The translation of research findings into public realms has important implications for alternative technologies, such as electric vehicles (EVs). Much existing science communication research focuses on the agency of different publics in processes of scientific knowledge uptake. This study uses research related to the environmental and health impacts of EVs as a case study to explore how the individual agency of academic researchers can influence communication. Challenges to communication and opportunities to enhance the agency of researchers to engage in public dialogue are identified, with a focus on academics at different stages of their careers. This paper proposes a new way of understanding how these individualised nuances impact the communication of a particular researcher’s findings. These nuances are built through the researcher’s agency; a construct of their past experiences, professional and personal relationships with other actors and previous practices of communicating to publics. Communication models have previously concentrated on the heterogeneity of other actors and publics with the huge assumption that academics work consistently, homogenously, in a neutral way to the benefit of society. EVs were chosen as an appropriate case study as they are a contemporary technology that relies on the communication of knowledge and the public understanding of this knowledge to cater for future needs. The responses elicited from the interviews highlight the individual geographies of knowledge. Hence, a reflexive understanding of their role as an individual can provide valuable insights into how a researcher may distribute knowledges more effectively in their geographies to publics  相似文献

Policy scholars have indicated that the quality of the solution to a perceived social problem depends on the adequacy of its framing. This paper examines how policy stakeholders and local residents frame the issue of the radioactive waste storage facility in Taiwan, the limits of institutional mechanisms in decision-making processes, and the implications of the deliberative forums undertaken by the national Stop Nukes Now organisation. The controversy illustrates the problems of a knowledge gap and the top-down procedures as well as the challenges that Taiwan faces in becoming a nuclear-free country. This case demonstrates civic society organisations’ efforts to challenge the ‘social–technical divide’ and technical experts’ prior definition of the ‘problems’ and selection of a ‘solution’. Deliberative forums enable the participation of affected communities to shape public discourses, which helps to strengthen public communication, improves citizen consciousness of nuclear waste issues, and attempts to link wider communities and public interests.  相似文献

Sustainable development indicators (SDIs) have emerged as a tool to measure progress towards sustainable development for a number of fields. However, no indicator initiative to date has been aimed at biosolids management at local authority, regional or national levels. This paper presents a study where stakeholders involved in the management of biosolids in Ireland participated in the development of SDIs for managing biosolids at the local/regional level. A significant 81% of participating stakeholders find SDIs either 'useful' or 'very useful' as a tool for managing biosolids. A suite of 22 indicators has been developed and arranged according to the driving force-pressure-state-impact-response (DPSIR) indicator framework. The indicators address all the domains of biosolids management namely, production, quality, cost, legislation/regulation, training/research and recycling/disposal. The stakeholder approach is recognition that no effective indicator set can be developed without the input of stakeholders.  相似文献

Spatial planning typically involves multiple stakeholders. To any specific planning problem, stakeholders often bring different levels of knowledge about the components of the problem and make assumptions, reflecting their individual experiences, that yield conflicting views about desirable planning outcomes. Consequently, stakeholders need to learn about the likely outcomes that result from their stated preferences; this learning can be supported through enhanced access to information, increased public participation in spatial decision-making and support for distributed collaboration amongst planners, stakeholders and the public. This paper presents a conceptual system framework for web-based GIS that supports public participation in collaborative planning. The framework combines an information area, a Multi-Criteria Spatial Decision Support System (MC-SDSS) and an argumentation map to support distributed and asynchronous collaboration in spatial planning. After analysing the novel aspects of this framework, the paper describes its implementation, as a proof of concept, in a system for Web-based Participatory Wind Energy Planning (WePWEP). Details are provided on the specific implementation of each of WePWEP's four tiers, including technical and structural aspects. Throughout the paper, particular emphasis is placed on the need to support user learning throughout the planning process.  相似文献

The potential impacts of climate change are varied and highly uncertain, and pose a significant challenge to agencies charged with managing environmental risks. This paper presents a comprehensive and structured Mental Modeling approach to elicit, organize and present relevant information from experts and stakeholders about the factors influencing environmental risk management in the face of climate change. We present and review an initiative undertaken by the United States Army Corps of Engineers (USACE) to characterize climate change challenges to USACE environmental risk management activities, and to identify gaps with respect to science, engineering, and organizational processes for addressing these challenges. By employing Mental Modeling, the research has characterized the influences of climate change on USACE environmental risk management, and aggregating recommendations from 28 experts. In addition, the study identifies the most important opportunities to improve organizational response to climate change, ranging from focused research and development of technical capabilities to broad paradigm shifts and systemic organizational improvements within the USACE environmental risk management programs. This study demonstrates that Mental Modeling is a useful tool for understanding complex problems, identifying gaps, and formulating strategies, and can be used by a multitude of organizations and agencies.  相似文献

