Sediment quality guidelines (SQGs) assess the ability of bottom sediment to sustain healthy infauna and water quality guidelines (WQGs) provide protection for a designated percentage of aquatic species. Filter-feeding marine species, e.g. oysters and mussels, acquire food from particles in the water column and protection of these animals is not provided by SQGs or WQGs. The current work investigated the relationship between metal (Cu, Zn) concentrations in total and fine-fraction (<62.5 μm) surficial sediment digested in a range of acids and chelating agents and oyster tissue metal concentrations. A strong correlation between oyster tissue Cu and Zn concentrations and fine-fraction surficial sediment digested in 1 M HCl provided a sedimentary guideline which predicted tissue metal concentrations in oysters and established a level (<45 μg g−1 and <1000 μg g−1, respectively) for protecting oysters from exceeding human consumption levels (70 μg g−1 and 1000 μg g−1, respectively).  相似文献

Sentinel species are biological monitors that accumulate a pollutant in their tissues without significant adverse effects. Primarily used to measure the amount of a pollutant that is biologically available, they may also increase the sensitivity of an analytical procedure or summarise a complex pollution signal. This paper examines the validation of sentinels, referring particularly to the use of invertebrates in monitoring toxic metal pollution in terrestrial ecosystems. Few studies measure the capacity of a sentinel to quantify changes in ambient levels. Definitions of 'bioavailability' also differ between workers and few note that this may be a highly species-specific measure. Validation requires that the temporal and spatial scales over which a sentinel integrates a pollution signal are known. The sentinel has to be calibrated against source concentrations and this relationship shown to be consistent over the normal range of exposure. This requires some consideration of the environmental and biological determinants of pollutant assimilation. Differences between populations can confound simple comparisons between sites based on native populations. Transplanted individuals, matched for age, sex and physiological state, might be used when the aim is not to assess bioavailability to the resident population. A simple measure of their capacity to detect differences in ambient pollutant levels is proposed to evaluate candidate species, to assess their consistency and capacity to equilibrate with their source. A small survey of earthworms from a well-defined gradient of Pb pollution is used to illustrate problems of interpreting tissue concentrations in sentinels.  相似文献

The "Black Triangle" area (covering northern Bohemia, southern Saxony and part of lower Silesia) has been one of the most polluted areas in Central Europe. The area was named mainly because of high emissions of sulfur and dust. After the political changes at the end of the 1980s a significant improvement in air quality has been achieved. In this study, we have investigated the future development of air pollution in the region of Saxony and northern Bohemia with special regard to the species sulfur dioxide, ozone, and aerosol particles. Relevant limit values for protection of human health defined or suggested in directives by the European Commission were checked in worst-case scenarios for the year 2005. It can be estimated, that the remaining air pollution problems in the Black Triangle area are more or less the same as in the other EU-countries and can be solved only by joint efforts.  相似文献

EU Directives stipulate that PM10 should be measured using the gravimetric reference method as laid out in EN12341 [CEN, 1998. Air Quality – Determination of the PM10 Fraction of Suspended Particulate Matter – Reference Method and Field Test Procedure to Demonstrate Reference Equivalence of Measurement Methods. European Committee for Standardisation], or an equivalent method as demonstrated using EC guidance [EC, 2005. Demonstration of Equivalence of Ambient Air Monitoring Methods. European Commission Working Group on Guidance for the Demonstration of Equivalence]. There is however a conflict between the requirement to measure PM10 using the gravimetric reference method and the need for rapid public reporting, and many member states, including the UK, rely on non-gravimetric techniques to measure PM10. In the UK the majority of PM10 measurements are made using the Tapered Element Oscillating Microbalance (TEOM), which does not meet the equivalence criteria [Harrison, D., 2006. UK Equivalence Programme for Monitoring of Particulate Matter. Defra, London]. The implied need to upgrade or replace TEOMs with an equivalent automated measurement technique has significant cost implications. The model described in this paper was based on analysis of daily mean measurements of PM10 by the Filter Dynamics Measurement System (FDMS) and the TEOM at UK sites. It uses the FDMS measurement of the volatile component of PM10 (referred to here as FDMS purge) to correct for differences in the sensitivity to volatile PM10 between the TEOM and the EU gravimetric reference method. The model equation for the correction of TEOM PM10 measurements is: TEOMVCM = TEOM ? 1.87 FDMS purge due to the regional homogeneity of volatile PM, the FDMS purge concentration may be measured at a site distant to the TEOM, allowing the possibility of using a single FDMS instrument to correct PM10 measurements made by several TEOMs in a defined geographical area. The model was assessed against the criteria for the EC Working Group's Guidance for the Demonstration of Equivalence of Ambient Air Monitoring Methods [EC, 2005. Demonstration of Equivalence of Ambient Air Monitoring Methods. European Commission Working Group on Guidance for the Demonstration of Equivalence]. The model satisfies the equivalence criteria using remote FDMS purge measurements for distances up to 200 km (in 22 out of 23 data sets). These data provide strong evidence that the model is a viable tool for correcting measurements from TEOM instruments on the national and local government networks.  相似文献

