Vulnerability of community businesses to environmental disasters
Business plays important roles in community functioning. 2 However, disaster research has been disproportionately focused on units of analysis such as families, households and government agencies. This paper synthesises the major findings within the business development research field and the disaster research field. It constructs a framework for evaluating business vulnerability to natural disasters. Our theoretical integration of the research conducted to date addresses five major issues. First, it defines the ways in which businesses are subject to the impacts of natural disasters. Second, it identifies the factors that determine the magnitude of business impacts after a disaster. Third, it identifies how and when businesses return to their pre-disaster level in the disaster stricken community. Fourth, it describes measures that can be taken by individual firms and community planners to reduce the impacts of environmental disasters. Fifth, it identifies needs for public policy and future research to reduce business vulnerability to environmental disasters.

This paper examines the shift from vulnerability to political responsiveness in presidential and gubernatorial disaster decisions in the United States from 1953–2009 (President Dwight D. Eisenhower to President Barack Obama) using annual request, declaration, and approval data from multiple sources. It makes three key conclusions: first, the 1988 Stafford Act expanded federal coverage to all categories of disasters, added a significant range of individual types of assistance, and provided extensive funding for recovery planning. Second, the election effects on disaster decisions increased over time whereas the impact of social and economic vulnerability (measured by scope of disaster) declined. Third, the changes affected governors more than presidents, and the choices of governors drove those of presidents. The analysis underscores the increasingly political nature of the disaster decision‐making process, as well as the difficulty in emphasising mitigation and preparedness as intensively as response and recovery. Proactive intervention yields fewer political rewards than responsiveness.

Hurricanes and flooding have affected millions of people and generated massive economic losses over the past several decades. Geographic information system (GIS) methods are employed in this paper to analyse coastal communities' vulnerability to these two hazards along the Gulf Coast of the United States. Specifically, two types of quantitative indicators are developed: (i) exposure to hurricanes and flooding, based on information from multiple sources; and a social vulnerability index, constructed using census data. These indices are combined to depict the spatial patterns of overall community vulnerability to hurricanes and flooding along the US Gulf Coast. The results of this study can potentially inform disaster management agencies, county governments, and municipalities in areas at heightened risk. Furthermore, the demonstration of the geographic distribution of community vulnerability can assist decision-makers in prioritising to-do items and designing policies and plans for the more effective allocation of resources. The paper ends by discussing the study's limitations and its practical implications.

The concept of vulnerability has become an important part of food security analyses since the 1980s. It is seen as having two sides: exposure to external hazards; and an inability to cope with those shocks, attributed to social, political, and economic factors. Numerous attempts have been made to construct models to determine levels of vulnerability among populations. This paper analyses one such attempt, the Chronic Vulnerability Index (CVI), developed to measure levels of vulnerability to food insecurity in Ethiopia. The example of the CVI reveals many of the difficulties associated with producing a basic model of vulnerability that can be used in disaster mitigation. Ultimately, the CVI assumes that vulnerability is a linear, additive phenomenon with discrete causes and effects and fails to capture interactions between hazards and the human systems that produce and complicate them. The paper concludes with a discussion of alternatives to the CVI.

The extent to which disarmament, demobilisation and reintegration (DDR) programmes initiated by state or multilateral agencies can realise the reintegration of ex‐combatants remains debated. While some consider that DDR should have the ambition to result in long‐term reintegration, others argue that DDR should focus on short‐term goals. This paper explores experiences with the reintegration of ex‐combatants in Burundi. It shows the interconnectedness of economic and social reintegration processes, and demonstrates that the reintegration of ex‐combatants cannot be seen in isolation from the wider recovery and development context in which DDR is taking place. Moreover, the case demonstrates that reconciliation and social reintegration are deeply interconnected, to the extent that social reintegration may fail if reconciliation is not taken into account. Rather than a debate between long‐ and short‐term goals, the focus should therefore be on increasing the understanding of reintegration processes and finding ways in which programmes can contribute to those.

