A trend is presently under way to streamline the compliance requirements of the National Environmental Policy Act of the United States through cooperative assessment procedures. Since the law was enacted in 1970, however, participants in the assessment process have tended to settle disagreements by adversarial rather than cooperative means. This study focuses on a highly acclaimed environmental assessment procedure undertaken by the U.S. Steel Corporation for its proposed $4.0 billion Lakefront Steel Plant. Survey research data were gathered to measure the underlying management philosophy perceived by interorganizational representatives, who attended a series of Technical Team meetings designed to coordinate the assessment effort and to open communication channels. A social psychological scale of behavioral dimensions was adapted from Likert to define the composition and the extent of cooperation at these meetings. A newly constructed scale was used to measure the quantity and quality of representation by each of the major organizations involved. Informal interviews were conducted with project participants to obtain further insight into member interaction. Results indicate that democratic problem solving was in evidence but also suggest a preference by respondents for improved procedures. The paper outlines areas of concern voiced by respondents and offers the means for improving the operating procedures of similar interorganizational environmental assessments.  相似文献

The tallgrass prairie version of the ELM Grassland Model was used to evaluate the potential impact of establishing a tallgrass prairie National Park in the Flint Hills region of Kansas. This total ecosystem model simulates (a) the flow of water, heat, nitrogen, and phosphorus through the ecosystem and(b) the biomass dynamics of plants and consumers. It was specifically developed to study the effects of levels and types of herbivory, climatic variation, and fertilization upon grassland ecosystems. The model was used to simulate the impact of building up herds of bison, elk, antelope, and wolves on a tallgrass prairie. The results show that the grazing levels in the park should not be decreased below the prepark grazing levels (moderate grazing with cattle) and that the final grazing levels in the park could be maintained at a slightly higher level than the prepark grazing levels.  相似文献

By mid-1990 the National Park Service (NPS) must present to Congress recommendations for managing overflights of at least ten national parks. The authors examine the potential role of formal negotiation in setting overflight policy in these parks by reviewing the overflight controversy at Grand Canyon National Park (GCNP). Regulations controlling overflights of the GCNP are only now being implemented after a 17-year conflict that culminated in a congressionally mandated solution. The authors review this controversy and find that, contrary to common perception, the number of park visitors bothered by overflights is not small but roughly equals the number of airborne visitors (up to 450,000 per year). On the basis of this investigation, the authors determine that formal negotiation would have been an appropriate policy-making process because of the clearly defined and limited number of parties and issues involved. Considering the number of park visitors that will continue to be affected by this issue, the authors conclude that formal negotiations should be considered for overflight problems involving other parks. Such negotiations should be park-specific. This paper appraises, in the context of the current debate concerning national parks for Scotland, factors that may have contributed to the achievement of national park purposes in England and Wales. Voluntary support, presumptions and resources are seen as crucial to the achievement of those purposes; while the few extra powers available to the national park authorities and the plan making process are seen to be of some importance. In contrast, it is argued that the much‐debated nature of the administrative authority has had little effect on the extent to which park purposes are achieved.  相似文献

To address the dearth of literature on the relations between local residents in urban areas and nearby higher-order exurban protected areas, this study examined the perceptions of Columbia (South Carolina) residents toward Congaree National Park. Mail-out survey results from a random sample of 455 adult residents showed positive overall attitudes toward the park, although this did not extend to a desire to personally volunteer in park activities. Cluster analysis on the basis of seven perceptual statements produced three groups: “very enthusiastic park supporters” (VEPS), accounting for one fourth of the sample; “less enthusiastic park supporters” (LEPS), accounting for approximately one half of the sample; and “ambivalents” (AMBS), accounting for the rest. The AMBS tend to be younger than members of the other clusters and have higher income, but enthusiasm was more clearly related to high levels of interaction and awareness relative to the park. Managerial implications of the study are considered, including the need to encourage higher levels of park awareness and visitation, as well as more ecologically responsible behavior, among residents of the greater Columbia urban area.  相似文献

Yosemite National Park is one of the nation's most scenic and ecologically/geologically important parks. Unfortunately, the park is subject to extensive development of concession facilities and associated high levels of visitor use. Those concerned with preservation of the park's resources have attempted to limit the types and extent of such facilities to reduce adverse impacts. Strictly speaking, resolution of the preservation versus use controversy must be based on whether the National Park Service is adhering to its legislative mandate to regulate development and use in the parks. The common interpretation of legislative mandates for national parks, including Yosemite, is that they call for a difficult balancing between the conflicting goals of preservation and use. Accordingly, although concession developments cause significant impacts, they usually have been interpreted to be within the legal discretion allowed the secretary of the interior. However, the usual interpretations of the meanings of legislative mandates for Yosemite National Park have not considered Title 16 United States Code §55, which is a very restrictive statute limiting concession facilities. Many of the limitations imposed on concession facilities by the plain language of the statute have been exceeded. If it can be shown that 16 United States Code §55 is a valid statute, the policy implications for park management in Yosemite National Park would be considerable — namely, that significant reductions in concession facilities could be required. This article examines whether the statute can reasonably be thought to be valid and encourages others to conduct further examination of this question.  相似文献

