A contingent valuation approach was used to estimate maximum willingness-to-pay for improved air quality in Utah County. Respondents demonstrated a high rate of concern over poor air quality and averaged a willingness-to-pay of $37 per month per household. Noniterative openended questions were used successfully. No information bias was observed but benchmark values did influence bids. Willingness-to-pay for improved air quality was large for both sexes and across all income groups, ages, and occupations. 相似文献

Traditional air pollution management practices are examined using the human ecological framework adopted by Boyden and others (1981) in their study of Hong Kong—the biohistorical or biosocial approach. The subsequent analysis of current air quality management practices assesses their effectiveness in protecting the overall health of both humans and the natural environment. The uncertainties inherent in air pollution management practices which emerge highlight the need to reduce emissions rather than rely on scientific knowledge to define clean air. The assessment also clearly defines roles for research in various areas such as atmospheric models, health effects, and environmental damage. The final recommendations emphasize the need for the introduction of such incentives to reduce emissions as economic instruments and warn against using health information to define clean air. Health and environmental damage information can, however, be used in risk assessment strategies together with atmospheric dispersion models. 相似文献

China recently announced ambient air quality standards. This article describes the standards and compares them with standards that exist in the Federal Republic of Germany, Japan, and the United States. An unusual feature of the Chinese standards is the establishment of different classes of standards, applicable in different types of areas. The present status of air pollution in several Chinese cities is examined. Data on the levels of suspended particulates, sulfur dioxide, and carbon monoxide in several Chinese cities are presented. Subsurface agricultural drainage waters from western San Joaquin Valley, California, were found to contain elevated concentrations of the element selenium in the form of selenate. In 1978, these drainage waters began to replace previous input to Kesterson Reservoir, a pond system within Kesterson National Wildlife Refuge; this substitution was completed by 1982. In the 1983 nesting season, unusual rates of deformity and death in embryos and hatchlings of wild aquatic birds (up to 64% of eared grebe and American coot nests) occurred at the refuge and were attributed to selenium toxicosis. Features necessary for contamination to have taken place included geologic setting, climate, soil type, availability of imported irrigation water, type of irrigation, and the unique chemical properties of selenium. The mechanisms of biogeochemical cycling raise questions about other ecosystems and human exposure. 相似文献

This study evaluated the prospective damage costs of PM(2.5) inhalation. We performed a health risk assessment based on an exposure-response function to estimate the annual population risk in the Seoul metropolitan city, Korea. Also, we estimated a willingness-to-pay (WTP) amount for reducing the mortality rate in order to evaluate a statistical life value. We combined the annual population risk and the value-of-statistical-life to calculate the damage cost estimate. In the health risk assessment, we applied the PM(2.5) relative risk to evaluate the annual population risk. We targeted an exposure population of 5,401,369 persons who were over the age of 30. Using a Monte-Carlo simulation for uncertainty analysis, we estimated that the population risk of PM(2.5) inhalation during a year in Seoul is 2181 premature deaths for acute exposure and 18,510 premature deaths for chronic exposure. The monthly average WTP for 5/1000 mortality reduction over ten years is $20.20 USD (95% C.I: $16.60-24.50) and the implied value-of-statistical-life (VSL) is $485,000 USD (95% C.I: $398,000-588,000). The damage cost estimate due to risk from PM(2.5) inhalation in Seoul is about $1057 million USD per year for acute exposure, and $8972 million USD per year for chronic exposure. It is important to note that this cost estimate does not reflect all health damage cost estimates in this urban area. This recommendation is a model for evaluating a mortality risk reduction and as such we must re-evaluate an integrated application of morbidity risk. 相似文献

Agricultural conservation easements (ACEs) involve the significant expenditure of public funds through either tax benefits and/or direct public expenditures. The selection of agricultural parcels for conservation should, therefore, maximise net public benefits to the extent possible within financial constraints and the need for agricultural viability to maintain working landscapes. Some programmes select agricultural parcels for conservation easements based only on agricultural viability and/or land cost, however, without explicit consideration of the many other public benefits often associated with ACEs. This paper illustrates application of a method for increasing the public benefits of agricultural conservation easements through a case study in the northern San Joaquin Valley of California. The method is a strategic planning process that incorporates both a GIS-based quantitative assessment and a more qualitative assessment. Such an approach is a supplement to – rather than a substitute for – the more science-based Landscape Evaluation and Site Evaluation (LESA) approach developed by the US Soil Conservation Service (SCS) and cost-minimisation approaches that emphasise economic considerations. However, we show that public land use planning and regulatory policies are essential for agricultural conservation. Acquisition strategies in isolation will not be successful without complementary public regulatory policies. 相似文献

