This paper reports on a life‐cycle analysis (LCA) of Taiwan's “agriculture and forestry”, “crude petroleum, coal and natural gas extraction” and “electricity generation” sectors, revealing for the first time Taiwan's CO2 and CH4 emissions inventories and matching Taiwan's input‐output sectors. Integrated hybrid input‐output life cycle analysis is used to disaggregate the electricity generation sector into nuclear, hydro, gas, oil and coal, and cogeneration. Results show that the fossil‐fuel‐related electricity sub‐sectors have higher CO2 emissions intensity than the remaining sectors in the economy and that the “paddy rice” sector is Taiwan's most CH4‐intensive sector, making rice cultivation an important source of CH4 emissions. This work is vital to sound policy decisions concerning power generation, coal, and agriculture and forestry at the national level.  相似文献

Industries presently face a challenge to maintain competitiveness while creating minimal adverse impacts on the environment. The conventional concerns of product functionality, quality, and cost are further complicated by environmental considerations. Thus, corporate environmental strategies are evolving toward a life-cycle approach by implementing life-cycle analysis (LCA), design for environment (DFE), and environmentally conscious design and manufacturing (ECDM) practices. These life-cycle concepts provide a tool for industry to identify and evaluate opportunities to minimize environmental burdens from cradle to grave. A mail survey administered by Vanderbilt University's U.S.-Japan Center for Technology Management was sent to 175 U.S. corporations from the 1994 Fortune 500 list. The results show that more than half of the 56 respondents are using life-cycle concepts for environmental assessments, with marketing and cost issues as the primary motivation factors. Hi-tech and personal care firms are more active in implementing LCAs while chemical and intermediate companies are more involved with maintaining databases and utilizing LCA tools. The survey and this article show how life-cycle thinking has not been adequately integrated throughout corporate organizations, and most environmental efforts are initiated by the environmental affairs department. However, the percentage of top management involvement has increased since 1992 and is now at moderate levels. LCA methods need to be further developed in order to expand their industrial acceptability.  相似文献

This paper summarizes the results and the lessons learnt from an LCA case study comparing acoustic automotive components. Three alternative acoustic components produced by the Brazilian automotive sector are considered: dual-layer polyurethane (DL-PU) panel, recycled textile absorption-barrier-absorption (ABA-cotton) panel and recycled textile DL (DL-cotton) panel. DL-PU is a “status-quo” alternative, composed mainly of synthetic plastics and the two other alternatives are mainly made of recycled cotton fibres. Using the Life Cycle Assessment (LCA) method, the three following phases of the panels’ life cycle are examined: production, use and end-of-life. For the latter, two end-of-life scenarios are analysed: landfill and incineration with energy recovery. For the LCA model, some Life Cycle Inventory (LCI) datasets have been adapted from the data available in the EcoInvent database in order to adjust to the Brazilian context. LCA results show that, within the entire life cycle, the DL-cotton option, which combines two layers of recycled fibres of different densities, is overall the best alternative from an environmental perspective. This result is therefore independent from the end-of-life scenario. This is mainly due to the lower weight of this component, which is extremely important for the transportation aspects, but also due to its lower consumption of fossil resources, to the energy saving during its production and to the avoidance of textile disposal that would happen otherwise. The obtained results confirm the available literature dealing with the use of renewable fibres in industrial products. The particular behaviour of recycled fibres compared to virgin ones (in terms of shared contribution of agricultural production and of avoidance of landfilling) is highlighted in this paper, thanks to the application of the “50/50” allocation rule. LCA results are discussed in terms of their potential use in an R&D context. Further research needs are also derived from the case study, including the potential benefits of developing multi-objective optimization methods that include environmental impact to be used in the design of such a component.  相似文献

The streamlined, matrix approach to environmental Life-Cycle Analysis (LCA) developed originally at AT&T by Graedel and Allenby can be adapted to manufacturing processes to produce a useful tool for Design for the Environment (DFE). Pollution prevention in manufacturing has typically focused on the environmental impact of processes at a manufacturer's site. However, it is important to recognize that a process has a “life cycle,” albeit not precisely like the life cycle associated with a product. Modification of processes can also have upstream and downstream effects. In this article, the authors show how, by using a streamlined LCA matrix, it is possible to evaluate the environmental impact associated with a process over the process's life cycle. This approach also allows managers to allocate resources to improve processes that have greater environmental impact and to assess process improvements.  相似文献