The “irritation signaling” model proposed that a long term contribution to chronic bronchitis might result from the repeated delivery of “signals” resulting from temporary localized acidification of the bronchial epithelium by the action of Individual particles. This led to a prediction that the effectiveness of particles in inducing changes in mucus secreting cell numbers/types should depend on the number of particles deposited that contained a particular amount of acid—implying that particles below a certain size cutoff (and therefore lacking a minimum amount of acid) should be ineffective; and that particle potency per unit weight should be greatest at the cutoff and decline strongly above the cutoff.

Since the development of this hypothesis both epidemiologlcal observations and some experimental studies have tended to reinforce the notion that acid particles can make a contribution to relatively long lasting bronchitic-like changes, and enhance the desirability of more direct testing of the model. In this paper we develop a general theoretical framework for the contributions of environmental agents to chronic obstructive lung disease, and a series of alternative hypotheses against which the predictions of the “Irritant signaling” model can be compared. Based on this, we suggest a research program that could be used to further develop and test the model and reasonable alternatives.  相似文献

A study has been carried out to compare the results of PM10 determinations using TEOMTM and gravimetric instruments. Whilst the TEOM instruments have been used by the UK Government for many years to develop a National Air Quality Objective, the European Directive (99/30/EC) Stage 1 limit values for PM10 require a gravimetric method (or an approved equivalent method) to be used. However, there are significant differences between the two techniques, which have been investigated by co-locating a TEOM PM10 monitor and a gravimetric (Partisol) PM10 sampler at Marylebone Road, London between June 1997 and January 2000. This paper investigates the current practice of using a single ‘correction factor’ on TEOM PM10 data when these data are being used to assess the EU Stage 1 limit values for PM10, which should be measured using a gravimetric technique. The ability of the ‘corrected’ TEOM PM10 values to accurately reflect the annual mean and the number of 24 h means above 50 μg m−3 produced by the co-located Partisol PM10 sampler is used as the test for the suitability of the single correction factor. This study demonstrates that a single ‘correction factor’ will not reflect the site and season specificity.  相似文献

Green infrastructure (GI) and ecosystem services (ES) are promoted as concepts that have potential to improve environmental planning in urban areas based on a more holistic understanding of the complex interrelations and dynamics of social–ecological systems. However, the scientific discourses around both concepts still lack application-oriented frameworks that consider such a holistic perspective and are suitable to mainstream GI and ES in planning practice. This literature review explores how multifunctionality as one important principle of GI planning can be operationalized by approaches developed and tested in ES research. Specifically, approaches developed in ES research can help to assess the integrity of GI networks, balance ES supply and demand, and consider trade-offs. A conceptual framework for the assessment of multifunctionality from a social–ecological perspective is proposed that can inform the design of planning processes and support stronger exchange between GI and ES research.  相似文献

In this policy perspective, we outline several conditions to support effective science–policy interaction, with a particular emphasis on improving water governance in transboundary basins. Key conditions include (1) recognizing that science is a crucial but bounded input into water resource decision-making processes; (2) establishing conditions for collaboration and shared commitment among actors; (3) understanding that social or group-learning processes linked to science–policy interaction are enhanced through greater collaboration; (4) accepting that the collaborative production of knowledge about hydrological issues and associated socioeconomic change and institutional responses is essential to build legitimate decision-making processes; and (5) engaging boundary organizations and informal networks of scientists, policy makers, and civil society. We elaborate on these conditions with a diverse set of international examples drawn from a synthesis of our collective experiences in assessing the opportunities and constraints (including the role of power relations) related to governance for water in transboundary settings.  相似文献