Strategies for beneficial use of biosolids in New Zealand and elsewhere are currently focused primarily on land application. The long-term success of these and other strategies is dependent not only on technical factors, but also on their environmental, economic, social and cultural sustainability. This paper briefly reviews the situation with respect to biosolids management in New Zealand, where land application is not yet widespread; the rise in public opposition to land application in the United States; and the biosolids industry's approach to public engagement. We argue that, at least until recently, the industry has misinterpreted the nature and meaning of public opposition and thus substituted public relations for public engagement. We argue that genuine public engagement is necessary and that its purpose cannot be to gain public acceptance for an already-decided-upon strategy. It therefore calls for humility among biosolids managers, including a willingness to open up the framing of 'the problem', to acknowledge areas of uncertainty, and to recognise the role of values in 'technical' decision-making. We then present and analyse an example of the use of the scenario workshop process for public participation in biosolids management policy in Christchurch, New Zealand, and conclude that scenario workshops and related methods represent an opportunity to enhance sustainable waste management when certain conditions are met.  相似文献

Despite a broad literature addressing the human dimensions of wildfire, current approaches often compartmentalize results according to disciplinary boundaries. Further, relatively few studies have focused on the public’s evolving perceptions of wildfire as communities change over time. This paper responds to these gaps by exploring perceptions of landscape dynamics and wildfire between 2003 and 2007 using a typological framework of intersecting ecological, social, and cultural processes. Designed as a restudy, and using key informant interviews, this research allowed us to observe risk perception as they are related to community challenges and opportunities in the Kenai Peninsula, Alaska. Risk perceptions were examined as an integral part of community and landscape change. Wildfire was a concern among informants in 2003 and remained a concern in 2007, although informants were less likely to discuss it as a major threat compared to the original study. Informants in the western part of the peninsula tended to express more concern about wildfire than their eastern counterparts largely due to their experiences with recent fires. Other important factors residents considered included changing forest fuels, the expanding wildland urban interface, and contrasting values of new residents. Underscoring the localized nature of risk perceptions, informants had difficulty describing the probability of a wildfire event in a geographical context broader than the community scale. This paper demonstrates how a holistic approach can help wildfire and natural resource professionals, community members, and other stakeholders understand the social and physical complexities influencing collective actions or inactions to address the threat of wildfire.  相似文献

Practitioners and stakeholders involved in environmental and risk assessment and decision-making efforts have access to a growing list of policies and guidance for implementing good process. The advice is often general. There is little understanding of how situation specific features are relevant in new circumstances. In a series of ten case studies we investigated how people’s (a) perceptions of the context, (b) preferences for outcomes, and (c) affiliations, experiences and motivations are related to their preferences for process features in a particular situation. The cases are in three policy areas: watershed management, forestry management, and clean-up and public health management of radioactively contaminated sites. We conclude this paper with a discussion of how the results can inform process design. Process design should be based on a diagnostic approach that specifically assesses relevant situational characteristics.  相似文献

Over the last decade, adaptive co‐management has been recommended as a policy framework to address complex and uncertain resources management issues. Implementing this theoretical management concept requires the integration of multidisciplinary research and local knowledge. Yet practical protocols to link science, policymaking and societies have yet to be developed. We designed a protocol to produce legitimate, credible and relevant solutions to a regional resources management issue. This is a two‐component protocol. A stakeholder grid categorizes stakeholder representatives in three distinct specialized dialogue arenas: institution representatives, technical experts and local end‐users. An iterative co‐design process then builds on these arenas to assess the institutional legitimacy, technical credibility and empirical relevance dimensions of a common solution initiated by an initial plausible promise. We tested this framework in Réunion to address organic waste management issues at the regional level. The plausible solution explored was the introduction of a recycling industry involved in collecting organic waste and producing and selling organic fertilizers tailored for local crop systems. The protocol application outcomes were consolidated and documented scenarios accepted by all, with knowledge exchange and the broad spread of a stabilized expectation contributing to private initiatives and public policy change.  相似文献

