We show that for a broad class of technologies the relationship between policy stringency and the rate of technology adoption is inverted U-shaped. This happens when the marginal abatement cost (MAC) curves of conventional and new technologies intersect, which invariably occurs when emissions are proportional to output and technological progress reduces emissions per output. This outcome does not result from policy failure. On the contrary, in social optimum, the relationship between the slope of the marginal damage curve and the rate of technology adoption is also inverted U-shaped. Under more general conditions, these curves can look even more complicated (e.g., such as inverted W-shaped).  相似文献

This paper explores the characteristics of 238 patents on 90 inventions contributed by major multinational innovators to the “Eco-Patent Commons”, which provides royalty-free access to third parties to patented innovations on green technologies. We compare the pledged patents to other patents in the same technologies or held by the same multinationals to investigate the motives of the contributing firms as well as the potential for such commons to encourage innovation and diffusion of climate change related technologies. We find pledged patents to protect environmentally friendly technologies and to be of similar value as the average patent in a pledging firm's patent portfolio but of lower value than other patents in their class. Our analysis of the impact of the patent commons on diffusion of patented technologies suggests that making patents accessible royalty-free did not result in any significant increase in diffusion as measured by citing patents. This study, therefore, indirectly provides evidence on the role of patents in the development and diffusion of green technologies.  相似文献

Focusing specifically on regulation of coal-fired power plants, we examine how technological innovation by early adopters influences the timing of new environmental regulation in non-innovating countries. We build a general equilibrium model of an open economy to identify the political-economy determinants of regulation. With a newly created dataset of SO2 and NOx regulations for coal-fired power plants and a patent-based measure of the technology frontier, we estimate the determinants of environmental regulation diffusion. Our findings support the hypothesis that international economic integration eases access to environmentally friendly technologies and leads to earlier adoption, ceteris paribus, of regulation in non-innovating countries. However, we also find evidence that domestic trade protection promotes earlier adoption allowing shifts of regulatory costs to domestic consumers. Furthermore, international market power permits large countries to shift costs to foreign consumers. Other political economy factors, such as the quality of domestic coal, are also important determinants.  相似文献

Policymakers have sought to spur consumer adoption of advanced clean vehicles by granting them single-occupancy access to high-occupancy vehicle (HOV) lanes. We offer the first evaluation of these policies that accommodates geographic variability in the magnitude of this policy's treatment effect. Focusing on the outcome of plug-in electric vehicle (PEV) adoption in California, we employ a generalized propensity score approach that allows for continuous, rather than binary, treatment effects. We estimate a state-wide dose-response curve to show that access to 6, 20, and 100 miles of nearby HOV lanes leads to 1, 3, and 10 additional PEV registrations in a census tract. The lower end of our 95% confidence interval implies that at least one quarter of California PEV registrations during 2010–2013 were a result of the HOV lane policy. We identify geographically-specific marginal policy effects that are smaller in Los Angeles, but relatively larger in San Diego and Sacramento.  相似文献

The purpose of this paper is to illuminate the spatio-temporal diffusion of rooftop household photovoltaic installations in Germany and to test whether localized imitation drives their adoption. Our study is based on a unique data set of some 576,000 household photovoltaic systems installed in Germany through 2009. We employ an epidemic diffusion model which includes a spatial dimension, and control for temporal and spatial heterogeneity. According to our results, imitative adoption behavior is highly localized and an important factor for the diffusion of household photovoltaic systems.  相似文献

In this study, three rice varieties, Byou268 (low light-sensitive type), Nei5you768 (intermediate type), and Yixiangyou1108 (low light-tolerant), were used as experimental materials to investigate the yield and quality responses of different rice varieties to low light stress under normal light (CK) and low light (SH). The results showed the following: (1) Compared with normal light, the decrease in Yixiangyou1108’s 1 000-grain weight, grain number per spike, and seed setting rate under low light treatment were much lower than those of Nei5you768 and Byou268. The yield decline of Yixiangyou1108 (46.5%) was significantly lower than that of Nei5you768 (56.5%) and Byou268 (69.8%). Yixiangyou1108 showed strong tolerance to low light stress in terms of 1 000-grain weight, seed setting rate, grain number per panicle, and yield. (2) Compared with normal light, the reduction in grain length and width of Yixiangyou1108 under low-light treatment was significantly greater than that of Byou268; however, the reduction in the length-width ratio did not reach a significant level. The amylose content and gel consistency of the rice were significantly reduced. The reduction in amylose content of Yixiangyou1108 (24.5%) was significantly lower than that of Nei5you768 (28.1%) and Byou268 (30.6%); however, the decrease in gel consistency of Yixiangyou1108 (14.7%) was significantly higher than that of Nei5you768 (9.8%) and Byou268 (8.1%). After low light treatment, the characteristic values of the RVA curve of rice changed. The peak viscosity and breakdown viscosity of Yixiangyou1108, Nei5you768, and Byou268 were significantly decreased, but the cold glue viscosity and setback viscosity were significantly increased, while there was no significant difference in the peak time and peak temperature. The response of 1 000-grain weight, grain number per spike, and seed setting rate under low light stress can be used as a yield index of rice breeding with low light tolerance; rice grain type, amylose, and gel consistency; and peak viscosity and hot paset viscosity in RVA characteristic values can be used as quality indexes of low-light-tolerant rice material breeding. © 2022 Science Press. Using Japanese facility-level data, we estimate the effects of ISO 14001 certification on the promotion of more advanced practices, namely green supply chain management (GSCM). Our results show that ISO 14001 promotes GSCM practices. Facilities with environmental management systems (EMS) certified to ISO 14001 are 40% more likely to assess their suppliers' environmental performance and 50% more likely to require that their suppliers undertake specific environmental practices. Further, government programs that encourage voluntary EMS adoption indirectly promote GSCM practices. These programs increase the probabilities that facilities will assess their suppliers' environmental performance and require suppliers to undertake specific environmental practices by 7% and 8%, respectively. Combined, these findings suggest that there may be significant but previously unnoticed spillover effects of ISO 14001 and government promotion of voluntary action.  相似文献

