study found differences in the status of biocultural knowledge between genders and different age groups. Kebang and reglep are two indigenous institutions of men and women, respectively, and play leading roles in sustaining tasat plants in various habitats. Women of the Upper Siang district still maintain a knowledge network for diffusing biocultural knowledge related to tasat, among others, through a barter system. Changing land use patterns in agriculture affects tasat conservation. The value addition for tasat based products, and rewarding women who conserve tasat, can enhance the sustainability of tasat based on biocultural knowledge and institutions.  相似文献

Growing dissatisfaction with the globalised food system, articulated on the behalf of both producers and consumers, has caused a variety of public debates surrounding the ethics of food production and consumption to become increasingly visible in society over the last two decades. Simultaneously, farmers’ markets (FMs) and other forms of direct marketing have experienced a noteworthy increase in participants, indicating an emerging demand for an alternative to conventional food networks, alternatives that are often perceived as providing a more just and moral relationship to food production and consumption. This study examines consumer and producer motivations for participation in FMs and opinions towards conventional and alternative agriculture in order to elucidate what (if any) values and morals are shared among producers and consumers. This study draws upon the theoretical framework of moral economy to understand whether these shared values suggest FM participants are working to co-create an alternative economy based on “moral” principles such as fairness, justice, and reciprocity. This mixed-methods study consists of consumer surveys (N?=?377) and semi-structured interviews with producers (N?=?17) from five FMs in the state of Delaware. The results suggest that producer and consumer motivations to participate in FMs, particularly a shared emphasis on social value, are indicative of a sense of moral economy. However, this moral economy is complicated by tension towards consumers and the alternative food movement more generally expressed on behalf of producers.  相似文献

Contemporary food supply chains are generating externalities with high economic and social costs, notably in public health terms through the rise in diet-related non-communicable disease. The UK State is developing policy strategies to tackle these public health problems alongside intergovernmental responses. However, the governance of food supply chains is conducted by, and across, both private and public spheres and within a multilevel framework. The realities of contemporary food governance are that private interests are key drivers of food supply chains and have institutionalized a great deal of standards-setting and quality, notably from their locations in the downstream and midstream sectors. The UK State is designing some downstream and some midstream interventions to ameliorate the public health impacts of current food consumption patterns in England. The UK State has not addressed upstream interventions towards public health diet at the primary food production and processing stages, although traditionally it has shaped agricultural policy. Within the realities of contemporary multilevel governance, the UK State must act within the contexts set by the international regimes of the Common Agricultural Policy and the World Trade Organization agreements, notably on agriculture. The potential for further upstream agricultural policy reform is considered as part of a wider policy approach to address the public health externalities issuing from contemporary food supply chains within this multilevel governance context.  相似文献

Summary Does educational achievement affect people's health-related behaviors? Differences in behavioral risk were found among 9,000 18 to 34 year old Americans surveyed for smoking, alcohol abuse, seat-belt-use, obesity, high blood pressure and physical activity. After controlling for sex, race/ethnicity and age, educational achievement was strongly associated with smoking and seat-belt use, and also with hypertension and obesity. New environmental health education programs in the USA are expected to reach the more educated, leading to enhanced health for most Americans, but not the less educated, resulting in a widening gap in American society.Dr Michael R.