A wide array of organic chemicals occur in biosolids and other residuals recycled to land. The extent of our knowledge about the chemicals and the impact on recycling programs varies from high to very low. Two significant challenges in regulating these materials are to accurately determine the concentrations of the organic compounds in residuals and to appropriately estimate the risk that the chemicals present from land application or public distribution. This paper examines both challenges and offers strategies for assessing the risks related to the occurrence of organic compounds in residuals used as soil amendments. Important attributes that must be understood to appropriately characterize and manage the potential risks for organic chemicals in biosolids include toxicity and dose response, transport potential, chemical structure and environmental stability, analytical capability in the matrix of interest, concentrations and persistence in waste streams, plant uptake, availability from surface application versus incorporation, solubility factors, and environmental fate. This information is complete for only a few chemicals. Questions persist about the far greater number of chemicals for which toxicity and environmental behavior are less well understood. This paper provides a synopsis of analytical issues, risk assessment methodologies, and risk management screening alternatives for organic constituents in biosolids. Examples from experience in Wisconsin are emphasized but can be extrapolated for broader application.  相似文献

When the construction of the Lyon-Turin segment of the new European high-speed rail network was first publicly announced at the beginning of the 1990s, it immediately found fierce opposition from the inhabitants of Susa Valley, Italy, one of the areas to be cut across by such infrastructure. At issue were the project’s potential environmental impact and its consequences on public health. This study intends to clarify environmental risk perception and public debate between the national government, local advocacy groups, and the inhabitants of Susa Valley. Two major phases of public reaction were identified: (1) an initial rebellious period of no real dialog among the project’s major stakeholders (exemplified by the popular “No TAV” [No High Speed Train] movement), followed by (2) a yielding period of intense multilateral negotiations centered on the activities of the “Lyon-Turin Environmental Observatory.” The results of a qualitative cross analysis of the residents’ perception of the proposed high-speed rail revealed that public acceptance of risk in Susa Valley was influenced by the characteristics of hazards perceived by the residents and by the communicative approach used by the project’s various stakeholders. It also emerged that early dialog among all the parties involved was critical in forming a personal viewpoint on risk, which, once consolidated, defied new information and perspectives. Likely, a greater and earlier care taken by the other stakeholders to inform and consult the local population about the railway would have greatly eased the public debate.  相似文献

ABSTRACT

The concept of reflexive governance has to a large extent emerged from an increasing recognition of the need to consider different meanings of nature in the environmental policy-making process. Yet, so far, little attention has been paid to creating conditions for reflexive governance among different actors in intercultural settings, particularly in the context of environmental conflict and strong cultural change among indigenous peoples. This paper reviews three participatory research projects carried out in the Gran Sabana in Canaima National Park, Venezuela, which facilitated dialogue among indigenous people regarding their conflicting views of fire, in part by developing community-wide critical reflections on processes of cultural change and identity formations. These experiences suggest that once marginalized environmental knowledge is publicly acknowledged within the context of endogenous cultural processes, indigenous people feel more confident to engage in dialogue with other actors, thus allowing the emergence of reflexive environmental governance.  相似文献

It is increasingly clear that a wide range of stakeholders should be included in the problem formulation phase of research aimed at solving environmental problems; indeed the inclusion of stakeholders at this stage has been formalized as an integral part of ecological risk assessment. In this paper, we advocate the additional inclusion of stakeholders in the refinement of research methods and protocols and in the execution of the research, rather than just at the final communication and reporting phase. We use a large study of potential radionuclide levels in marine biota around Amchitka Island as a case study. Amchitka Island, in the Aleutian Island Chain of Alaska, was the site of three underground nuclear tests (1965-1971). The overall objective of the biological component of the study was to collect a range of marine biota for radionuclide analysis that could provide data for assessing current food safety and provide a baseline for developing a plan to monitor human and ecosystem health in perpetuity. Stakeholders, including regulators (State of Alaska), resource trustees (US Fish and Wildlife Service, State of Alaska), representatives of the Aleut and Pribilof Island communities, the Department of Energy (DOE), and others, were essential for plan development. While these stakeholders were included in the initial problem formulation and approved science plan, we also included them in the refinement of protocols, selection of bioindicators, selection of a reference site, choice of methods of collection, and in the execution of the study itself. Meetings with stakeholders resulted in adding (or deleting) bioindicator species and tissues, prioritizing target species, refining sampling methods, and recruiting collection personnel. Some species were added because they were important subsistence foods for the Aleuts, and others were added because they were ecological equivalents to replace species deleted because of low population numbers. Two major refinements that changed the research thrust were (1) the inclusion of Aleut hunters and fishers on the biological expedition itself to ensure that subsistence foods and methods were represented, and (2) the addition of a fisheries biologist on a NOAA research trawler to allow sampling of commercial fishes. Although the original research design called for the collection of biota by Aleut subsistence fishermen, and by a commercial fishing boat, the research was modified with continued stakeholder input to actually include Aleuts and a fisheries biologist on the expeditions to ensure their representation. The inclusion of stakeholders during the development of protocols and the research itself improved the overall quality of the investigation, while making it more relevant to the interested and affected parties. Final responsibility for the design and execution of the research and radionuclide analysis rested with the researchers, but the process of stakeholder inclusion made the research more valuable as a source of credible information and for public policy decisions.  相似文献