The purpose of this study is to quantify the marginal willingness to pay (MWTP) for clean air in China. We provide the first estimate of MWTP for clean air by implementing a hedonic method using housing price and air quality data from Shanghai. Our estimates imply that air pollution has a significant and negative impact on housing price. We also find that the willingness to pay for better air quality varies significantly across different income groups. This paper helps to deepen our understanding of the economic impacts of air pollution in emerging Asian metropolises where residents are suffering from the most severe respiratory health problems. 相似文献

With China's rapid economic development, environmental problems have become more and more serious. Particulate air pollution is terrible in cities with large and dense population. It may lead to adverse health effects and economic costs. In this study, we calculated the health effects of pollution caused by particulate matter with aerodynamic diameters less than 10mum (PM(10)) in 111 Chinese cities in 2004 according to statistical data and epidemiological exposure-response functions. Using economic burden of disease analysis, an economic assessment of these health risks was also presented. In contrast to many previous studies that have examined individual cities, this study covered most large and medium-sized cities in China, which accounted for more than 70% gross domestic product (GDP) of China in 2004. The total economic cost caused by PM(10) pollution was estimated as approximately US$ 29,178.7 million. Mega cities such as Beijing, Shanghai, and Tianjin contribute relatively more to the total costs. The results will help policy makers in formulating more effective countermeasures and increasing public awareness to enhance environmental protection. 相似文献

Santiago, Chile has the distinction of having among the worst urban air pollution problems in Latin America. As part of an atmospheric pollution reduction plan, the Santiago Regional Metropolitan government defined an environmental policy goal of using urban forests to remove particulate matter less than 10 microm (PM(10)) in the Gran Santiago area. We used cost effectiveness, or the process of establishing costs and selecting least cost alternatives for obtaining a defined policy goal of PM(10) removal, to analyze this policy goal. For this study, we quantified PM(10) removal by Santiago's urban forests based on socioeconomic strata and using field and real-time pollution and climate data via a dry deposition urban forest effects model. Municipal urban forest management costs were estimated using management cost surveys and Chilean Ministry of Planning and Cooperation documents. Results indicate that managing municipal urban forests (trees, shrubs, and grass whose management is under the jurisdiction of Santiago's 36 municipalities) to remove PM(10) was a cost-effective policy for abating PM(10) based on criteria set by the World Bank. In addition, we compared the cost effectiveness of managing municipal urban forests and street trees to other control policies (e.g. alternative fuels) to abate PM(10) in Santiago and determined that municipal urban forest management efficiency was similar to these other air quality improvement measures. 相似文献

Air pollution, a by-product of economic growth, has been incurring extensive environmental costs in Seoul, Korea. Unfortunately, air pollution impacts are not treated as a commercial item, and thus it is difficult to measure the environmental costs arising from air pollution. There is an imminent need to find a way to measure air pollution impacts so that appropriate actions can be taken to control air pollution. Therefore, this study attempts to apply a choice experiment to quantifying the environmental costs of four air pollution impacts (mortality, morbidity, soiling damage, and poor visibility), using a specific case study of Seoul. We consider the trade-offs between price and attributes of air pollution impacts for selecting a preferred alternative and derive the marginal willingness to pay (WTP) estimate for each attribute. According to the results, the households' monthly WTP for a 10% reduction in the concentrations of major pollutants in Seoul was found to be approximately 5494 Korean won (USD 4.6) and the total annual WTP for the entire population of Seoul was about 203.4 billion Korean won (USD 169.5 million). This study is expected to provide policy-makers with useful information for evaluating and planning environmental policies relating specifically to air pollution. 相似文献

