This paper deals with a key issue related to municipal waste incineration, which is the efficiency of energy recovery. A strong driver for improving the energy performances of waste-to-energy plants is the recent Waste Framework Directive (Directive 2008/98/EC of the European Parliament and of the Council of 19 November 2008 on waste and repealing certain Directives), which allows high efficiency installations to benefit from a status of “recovery” rather than “disposal”. The change in designation means a step up in the waste hierarchy, where the lowest level of priority is now restricted to landfilling and low efficiency wastes incineration. The so-called “R1 formula” reported in the Directive, which counts for both production of power and heat, is critically analyzed and correlated to the more scientific-based approach of exergy efficiency. The results obtained for waste-to-energy plants currently operating in Europe reveal some significant differences in their performance, mainly related to the average size and to the availability of a heat market (district heating).  相似文献

In this study a system analysis is presented for a European registration system for hazardous waste shipment notifications. The administrative procedures for the notifications according to the European Community (EC) directives are in use in several Member States, among others the Netherlands and Belgium. The new system should enable efficient notification procedures, without the large number of forms and the delays in obtaining transit and import permissions that are currently observed. Only one form is needed for each hazardous waste transport within the EC, accompanying the transport.The system also allows the generation of compiled information for all EC Member States by using a database structure. Rather than manually administrating the information of the forms, this information is transmitted and stored electronically. With an estimated number of 100,000 transfrontier transports of hazardous waste per year in the European Community, this greatly decreases time and costs for aggregating hazardous waste transport data. This aggregated information is necessary for the implementation, evaluation and further development of a coherent EC waste management policy for hazardous waste treatment and disposal.  相似文献

Wastes have been aptly defined as “items i.e. resources, that have been discarded because their possessors no longer have an apparent use for them”. Accordingly, “wastes” have a significance only in relation to the items and those who have discarded them. The discarded items now are resources awaiting reclamation. Reclamation usually involves either salvage or conversion—or in modern terminology, “reuse” or “recycling”. Reclamation for reuse consists in refurbishing or other upgrading without significantly altering original form and composition. Examples of wastes amenable to reuse are containers (bottles, etc.), cartons and repairable tires. With “recycling” (i.e. conservation), the discarded items are processed such that they become raw material i.e. resources in the manufacture of “new” products. The variety of processes is wide, ranging from simply physical (grinding) through thermal (melting, gasification, combustion), to biological (composting, biogasification, hydrolysis, microbial protein production). In the paper, reuse and recycling (conversion) are evaluated in terms of advantages and disadvantages (limitations) and their respective technologies are described and discussed in detail.  相似文献

The main aim of this study was to verify the efficacy of using an innovative criteria weighting tool (the “priority scale”) for stakeholders involvement to rank a list of suitable municipal solid waste (MSW) facility sites with the multi-criteria decision-making (MCDM) technique known as analytic hierarchy process (AHP). One of the main objectives of the study was to verify the behaviour of the “priority scale” with both technical and non-technical decision-makers. All over the world, the siting of MSW treatment or disposal plants is a complex process involving politicians, technicians as well as citizens, where stakeholders who are not effectively involved strongly oppose (or even obstruct) the realization of new facilities. In this study, in order to pursue both the technical (select the best site) and social aims (all the stakeholders have to give their aware contribution), the use of the “priority scale” is suggested as a tool to easily collect non-contradictory criteria preferences by the various decision-makers. Every decision-maker filled in “priority scale”, which was subsequently uploaded in the AHP tool in order to indirectly calculate the individual priority of alternatives given by each stakeholder (not using group aggregation techniques). The proposed method was applied to the siting of a composting plant in an area suffering from a serious MSW emergency, which has lasted for over 15 years, in the Campania Region, in Southern Italy. The best site (the “first choice”) was taken as the one that appeared the most times at the first place of each decision-maker ranking list. The involved technical and non-technical decision-makers showed the same behaviour in (indirectly) selecting the best site as well as in terms of the most appraised criteria (“absence of areas of the highest value for natural habitats and species of plants and animals”). Moreover, they showed the same AHP inconsistency ratio as well as the same behaviour in comparison with a “balanced decision-maker” (who assigns identical weights to all the considered criteria). Therefore, the proposed criteria weighting tool could be widely as well as easily used for stakeholders involvement to rank MSW facility sites (or other kinds of alternatives) with the AHP or with other MCDM techniques, taking or not into consideration group aggregation methods.  相似文献

