Since establishment of the ISO 14001 environmental management system in 1996, Japanese facilities have led the world in numbers of certifications. This research utilises survey data from more than 1700 Japanese facilities as well as follow-up interviews to identify the determinants of ISO certification, to examine the differences between early, recent and in-process certifiers, and to understand how ISO 14001 certification affects various environmental and managerial outcomes in Japan. Findings show that ISO certified facilities are larger and report higher levels of environmental management capacity. In addition, early certifiers are more likely to have established voluntary environmental agreements and are more active in international trade and business. Findings also provide evidence that while many facilities believe that ISO 14001 certification is excessively costly, they also report that certification has resulted in the establishment of new energy efficiency and waste reduction targets and higher target levels. Nevertheless, evidence indicates that certification does not generally result in longer-term outcomes such as post-certification adjustment of non-regulated targets.  相似文献

The intention of this article is to clarify the current status of ISO 14001, the internationally accepted voluntary environmental management system (EMS) standard, which is an effective means to generate continuous environmental performance improvement in an organization as well as significant financial benefits such as operational efficiency improvements (e.g., energy and water savings), reduction in environmental risks and liability expenses, protection of corporate asset value, and public image improvements. The number of “ISO 14001” companies in Europe and the Pacific Rim is steadily increasing with customer and governmental pressure as the driving forces. In the United States, ISO 14001 implementation has lagged behind due to the fact that, so far, the EPA has not supported ISO 14001 as being sufficient for guaranteeing a reliable environmental performance record. Most ISO 14001 certified companies in the United States have been driven by overseas demand, particularly in the microelectronics industry because customers in this industry, especially those in Europe, will simply not do business in the future with companies that are not registered to ISO 14001. It is expected that European demand will continue to push ISO 14001 certification in the United States. Six ISO 14001 case studies in the U.S. chemical, electronics, and plastics industries, along with EPA's attitude toward ISO 14001 are described in this article. The case studies contain the reasons, steps taken, costs, benefits, problems, and future trends of ISO 14001 implementation and certification.  相似文献

In recent years, significant advances have been made in business organization and management. The growing demands of clients as well as the globalization of world markets are among the many factors that have led to the establishment of systems of quality control and environmental management as a competitive strategy for businesses. When compared to other professional sectors, the construction sector has been slower to respond to environmental problems and to adopt Environmental Management Systems (EMS). In the world today the ISO 14001 standard is currently the main frame of reference used by construction companies to implement this type of management system. This article presents the results of a general study regarding the evaluation of the application of the ISO 14001 standard at civil engineering construction worksites in the Community of Madrid (Spain), specifically pertaining to requirement 4.4.1, Resources, roles, responsibilities, and authority. According to requirement 4.4.1, company executives should appoint people responsible for implementing the EMS and also specify their responsibilities and functions. The personnel designated for supervising environmental work should also have sufficient authority to establish and maintain the EMS. The results obtained were the following: - EMS supervisors did not generally possess adequate training and solid experience in construction work and in the environment. Furthermore, supervisors were usually forced to combine their environmental work with other tasks, which made their job even more difficult. - Generally speaking, supervisors were not given sufficient authority and autonomy because productivity at the construction site had priority over environmental management. This was due to the fact that the company management did not have a respectful attitude toward the environment, nor was the management actively involved in the establishment of the EMS. - Insufficient resources were allocated to the Environmental Management Unit. As a result, the application of EMSs in construction projects often appeared to be more of a formality, which was merely a way of maintaining the certification of the Environmental Management System. It was more a means of meeting the requirements for submitting a tender to contracting organisms rather than an indicator of any real commitment to improving the environmental performance of construction companies.  相似文献

The need for a national consensus standard for quality assurance (QA) for environmental programs emerged from efforts to clean up sites contaminated by hazardous chemical and/or radioactive wastes. The waste management community has been using several different standards or sets of requirements for establishing the QA and quality control (QC) procedures for use during the cleanup of contaminated sites. Some of these requirements have been imposed by federal agencies, including the Department of Energy (DOE), the Department of Defense (DOD), the Nuclear Regulatory Commission (NRC), and the Environmental Protection Agency (EPA). Often, requirements have been chosen to fit a particular mission or regulatory requirements. The remediation and restoration of federally owned or operated hazardous waste sites has created a situation in which multiple organizations (including federal and state regulators, site operators, and remedial contractors) are overseeing or addressing the same technical problem, often at the same site, and using different QA requirements. The occurrence of multiple QA/QC requirements has resulted in costly and time-consuming duplication of effort. In addition, the perception of inconsistent and often conflicting requirements has created confusion and frustration. The need for a single set of QA/QC criteria to bring order and consistency to the application of QA in the environmental waste management area became increasingly clear, and led to the development of ANSI/ASQC E4, which may be approved and issued by this year.  相似文献

The theoretical framework of a risk assessment scheme is applied to air quality assessment in a developing region in Australia, the Hunter Valley in the state of New South Wales. It is found that the application of such a scheme high-lights a number of inadequacies in the air quality management. New modeling methodologies are found to be necessary to assess some air quality impacts, as existing knowledge is inadequate. This paper proposes a mixed performance measurement system using a combination of evolutionary game theory and the balanced scorecard (BSC) in environmental supply chain management (ESCM) that measures and evaluates business operations using the four different perspectives of finance, customer, internal business process, and learning and growth. ESCM plays an important role in the supply chain which leads to the reduction, reuse and recycling of resources involved in both upstream and downstream activities. This paper presents guidance for practical managers in evaluating and measuring ESCM by developing a knowledge-based BSC and evolutionary game theory. The primary purpose of this paper is to apply the proposed method in a case study to one of Iran's biggest auto industry supply chain SAIPA Company. The results of this study indicate that the adoption of ESCM, in the absence of regulatory pressures and cost-saving measures is triggered by public pressures and its implementation is limited by organizational factors and strategic myopia.  相似文献