The impact pathway approach (IPA) is used to estimate quantitatively the level of health effects caused by particulate matter
(PM10) and sulfur dioxide (SO2) emission from a lignite-fired power plant located in the Mae Moh area in northern region of Thailand. Health benefits are
then assessed by comparing the levels of estimated health impacts without and with the installation of the flue gas desulfurization
(FGD) equipment. The US EPA industrial source complex model is used to model air pollution dispersion at the local scale,
and the sector average limited mixing meso-scale model is used to model air pollution transport at the regional scale. The
quantification of the health end points in physical terms is carried out using the dose–response functions established recently
for the population in Bangkok, Thailand. Monetarization of these effects is based on the benefit transfer method with appropriate
adjustment. Finally, it has been found that the installation of the FGD to control SO2 emission at Mae Moh significantly reduces adverse health effects not only on the population living near the power plant but
also all over the country. A FGD unit installed at the 300-MW power unit can result, on average, in 16 fewer cases of acute
mortality, 12 fewer cases of respiratory and cardiac hospital admissions, and almost 354,000 fewer days with acute respiratory
symptoms annually. In monetary terms this benefit is equivalent to US $18.2 million (1995 prices) per annum. This benefit
is much higher than the annualized investment and operation costs of FGD (US $7.4 million/yr). 相似文献

The Kathmandu Valley in Nepal has experienced a very rapid increase in population resulting in considerable land use/land
cover change and also a series of environmental problems. One of the results of the population increase is an expansion of
brick manufacturing within the Valley because most structures are brick. The brick kilns are intense in several locations
of the Valley and have an interesting pattern of using the same lands for bricks during the dry season and then conversion
to rice during the wet, summer monsoon months. The increase in brick production has contributed to environmental problems
including decreased soil productivity, lowered ground water levels, and particularly air pollution. Brick manufacturing has
little, if any, effective regulation. There is a lack of current, accurate data on brick production that could be resolved
by remote sensing methods. Controls should be established and more information acquired on the location and impacts of brick

This paper deals with cost-effectiveness of the economic incentive policies of the bubble concept and offset credits relative to the policy of direct regulations of air emissions. The second section discusses single- and multi-plant bubbles, their adoption across regions and industries, the methods used to control emissions and the extent of savings in costs. We conclude that despite the delay resulting from duplication of review of state implementation plans by both the state and the Environmental Protection Agency, the required technological commands, the requirement to model air quality and the restrictions to permit bubbling only in the attainment areas, the policy is progressing successfully and should be encouraged by eliminating the restrictions. The third section analyzes the policy of emission offset credit, trading, and banking which can permit economic growth in nonattainment areas. It reviews the available literature, which deals only with aggregation of offsets across cities instead of individual offset trades. Progress by individual offset trades is analyzed in terms of the number of offsets, their acceptance across regions, the extent of reductions in emissions, and the classification of the offsets into internal and external trades. Comparison of estimated capital costs and prices of individual offsets with direct regulation costs reveals that the former are economical. We conclude that despite the problems of high tradeoff ratios, the short and uncertain life of the emission offset credits and the technological commands, the policy is progressing successfully and should be encouraged further by relaxing restrictions.This paper represents the author's personal views. China's top legislature amended a law that “sets environmental protection as the country's basic policy”, which planned to force regulators to make improvements in air quality. Limited studies have attempted to estimate separate values for attributes of air quality improvements from the perspective of how residents value the reduction of haze and health benefits. We apply a discrete choice experiment to estimate the economic benefits involved in these changes. The analysis demonstrates that residents from urban areas are positively willing to pay for air quality improvement. We further employ a mixed logit model and a latent class model to investigate potential heterogeneity in preferences. The preference heterogeneity is significantly related to individuals' exposure to health risks relating to air quality, which is represented by whether the residence location of the respondent is covered by haze/smog on the interview day. 相似文献

Assessing the ecosystem service of air pollutant removal by urban trees in Guangzhou (China) 总被引:7,自引:0,他引:7
In Chinese cities, air pollution has become a serious and aggravating environmental problem undermining the sustainability of urban ecosystems and the quality of urban life. Besides technical solutions to abate air pollution, urban vegetation is increasingly recognized as an alternative ameliorative method by removing some pollutants mainly through dry deposition process. This paper assesses the capability and monetary value of this ecosystem service in Guangzhou city in South China. The results indicated an annual removal of SO(2), NO(2) and total suspended particulates at about 312.03Mg, and the benefits were valued at RMB90.19 thousand (US$1.00=RMB8.26). More removal was realized by recreational land use due to a higher tree cover. Higher concentration of pollutants in the dry winter months induced more removal. The lower cost of pollution abatement in China generated a relatively subdued monetary value of this environmental benefit in comparison with developed countries. Younger districts with more extensive urban trees stripped more pollutants from the air, and this capacity was anticipated to increase further as their trees gradually reach final dimensions and establish a greater tree cover. Tree cover and pollutant concentration constitute the main factors in pollutant removal by urban trees. The efficiency of atmospheric cleansing by trees in congested Chinese cities could be improved by planting more trees other than shrubs or grass, diversifying species composition and biomass structure, and providing sound green space management. The implications for greenery design were discussed with a view to maximizing this ecosystem service in Chinese cities and other developing metropolises. 相似文献