This paper assesses the communication and the use of climate scenarios at the science–science and science–policy interface in Finland, Sweden and Norway. It is based on document analysis and stakeholder questionnaires. The questionnaires targeted three stakeholder groups, all engaged in the communication and the use of climate scenario information: climate scenario producers; impact, adaptation and vulnerability (IAV) experts; and policy-makers. The respondents were asked to identify issues associated with the communication of scenarios and other needs pertaining to the usefulness and availability of such information. Despite the relatively long history of climate change adaptation in the three countries, climate scenarios are not utilised to their full potential. Climate scenarios have been used in awareness raising, problem understanding and strategy development. However, far less examples can be found on adaptation actions, particularly on harnessing the benefits of climate change. The communication between climate scenario producers and IAV experts functions well; however, communication between climate researchers and policy-makers is less efficient. Each country has developed boundary services to enhance dissemination of the climate scenario information to policy-makers. They are cost-efficient but do not necessarily enhance the comprehension of the information and encourage the actual dialogue between scenario producers and the end-users. Further translation of scenario information to impact and vulnerability estimates together with established boundary work could improve the use of climate research information. As adaptation policy in these countries further progresses towards implementation, there are increasing expectations of support from research, further challenging the communication of climate scenarios.  相似文献

Public Perception of Blue-Algae Bloom Risk in Hongze Lake of China   总被引:1,自引:0,他引:1  
In this work we characterize the public perception of one kind of ecological risk—blue-algae bloom in Hongze Lake, China, based on the psychometric paradigm method. In the first survey of May 2008, 300 respondents of Sihong County adjacent to Hongze Lake were investigated, with a total of 156 questionnaires returned. Then in a second survey of July 2008, 500 respondents from the same research area were investigated, with 318 questionnaires collected. This research firstly attempted to explore the local respondents’ degree of concern regarding ecological changes to Hongze Lake in the last ten years. Secondly, to explore the public perception of blue-algae bloom compared to three typical kinds of hazards including earthquake, nuclear power and public traffic. T-test was used to examine the difference of risk perception in these four hazards over time. The third part of this research, with demographic analysis and nonparametric statistical test, predicted the different groups of respondents’ willingness to accept (WTA) risk of blue-algae bloom in two surveys. Using multiple linear regression analysis, the risk perception model explained 28.3% of variance in the WTA blue-algae bloom risk. The variables of Knowledge, Social effect, Benefit, Controllability and Trust in government were significantly correlated with WTA, which implied that these variables were the main influencing factors explaining the respondents’ willingness to accept risk. The results would help the Chinese government to comprehend the public’s risk perception of the lake ecosystem, inducing well designed communication of risks with public and making effective mitigation policies to improve people’s rational risk judgment.  相似文献

Current debates about food-borne risks (GMOs and BSE) have not only deepened public concern about how food is produced on farms, processed in factories, and transported, stored and traded. More importantly, these debates have exposed a crisis related to central social issues, such as the role of science, politics and business corporations in the decision-making processes for determining which risks societies should, or are prepared to, assume. In this article, I discuss how cultural and social constructivist studies of environmental and health risks and Ulrich Beck's theory of world risk society can contribute to the analysis of how to deal with these conflicts. The criticism of quantitative methods of risk analysis has resulted in a certain idealization of the lay knowledge of risks as being intuitively more correct than the scientific one. One consequence of this polarization between expert and lay knowledge—idealizing the latter—is a disappointing vagueness when looking for alternatives on how to deal practically with risks that have important consequences. A key obstacle to the implementation of some of the suggestions presented by the critical risk analysis approach is that, for example, in the current global dynamics of food-borne risks we can find heterogeneous alliances for and against GMOs allying lay people and experts, as well as conventional and unconventional social actors, in a complicated manner, at the regional, national and international levels. Since a significant part of the analysis of manufactured risks focuses on the situation of highly industrialized countries, a more complex perspective of these lay and scientific alliances can be obtained from a more extensive study of the reactions surrounding GMOs and BSE in less-industrialized countries, such as Brazil. 随着社会经济的发展和城市化进程的推进,我国环境风险事故频发。与此同时,公众对于美好环境的需求日益提升,公众与专家和政府之间的风险判断差异是不同规模的群体性事件发生的主要诱因。为识别公众环境风险接受度的影响因素,本研究基于结构方程模型分析了11种环境风险的客观风险水平和公众感知到的风险影响度、场域了解度、政府信任度、社会经济水平等因素对公众风险接受度的影响。研究结果显示,社会经济水平、风险影响度、场域了解度、政府信任度均直接影响公众的风险接受度;客观风险水平则通过风险影响度的中介作用间接影响风险接受度。因此,为在经济发展过程中降低公众风险感知偏差对生产生活的影响,我国除了通过更严格的风险管控手段降低风险事故发生概率和影响范围外,还需要通过信息公开、公众参与和生态科普等方式增强公众对风险场域的了解度和对政府的信任度以提升风险接受能力。  相似文献