In the paper the results of a geotechnical investigation carried on Municipal Solid Waste (MSW) materials retrieved from the “Cozzo Vuturo” landfill in the Enna area (Sicily, Italy) are reported and analyzed. Mechanical properties were determined both by in situ and laboratory large-scale one dimensional compression tests.While among in situ tests, Dilatomer Marchetti Tests (DMT) is used widely in measuring soil properties, the adoption of the DMT for the measurements of MSW properties has not often been documented in literature. To validate its applicability for the estimation of MSW properties, a comparison between the seismic dilatometer (SDMT) results and the waste properties evaluated by laboratory tests was carried out.Parameters for “fresh” and “degraded waste” have been evaluated. These preliminary results seems to be promising as concerns the assessment of the friction angle of waste and the evaluation of the S-wave in terms of shear wave velocity. Further studies are certainly required to obtain more representative values of the elastic parameters according to the SDMT measurements.  相似文献

Pot and field experiments with liquid sewage-sludge, for improving poor sandy soil and its utilization by forestry, have been conducted by the Afforestation Department of the University for Forestry and Timber Industry since 1977 for VITUKI (Research Institute for Water Management).The following tree species were involved in the experiments: Italian poplar, “Robusta” poplar, white willow and black locust. Doses of sludge used were 0 (control), 500, 1000, 2000, 3000 and 4000 m3 ha−1. There were four repetitions, treatments being multiply repeated.From this experiment the following conclusions can be drawn. Best results were attained when “I-214” poplar was fertilized with a sewage-sludge dose of 1000 m3 ha −1. This treatment was carried out in the dormant season and repeated in a second year. The best dose for “Robusta” poplar was 500 m3 ha−1. In the case of “I-214” poplar, doses of sludge greater than indicated above resulted in positive effects, but these were somewhat reduced by the harmful salt concentrations caused by the sludge. For “Robusta” popular, 2000 and 3000 m3 ha−1 doses were of negative effect in comparison with the control plants. There was no justifiable positive effect of sludge treatment for other tree species. Weeds have proved to be good indicators for the degree of sludge treatment. The more sludge had been given to it the more weedy was the soil. Untreated control plots were practically weedless. There was no evidence that toxic materials and heavy metals would accumulate in the trees at higher quantities of sludge.  相似文献

Using the failure mode and effects analysis, this study examined biomedical waste companies through risk assessment. Moreover, it evaluated the supervisors of biomedical waste units in hospitals, and factors relating to the outsourcing risk assessment of biomedical waste in hospitals by referring to waste disposal acts. An expert questionnaire survey was conducted on the personnel involved in waste disposal units in hospitals, in order to identify important factors relating to the outsourcing risk of biomedical waste in hospitals. This study calculated the risk priority number (RPN) and selected items with an RPN value higher than 80 for improvement. These items included “availability of freezing devices”, “availability of containers for sharp items”, “disposal frequency”, “disposal volume”, “disposal method”, “vehicles meeting the regulations”, and “declaration of three lists”. This study also aimed to identify important selection factors of biomedical waste disposal companies by hospitals in terms of risk. These findings can serve as references for hospitals in the selection of outsourcing companies for biomedical waste disposal.  相似文献