The measurement of vulnerability—defined here as the asymmetric response of disaster occurrences to hazardous events—signifies a key step towards effective disaster risk reduction and the promotion of a culture of disaster resilience. One of the reasons for not being able to do the same in a wider context is related to conceptual, definitional, and operational issues. This paper presents an operationally feasible framework for conducting this task and measures revealed macro vulnerability as a function of disaster risk and hazard probability. The probabilities of hazard and its perceived disaster risk were obtained from past data and from probability distributions. In this paper, the corresponding analytical framework is constructed using the case study of floods in Assam, India. The proposed indicator will help policymakers to draw on available macro‐level data to identify the regions that are vulnerable to disasters, where micro‐level disaster vulnerability assessments could be performed in greater detail.

A 'livelihoods gap' has become evident in international aid delivery to Somalia. Existing aid interventions do not address the economic dynamics of vulnerability resulting from Somalia's long history of predatory development and asset stripping. To prevent poor households' regular return to sub-subsistence income levels after a brief period of plenty, this paper argues that aid agencies should reorient and expand existing interventions to assist poor households to capitalise on temporary improvements in environmental and security conditions. As a corollary to emergency relief and efforts to construct state institutions, it is necessary to devise country-wide interventions that will rebuild household asset bases by protecting savings during times of stress and ensuring that markets benefit poor producers.

The paper conducts a retrospective analysis of the relief and recovery efforts in the aftermath of the 2001 flood disaster in the Rawalpindi—Islamabad conurbation in Pakistan. The concept of recovery back to “normal” is questioned because “normal” life in the study area was characterized by extreme poverty, injustice, exposure, and vulnerability to hazards. A strong gender dimension to the experience of relief and recovery was found from the case study. It is suggested that participatory approach to needs assessment and actual relief and recovery, with special attention to gender variables, will go a long way towards linking recovery with long-term vulnerability mitigation.

This paper is based on a case study of the city of Girona in Catalonia, Spain, and analyses the vulnerability of commercial establishments to floods caused by the Onyar River. A mapping and statistical approach (cluster analysis) was applied to the information obtained from 568 questionnaires answered by the shops and the workshops located in the flood risk area. The results obtained allowed the authors to determine five different flood vulnerability profiles of the commercial establishments analysed. These profiles paint a picture of little individual adaptation to the risk and the possibility of suffering, sooner or later, large economic losses due to overflowing of the Onyar River. The authors established a methodology for carrying out a detailed multidimensional analysis of the flood vulnerability of the city's commercial establishments in order to provide the foundations for local government policies and for strategies for shop owners to reduce flood vulnerability.

This article examines the links between militarised violence and social capital (trans)formation. It first maps out emerging theoretical and policy debates on social capital and violent conflict and questions a number of the assumptions underpinning these debates. This is followed by an empirical analysis of several war-affected communities in Sri Lanka. The case studies illustrate that the links between militarised violence and social capital are complex, dynamic and context specific. It is argued that social capital cannot be understood in isolation from political and economic processes, and the belief that violent conflict inevitably erodes social capital is questioned. Finally, the implications for external agencies are highlighted. Rather than focusing on engineering social capital, external agencies need to focus on understanding better the preconditions for social capital formation and how they can contribute to the creation of an enabling environment. This requires as a starting-point a rigorous analysis of political and economic processes.

This paper uses a public health approach to examine briefly: (a) the progress of universal salt iodisation (USI) in Sudan; (b) the roles of the main actors involved; and (c) the main issues around accelerating USI. The literature, especially that coming from the UN agencies, is analysed and experiences from the recently revitalised USI programme, and related relevant meetings, are distilled. In Sudan the prevalence of goitre is 22 per cent. It is assumed that productivity among the people affected is reduced by 5–25 per cent. Little apparent progress has been made with USI. The Government of Sudan, UN multilateral agencies, international consultative groups, bilateral agencies, global and national non-governmental organisations and, increasingly, the private sector must work together to find innovative approaches to increase awareness of the broader social, public health and nutritional contexts, and to advocate for increased national nd international funding.