Cross-boundary issues for national parks: What works “on the ground”   总被引:1,自引:0,他引:1  
In recent years, cross-boundary management has become an essential part of park management. In this article we compare the perspectives of managers of several US national parks to the advice on this issue presented in the published literature. Data were obtained from interviews of the superintendents, assistant superintendents and resources managers of five major western national parks and from a survey of participants in a NPS workshop attended by park superintendents, scientists, and resource managers; law enforcement personnel; and interpreters. Three themes related to boundary management were consistently stressed by park managers: (10 a lack of sufficient funds and personnel within the parks; (2) the need for reliable information on both political and natural processes; and, (3) the importance of personal interactions between park staff and individuals from the surrounding area. Basic data collection, the documentation of trends, cooperative groups and personal contacts, educational programs, and land acquisition were the most useful strategies. A lack of funds and information, ineffective communication, enforcement problems, and a lack of motivation for parties to reach a negotiated agreement were the most serious obstacles. A wide range of valuable institutional knowledge concerning boundary management exists within the National Park Service; however, there appears to be a gap between published strategies and the approaches that work “on the ground”.  相似文献

The National Park Service, like other natural resource management agencies, has adopted the traditional model of public administration, which emphasizes efficiency, effectiveness, economy, and dichotomy between politics and administration. This approach is particularly ineffective in greenline parks and increasingly inappropriate in traditional areas. In an era of ecological interdependence, relationships with other agencies and jurisdictions and with adjacent as well as noncontiguous landowners are as important as controlling visitors. Recreation managers need to develop more skill in negotiation, cooperation, coordination, and interpersonal communication if they are to preserve and protect park resources.  相似文献

An evolving understanding of ecological processes, together with ambiguities in National Park Service policy, have led to multiple interpretations of the role of management in our large natural area National Parks. National Park Service management policies must be dynamic and responsive to changes in scientific knowledge and societal values. We propose that the principal aim of NPS resource management in natural areas is the unimpeded interaction of native ecosystem processes and structural elements. The case of the changing role of natural fire management is used as an example in developing this rationale.  相似文献

Water samples from streams and springs in the Great Smoky Mountains National Park were analyzed for fecal coliform, fecal streptococcus, and total coliform bacteria. Levels of bacteria were found to be highly variable but related to elevation, time of year, type of water source, and water level of the streams. Visitors did not seem to be major contributors to bacterial contamination. Levels of fecal coliform and total coliform in most water samples were unsuitable for drinking without treatment. Tennessee state standards for body contact recreation (swimming and wading) were exceeded in a few samples but none from streams suitable for swimming. As a result of these findings, park managers increased efforts to inform visitors of the need to treat drinking water and removed improvements at backcountry springs which tended to give the springs the image of safe, maintained water sources.  相似文献

Soil conservation has been a matter of federal natural resource policy for over a half century in the United States. A variety of federal programs have been undertaken to encourage soil conservation. There are goals which are essential to these programs, and there are related ancillary programs with different goals which often have had an impact on the extent to which the central soil conservation objectives have been effectively implemented. This article analyzes four aspects of federal soil conservation goals and programs: the evolution of the constellation of soil conservation goals, the problems with goal implementation, implementation effectiveness, and the appropriateness of the implementation and administration of federal goals.  相似文献

In spite of increasing annual expenditures for flood control, losses from flooding continue to rise in the United States. This seeming contradiction arises from overdependence on federally supported structural solutions to flood problems. Nonstructural controls are initiated reluctantly at local levels of government because of constitutional questions, restrictions of local tax bases, lack of federal subsidies for nonstructural solutions, and the high costs of delineating flood hazard areas. The success of the National Flood Insurance Program is doubtful since only about five percent of the flood-prone communities in the United States have qualified for the regular program. Future reduction of flood losses is dependent upon increasing popular awareness of flood hazards and altering federal subsidy policies to reduce the impact of local land-use regulations.  相似文献