An Erratum has been published for this article in Remediation 14(4) 2004, 141. The selection of remediation options for the management of unacceptable risks at contaminated sites is hindered by insufficient information on their performance under different site conditions. Therefore, there is a need to define “operating windows” for individual remediation options to summarize their performance under a variety of site conditions. The concept of the “operating window” has been applied as both a performance optimization tool and decision support tool in a number of different industries. Remediation‐option operating windows could be used as decision support tools during the “options appraisal” stage of the Model Procedures (CLR 11), proposed by the Environment Agency (EA) for England and Wales, to enhance the identification of “feasible remediation options” for “relevant pollutant linkages.” The development of remediation‐option operating windows involves: 1) the determination of relationships between site conditions (“critical variables”) and option performance parameters (e.g., contaminant degradation or removal rates) and 2) the identification of upper‐ and lower‐limit values (“operational limits”) for these variables that define the ranges of site conditions over which option performance is likely to be sufficient (the “operating window”) and insufficient (the “operating wall”) for managing risk. Some research has used case study data to determine relationships between critical variables and subsurface natural attenuation (NA) process rates. Despite the various challenges associated with the approach, these studies suggest that available case study data can be used to develop operating windows for monitored natural attenuation (MNA) and, indeed, other remediation options. It is envisaged that the development of remediation‐option operating windows will encourage the application of more innovative remediation options as opposed to excavation and disposal to landfill and/or on‐site containment, which remain the most commonly employed options in many countries. © 2004 Wiley Periodicals, Inc.  相似文献

In view of the quantity of oil spilled, smaller spills generally receive less attention than headline grabbing incidents such as the “Amoco Cadiz”, “Exxon Valdez”, “Braer” and “Sea Empress”. The latter incidents involve the loss of significant quantities of oil, the establishment of relatively complex spill response management structures and the involvement of significant numbers of personnel and equipment. As such, large spills from tankers have the potential to create problem areas, for example in establishing and maintaining effective communications, logistics and resource management systems.In general terms spill response personnel are well aware that large spills come complete with significant operational and administrative problems, however what may not be so well recognised is that smaller spills also have the potential to present response personnel with their own unique problems.One of the major problems to be overcome when responding to spills in Australia is the “tyranny of distance”. In quite a few responses, Australian oil spill response managers have had to move personnel and equipment thousands of kilometres to provide an effective outcome. This paper outlines a range of problems that have been encountered by Australian personnel over the years. These include health and safety, communications, logistics and equipment issues.For the purpose of this paper a “smaller” spill has been defined as one involving a discharge of less than 1000 tonnes of oil.  相似文献

Waste management is pressing very hard with alarming signals in construction industry. Concrete waste constituents major proportions of construction and demolition waste of 81% in Australia. To minimize concrete waste generated from construction activities, recycling concrete waste is one of the best methods to conserve the environment. This paper investigates concrete recycling implementation in construction. Japan is a leading country in recycling concrete waste, which has been implementing 98% recycling and using it for structural concrete applications. Hong Kong is developing concrete recycling programs for high-grade applications. Australia is making relatively slow progress in implementing concrete recycling in construction. Therefore, empirical studies in Australia, Hong Kong, and Japan were selected in this paper. A questionnaire survey and structured interviews were conducted. Power spectrum was used for analysis. It was found that “increasing overall business competitiveness and strategic business opportunities” was considered as the major benefit for concrete recycling from Hong Kong and Japanese respondents, while “rising concrete recycling awareness such as selecting suitable resources, techniques and training and compliance with regulations” was considered as the major benefit from Australian respondents. However, “lack of clients’ support”, “increase in management cost” and “increase in documentation workload, such as working documents, procedures and tools” were the major difficulties encountered from Australian, Hong Kong, and Japanese respondents, respectively. To improve the existing implementation, “inclusion of concrete recycling evaluation in tender appraisal” and “defining clear legal evaluation of concrete recycling” were major recommendations for Australian and Hong Kong, and Japanese respondents, respectively.  相似文献

