There is profound interest in knowing the degree to which China's institutions are capable of protecting its natural forests and biodiversity in the face of economic and political change. China's 2 most important forest‐protection policies are its National Forest Protection Program (NFPP) and its national‐level nature reserves (NNRs). The NFPP was implemented in 2000 in response to deforestation‐caused flooding. We undertook the first national, quantitative assessment of the NFPP and NNRs to examine whether the NFPP achieved its deforestation‐reduction target and whether the NNRs deter deforestation altogether. We used MODIS data to estimate forest cover and loss across mainland China (2000–2010). We also assembled the first‐ever polygon dataset for China's forested NNRs (n = 237, 74,030 km2 in 2000) and used both conventional and covariate‐matching approaches to compare deforestation rates inside and outside NNRs (2000–2010). In 2000, 1.765 million km2 or 18.7% of mainland China was forested (12.3% with canopy cover of ≥70%)) or woodland (6.4% with canopy cover <70% and tree plus shrub cover ≥40%). By 2010, 480,203 km2 of forest and woodland had been lost, an annual deforestation rate of 2.7%. Forest‐only loss was 127,473 km2 (1.05% annually). In the NFPP provinces, the forest‐only loss rate was 0.62%, which was 3.3 times lower than in the non‐NFPP provinces. Moreover, the Landsat data suggest that these loss rates are overestimates due to large MODIS pixel size. Thus, China appears to have achieved, and even exceeded, its target of reducing deforestation to 1.1% annually in the NFPP provinces. About two‐thirds of China's NNRs were effective in protecting forest cover (prevented loss 4073 km2 unmatched approach; 3148 km2 matched approach), and within‐NNR deforestation rates were higher in provinces with higher overall deforestation. Abstract: Quantifying the extent to which existing reserves meet conservation objectives and identifying gaps in coverage are vital to developing systematic protected‐area networks. Despite widespread recognition of the Philippines as a global priority for marine conservation, limited work has been undertaken to evaluate the conservation effectiveness of existing marine protected areas (MPAs). Targets for MPA coverage in the Philippines have been specified in the 1998 Fisheries Code legislation, which calls for 15% of coastal municipal waters (within 15 km of the coastline) to be protected within no‐take MPAs, and the Philippine Marine Sanctuary Strategy (2004), which aims to protect 10% of coral reef area in no‐take MPAs by 2020. We used a newly compiled database of nearly 1000 MPAs to measure progress toward these targets. We evaluated conservation effectiveness of MPAs in two ways. First, we determined the degree to which marine bioregions and conservation priority areas are represented within existing MPAs. Second, we assessed the size and spacing patterns of reserves in terms of best‐practice recommendations. We found that the current extent and distribution of MPAs does not adequately represent biodiversity. At present just 0.5% of municipal waters and 2.7–3.4% of coral reef area in the Philippines are protected in no‐take MPAs. Moreover, 85% of no‐take area is in just two sites; 90% of MPAs are <1 km2. Nevertheless, distances between existing MPAs should ensure larval connectivity between them, providing opportunities to develop regional‐scale MPA networks. Despite the considerable success of community‐based approaches to MPA implementation in the Philippines, this strategy will not be sufficient to meet conservation targets, even under a best‐case scenario for future MPA establishment. We recommend that implementation of community‐based MPAs be supplemented by designation of additional large no‐take areas specifically located to address conservation targets.  相似文献