This paper reports on research work performed for Floodsite a European Community-funded project on the social aspects of vulnerability in the Adige/Sarca river basin of the Trentino-Alto Adige region, Italy. It identifies some limitations to the use of a fixed set of indicators, which fail to account for either local peculiarities or the intangible aspects that contribute to the shaping of social vulnerability. The authors employed a number of methods to investigate the opinions of professionals and residents on risk and safety, distinguishing between the individual and the institutional components of social vulnerability. Adopting a systemic perspective, they explored the interactions between these two elements, showing how they may give rise to unexpected phenomena. The 'safety paradox' and the 'efficiency paradox' are discussed, emerging when increased protection provided by structural devices and dedicated institutions translates into a lack of awareness and agency on the part of residents.

How livelihoods determine vulnerability to disasters is a recent topic of inquiry. Few quantitative works have been produced to date. The empirical analysis that follows draws on household‐level data available for Nicaragua, preceding and following Hurricane Mitch, a devastating Category 5 storm that made landfall in Central America in October 1998, to examine differentials in disaster recovery outcomes vis‐à‐vis household livelihood profiles. Livelihoods are distinguished according to economic sector along with ownership of productive means, a central mechanism of vulnerability under sociological labour frameworks. The findings indicate uneven recovery outcomes in relation to livelihoods. During the year immediately following the event, agricultural wage earners and agricultural owner‐producers experienced marked losses owing to the disaster, whereas business owners saw an improvement in condition. Analysis of long‐term recovery reveals that households reliant on agricultural wage employment exhibit lagged recovery relative to other livelihood profiles. The findings are discussed with respect to the dynamic pressures posed by contemporary developmental processes.

The concept of resilience revisited
Manyena SB 《Disasters》2006,30(4):434-450
The intimate connections between disaster recovery by and the resilience of affected communities have become common features of disaster risk reduction programmes since the adoption of The Hyogo Framework for Action 2005-2015. Increasing attention is now paid to the capacity of disaster-affected communities to 'bounce back' or to recover with little or no external assistance following a disaster. This highlights the need for a change in the disaster risk reduction work culture, with stronger emphasis being put on resilience rather than just need or vulnerability. However, varied conceptualisations of resilience pose new philosophical challenges. Yet achieving a consensus on the concept remains a test for disaster research and scholarship. This paper reviews the concept in terms of definitional issues, the role of vulnerability in resilience discourse and its meaning, and the differences between vulnerability and resilience. It concludes with some of the more immediately apparent implications of resilience thinking for the way we view and prepare for disasters.

This paper reflects critically on the results of a vulnerability assessment process at the household and community scale using a quantitative vulnerabilities and capacities index. It validates a methodology for a social vulnerability assessment at the local scale in 62 villages across four agro‐ecological/livelihood zones in Sindh Province, Pakistan. The study finds that the move from vulnerability narratives to numbers improves the comparability and communicational strength of the concept. The depth and nuance of vulnerability, however, can be realised only by a return to narrative. Caution is needed, therefore: the index can be used in conjunction with qualitative assessments, but not instead of them. More substantively, the results show that vulnerability is more a function of historico‐political economic factors and cultural ethos than any biophysical changes wrought by climate. The emerging gendered vulnerability picture revealed extremes of poverty and a lack of capacity to cope with contemporary environmental and social stresses.

This article examines aid practice, that is, the public-private contractual networks that link donor governments, UN agencies, military establishments, NGOs, private companies and others, as a relation of global liberal governance. In order to fulfil this function, such networks embody what could be called the 'securitisation' of international assistance. Based upon ideas of human security and ameliorating the effects of poverty and vulnerability reduction, aid is now seen as playing a direct security role. Rather than being concerned with relations between states, the primary aim of this security paradigm is to modulate and change the behaviour of populations within them. In doing so, it is able to exploit the opportunities afforded by privatisation. At the same time, however, aid as security is confronted by its own particular problem of 'governing at a distance'; how can calculations made by leading states be transformed into actions at the global edge when a multitude of private and non-government implementors now intervene? The article concludes by examining the contribution of risk analysis to solving this problem and, especially, the development of new contractual regimes based around technical standardisation, benchmarking and performance auditing. Through such technologies, metropolitan states are learning how to manage the public-private networks of aid practice and, as a result, to govern the borderlands in new ways.