In 2006, we used the U.S. Coast Guard’s Automatic Identification System (AIS) to describe patterns of large commercial ship traffic within a U.S. National Marine Sanctuary located off the coast of Massachusetts. We found that 541 large commercial vessels transited the greater sanctuary 3413 times during the year. Cargo ships, tankers, and tug/tows constituted 78% of the vessels and 82% of the total transits. Cargo ships, tankers, and cruise ships predominantly used the designated Boston Traffic Separation Scheme, while tug/tow traffic was concentrated in the western and northern portions of the sanctuary. We combined AIS data with low-frequency acoustic data from an array of nine autonomous recording units analyzed for 2 months in 2006. Analysis of received sound levels (10–1000 Hz, root-mean-square pressure re 1 μPa ± SE) averaged 119.5 ± 0.3 dB at high-traffic locations. High-traffic locations experienced double the acoustic power of less trafficked locations for the majority of the time period analyzed. Average source level estimates (71–141 Hz, root-mean-square pressure re 1 μPa ± SE) for individual vessels ranged from 158 ± 2 dB (research vessel) to 186 ± 2 dB (oil tanker). Tankers were estimated to contribute 2 times more acoustic power to the region than cargo ships, and more than 100 times more than research vessels. Our results indicate that noise produced by large commercial vessels was at levels and within frequencies that warrant concern among managers regarding the ability of endangered whales to maintain acoustic contact within greater sanctuary waters. A myriad of factors, both economic and political, influenced the voting by members of the United States Congress on the 1978 National Energy Act. Determinant factors considered in our analysis included the percentage of residents in the Congressman's district residing in the central city or on farms; the percentage of residents who belong to labor unions; the average level of education of the residents; oil, coal, and natural gas production in the state relative to total domestic production. The results, determined by means of logit analysis, indicate that the impact on low-income energy consumers, the effect on overall employment, the impact on farmers, and the benefits to energy interests, as well as ideology and the subjective perception that the need exists to do something about the energy situation in the United States, were all important explanatory factors.The author is an economist with the United States Department of Energy. The effect of past distributions of animal populations now extinct in an area from unknown causes is considered relative to their status as exotic or native in national parks. The example is the bison (Bisonbison) on the Copper and Chitina river drainages in Alaska in the USA which was introduced prior to establishment of Wrangell-St. Elias National Park and Preserve. The fossil record suggests that bison were present as recently as 500 years ago in Alaska. The policy of the US National Park Service to maintain natural ecosystems and restrict or eliminate exotic species raises the issue of whether this species should be treated as exotic or native.  相似文献

Benefits-based management seeks to provide recreation benefits for recreation participants by managing the physical environments in which recreation occurs. This study investigates the relationship between benefits desired by visitors and the physical, social, and managerial characteristics of settings that facilitate realization of recreation benefits. Data such as perceived benefits from recreation experiences, setting attributes that significantly influenced perceived benefits, and sociodemographic variables were collected from 376 visitors to Sorak-san National Park in the eastern part of the Korean peninsula. Cluster analysis was used to group visitors' desired benefits into 12 domains: relationship with nature/scenery, escaping pressure, learning about nature, family togetherness, introspection, exploration, autonomy/achievement, being with friends, leading others, skills/learning, risk taking, and meeting/observing new people. Multiple regression was used to link benefit domains with the characteristics of settings. The social attribute of recreation settings was linked to eight of the ten benefit domains. There were two statistically strong multiple regression correlations: (1) between domain of “relationship with nature /scenery” and the attributes “forest/water,”“attractive nature,” and “facility/maintenance” and (2) between the domain of “escaping pressure” and the attributes “attractive nature” and “social.” The results of this study are useful to managers in their efforts to provide recreation opportunities for visitors to achieve beneficial outcomes.  相似文献

Interbasin transfers (IBTs) are man‐made transfers of water that cross basin boundaries. These transfers are used to distribute water resources according to supply and demand. The objectives of this work were to quantify the number of IBTs that exist in the United States (U.S.) and to examine the distribution of IBTs and potential causes associated with any observed clustering of IBTs. Defining “basin” was important to enable determination of which transfers qualify as “interbasin.” A variety of definitions are employed by states, with no federal definition. The most recent national studies of IBTs were conducted by the U.S. Geological Survey (USGS) in 1985 and 1986 using USGS Hydrologic Unit Code (HUC) definitions of basins. To build a 2016 inventory of IBTs in the U.S., and to identify where they most commonly occur, the USGS National Hydrography Database (NHD) was utilized in conjunction with the Watershed Boundary Dataset (WBD). Transfers across HUC6 basin boundaries were considered interbasin. Geographical information analysis with the NHD and WBD databases revealed that there are a total of 2,161 man‐made waterways crossing HUC6 basin boundaries in the U.S. IBTs are somewhat concentrated: Florida, Texas, and North Carolina account for over 50% of the total identified IBTs. For some states, identified IBTs are locally clustered. Analysis of these clusters suggests a variety of reasons that IBTs have been built, including population, drainage, and agricultural factors.  相似文献

当今环保产业作为新兴战略产业在世界范围内迅速成长。美国作为全球环保产业的领头羊,其环保产业的发展离不开政府行之有效的发展政策。美国政府主要通过法律法规、税收、贷款、债券、基金、放宽出口管制、以外交促贸易等政策措施,促进了美国环保产业的技术创新、投融资及国际贸易。借鉴美国政策经验,我国应在环保产业管制政策、技术创新政策、财税政策、国际贸易政策上做出相应改进,以促进我国环保产业积极健康发展。  相似文献