Abstract: Marine protected areas (MPAs), including no‐take marine reserves (MRs), play an important role in the conservation of marine biodiversity. We document the status of MPAs and MRs in Latin America and the Caribbean, where little has been reported on the scope of such protection. Our survey of protected area databases, published and unpublished literature, and Internet searches yielded information from 30 countries and 12 overseas territories. At present more than 700 MPAs have been established, covering more than 300,000 km2 or 1.5% of the coastal and shelf waters. We report on the status of 3 categories of protection: MPAs (limited take throughout the area), MRs (no‐take throughout the area), and mixed‐use (a limited‐take MPA that contains an MR). The majority of protected areas in Latin America and the Caribbean are MPAs, which allow some or extensive extractive activities throughout the designated area. These 571 sites cover 51,505 km2 or 0.3% of coastal and shelf waters. There are 98 MRs covering 16,862 km2 or 0.1% of the coastal and shelf waters. Mixed‐use MPAs are the fewest in number (87), but cover the largest area (236,853 km2, 1.2%). Across Latin America and the Caribbean, many biogeographic provinces are underrepresented in these protected areas. Large coastal regions remain unprotected, in particular, the southern Pacific and southern Atlantic coasts of South America. Our analysis reveals multiple opportunities to strengthen marine conservation in Latin America and the Caribbean by improving implementation, management, and enforcement of existing MPAs; adding new MPAs and MRs strategically to enhance connectivity and sustainability of existing protection; and establishing new networks of MPAs and MRs or combinations thereof to enhance protection where little currently exists.  相似文献

Abstract: Recreational angling is a popular leisure activity, the quality of which is greatly dependent on fish abundance and well‐functioning aquatic ecosystems. Aquatic protected areas (APAs) are used to help maintain and even restore aquatic systems and their associated biota, including fish species that are popular with recreational anglers. Paradoxically, the use of APAs has been a source of much contention and conflict between members of the recreational angling community and those interested in or mandated to protect aquatic resources on the basis of the interests of multiple stakeholder groups. The angling community is concerned about the loss of fishing opportunities and effectiveness of APAs. Although it is still unclear whether establishment of APAs alone can effectively protect aquatic resources, actively including the recreational angling community in the design, implementation, and management of APAs will help ensure the values of this rather substantial user group are incorporated into aquatic conservation strategies. Conversely, the probability of increasing the sustainability of recreational angling and related economies will be greatest if recreational angler groups remain open minded to both short‐term and long‐term goals of fisheries conservation strategies, including the use of APAs.  相似文献

Abstract: Networks of sites of high importance for conservation of biological diversity are a cornerstone of current conservation strategies but are fixed in space and time. As climate change progresses, substantial shifts in species’ ranges may transform the ecological community that can be supported at a given site. Thus, some species in an existing network may not be protected in the future or may be protected only if they can move to sites that in future provide suitable conditions. We developed an approach to determine appropriate climate‐change adaptation strategies for individual sites within a network that was based on projections of future changes in the relative proportions of emigrants (species for which a site becomes climatically unsuitable), colonists (species for which a site becomes climatically suitable), and persistent species (species able to remain within a site despite the climatic change). Our approach also identifies key regions where additions to a network could enhance its future effectiveness. Using the sub‐Saharan African Important Bird Area (IBA) network as a case study, we found that appropriate conservation strategies for individual sites varied widely across sub‐Saharan Africa, and key regions where new sites could help increase network robustness varied in space and time. Although these results highlight the potential difficulties within any planning framework that seeks to address climate‐change adaptation needs, they demonstrate that such planning frameworks are necessary, if current conservation strategies are to be adapted effectively, and feasible, if applied judiciously.  相似文献

Abstract: We reviewed the evidence on the extent and efficacy of conservation of tropical forest biodiversity for each of the classes of conservation action defined by the new International Union for Conservation of Nature (IUCN) classification. Protected areas are the most tested conservation approach, and a number of studies show they are generally effective in slowing deforestation. There is some documentation of the extent of sustainable timber management in tropical forest, but little information on other landscape‐conservation tactics. The extent and effectiveness of ex situ species conservation is quite well known. Forty‐one tropical‐forest species now survive only in captivity. Other single‐species conservation actions are not as well documented. The potential of policy mechanisms, such as international conventions and provision of funds, to slow extinctions in tropical forests is considerable, but the effects of policy are difficult to measure. Finally, interventions to promote tropical conservation by supporting education and livelihoods, providing incentives, and furthering capacity building are all thought to be important, but their extent and effectiveness remain poorly known. For birds, the best studied taxon, the sum of such conservation actions has averted one‐fifth of the extinctions that would otherwise have occurred over the last century. Clearly, tropical forest conservation works, but more is needed, as is critical assessment of what works in what circumstances, if mass extinction is to be averted.  相似文献

