Summary Since the late 1970s, the National Environment Secretariat (NES) in Kenya has viewed environmental impact assessment (EIA) as a principal tool for meeting its environmental protection objectives. Prior to the formation of the Inter-Ministerial Committee on the Environment (IMCE), NES was ineffective in forcing any project proponents to take the EIA requirements seriously. The IMCE has provided NES with the ability to co-opt Committee members and to use the legislatively based mandates of those members to enforce its EIA requirements for industrial projects. A successful example of this co-optation is the case of the Leather Industries of Kenya (LIK), involving a new tannery whose final siting and wastewater treatment control facilities were substantially influenced by the EIA process. Although the LIK case does not offer a basis for generalisation, it provides insights into: (a) how EIA is implemented for new industrial facilities in Kenya, (b) the advantages and disadvantages of the EIA system, and (c) the constructive roles donor agencies can play in promoting institutional reforms for EIA.Dr Rafik Hirji is a Senior Engineer at James M. This paper describes a heuristic model which helps to relate a developing nation's environmental risk to the level of sophistication appropriate in adjusting management strategy to dealing with environmental hazards. The model takes into account three factors: the degree of risk, the stage of economic growth, and the sophistication of adjustment. The interrelationship of these factors is examined, and the role of international cooperation in establishing strategies is outlined.  相似文献

Sound is considered as a pollutant when it exceeds undesirable limits for the recipient. One of the significant environmental problems associated with industries is noise pollution generated by machinery. The main objectives of this study were to measure noise levels generated by machinery that the workers were exposed to at five industrial facilities in the State of Kuwait. Also, to assess if these levels were within acceptable standards, for Kuwait lacks environmental standards for such a pollutant. To achieve the objectives of the study two food manufacturing companies, a cement-brick making plant, a furniture factory and a car washing facility were selected for the purpose of the research.The study showed that workers operating machinery at the five facilities were exposed to high noise levels without any kind of ear protection. Noise levels recorded during the study were very high and exceeded the British Noise at Work Regulations of 1989. In Kuwait there are no regulations to abate noise in the working environment and workers are not required to wear ear protective muffs. The results of the study indicate that, the concerned environmental and health organisations in Kuwait should be compelled to establish noise level standards and controls to safeguard the health of workers and the public at large.  相似文献

Environmental protection is a topical and controversial issue of contemporary Third World development. As a result of the growing crisis of environment and development as well as issues of global environmental balance, divergent views and proposals have been put forward by external governments, international agencies, and environmental groups in resolving the environmental degradation problems of the developing world. However, very little appraisal has been made of the efforts by indigenous Third World governments in facing up to their environmental conservation issues. This article examines the role of past and recent government environmental control policies and programs in Nigeria. The article analyzes three aspects of environmental protection: (1) the theoretical economic bases of environmental protection and the Nigerian approach to environmental protection, including traditional values and modern institutional control measures, the latter embracing nature conservation efforts; (2) environmental considerations in national development plans; and (3) the evolution of a federal environmental protection agency and a national policy on environment. Finally, the article discusses the future challenges and directions for environmental policy.  相似文献