Life cycle assessment (LCA) is the standard technique used to make a quantitative evaluation about the ecological sustainability of a product or service. The life cycle inventory (LCI) data sets that provide input to LCA computations can express essential information about the operation of a process or production step. As a consequence, LCI data are often regarded as confidential and are typically concealed through aggregation with other data sets. Despite the importance of privacy protection in publishing LCA studies, the community lacks a formal framework for managing private data, and no techniques exist for performing aggregation of LCI data sets that preserve the privacy of input data. However, emerging computational techniques known as “secure multiparty computation” enable data contributors to jointly compute numerical results without enabling any party to determine another party’s private data. In the proposed approach, parties who agree on a shared computation model, but do not trust one another and also do not trust a common third party, can collaboratively compute a weighted average of an LCA metric without sharing their private data with any other party. First, we formulate the LCA aggregation problem as an inner product over a foreground inventory model. Then, we show how LCA aggregations can be computed as the ratio of two secure sums. The protocol is useful when preparing LCA studies involving mutually competitive firms.  相似文献

ABSTRACT: By extending the concept of response matrix to consider “active” and “passive” effects, an efficient response matrix method is developed for coupling a groundwater simulator and a regional agricultural management model The method eliminates the need to store all of the recovery information from preceding time periods. Active effects are those which occur during the actual application of a pumping or recharge stress while passive effects represent the recovery of water levels from an initial departure from steady-state conditions at the beginning of a time step. Derivation of the required matrices and a numerical example are presented for the Salinas Valley groundwater basin in California.  相似文献

Environmental life cycle assessment (LCA) developed rapidly during the 1990s and has reached a certain level of harmonisation and standardisation. LCA has mainly been developed for analysing material products, but can also be applied to services, e.g. treatment of a particular amount of solid waste. This paper discusses some methodological issues which come into focus when LCAs are applied to solid waste management systems. The following five issues are discussed. (1) Upstream and downstream system boundaries: where is the ‘cradle’ and where is the ‘grave’ in the analysed system? (2) Open-loop recycling allocation: besides taking care of a certain amount of solid waste, many treatment processes also provide additional functions, e.g. energy or materials which are recycled into other products. Two important questions which arise are if an allocation between the different functions should be made (and if so how), or if system boundaries should be expanded to include several functions. (3) Multi-input allocation: in waste treatment processes, different materials and products are usually mixed. In many applications there is a need to allocate environmental interventions from the treatment processes to the different input materials. The question is how this should be done. (4) Time: emissions from landfills will continue for a long time. An important issue to resolve is the length of time emissions from the landfill should be considered. (5) Life cycle impact assessment: are there any aspects of solid waste systems (e.g. the time horizon) that may require specific attention for the impact assessment element of an LCA? Although the discussion centres around LCA it is expected that many of these issues are also relevant for other types of systems analyses.  相似文献

Creative cities are generally considered as “cool” spaces which attract a particular “creative class” whose ability to innovate and transform – particularly in the media and cultural sectors – offers urban economies a competitive edge. This paper argues that, in the face of dangerous climate change, the creativity of the “not-so-cool” sectors needs to be acknowledged and valued. A case study of Salford in the north-west of England shows how political, technological and economic creativity has secured sustainable regeneration within a floodplain. It is argued that the concept of “creativity” in urban economic discourse needs to be widened to acknowledge the importance of the creativity of planners, civil engineers and builders in securing environmentally sustainable cities. Environmental sustainability, it suggests, not only underpins economic sustainability. Faced with dangerous climate change and society's need to respond, the skills and expertise can in themselves contribute to a city's competitiveness.  相似文献

As a member of the British Oxford Group, psychologist Richard Ryder marked the beginning of the modern animal rights and animal welfare movement in the seventies. By introducing the concept “speciesism.” Ryder contributed importantly to the expansion of this movement. Surprisingly little attention has been paid to Ryder’s moral theory, “painism”, that aims to resolve the conflict between the two predominant rival theories in animal ethics, the deontological of Tom Regan and the utilitarian of Peter Singer. First, this paper examines the kernel and historical sources of Ryder’s painist theory, linking it to the work of John Rawls and Jean-Jacques Rousseau. Second, it examines Ryder’s critique of utilitarianism. It is argued that his critique of Singer’s use of the word “sentience” is unconvincing and that his critique of utilitarian aggregation as not taking a full account of the metaphysical separateness of persons, has already been countered and dealt with. Finally this paper looks at some of the counterintuitive implications of Ryder’s theory and argues that utilitarianism might have more resources for dealing with its own alleged counterintuitive implications than Ryder acknowledges.  相似文献