Abstract: The amount of privately conserved land is increasing worldwide. The potential of these areas to contribute to the global conservation of biodiversity is significant, given that statutory protected areas alone will not suffice. Nevertheless, there is still inadequate support for private conservation areas, and further research on appropriate, flexible, and generally applicable incentive measures is necessary. We conducted 25 semistructured interviews with the owners of private conservation areas in the Little Karoo, South Africa, to examine landowner opinions of existing conservation policies and their relationships with the local conservation authority. We also assessed landowner preferences regarding conservation incentive measures. Landowners doubted the conservation authority's capacity to implement its stewardship program and were also discouraged by the bureaucracy of the program. The conservation authority was often viewed negatively, except where landowners had experienced personal contact from conservation staff or where strong social capital had formed among landowners. Landowners did not desire financial rewards for their conservation efforts, but sought recognition of their stewardship role and greater involvement from the conservation authority through personal contact. We conclude that conservation policies for private lands could benefit from the provision of extension services to landowners, promotion of formation of groups of landowners and other stakeholders, and public acknowledgment of the contributions private conservation areas make.  相似文献

Biodiversity conservation strategies are increasingly focused on regions outside national protected areas, where animals face numerous anthropogenic threats and must coexist with human settlements, livestock, and agriculture. The effects of these potential threats are not always clear, but they could have profound implications for population viability. We used savannah elephants (Loxodonta africana) as a case study to assess the physiological stress associated with living in a human‐livestock‐dominated landscape. We collected samples over two 3‐month periods in 2007 and 2008. We used fecal DNA to identify 96 individual elephants in a community conservation area (CCA) and measured fecal glucocorticoid metabolite (FGM) concentrations as a proxy for stress. The CCA is community Maasai land managed for livestock and wildlife. We compared the FGM concentrations from the CCA to FGM concentrations of 40 elephants in Amboseli National Park and 32 elephants in the Maasai Mara National Reserve, where human settlements and intense livestock grazing were absent. In the CCA, we found no significant individual differences in FGM concentrations among the elephants in 2007 (p = 0.312) or 2008 (p = 0.412) and no difference between years (p = 0.616). The elephants in the CCA had similar FGM concentrations to the Maasai Mara population, but Amboseli elephants had significantly lower FGM concentrations than those in either Maasai Mara or the CCA (Tukey pairwise test, p < 0.001), due primarily to females excreting significantly lower FGM relative to males (p = 0.025). In the CCA, there was no relation among female group size, average pairwise group relatedness, and average group FGM concentration. We found no clear evidence of chronic stress in elephants living on CCA communal land, which is encouraging for conservation strategies promoting the protection of animals living outside protected areas. Abstract: There has been a dramatic increase in the number of conservation organizations worldwide. It is now common for multiple organizations to operate in the same landscape in pursuit of different conservation goals. New objectives, such as maintenance of ecosystem services, will attract additional funding and new organizations to conservation. Systematic conservation planning helps in the design of spatially explicit management actions that optimally conserve multiple landscape features (e.g., species, ecosystems, or ecosystem services). But the methods used in its application implicitly assume that a single actor implements the optimal plan. We investigated how organizational behavior and conservation outcomes are affected by the presence of autonomous implementing organizations with different objectives. We used simulation models and game theory to explore how alternative behaviors (e.g., organizations acting independently or explicitly cooperating) affected an organization's ability to protect their feature of interest, and investigated how the distribution of features in the landscape influenced organizations’ attitudes toward cooperation. Features with highly correlated spatial distributions, although typically considered an opportunity for mutually beneficial conservation planning, can lead to organizational interactions that result in lower levels of protection. These detrimental outcomes can be avoided by organizations that cooperate when acquiring land. Nevertheless, for cooperative purchases to benefit both organizations’ objectives, each must forgo the protection of land parcels that they would consider to be of high conservation value. Transaction costs incurred during cooperation and the sources of conservation funding could facilitate or hinder cooperative behavior.  相似文献