Encouraging the use of more efficient irrigation technology is often viewed as an effective, politically feasible method to reduce the consumptive use of water for agricultural production. Despite its pervasive recommendation, it is not clear that increasing irrigation efficiency will lead to water conservation in practice. In this paper, we evaluate the effect of a widespread conversion from traditional center pivot irrigation systems to higher efficiency dropped-nozzle center pivot systems that has occurred in western Kansas. State and national cost-share programs subsidized the conversion. On an average, the intended reduction in groundwater use did not occur; the shift to more efficient irrigation technology has increased groundwater extraction, in part due to shifting crop patterns.  相似文献

Captive bred animals often lack the ability of predator recognition and predation is one of the strongest causes of failure of breed and release projects. Several tadpole and fish species respond defensively to chemical cues from injured or dead conspecifics, often referred to as alarm pheromones. In natural conditions and in species that school, the association of chemical cues from predators to alarm pheromones released by attacked conspecifics may lead to the learning of the predator-related danger without experiencing an attack. In the laboratory, this chemical communication can also be used in associative learning techniques to teach naïve tadpoles to avoid specific predators and improve survivorship of released animals. In our experimental trials, tadpoles of the threatened green and golden bell frog (Litoria aurea) did not avoid or decrease their activity when exposed to solutions of conspecific macerate, suggesting that the chemicals released into the water by dead/injured conspecifics do not function as an alarm pheromone. This non-avoidance of dead conspecific chemicals may explain why green and golden bell frog tadpoles have seemingly not developed any avoidance behaviour to the presence of introduced mosquito fish, and may render attempts to teach naïve tadpoles to avoid this novel predator more difficult.  相似文献

We show that (i) subsidies for renewable energy policies with the intention of encouraging substitution away from fossil fuels may accentuate climate change damages by hastening fossil fuel extraction, and that (ii) the opposite result holds under some specified conditions. We focus on the case of subsidies for renewable resources produced under increasing marginal costs, and assume that both the renewable resources and the fossil fuels are currently in use. Such subsidies have a direct effect and an indirect effect working in opposite directions. The direct effect is the reduction in demand for fossil fuels at any given price. The indirect effect is the reduction in the current equilibrium price for fossil fuels, which tends to increase the amount of fossil fuels demanded. Whether the sum of the two effects will actually result in an earlier or later date of exhaustion of the stock of fossil fuels depends on the curvature of the demand curve for energy and of the supply curve for the renewable substitute.  相似文献

This work has experimentally proved that hyper salinity, a major cause for degradation of coastal mangrove habitats, can be alleviated by flushing of hyper saline soil with tidal water and/or with rainwater. Over a period of three years after digging the creeks to flush hyper saline soil with tidal water, an appreciable reduction in soil salinity and a moderate increase in colonization of mangroves are observed. Soil analysis showed a significant reduction in salinity after 2 months of storage of rainwater with a significant and concomitant increase of heterotrophic bacterial counts and nutrients. This study raises the possibility of converting degrading mangrove habitats to luxuriant ones through man-made efforts.  相似文献