Different points of view have emerged concerning how to best consider and address the largely unexamined ancillary environmental impacts, and more particularly the social and economic impacts, of remediation activities. These views are generally categorized as “green remediation” and “sustainable remediation.” This article dissects the commonalities and differences between “green” and “sustainable” remediation approaches. Several key obstacles to the broader implementation of sustainable remediation practices are identified. Similarities identified among the two concepts offer a common ground and areas of collaboration. The objective of this article is to support maturation of the remediation industry by addressing the opposition to and supporting the implementation of sustainable remediation practices, including offering recommendations for a path forward. ©2015 Wiley Periodicals, Inc.  相似文献

Life Cycle Assessment (LCA) has been used to assess the environmental impacts associated with an activity or product life cycle. It has also been applied to assess the environmental performance related to waste management activities. This study analyses the packaging waste management system of a local public authority in Portugal. The operations of selective and refuse collection, sorting, recycling, landfilling and incineration of packaging waste were considered. The packaging waste management system in operation in 2010, which we called “Baseline” scenario, was compared with two hypothetical scenarios where all the packaging waste that was selectively collected in 2010 would undergo the refuse collection system and would be sent directly to incineration (called “Incineration” scenario) or to landfill (“Landfill” scenario). Overall, the results show that the “Baseline” scenario is more environmentally sound than the hypothetical scenarios.  相似文献

This study evaluated the feasibility of conducting in situ burning (ISB) using current technology on post-1967 major oil spills over 10 000 barrels in North America and over 50 000 barrels in South America and Europe. A diverse set of 141 spills representing various combinations of parameters affecting spill responses (e.g., spill size, oil type, weather conditions, sea temperature, and geographic location) were evaluated using four “Phase I” criteria: Distance to populated area, oil weathering, logistics, and weather conditions. In Phase I, a spill that failed to meet one of the four criteria was considered an “unsuccessful” candidate for ISB. In total, 47 of the 141 spills passed the Phase I analysis. The potential effect of the plume on populated areas was the most significant of the four Phase I criteria; 59 of the 141 spills did not pass Phase I because the incident occurred near a sizable city. Spills that met all four criteria were further evaluated using a “Phase II” analysis that applied additional criteria and considered individual spill circumstances to determine if the spill should be rated as a “successful”, “marginal call”, or “unsuccessful” ISB candidate. Fourteen spills were ultimately determined successful in the Phase II analysis, and 12 were designated marginal calls.  相似文献

Nowadays selection of the appropriate treatment method in health-care waste (HCW) management has become a challenge task for the municipal authorities especially in developing countries. Assessment of HCW disposal alternatives can be regarded as a complicated multi-criteria decision making (MCDM) problem which requires consideration of multiple alternative solutions and conflicting tangible and intangible criteria. The objective of this paper is to present a new MCDM technique based on fuzzy set theory and VIKOR method for evaluating HCW disposal methods. Linguistic variables are used by decision makers to assess the ratings and weights for the established criteria. The ordered weighted averaging (OWA) operator is utilized to aggregate individual opinions of decision makers into a group assessment. The computational procedure of the proposed framework is illustrated through a case study in Shanghai, one of the largest cities of China. The HCW treatment alternatives considered in this study include “incineration”, “steam sterilization”, “microwave” and “landfill”. The results obtained using the proposed approach are analyzed in a comparative way.  相似文献