One of the most important processes in an integrated waste management system is incineration, which, among the different waste management disposal options still remains a critical waste treatment system. New dynamics and approaches have to be developed to embrace such a wide and complex topic, and better knowledge and assessment of incineration are strategically significant to define future environmental scenarios.Life cycle assessment (LCA), as a tool to optimise process-operating conditions and to support decision-making process, is often applied to investigate processes under design in various sectors, since choices made in the development phases can affect the future environmental profile. However, even if the greatest opportunity to improve a process from an environmental perspective is during the design phase, at the same time the knowledge is limited, in accordance with the so-called “design paradox”.Thus, in this context, this study used LCA methodology to quantitatively assess the extent to which the environmental impact of an incineration line reflects the environmental burdens perceived during the design phase. A comparative LCA was conducted at the design phase and under operating conditions at an Italian municipal solid waste incineration plant.The outcomes of the study indicated that for almost all of the categories analysed, the impacts associated with the process under design overestimated the impacts associated with the operating process, with the exception of climate change and water depletion. The results suggested that after the conduction of an LCA at the design phase of a process, an LCA of the operative conditions should be carried out to verify how much the over- or under-estimations affected the results.  相似文献

In their fine paper, Evans et al. (2009) discuss the proposition that invasive non-native species (INS) are harmful. The question to ask is, “Harmful to whom?” Pathogens that make people sick and pests that damage their property—crops, for example—cause harms of kinds long understood in common law and recognized by public agencies. The concept of “harm to the environment,” in contrast, has no standing in common law or legislation, no meaning for any empirical science, and no basis in a political consensus other than might be drawn from the Endangered Species Act. As a generalization, the proposition that INS cause “environmental harm”—since this concept is empty of legal, scientific, and political meaning—must rest on definition, diktat, or diatribe. As Evans et al. suggest, however, the idea of “harm to the environment” is not always and certainly need not be arbitrary; it might gather significance in the context of a particular place through a political process that weighs economic concerns with cultural, religious, aesthetic, and other relevant beliefs, practices, and commitments that people who care about that place present. It is not clear, however, that adaptive management, which Evens et al. propose, will provide that democratic political process.  相似文献

Public participation in water decision-making is an accepted and expected practice. It is expected to lead to better decisions and ensure fairness by satisfying peoples' understanding of democracy and their “right” to participate in decisions that affect them. However, despite years of experience and “best practices”, governing bodies at all levels struggle to implement successful, genuine participation that leads to fair decisions. Ultimately, decision-making about natural resources such as water is a process that takes place in a wider power context where some groups have greater access to sources of power and entitlements. This research applies a “Social Justice Framework” (SJF) to examine the experiences of different stakeholder groups in making their voices heard during water reform processes in the Murray–Darling Basin in Australia. The experiences of croppers and graziers in two different floodplains show how historical advantages and disadvantages affect the power balance between different stakeholder groups and their ability to participate in and influence water decision-making. Applying the three components of the SJF, distributive, procedural and interactive justice, in water decision-making should lead to greater equity in distribution and underline the importance of good governance in decision-making processes.  相似文献

In organic philosophy, the concept of “naturalness” is of major importance. According to the organic interpretation of animal welfare, natural living is considered a precondition for accomplishing welfare and the principal aims of organic production include the provision of natural living conditions for animals. However, respective regulations are lacking in organic legislation. In practice, the life of a calf in organic rearing systems can deviate from being natural, since common practices in dairy farms include early weaning, dehorning, or cow-calf separation soon after birth. This case study explores how calf welfare is approached in six different organic dairy farms and how far the concept of naturalness is implemented. The farms included in this study were located in Norway and Sweden. A semi-structured questionnaire was used for data collection. The interviewed farmers approach the concept of welfare in various ways and state that “naturalness” is an aspect of animal welfare. However, in practice in the calf rearing systems under study, only a few “naturalness” aspects were implemented. Reasons for the observed discrepancy might lie in differing understandings of “naturalness,” in economic restrictions, and in other trade-offs resulting from production system inherent characteristics and in limited regulation concerning provision of natural living aspects.  相似文献

The Western Governors' Association (WGA) includes both the public lands states with their issues and the plains states, which are 98% privately owned. WGA deals with most legislation affecting biodiversity, whether the effect is direct or tangential. It will probably not be possible, or desirable, for one entity to be in charge of biodiversity conservation. The Endangered Species Act, public lands laws, agricultural laws, water law, environmental laws, and funding legislation all affect biodiversity conservation and the responsibility for it. None of them on their own are enough, and most can cause harmful unintended consequences for biodiversity. The experience of western states in developing consensus principles for reauthorization of the Endangered Species Act provides an example of common-sense ways to improve management of biodiversity, notwithstanding the complexity and large stakes involved. The WGA's proposed changes call for increasing the role of states, streamlining the act, and increasing certainty for landowners and water users. To achieve sustainable conservation for biodiversity, the better question is not “Who is/should be in charge?”, it is “How do we get this done?” To answer this, we need goals, guidance, and bottom lines from federal laws, and management and oversight at the state level, but they all need to support local on-the-ground partnerships. Sustainable conservation requires the active participation of those who live there. WGA's experience in coordinating the Great Plains Partnership as well as its work with watershed efforts shed light on what to expect. Multilevel partnerships are not easy and require a different way of doing business. The ad hoc, sitespecific processes that result do not lend themselves to being legislated, fit into organizational boxes, or scored on a budget sheet. They do require common sense and a longterm perspective.  相似文献