Plant biodiversity is at risk, with as many as 10% of native species in the United States being threatened with extinction. Habitat loss has led a growing number of plant species to become rare or threatened, while the introduction or expansion of pest species has led some habitats to be dominated by relatively few, mostly nonindigenous, species. As humans continue to alter many landscapes and vegetation types, understanding how biological traits determine the location of species along a spectrum from vulnerability to pest status is critical to designing risk assessment protocols, setting conservation priorities, and developing monitoring programs. We used boosted regression trees to predict rarity (based on The Nature Conservancy global rankings) and pest status (defined as legal pest status) from data on traits for the native vascular flora of the United States and Canada including Hawaii, Puerto Rico, and the Virgin Islands (n approximately = 15,000). Categories were moderately to highly predictable (AUCpest = 0.87 on 25% holdout test set, AUCrarity = 0.80 on 25% holdout test set). Key predictors were chromosome number, ploidy, seed mass, and a suite of traits suggestive of specialist vs. generalist adaptations (e.g., facultative wetland habitat association and phenotypic variability in growth form and life history). Specifically, pests were associated with high chromosome numbers, polyploidy, and seed masses ranging from 0.1 to 100 mg, whereas rare species were associated with low chromosome numbers, low ploidy, and large (>1000 mg) seed masses. In addition, pest species were disproportionately likely to be facultatively associated with wetlands, and variable in growth form and life history, whereas rare species exhibited an opposite pattern. These results suggest that rare and pest species contrast along trait axes related to dispersal and performance in disturbed or novel habitats.  相似文献

Growth rates and intracellular-dimethylsulphoniopropionate (DMSP) concentrations of five green algal species collected from different geographic regions in 1986 and 1989 were determined under four photon flux rates. InUlothrix implexa, U. subflaccida andAcrosiphonia arcta from Antarctica, growth was light-saturated at lower irradiances than in temperateUlva rigida from Southern Chile andBlidingia minima from Germany. The DMSP content ofUlothrix implexa, A. arcta andUlva rigida was directly correlated with the light factor: with increasing irradiance, algal DMSP level increased. In contrast, inUlothrix subflaccida andB. minima DMSP concentrations gradually decreased up to a photon flux rate of 30µmol m–2 s–1, then increased markedly under the highest photon flux rate tested. In non-growing, dark-incubatedA. arcta DMSP content was reduced by 35%, while the DMSP pool of all other species remained unchanged, at the level of pre-culture conditions. Under full darkness all plants exhibited a significantly higher DMSP concentration compared with algae grown at low photon flux rates of 2 to 30µmol m–2 s–1. Patterns of resource availability and heterogeneity shape the composition, productivity, and dynamics of plant assemblages in a wide variety of terrestrial ecosystems. Despite this, the responses of plant assemblages to simultaneous changes in the availability and heterogeneity of more than a single resource are virtually unknown. To fill this gap, microcosms consisting of assemblages formed by Lolium perenne, Plantago lanceolata, Anthoxantum odoratum, Holcus lanatus, and Trifolium repens were grown in a factorial experiment with the following treatments: nutrient availability (NA), water availability (WA), spatial nutrient heterogeneity (NH), and temporal water heterogeneity (WH). Assemblages exhibited precise root foraging patterns in response to nutrient heterogeneity, which were modified by NA and WA. A series of two- and three-way interactions involving the four factors evaluated determined biomass production, the belowground: aboveground biomass ratio, the patterns of root biomass allocation with depth, and the relative contribution to aboveground biomass of Lolium and Anthoxanthum. In all cases, these interactions explained significant amounts of the variation found in the data. Our study demonstrates that considering the interactions between resource availability and heterogeneity allows for a refinement of predictions that can detectably reduce the error associated with extrapolating from single factor analyses.  相似文献

Poly(ε-caprolactone) has become an important biocompatible and biodegradable polymer. Indeed, due to its multiple biomedical applications, the synthesis of polycaprolactone has received increased attention in the past few decades. Moreover, microwave irradiation is a very clean modern technique widely used for green chemistry. Here, several polymers were synthesized by microwave irradiation, without any solvent, using nontoxic, biologically acceptable lanthanide halides as initiators. Reaction times varied between 2 and 90 min. The molecular weights of the obtained polymer products were between 3,000 and 16,000 g/mol. After polymerization, the polycaprolactone polymers were functionalized by reaction with 2-hydroxyethyl methacrylate. Hydrolytic and enzymatic degradation of the synthesized polymers were compared and discussed.  相似文献

How consumers might switch from gasoline and diesel to alternative energy sources is not known, since the availability of alternatives is currently very limited. To bridge this gap, we exploit exogenous variation in ethanol prices at Brazil's pumps and uncover substantial consumer heterogeneity in the choice between long-established gasoline and an alternative that is similarly available and usable: sugarcane ethanol. We observe roughly 20% of flexible-fuel motorists choosing gasoline when gasoline is priced 20% above ethanol in energy-adjusted terms ($/mile) and, similarly, 20% of motorists choosing ethanol when ethanol is priced 20% above gasoline. We use transaction-level data to explore “non-price” characteristics which differentiate the two goods in the minds of different groups of consumers. Our findings suggest—and a counterfactual illustrates—that switching away from gasoline en masse, should this be desired, would require considerable price discounts to boost voluntary adoption, in the US and elsewhere.  相似文献