ABSTRACT

The objective of this study was to determine whether ultraviolet-light-emitting diodes (UV-LEDs) could serve as an efficient photon source for heterogeneous photocatalytic oxidation (PCO). An LED module consisting of 12 high-power UV-A (λmax?=?365 nm) LEDs was designed to be interchangeable with a UV-A fluorescent black light blue (BLB) lamp for a bench scale annular reactor packed with silica-titania composite (STC) pellets. Lighting and thermal properties of the module were characterized to assess its uniformity and total irradiance. A forward current (I F) of 100 mA delivered an average irradiance of 4.0 mW cm?2 at a distance of 8 mm, which is equivalent to the maximum output of the BLB, but the irradiance of the LED module was less uniform than that of the BLB. The LED and BLB reactors were tested for the oxidization of ethanol (50 ppmv) in a continuous-flow-through mode with 0.94 sec residence time. At the same average irradiance, the UV-A LED reactor resulted in a lower CO2 production rate (19.8 vs. 28.6 nmol L?1 s?1), lower ethanol removal (80% vs. 91%), and lower mineralization efficiency (28% vs. 44%) than the UV-A BLB reactor. Ethanol mineralization was enhanced with the increase of the irradiance at the catalyst surface. This result suggests that reduced ethanol mineralization in the LED reactor relative to the BLB reactor at the same average irradiance could be attributed to the nonuniform irradiance over the photocatalyst, that is, a portion of the catalyst was exposed to less than the average irradiance. The potential of UV-A LEDs may be fully realized by optimizing the light distribution over the catalyst and utilizing their instantaneous “on” and “off” feature for periodic irradiation. Nevertheless, our results also showed that the current UV-A LED module had the same wall plug efficiency (WPE) of 13% as that of the UV-A BLB, demonstrating that UV-A LEDs are a viable photon source both in terms of WPE and PCO efficiency.

IMPLICATIONS Mercury (Hg)-vapor lamps are common UV sources for photocatalysis but create safety and environmental concerns because they contain Hg; furthermore, they have a relatively short life span. This paper demonstrated that the UV-A LED is a viable alternative to the Hg-vapor lamps without sacrificing PCO efficiency if the design of the LED arrays is improved to increase the lighting uniformity. The use of LEDs could eliminate hazardous Hg wastes and extend the application of photocatalysis in places requiring more compact and robust air purification solutions.  相似文献

BACKGROUND, AIMS AND SCOPE: According to the German Federal Soil Protection Act, the natural function of soil as a habitat for human beings, animals, plants and soil organisms is, among other things, to be protected by deriving soil values for important chemicals regarding their amounts in the environment, their persistence and/or their toxicity. This contribution presents the results of the mathematical derivation of such values for nine metals and ten organic substances from soil ecotoxicological effect values available in the literature for microbial processes, plants and soil invertebrates. MATERIAL AND METHODS: Ecotoxicological data were mostly extracted from published papers and reports and had to originate from valid studies that were performed according to internationally standardised guidelines (e.g. ISO) or were otherwise well documented, plausible and performed according to accepted laboratory practice. As test results, both structural (i.e., effects on mortality, growth or reproduction) and functional (i.e., effects on microbial activity or organic matter breakdown) parameters were included. The derivation of soil values was performed using the distribution based extrapolation model (DIBAEX) and EC(50)s (Effective Concentration) as input data. RESULTS: For 19 compounds, soil values could be calculated. In 18 of these 19 cases clear laboratory ecotoxicological effects (i.e., EC50 values) below the calculated soil value have been found in the literature. DISCUSSION: In those few cases where a comparison with field studies is possible, effects have been observed in the same order of magnitude as the calculated soil values. A comparison with other similar approaches confirmed the plausibility of the calculated values. CONCLUSIONS: The DIBAEX-method is a feasible and widely accepted method for deriving soil values from ecotoxicological input data. Data availability was already satisfactory for some substances, but other substances, especially organics, were only poorly covered. The soil values presented here were based on EC50 input data. However, depending on the protection level aimed at by using soil values in legislation, it might be appropriate to use other input data such as NOECs in the derivation process. RECOMMENDATIONS AND PERSPECTIVES: It is recommended to generate an appropriate number of data for further relevant substances by means of a test battery or multi-species approaches such as terrestrial model ecosystems. These tests should also consider the influence of the bioavailability of substances. A final recommendation for legally binding soil values demands a plausibility check of the mathematically derived values. This should include a comparison with natural background concentrations, soil values for other pathways and soil values used in legislation of other countries. The treatment of hazardous sites in Baden-Württemberg is based on three legal documents: the state waste disposal art (LAbfG, 1990), the assessment committee directive (KommissionsVO, 1990), and the guide values directive (UM & SM B-W, 1993). The guide values directive was commonly issued by the Ministry of Labor, Health and Social Affairs and the Ministry of the Environment of the state of Baden-Württemberg (UM & SM B-W, 1993) and contains a three-level hierarchy of numerical criteria and rules which serve as both screening levels during the investigation and as remediation objectives. The decision for the appropriate level of remediation is based on feasibility and environmental balance considerations. The levels are ordered as follows:
  • ? Level 1 (Background-Values) On principle, all remediations have to be based first on background levels. In the case of lack of feasibility or negative environmental balance for level-1 objectives use-specific requirements are considered next.
  • ? Level 2 (Assessment-Values for Worst Case Exposure Conditions) The generic requirements underlying level 2 afford appropriate protection for humans regarding the most sensitive uses of the environment. At least four resources are considered on this level: Ground-water as such and its use, the health of humans on contaminated sites, and soil with respect to growth and quality of plants. Barriers against migration of the contaminants, the effect of dilution, and abandonment of certain uses, etc., are not taken into consideration on level 2.
  • ? Level 3 (Site-Specific Requirements) Lack of feasibility or a negative environmental balance of level-2 objectives lead to consideration of site-specific circumstances which may alleviate the requirements. With respect to groundwater, the distinction is again necessary between groundwater as a resource and the use of groundwater. On level 3 the guideline gives rules of how to derive site-specific remediation objectives for groundwater in the form of concentrations and fluxes of contaminants after taking into account barriers, dilution, and the abandonment of uses.
  • The guideline is the only directive of its kind in the world that regulates both concentrations and fluxes of contaminants into groundwater.  相似文献