Abstract

There exists a clear imperative across the EU and within the UK towards the enhanced integration of community knowledge in environmental and health decision-making processes. The underlying social force that underpins this dynamic is the drive for a more accountable, transparent and publicly acceptable decision-making arena. However, relatively little research has been undertaken on the evaluation of local air quality management consultation in particular. In this context, the paper presents an evaluation of evidence resulting from questionnaire survey and case study research undertaken in the first round of the statutory process of local air quality management (LAQM), in which local authorities are required to consult on their air quality findings and intentions. We suggest that local authority perceptions of the relative abilities of differing stakeholders' grasp of air quality science, the process that translates that science into policy, and the institutional and organizational status of stakeholders (i.e. whether they are statutory or non-statutory stakeholders) may tend to transitively determine the choice of consultation methods used, the communication strategies chosen and the relative integration of stakeholder feedback into the LAQM decision-making process. In order to interrogate this potentially problematic chain of risk communication events, a preliminary conceptual model has been developed to enable the interrogation of the pathways through, and the obstacles to, the translation of air quality knowledge. Abstract

The Globalism Institute at Royal Melbourne Institute of Technology (RMIT) University in Melbourne is conducting research on local responses to globalisation across 10 local communities in seven different countries. The project's “community-engaged research methodology” was developed first in the Hamilton region in southwest Victoria, where staff from the university have been working in community partnerships for nearly 20 years. This research methodology differs from action research in that it sustains a clear distinction between the knowledge and skills of “outside” researchers and the hard-won local knowledge of community members. It is based on respectful dialogue and a clear commitment to maintain relationships for a matter of years rather than weeks. It involves the creation of “spaces for engagement” that can lead to multiple, sometimes unexpected, outcomes. It integrates a range of research methods (including surveys, story collection, strategic conversations, photo-narrative techniques, and research journals) that generate rich data to be used (subject to consent) by both community-based and university-based researchers. The research methods are linked to forms of analysis that relate local experiences to broader social processes. Community-engaged research takes time and patience but it can ensure good feedback and support mechanisms, good-quality data, locally relevant research outcomes and a process that can be convivial for all involved.  相似文献

This article discusses the conditions under which the use of expert knowledge may provide an adequate response to public concerns about high-tech, late modern risks. Scientific risk estimation has more than once led to expert controversies. When these controversies occur, the public at large – as a media audience – faces a paradoxical situation: on the one hand it must rely on the expertise of scientists as represented in the mass media, but on the other it is confused by competing expert claims in the absence of any clear-cut standard to judge these claims. The question then arises, what expertise can the public trust? I argue that expert controversies cannot be settled by appealing to neutral, impartial expertise, because each use of expert knowledge in applied contexts is inextricably bound up with normative and evaluative assumptions. This value-laden nature of expert contributions, however, does not necessarily force us to adopt a relativist conception of expert knowledge. Nor does it imply active involvement of ordinary citizens in scientific risk estimation – as some authors seem to suggest. The value-laden, or partisan, nature of expert statements rather requires an unbiased process of expert dispute in which experts and counter-experts can participate. Moreover, instead of being a reason for discrediting expert contributions, experts' commitment may enhance public trustworthiness because it enlarges the scope of perspectives taken into account, to include public concerns. Experts who share the same worries as (some of) the public could be expected to voice these worries at the level of expert dispute. Thus, a broadly shaped expert dispute, that is accessible to both proponents and opponents, is a prerequisite for public trust.  相似文献