Summary Efforts to improve environmental protection in the developing countries continue to dominate the global agenda of environmental conservation for sustainable development. However, very little comment is made regarding the impact of the non-governmental agencies in conservation matters in the developing countries. This paper explores the nature and role of environmental pressure groups in environmental conservation in Nigeria, and discusses potential avenues of cooperation which might exist with external agencies seeking to support environmental protection efforts in the developing world through formal non-governmental channels.Dr Boyowa A. The paper examines how the concept of ‘excessive costs’ has been interpreted in the implementation of industrial pollution control in the UK. Since 1984, industrial air pollution regulation in the EU has been guided by the framework concept of Best Available Technology Not Entailing Excessive Costs (BATNEEC). With the introduction of the Integrated Pollution Prevention and Control (IPPC) Directive in 1996, this has been replaced by the concept of Best Available Techniques (BAT). Despite the absence of the NEEC qualification, IPPC BAT includes excessive costs in its definition of ‘available’. Both concepts require interpretation and both devolve potentially controversial decisions to the level of the individual site regulator. A central issue in interpreting ‘excessive costs’ is the relative importance of environmental cost–benefit analysis versus the ability of a sector to ‘afford’ environmental improvements. Also important is how such concepts can be operationalized by regulators who lack resources and depend upon industry for information. The paper provides a historical account of how these issues have been dealt with in the UK and argues that the key difficulties are far from being resolved. The 1991 EU Nitrate Directive was designed to reduce water pollution from agriculturally derived nitrates. England and Wales implemented this Directive by controlling agricultural activities within their most vulnerable areas termed Nitrate Vulnerable Zones. These were designated by identifying drinking water catchments (surface and groundwater), at risk from nitrate pollution. However, this method contravened the Nitrate Directive because it only protected drinking water and not all waters. In this paper, a GIS was used to identify all areas of groundwater vulnerable to nitrate pollution. This was achieved by constructing a model containing data on four characteristics: the quality of the water leaving the root zone of a piece of land; soil information; presence of low permeability superficial (drift) material; and aquifer properties. These were combined in a GIS and the various combinations converted into a measure of vulnerability using expert knowledge. Several model variants were produced using different estimates of the quality of the water leaving the root zone and contrasting methods of weighting the input data. When the final models were assessed all produced similar spatial patterns and, when verified by comparison with trend data derived from monitored nitrate concentrations, all the models were statistically significant predictors of groundwater nitrate concentrations. The best predictive model contained a model of nitrate leaching but no land use information, implying that changes in land use will not affect designations based upon this model. The relationship between nitrate levels and borehole intake depths was investigated since there was concern that the observed contrasts in nitrate levels between vulnerability categories might be reflecting differences in borehole intake depths and not actual vulnerability. However, this was not found to be statistically important. Our preferred model provides the basis for developing a new set of groundwater Nitrate Vulnerable Zones that should help England and Wales to comply with the EU Nitrate Directive.  相似文献

The reform of previously state-owned and operated industries in many Less Developed Countries (LDCs) provide contrary experiences to those in the developed world, which have generally had more equitable distributional impacts. The economic reform policies proposed by the so-called ‘Washington Consensus’ state that privatisation provides governments with opportunities to raise revenues through the sale of under-performing and indebted state industries, thereby reducing significant fiscal burdens, and, at the same time, facilitating influxes of foreign capital, skills and technology, with the aim of improving operations and a ‘trickle-down’ of benefits. However, experiences in many LDCs over the last 15–20 years suggest that reform has not solved the problem of chronic public-sector debt, and that poverty and socio-economic inequalities have increased during this period of ‘neo-liberal’ economics. This paper does not seek to challenge the policies themselves, but rather argues that the context in which reform has often taken place is of fundamental significance. The industry-centric policy advice provided by the IFIs typically causes a ‘lock-in’ of inequitably distributed ‘efficiency gains’, providing minimal, if any, benefits to impoverished groups. These arguments are made using case study analysis from the electricity and mining sectors.  相似文献

This study explores the possibility of collective action as an alternative option for reducing water pollution for a cluster of small-scale industries. A case study of the Nandesari Industrial Estate in Gujarat, India, demonstrates the roles played by different agents, such as affected parties, polluters, non-governmental organizations, regulators and the court. The study empirically estimates the 'benefits' and 'costs' of water pollution abatement for a cluster of 250 small-scale industries at Nandesari, and uses these estimates for a social cost-benefit analysis. Benefits are estimated using the contingent valuation method, with a 'willingness to accept' format for the rural areas, and a 'willingness to pay' format for the urban area of the nearby Vadodara city. The article considers costs of command and control, market-based solutions and the option of common effluent treatment as alternative scenarios. It discusses how collective action and joint abatement at a common effluent treatment plant (CETP) by the 250 industries efficiently comply with the State Pollution Control Board norms, which had not been possible for the factories acting individually over the last 20 years. Finally, a detailed social cost-benefit analysis has been undertaken to estimate the net present social benefits with and without CETP. The cost-benefit analysis shows the economic advantage and social desirability of 'collective action' (joint treatment with CETP institutional arrangement) for water pollution abatement with respect to all possible scenarios comprising shadow prices of investment, foreign exchange, unskilled labour and equity considerations.  相似文献

We examine the control of air pollution caused by households burning wood for heating and cooking in the developing world. Since the problem is one of controlling emissions from nonpoint sources, regulations are likely to be directed at household choices of wood consumption and combustion technologies. Moreover, these choices are subtractions from, or contributions to, the pure public good of air quality. Consequently, the efficient policy design is not independent of the distribution of household income. Since it is unrealistic to assume that environmental authorities can make lump sum income transfers part of control policies, efficient control of air pollution caused by wood consumption entails a higher tax on wood consumption and a higher subsidy for more efficient combustion technologies for higher income households. Among other difficulties, implementing a policy to promote the adoption of cleaner combustion technologies must overcome the seemingly paradoxical result that efficient control calls for higher technology subsidies for higher income households.  相似文献