The U.S. Environmental Protection Agency (USEPA) and the U.S. Department of Agriculture (USDA) are promoting point/nonpoint trading as a way of reducing the costs of meeting water quality goals. Farms can create offsets by implementing management practices such as conservation tillage, nutrient management and buffer strips. To be eligible to sell offsets or credits, farmers must first comply with baseline requirements. USEPA guidance recommends that the baseline for nonpoint sources be management practices that are consistent with the water quality goal. A farmer would not be able to create offsets until the minimum practice standards are met. An alternative baseline is those practices being implemented at the time the trading program starts, or when the farmer enters the program. The selection of the baseline affects the efficiency and equity of the trading program. It has major implications for which farmers benefit from trading, the cost of nonpoint source offsets, and ultimately the number of offsets that nonpoint sources can sell to regulated point sources. We use a simple model of the average profit-maximizing dairy farmer operating in the Conestoga watershed in Pennsylvania to evaluate the implications of baseline requirements on the cost and quantity of offsets that can be produced for sale in a water quality trading market, and which farmers benefit most from trading. 相似文献

The data base for each process of the nuclear fuel cycle has been updated as a part of the Committee on Nuclear and Alternative Energy Systems (CONAES) at Brookhaven National Laboratory (BNL). The BNL Energy System Network Simulator (ESNS) was modified to accommodate the new data, and methodology was developed for estimating population dose and health effects resulting from atmosphere releases of radioactive materials from the nuclear fuel cycle.Estimates of population dose and health effects were made using these new CONAES emission data and the new model for three scenarios out to the year 2000: (1) no reprocessing; (2) reprocessing, 1-year cooling; and (3) reprocessing, 5-year cooling. Results indicate that radon emissions from mining and milling of uranium bearing ores will have greater impacts than any other component in the open nuclear fuel cycle. The estimated number of health effects will depend, to a large extent, on the lung model mechanism assumed to induce cancer; i.e., either the smeared or the unsmeared model. The smear model and the linear relationship predict for scenario 1, 630; for scenario 2, 949; and for scenario 3, 854 lung cancers, respectively, using the new CONAES data.Epidemiologic data from six United States counties were correlated using a new statistical model (described in the text) in order to test the validity of the lung model and the linear relationship. Results do not support the high lung cancer correlations expected from the unsmear model and the linear relationship; therefore, it is concluded that low-dose mechanisms may be different from those developed from high-dose data. The best place to look for effects of low-dose radiation may be the less developed countries because of a reduction in the noise level caused by chemical pollutants. 相似文献

Data collected from the five air-quality monitoring stations established by the Taiwan Environmental Protection Administration in Taipei City from 1994 to 2003 are analyzed to assess the temporal variations of air quality. Principal component analysis (PCA) is adopted to convert the original measuring pollutants into fewer independent components through linear combinations while still retaining the majority of the variance of the original data set. Two principal components (PCs) are retained together explaining 82.73% of the total variance. PC1, which represents primary pollutants such as CO, NO(x), and SO(2), shows an obvious decrease over the last 10 years. PC2, which represents secondary pollutants such as ozone, displays a yearly increase over the time period when a reduction of primary pollutants is obvious. In order to track down the control measures put forth by the authorities, 47 days of high PM(10) concentrations caused by transboundary transport have been eliminated in analyzing the long-term trend of PM(10) in Taipei City. The temporal variations over the past 10 years show that the moderate peak in O(3) demonstrates a significant upward trend even when the local primary pollutants have been well under control. Monthly variations of PC scores demonstrate that primary pollution is significant from January to April, while ozone increases from April to August. The results of the yearly variations of PC scores show that PM(10) has gradually shifted from a strong correlation with PC1 during the early years to become more related to PC2 in recent years. This implies that after a reduction of primary pollutants, the proportion of secondary aerosols in PM(10) may increase. Thus, reducing the precursor concentrations of secondary aerosols will be an effective way to lower PM(10) concentrations. 相似文献