Adaptive management of natural resources is an iterative process of decision making whereby management strategies are progressively changed or adjusted in response to new information. Despite an increasing focus on the need for adaptive conservation strategies, there remain few applied examples. We describe the 9‐year process of adaptive comanagement of a marine protected area network in Kubulau District, Fiji. In 2011, a review of protected area boundaries and management rules was motivated by the need to enhance management effectiveness and the desire to improve resilience to climate change. Through a series of consultations, with the Wildlife Conservation Society providing scientific input to community decision making, the network of marine protected areas was reconfigured so as to maximize resilience and compliance. Factors identified as contributing to this outcome include well‐defined resource‐access rights; community respect for a flexible system of customary governance; long‐term commitment and presence of comanagement partners; supportive policy environment for comanagement; synthesis of traditional management approaches with systematic monitoring; and district‐wide coordination, which provided a broader spatial context for adaptive‐management decision making. The global extent of macroalgal forests is declining, greatly affecting marine biodiversity at broad scales through the effects macroalgae have on ecosystem processes, habitat provision, and food web support. Networks of marine protected areas comprise one potential tool that may safeguard gene flow among macroalgal populations in the face of increasing population fragmentation caused by pollution, habitat modification, climate change, algal harvesting, trophic cascades, and other anthropogenic stressors. Optimal design of protected area networks requires knowledge of effective dispersal distances for a range of macroalgae. We conducted a global meta‐analysis based on data in the published literature to determine the generality of relation between genetic differentiation and geographic distance among macroalgal populations. We also examined whether spatial genetic variation differed significantly with respect to higher taxon, life history, and habitat characteristics. We found clear evidence of population isolation by distance across a multitude of macroalgal species. Genetic and geographic distance were positively correlated across 49 studies; a modal distance of 50–100 km maintained FST < 0.2. This relation was consistent for all algal divisions, life cycles, habitats, and molecular marker classes investigated. Incorporating knowledge of the spatial scales of gene flow into the design of marine protected area networks will help moderate anthropogenic increases in population isolation and inbreeding and contribute to the resilience of macroalgal forests. Land‐acquisition strategies employed by conservation organizations vary in their flexibility. Conservation‐planning theory largely fails to reflect this by presenting models that are either extremely inflexible—parcel acquisitions are irreversible and budgets are fixed—or extremely flexible—previously acquired parcels can readily be sold. This latter approach, the selling of protected areas, is infeasible or problematic in many situations. We considered the value to conservation organizations of increasing the flexibility of their land‐acquisition strategies through their approach to financing deals. Specifically, we modeled 2 acquisition‐financing methods commonly used by conservation organizations: borrowing and budget carry‐over. Using simulated data, we compared results from these models with those from an inflexible fixed‐budget model and an extremely flexible selling model in which previous acquisitions could be sold to fund new acquisitions. We then examined 3 case studies of how conservation organizations use borrowing and budget carry‐over in practice. Model comparisons showed that borrowing and budget carry‐over always returned considerably higher rewards than the fixed‐budget model. How they performed relative to the selling model depended on the relative conservation value of past acquisitions. Both the models and case studies showed that incorporating flexibility through borrowing or budget carry‐over gives conservation organizations the ability to purchase parcels of higher conservation value than when budgets are fixed without the problems associated with the selling of protected areas.  相似文献