In policy support of municipal solid waste (MSW) management, life cycle assessment (LCA) can serve to compare the environmental or economic impacts of two or more options for waste processing. The scope of waste management LCAs generally focuses less attention on future developments, e.g., where will recycling take place, and more on the environmental performance of prototypes, e.g., the incineration of all waste compared to recycling. To provide more robust support for Swiss waste glass-packaging disposal, scenarios of Swiss waste glass-packaging are assessed from a life cycle perspective. The scenarios consist in schemes for the disposal of the total amount of Swiss waste glass-packaging, i.e., different combinations of recycling and downcycling in Switzerland or abroad developed in Part I, Meylan et al. (2013). In this article (Part II), the disposal schemes are assessed with respect to eco-efficiency, an indicator that combines total environmental impacts and gross value added in Switzerland. Results show that no policy alternative guarantees environmental impact reductions and gross value added gains under all developments of exogenous constraints. Downcycling to foam glass in Switzerland is not only an environmentally sound disposal option, but it also buffers gross value added losses in case domestic recycling (and thus glass-packaging production in Switzerland) ceases in the future. The substitution of products based on raw materials other than Swiss cullet is the main responsible for change in environmental and economic impacts. Hence, an eco-efficiency maximizing policy should consider the products of disposal schemes. The combination of scenario analysis and eco-efficiency assessment as presented in this paper can be applied to other contexts (i.e., countries, waste fractions).  相似文献

A study of “harmless” odors was utilized as a platform for determining the cost impact of envi‐ronmental effects resulting from management decisions. The cost to society of “harmless” odors eventually leads to internal costs for companies emitting the odors. It is easier to determine societal costs for “harmless” odors than to estimate the internal costs that eventually accrue to a company. Water governance has emerged as perhaps the most important topic of the international water community in the 21st century, and achieving “good” water governance is now a focus of both policy discourse and innumerable development projects. Somewhat surprisingly in light of this attention, there is widespread confusion about the meaning of the term “water governance”. This paper reviews the history of the term's use and misuse to reveal how the concept is frequently inflated to include issues that go well beyond governance. Further, it highlights how calls to improve water governance often espouse predetermined goals that should instead be the very function of water governance to define. To help overcome this confusion, the paper suggests a more refined definition of water governance and related qualities of good water governance that are consistent with broader notions of the concepts. In light of the substantial resources allocated in its name, this paper's findings show there is significant potential to strengthen efforts at improving water governance.  相似文献

The “triple bottom line” approach emphasizes not only economic goals, but social and environmental objectives as well. The “telework” option—in which employees work from home or a satellite office rather than from a central location—would appear to advance all three of these aims. But a close look at the specifics of teleworking makes clear that more data are needed to determine its ultimate impact. Moreover, despite its apparent advantages, teleworking is gaining acceptance less quickly than might be expected. The revelatory paper, “Dilemmas in the General Theory of Planning,” by Rittel and Webber (Policy Sci 4:155–169, 1973) has had great impact because it provides one example of an emergent consensus across many disciplines. Many “problems,” as addressed in real-world situations, involve elements that exceed the complexity of any known or hoped-for model, or are “wicked.” Many who encounter this work for the first time find that their concept of wicked problems aptly describes many environmental disputes. For those frustrated with the lack of progress in many areas of environmental protection, Rittel and Webber’s work suggested a powerful explanatory hypothesis: Complex environmental problems cannot be comprehended within any of the accepted disciplinary models available in the academy or in discourses on public interest and policy. What should we conclude about the future of social improvements, and about the possibilities for rational discourse leading to cooperative action, with respect to this huge number of pressing public, environmental problems? Can we find ways to address environmental problems that improves the ability of communities to respond creatively and rationally to them? I will argue that, while the Rittel-Webber critique requires us to abandon many of the assumptions associated with a positivistic view of science and its applications to policy analysis, it also points to a more productive direction for the future of policy analysis. I will introduce “boundary critique,” developed within Critical Systems Theory (CST), an approach that offers some reason for optimism in dealing with some aspects of wickedness.  相似文献

Recent years have seen advancements in the development and use of life-cycle assessment (LCA) analytic techniques. Although these techniques have highlighted the power of LCA to identify the environmental consequences of a product system through its entire life cycle, they have also highlighted a major shortcoming of LCA—the lack of cost information. Because companies make daily decisions that involve trade-offs between economics and the environment, including cost information in LCA is critical for advancing its use as an overall environmental decision-making tool. This article outlines the current state of LCA methodology development, defines key life-cycle cost assessment terms and concepts, and evaluates existing cost assessment techniques with the objective of building an integrated life-cycle cost assessment tool.  相似文献
