The International Standardization Organization (ISO) will be publishing the first international environmental management system standard: ISO 14001. The ultimate impact of this standard is subject to heated debate throughout the industrial and environmental communities. This article focuses on one aspect of the standard: the process of certification/registration. ISO 14001 is a voluntary initiative. Companies will need to decide for themselves whether or not to pursue certification. As indicated in Section 1 of ISO 14001, ?This International Standard is applicable to any organization that wishes to
- a) implement, maintain and improve an environmental management system;
- b) assure itself of its conformance with its stated environmental policy;
- c) demonstrate such conformance to others;
- d) seek certification/registration of its environmental management system by an external organization;
- e) make a self determination and declaration of conformance with the standard.”?

This study proposes a model linking firm motivations for seeking ISO 14001 certification to the effectiveness of three major components of an environmental management system (EMS)--environmental policy, the assessment of environmental aspect and impacts, and management review. The relationship of these EMS components with a self-reported measure of environmental performance is also examined. From a sample of 29 ISO 14001 certified facilities in Hong Kong (of 71 total certifications at the time the data was collected), it was found that motivations to enhance firm reputation are positively related to perceptions of the effectiveness of the policy statement. Motivations for reputation enhancement and cost reduction were positively related to perceptions of EMS effectiveness in assessing environmental aspects and impacts. The effectiveness of the methodology for identifying environmental aspects and impacts was also found to be positively related to improved environmental performance. 相似文献

In this study, we seek to verify the contributions made by three international standards to efforts by eight companies to reduce their environmental impacts and move toward sustainable development. The standards considered in this article are the International Organization for Standardization's (ISO) 9001 (quality), ISO 14001 (environmental management systems), and the Occupational Health and Safety Assessment Series (OHSAS) 18001. The eight companies analyzed for this study are located in the state of Rio Grande do Sul in Brazil. As part of this work, the authors generated a proposed sustainable positioning matrix and placed each company within one of four quadrants—economic approach, environmental approach, social approach, and sustainability approach—derived from the context of the Triple Bottom Line (Elkington, 2004 ). 相似文献

The methodological framework set by standards ISO 14001 and ISO 14004 gives only general principles for environmental aspects
assessment, which is regarded as one of the most critical stages of implementing environmental management system. In Estonia,
about 100 organizations have been certified to the ISO 14001. Experience obtained from numerous companies has demonstrated
that limited transparency and reproducibility of the assessment process serves as a common shortcoming. Despite rather complicated
assessment schemes sometimes used, the evaluation procedures have been largely based on subjective judgments because of ill-defined
and inadequate assessment criteria. A comparison with some similar studies in other countries indicates a general nature of
observed inconsistencies. The diversity of approaches to the aspects’ assessment in concept literature and to the related
problems has been discussed. The general structure of basic assessment criteria, compatible with environmental impact assessment
and environmental risk analysis has also been outlined. Based on this general structure, the article presents a tiered approach

The field of environmental risk management is relatively new and has developed rapidly over the past several years. There has been, however, a significant lack of integration of seemingly dissimilar disciplines into a meaningful context for top management risk decisions—until now. A new holistic approach, centered on the ISO 14001 standard for environmental management systems, addresses many of the issues that have kept environmental risk management focused on technical rather than strategic issues. This article describes the risk management process, illustrates how the ISO 14001 standard can be used by organizations to integrate and assess technical environmental information, and shows how to place this information in a strategic risk management context. It also explains how key ISO 14001 concepts such as policy implementation, operational control, and continuous improvement form the basis of a systems approach, and why the systems approach is the preferred, cost-effective structure for controlling environmental risk. 相似文献

Is ISO 14001 just for the private sector? The answer is definitely “No.” The survey in this article was conducted to better understand how ISO 14001/Environmental Management Systems (EMSs) was being addressed by state agencies around the country. The survey goals were to determine where the focus on ISO 14001/EMSs is within state government, what the level of interest is, and how far states have progressed toward some form of use or recognition of ISO 14001. During the months that this survey was conducted, the progress at the state and federal levels was remarkable. Many states are aggressively moving forward and encouraging the investigation of ISO 14001 implementation. There is a well coordinated effort between several states (the Multi-State Working Group) to gather data on ISO 14001 effectiveness in a consistent manner. The cooperation between EPA and the states is beginning to solidify, with federal dollars going to state-managed pilot programs, and EPA has stepped forward with a more organized effort led by the Office of Reinvention. 相似文献

This summer, July 1, 1997, to be exact, marks the deadline for compliance with the International Code for the Safe Management of Ships and Pollution Prevention (ISM Code or simply the Code) as set forth in Chapter IX of the Safety of Life at Sea Convention (SOLAS). As widely reported, enforcement officials in the United States, Australia, and other major flag and port states are promising stepped-up criminal enforcement of marine pollution laws and “zero tolerance” for non-compliance with the ISM Code. The Department of Justice has highlighted this area in enforcement policy announcements, including a statement by the Assistant Attorney General last autumn.1 Especially given Justice's recent indictments of vessel owners for modest pollution events and these new admonitions, prudent vessel owners will be striving to meet the SOLAS timetable. For shipping firms discerning enough to have successfully navigated a course to certification, the issue instead will be how to sustain safety and environmental management improvement and build on this excellence to advance a broader range of objectives. This article will show how firms in either position may find inspiration in ISO 14001—the environmental management system (EMS) specification developed by the International Organization for Standardization. 相似文献

/ This study aims to investigate the ISO 14001 implementation process and its implications for regional environmental management. The region of Central Japan (known as Chubu in Japanese, which literally means center) was chosen for this case study. The study focuses on selected issues such as the: (1) trends and motives of private firms in the implementation of an ISO 14001-based environmental management system (EMS); (2) obstacles during system implementation; (3) role of the system in enhancing environmental performance within the certified organization; and (4) relation between the major stakeholders, local citizens, governments, and firms after adopting the system. To achieve these objectives, a questionnaire survey was mailed to all certified firms in the region. A 58% response was achieved overall. The results show that the main aims behind the adoption of ISO 14001 by firms in the Chubu region are to improve the environmental aspects within the enterprises and to enhance the employees' environmental awareness and capacity. The results have also shown that the ISO 14001-based EMS has had a great effect on a firm's environmental status as certified firms have claimed that natural resources such as fuel, water, and paper consumption have been more efficiently managed after adopting the system. Implementation of the system causes the firms to consider the role of the local people and the government in more effectively involving the local people in the firm's daily environmental activities. It also helps to enhance the environmental awareness among the local people. Adopting the system also promotes a better relation within the enterprises affiliated to the same group, such as more attention given by the parent firms (head offices) towards other firms working for the same group, or branches-mainly small and medium sized enterprises (SMEs)-in the field of EMS. Finally, the results show that firms give serious consideration to their final products' impacts on the environment. In other words, attention is given to life cycle analysis (LCA) among certified firms. 相似文献