Water management is changing its paradigm. The millennia of economic indoctrination are to be replaced by the logic of ecology. The economic sector satisfying the demands for water and water‐related services guided until now by its own ideology and institutions, is gradually becoming an integral part of environmental protection and eco‐economy. Within the great diversity of national water policies, efforts towards sustainability are a dominant common objective. Discussions of the World Water Fora and other initiatives indicate that ecologically oriented water management is the emerging new challenge for achieving this objective. Ecological orientation emphasizes the unified system of the world water balance processes as transmitters of various human impacts leading to economic externalities. Water management is becoming a component of the processes of globalization primarily through its externalities requiring a comprehensive informational infrastructure as well as adequate institutional competence for their management. The paper analyzes fundamental features of the conceptual models incorporating such informational and institutional arrangements. The outlook of water is inseparably tied to the world order of the future, and water management in the world of globalization can either promote a genuine worldwide collaboration or can become a source of dangerous international tensions and conflicts.  相似文献

The objectives of this paper are to define the scope of global population growth within the uncompromising everyday realities of technology, economies, and politics and to demonstrate the intimate between the human population problem and the increasing problem of Nature's destruction. It is hoped that the human species will come to its sense in time to create an adequate standard of living of all of its members in peace and environmental balance. The number of people the world can support is considered in terms of 1) the provision for a standard of living adequate for everyone's health and wellbeing, 2) consideration for wildlife and nature, and 3) reliance on existing levels of technology and politics. Standards of living are suggested for the affluent and the austere. The focus on the discussion is on standards of living, global carrying capacity, the imperatives of population control and respect for nature, humans versus wildlife, and the need for a universal declaration of respect for nature. Carrying capacity is determined by total land area, cultivated land area, forest land area, cereals (grain), and wood. Use per capita of each of the 5 essentials is determined for the affluent or austere standard of living. An affluent standard means that world population would be limited to 2 billion, which is 50% of the current population. An austere standard of living means a limit of 3 billion, or 33% less than the existing population. The unfortunate reality is that today's total population of 4.5 billion is increasing at an annual rate of 1.9% and is not expected to level off until it has increased 3 times. This population growth occurs at the expense of wildlife. Of the total terrestrial animal biomass, humans constitute 4% and domestic livestock 15%, which, in 40 years, will reach a combined 40% and lead to more species extinction. One species of bird or mammal will become extinct for each increase of 220 million people, which happens every 3 years. The solution is a radical stop, reversal, and stabilization of population to achieve one which is lower than today's 4.5 billion.  相似文献

The paper briefly develops an approach toward using pollution coefficients from one country as an expedience for applying an environmental economic analysis to a separate, but similar country for which hard data may not be available.The Coefficients are defined based upon information available from the Netherlands and the United States in combination with input-output data available for Belgium. No other environmental variable of such ecological importance to estuarine and coastal marine ecosystems around the world has changed so drastically, in such a short period of time, as dissolved oxygen. While hypoxic and anoxic environments have existed through geological time, their occurrence in shallow coastal and estuarine areas appears to be increasing, most likely accelerated by human activities. Several large systems, with historical data, that never reported hypoxia at the turn of the 19th century (e.g., Kattegat, the sea between Sweden and Denmark) now experience severe seasonal hypoxia. Synthesis of literature pertaining to benthic hypoxia and anoxia revealed that the oxygen budgets of many major coastal ecosystems have been adversely affected mainly through the process of eutrophication (the production of excess organic matter). It appears that many ecosystems that are now severely stressed by hypoxia may be near or at a threshold of change or collapse (loss of fisheries, loss of biodiversity, alteration of food webs).  相似文献

The current status of aquatic organotin pollution in Taiwan is reviewed. In freshwater sediments and biota, especially in rice-field related habitats, phenyltins (PTs) were dominant among the organotin pollutants, whereas butyltins (BTs) were usually predominant in marine environments. Among the marine habitats, contamination levels were found to be in the descending order of harbour and estuary>fish cultural site>coastal>offshore>coral reefs. Imposex snails were observed in all the sampling years (1990-2003). Meanwhile, organotin concentrations were greater in winter than those in summer, whereas proportions of PTs were much higher in summer than in winter. Due to the lack of continuous monitoring data, the effectiveness of the ban on TPT usage in agriculture in 1999 and the prohibition of TBT use on small boats in 2003 is still not known.  相似文献