The main aim of this study was to develop a procedure that minimizes the wasting of space for the siting of hazardous waste landfills as part of a solid waste management system. We wanted to tackle the shortage of land for waste disposal that is a serious and growing problem in most large urban regions. The procedure combines a multi-criteria decision analysis (MCDA) approach with a geographical information system (GIS). The GIS was utilised to obtain an initial screening in order to eliminate unsuitable areas, whereas the MCDA was developed to select the most suitable sites. The novelty of the proposed siting procedure is the introduction of a new screening phase before the macro-siting step aimed at producing a “land use map of potentially suitable areas” for the siting of solid waste facilities which simultaneously takes into consideration all plant types. The issue of obtaining sites evaluations of a specific facility was coupled with the issue of not wasting land appropriate to facilitate other types of waste management options. In the developed case study, the use of an innovative criteria weighting tool (the “Priority Scale”) in combination with the Analytic Hierarchy Process was useful to easier define the priorities of the evaluation criteria in comparison with other classic methods such as the Paired Comparison Technique in combination with the Simple Additive Weighting method.  相似文献

This study focuses on used motorcycles (UMCs) that are exported from Japan, observes identifiable characteristics of each destination country's UMC exports, and categorizes their distribution flows. Based on the findings from precedent research, results from compiled data of trade statistics, and field surveys, this study reveals the following characteristics. (1) UMCs are continuously exported to the United Arab Emirates (UAE), but the export numbers fluctuate yearly. The UAE also exports large numbers of UMCs with low displacements and UMCs from all statistical categories except for “other.” (2) The number of UMCs exports to Cambodia has been increasing since 2011. In addition, changes in exports from 51 to 250 cc to low displacements of 50 cc and less are identified. Cambodia also exported UMCs from all statistical categories except “other.” (3) The number of UMCs exports to Myanmar has been increasing since 2015, and the primary units exported exhibit “electric motor propulsion as a motor driving force.” (4) Country trade features are identified and UAE is designated as a “transit trade type” and both Cambodia and Myanmar as “domestic distribution types.”

Manned missions to the Moon and Mars will produce waste, both in liquid and solid form, from the day-to-day life-support functions of the mission—even considering a “closed” physico-chemical life support approach. An “open” life support system configuration, even one reliant on in situ resources, would result in even more waste being produced. The solution for short term missions appears to be either to store these wastes on-site or to convert them to useful products needed by other systems such as methane, water and gases which could be used for propulsion. The solution for longer term missions appears to be to incorporate their use within the life support system itself by making them a part of a closed ecological life-support system where nearly all materials are recycled.This paper discusses briefly the extent and impact of the life-support system waste production problem for a lunar base for different life support system configurations, including the impact of using in situ resources to meet life support requirements. It then discusses in more detail trade-offs among six of the currently funded physico-chemical waste processing technologies being considered for use in space.  相似文献

In the European Waste List (2000/532/EC as amended) the ash of municipal waste incineration is defined as a so called mirror entry. This waste can be classified as hazardous or non-hazardous depending on the content of hazardous substances and other risk properties. For the assignment of waste in mirror entries, 14 criteria are defined. One of the criteria is H14 “ecotoxic”. In the presented study, the ecotoxicological potential of 12 ashes from different incineration plants has been assessed using biological test systems. The test battery included aquatic tests with eluates (algae, daphnids, and luminescent bacteria) and terrestrial tests with solid waste (plants, earthworms and bacteria). The test results revealed a clear ecotoxicological hazard potential for some of the MWI ashes. Despite the fact that fresh ashes were several times more toxic than aged ashes both groups did not differ consistently in terms of toxicity. The results show also that there is no correlation between the biological effects and the analyzed chemical compounds of the ash samples.  相似文献

The circumstances and criteria for space-based waste treatment bioregenerative life-support systems differ in many ways from those needed in terrestrial applications. In fact, the term “waste” may not even be appropriate in the context of nearly closed, cycling, ecosystems such as those under consideration. Because of these constraints there is a need for innovative approaches to the problem of “materials recycling”. Hybrid physico-chemico-biological systems offer advantages over both strictly physico-chemico or biological approaches that would be beneficial to material recycling. To effectively emulate terrestrial cycling, the use of various microbial consortia (“assemblies of interdependent microbes”) should be seriously considered for the biological components of such systems. This paper will examine the use of consortia in the context of a hybrid-system for materials recycling in space.  相似文献