    Considerable effort has been expended in the UK and elsewhere to quantify and rank PCDD/F primary sources and emissions to the environment, principally the atmosphere, so that cost-effective source reduction measures can be taken. Here, we predict a congener-specific emissions inventory for primary and secondary nondioxin-regulated sources to the UK atmosphere, estimated to have ranged from 3 to 22 kg in 1996. The inventory profile is dominated by OCDD (approximately 30-40%), 1,2,3,4,6,7,8-HpCDD (approximately 15-19%) and 1,2,3,4,6,7,8-HpCDF (approximately 14-19%). Congeners 2,3,4,7,8-PeCDF and 1,2,3,7,8-PeCDD dominate the sigmaTEQ composition. Mass balance modelling suggests that the predicted congener pattern in UK air (based on the emission inventory) is similar to observed measurements, with absolute concentrations being estimated within a factor of 2 for most congeners. Calculations taking into account atmospheric weathering processes and long range (advective) transport suggest that PCDD/F sources to ambient air are primarily ongoing and that atmospheric mixing will mask individual emission source profiles/identities. This supports measured evidence for the consistency of PCDD/F air profiles observed around the UK throughout the year.  相似文献

    Stabilizing global greenhouse gas concentrations at levels to avoid significant climate risks will require massive "decarbonization" of all the major economies over the next few decades, in addition to the reduced emissions from other GHGs and carbon sequestration. Achieving the necessary scale of emissions reductions will require a multifaceted policy effort to support a broad array of technological and behavioral changes. Change on this scale will require sound, well-thought-out strategies. In this article, we outline some core principles, drawn from recent social science research, for guiding the design of clean technology policies, with a focus on energy. The market should be encouraged to make good choices: pricing carbon emissions and other environmental damage, removing distorting subsidies and barriers to competition, and supporting RD&D broadly. More specific policies are required to address particular market failures and barriers. For those technologies identified as being particularly desirable, some narrower RD&D policies are available.  相似文献

    Hydroponic root mats for wastewater treatment—a review   总被引:2,自引:0,他引:2  
    Hydroponic root mats (HRMs) are ecotechnological wastewater treatment systems where aquatic vegetation forms buoyant filters by their dense interwoven roots and rhizomes, sometimes supported by rafts or other floating materials. A preferential hydraulic flow is created in the water zone between the plant root mat and the bottom of the treatment system. When the mat touches the bottom of the water body, such systems can also function as HRM filter; i.e. the hydraulic flow passes directly through the root zone. HRMs have been used for the treatment of various types of polluted water, including domestic wastewater; agricultural effluents; and polluted river, lake, stormwater and groundwater and even acid mine drainage. This article provides an overview on the concept of applying floating HRM and non-floating HRM filters for wastewater treatment. Exemplary performance data are presented, and the advantages and disadvantages of this technology are discussed in comparison to those of ponds, free-floating plant and soil-based constructed wetlands. Finally, suggestions are provided on the preferred scope of application of HRMs.  相似文献