Abstract: Different deforestation agents, such as small farmers and large agricultural businesses, create different spatial patterns of deforestation. We analyzed the proportion of deforestation associated with different‐sized clearings in the Brazilian Amazon from 2002 through 2009. We used annual deforestation maps to determine total area deforested and the size distribution of deforested patches per year. The size distribution of deforested areas changed over time in a consistent, directional manner. Large clearings (>1000 ha) comprised progressively smaller amounts of total annual deforestation. The number of smaller clearings (6.25–50.00 ha) remained unchanged over time. Small clearings accounted for 73% of all deforestation in 2009, up from 30% in 2002, whereas the proportion of deforestation attributable to large clearings decreased from 13% to 3% between 2002 and 2009. Large clearings were concentrated in Mato Grosso, but also occurred in eastern Pará and in Rondônia. In 2002 large clearings accounted for 17%, 15%, and 10% of all deforestation in Mato Grosso, Pará, and Rondônia, respectively. Even in these states, where there is a highly developed agricultural business dominated by soybean production and cattle ranching, the proportional contribution of large clearings to total deforestation declined. By 2009 large clearings accounted for 2.5%, 3.5%, and 1% of all deforestation in Mato Grosso, Pará, and Rondônia, respectively. These changes in deforestation patch size are coincident with the implementation of new conservation policies by the Brazilian government, which suggests that these policies are not effectively reducing the number of small clearings in primary forest, whether these are caused by large landholders or smallholders, but have been more effective at reducing the frequency of larger clearings.  相似文献

Abstract: Conservation efforts at local, regional, and global scales often focus on threatened species despite recent calls to adopt more equitable and potentially more economically rational approaches. Critics contend that conservation planning centered only on threatened species fails to deliver cost‐efficient conservation outcomes. We explored how planning to preserve threatened mammal species would influence the efficiency and effectiveness of conservation investments in East Kalimantan, Indonesia. We found that the explicit protection of threatened species delivered cost‐efficient outcomes in this situation, afforded adequate protection to over 90% of those species not yet considered endangered, and contributed to the partial protection of the remainder. We used Marxan, a conservation planning tool, to determine the frequency that planning units are selected in efficient reserve systems and assessed the relative risk of deforestation of each planning unit. Our methods allowed us to identify areas of the region that require the most urgent conservation action.  相似文献

Conservation easements are a standard technique for preventing habitat loss, particularly in agricultural regions with extensive cropland cultivation, yet little is known about their effectiveness. I developed a spatial econometric approach to propensity‐score matching and used the approach to estimate the amount of habitat loss prevented by a grassland conservation easement program of the U.S. federal government. I used a spatial autoregressive probit model to predict tract enrollment in the easement program as of 2001 based on tract agricultural suitability, habitat quality, and spatial interactions among neighboring tracts. Using the predicted values from the model, I matched enrolled tracts with similar unenrolled tracts to form a treatment group and a control group. To measure the program's impact on subsequent grassland loss, I estimated cropland cultivation rates for both groups in 2014 with a second spatial probit model. Between 2001 and 2014, approximately 14.9% of control tracts were cultivated and 0.3% of treated tracts were cultivated. Therefore, approximately 14.6% of the protected land would have been cultivated in the absence of the program. My results demonstrate that conservation easements can significantly reduce habitat loss in agricultural regions; however, the enrollment of tracts with low cropland suitability may constrain the amount of habitat loss they prevent. My results also show that spatial econometric models can improve the validity of control groups and thereby strengthen causal inferences about program effectiveness in situations when spatial interactions influence conservation decisions.  相似文献

Abstract: Protected areas are a cornerstone of conservation and have been designed largely around terrestrial features. Freshwater species and ecosystems are highly imperiled, but the effectiveness of existing protected areas in representing freshwater features is poorly known. Using the inland waters of Michigan as a test case, we quantified the coverage of four key freshwater features (wetlands, riparian zones, groundwater recharge, rare species) within conservation lands and compared these with representation of terrestrial features. Wetlands were included within protected areas more often than expected by chance, but riparian zones were underrepresented across all (GAP 1–3) protected lands, particularly for headwater streams and large rivers. Nevertheless, within strictly protected lands (GAP 1–2), riparian zones were highly represented because of the contribution of the national Wild and Scenic Rivers Program. Representation of areas of groundwater recharge was generally proportional to area of the reserve network within watersheds, although a recharge hotspot associated with some of Michigan's most valued rivers is almost entirely unprotected. Species representation in protected areas differed significantly among obligate aquatic, wetland, and terrestrial species, with representation generally highest for terrestrial species and lowest for aquatic species. Our results illustrate the need to further evaluate and address the representation of freshwater features within protected areas and the value of broadening gap analysis and other protected‐areas assessments to include key ecosystem processes that are requisite to long‐term conservation of species and ecosystems. We conclude that terrestrially oriented protected‐area networks provide a weak safety net for aquatic features, which means complementary planning and management for both freshwater and terrestrial conservation targets is needed.  相似文献

