Abstract: Adequacy of the ongoing koala policy process and whether it can conserve koalas is currently in dispute. To address this issue, interdisciplinary guidelines are available to improve koala policy and management and to find consensus. These guidelines focus attention on five policy elements. The first three are rational, political, and moral perspectives on koala policy; the fourth the standpoint of a participant, and the fifth is knowledge integration for practical action. We discuss and illustrate these elements with koala case material. Rationality in policy is addressed through problem orientation, which requires participants to clarify goals, identify problems, and create alternatives in an iterative way. We examined the political dynamics—value clashes—in decision processes. A decision process ideally clarifies and secures common interests. We provide standards for each decision function, such as reliability, comprehensiveness, timeliness. Morality rests on basic premises that are used to justify policy positions. Clarification of the participant's standpoint addresses differing personalities, epistemologies, disciplines, and organizational and parochial biases. Integrating knowledge for practical policy action requires a conceptual framework that is up to the demands of the task. Together the five policy elements make up a logically comprehensive set of interrelated concepts for koala policy development, implementation, and appraisal. Many opportunities exist to use these guidelines skillfully in on-the-ground koala conservation efforts to improve koala policy outcomes.  相似文献

Abstract:  Informal institutions governing the use of wild species are present in many societies. A system of prohibitions known as fady is central to Malagasy culture. We examined whether fady that relate to the use of natural resources in the eastern rainforests of Madagascar play an important conservation role. Prohibitions ranged from strict taboos in which a species or area was forbidden by the ancestors to social norms that concerned acceptable behavior when harvesting wild species. Strict taboos offered real protection to threatened species, such as the lemur Propithecus edwardsi and the carnivore Cryptoprocta ferox . Taboos also reduced pressure on some economically important endemic species by preventing their sale or limiting the harvest season. Despite their value for conservation, the taboos did not appear to originate from attempts to sustainably manage resources. Nevertheless, social norms, in which the sanction was social disapproval rather than supernatural retribution, encouraged sustainable harvesting practices for tenrecs ( Tenrec ecudatus ) and pandans ( Pandanus spp.). Unfortunately, the social norms concerning methods of harvesting pandans appeared to be breaking down in villages surrounding Ranomafana National Park, and we suggest that the imposition of external conservation rules is weakening traditional management. Informal institutions are important to conservation because they suggest ways of improving cultural understanding and conservation communication. Food taboos influence societal preferences, which affect the wider demand for a species. Most important, where capacity to enforce external conservation rules is limited, informal institutions may provide the only effective regulations. Informal institutions should receive greater attention from conservation biologists so that local people's conservation roles can be acknowledged fairly and so that potential synergies with conservation objectives can be realized.  相似文献

Resource purchasing funds have become a major tool for environmental protection and resource conservation. These funds use various strategies to target resources for conservation, the choice of which may lead to striking differences in environmental performance. This paper develops an analytical framework to analyze the impact of alternative targeting strategies on different interest groups, including consumers, producers, labor, and environmentalists. We show that ignoring the output price effect of purchasing funds reduces environmental gain and in some cases may make a purchasing fund counterproductive, and we argue that the optimal design of targeting criteria must consider the price feedback effect.  相似文献

Despite decades of discussion and implementation, conservation monitoring remains a challenge. Many current solutions in the literature focus on improving the science or making more structured decisions. These insights are important but incomplete in accounting for the politics and economics of the conservation decisions informed by monitoring. Our novel depiction of the monitoring enterprise unifies insights from multiple disciplines (conservation, operations research, economics, and policy) and highlights many underappreciated factors that affect the expected benefits of monitoring. For example, there must be a strong link between the specific needs of decision makers and information gathering. Furthermore, the involvement of stakeholders other than scientists and research managers means that new information may not be interpreted and acted upon as expected. While answering calls for sharply delineated objectives will clearly add focus to monitoring efforts, for practical reasons, high‐level goals may purposefully be left vague, to facilitate other necessary steps in the policy process. We use the expanded depiction of the monitoring process to highlight problems of cooperation and conflict. We critique calls to invest in monitoring for the greater good by arguing that incentives are typically lacking. Although the benefits of learning accrued within a project (e.g., improving management) provide incentives for investing in some monitoring, it is unrealistic, in general, to expect managers to add potentially costly measures to generate shared benefits. In the traditional linear model of the role of science in policy decisions, monitoring reduces uncertainty and decision makers are rational, unbiased consumers of the science. However, conservation actions increasingly involve social conflict. Drawing insights from political science, we argue that in high‐conflict situations, it is necessary to address the conflict prior to monitoring. Abstract: Biologists who develop and apply habitat models are often familiar with the statistical challenges posed by their data's spatial structure but are unsure of whether the use of complex spatial models will increase the utility of model results in planning. We compared the relative performance of nonspatial and hierarchical Bayesian spatial models for three vertebrate and invertebrate taxa of conservation concern (Church's sideband snails [Monadenia churchi], red tree voles [Arborimus longicaudus], and Pacific fishers [Martes pennanti pacifica]) that provide examples of a range of distributional extents and dispersal abilities. We used presence–absence data derived from regional monitoring programs to develop models with both landscape and site‐level environmental covariates. We used Markov chain Monte Carlo algorithms and a conditional autoregressive or intrinsic conditional autoregressive model framework to fit spatial models. The fit of Bayesian spatial models was between 35 and 55% better than the fit of nonspatial analogue models. Bayesian spatial models outperformed analogous models developed with maximum entropy (Maxent) methods. Although the best spatial and nonspatial models included similar environmental variables, spatial models provided estimates of residual spatial effects that suggested how ecological processes might structure distribution patterns. Spatial models built from presence–absence data improved fit most for localized endemic species with ranges constrained by poorly known biogeographic factors and for widely distributed species suspected to be strongly affected by unmeasured environmental variables or population processes. By treating spatial effects as a variable of interest rather than a nuisance, hierarchical Bayesian spatial models, especially when they are based on a common broad‐scale spatial lattice (here the national Forest Inventory and Analysis grid of 24 km2 hexagons), can increase the relevance of habitat models to multispecies conservation planning.  相似文献

The dynamics of a remnant population of the palm Neodypsis decaryi were characterized using a linear, stage-structured demographic model. This palm is a threatened keystone species restricted to a narrow ecological zone in southeastern Madagascar. The population showed high mortality rates in the early stages of the life cycle, followed by a period of lower adult mortality. Demographic results indicated that the population was either stable or increasing inside the reserve (λ m close to 1.0). Sensitivity and elasticity analyses indicated that adult stage classes were the most sensitive to producing changes in population growth rates. Continued biological monitoring is appropriate for the long-term conservation management of this palm inside the reserve. Outside the protected area the population appears to be declining rapidly, mainly because of anthropogenic effects (especially fire and grazing). If the conservation of Neodypsis decaryi is to be successful in the long term, then conservation methods must be carried out in cooperation with local villagers, and the species should be managed as a renewable resource in situ and ex situ. In situ conservation should include cultivation of this species throughout its natural range and protection of the existing viable natural populations. Alternative conservation management practices, both ecologically and economically sustainable, may be useful to alleviate the human pressures on this renewable resource. If leaves of N. decaryi are to be harvested by local people, we recommend restricting annual harvesting to about 25% of leaves per tree per year. Based on sensitivity analysis, seed collection should be kept well below 95% of the yearly crop if harvesting is not to have a significant impact on population growth rates.  相似文献