The conservation community is increasingly focusing on the monitoring and evaluation of management, governance, ecological, and social considerations as part of a broader move toward adaptive management and evidence‐based conservation. Evidence is any information that can be used to come to a conclusion and support a judgment or, in this case, to make decisions that will improve conservation policies, actions, and outcomes. Perceptions are one type of information that is often dismissed as anecdotal by those arguing for evidence‐based conservation. In this paper, I clarify the contributions of research on perceptions of conservation to improving adaptive and evidence‐based conservation. Studies of the perceptions of local people can provide important insights into observations, understandings and interpretations of the social impacts, and ecological outcomes of conservation; the legitimacy of conservation governance; and the social acceptability of environmental management. Perceptions of these factors contribute to positive or negative local evaluations of conservation initiatives. It is positive perceptions, not just objective scientific evidence of effectiveness, that ultimately ensure the support of local constituents thus enabling the long‐term success of conservation. Research on perceptions can inform courses of action to improve conservation and governance at scales ranging from individual initiatives to national and international policies. Better incorporation of evidence from across the social and natural sciences and integration of a plurality of methods into monitoring and evaluation will provide a more complete picture on which to base conservation decisions and environmental management.  相似文献

Established under the European Union (EU) Birds and Habitats Directives, Natura 2000 is one of the largest international networks of protected areas. With the spatial designation of sites by the EU member states almost finalized, the biggest challenge still lying ahead is the appropriate management of the sites. To evaluate the cross‐scale functioning of Natura 2000 implementation, we analyzed 242 questionnaires completed by conservation scientists involved in the implementation of Natura 2000 in 24 EU member states. Respondents identified 7 key drivers of the quality of Natura 2000 implementation. Ordered in decreasing evaluation score, these drivers included: network design, use of external resources, legal frame, scientific input, procedural frame, social input, and national or local policy. Overall, conservation scientists were moderately satisfied with the implementation of Natura 2000. Tree modeling revealed that poor application of results of environmental impact assessments (EIA) was considered a major constraint. The main strengths of the network included the substantial increase of scientific knowledge of the sites, the contribution of nongovernmental organizations, the adequate network design in terms of area and representativeness, and the adequacy of the EU legal frame. The main weaknesses of Natura 2000 were the lack of political will from local and national governments toward effective implementation; the negative attitude of local stakeholders; the lack of background knowledge of local stakeholders, which prevented well‐informed policy decisions; and the understaffing of Natura 2000 management authorities. Top suggestions to improve Natura 2000 implementation were increase public awareness, provide environmental education to local communities, involve high‐quality conservation experts, strengthen quality control of EIA studies, and establish a specific Natura 2000 fund. Seabirds are the most threatened group of marine animals; 29% of species are at some risk of extinction. Significant threats to seabirds occur on islands where they breed, but in many cases, effective island conservation can mitigate these threats. To guide island‐based seabird conservation actions, we identified all islands with extant or extirpated populations of the 98 globally threatened seabird species, as recognized on the International Union for Conservation of Nature Red List, and quantified the presence of threatening invasive species, protected areas, and human populations. We matched these results with island attributes to highlight feasible island conservation opportunities. We identified 1362 threatened breeding seabird populations on 968 islands. On 803 (83%) of these islands, we identified threatening invasive species (20%), incomplete protected area coverage (23%), or both (40%). Most islands with threatened seabirds are amenable to island‐wide conservation action because they are small (57% were <1 km2), uninhabited (74%), and occur in high‐ or middle‐income countries (96%). Collectively these attributes make islands with threatened seabirds a rare opportunity for effective conservation at scale.
