Indicators of Sustainability: Challenges and Opportunities at the Interface of Science and Policy 总被引:1,自引:0,他引:1
Rising global interest in sustainability has triggered attention in indicators as a means of achieving a more sustainable world. Although the search for indicators has led to the development of criteria for good indicators, it has also been dominated by scientific elites. The consequences of such dominance leads to significant social and policy implications, particularly with regard to how the search for sustainability has become defined primarily as a technical/scientific exploration when it is actually a moral and ethical issue. Our discussion about sustainability and appropriate indicators centers on what constitutes the public interest, a question that requires inclusiveness and centers on the interface of science and policy. The paper reviews the rationale for selecting indicators, the functions they serve, and the implications and consequences involved when one sector—science—dominates the debate. The paper concludes with suggestions about appropriate roles of science, policy and the public in the indicator selection process. 相似文献

This paper examines sustainable development in the corporate mining context, and provides some guidelines for mining companies seeking to operate more sustainably. There is now a burgeoning literature that examines sustainable development in the context of minerals and mining, most of which is concerned with sustainability at global and national scales. What is often challenging to ascertain, however, from these numerous perspectives on sustainable mineral extraction, minerals and metals recycling, environmental management, and social performance, is how sustainable development applies to mining companies themselves, and what steps a mine must take in order to improve the sustainability of operations. Since mining processes have the potential to impact a diverse group of environmental entities, and are of interest to a wide range of stakeholder groups, there is ample opportunity for the industry to operate more sustainably. Specifically, with improved planning, implementation of sound environmental management tools and cleaner technologies, extended social responsibility to stakeholder groups, the formation of sustainability partnerships, and improved training, a mine can improve performance in both the environmental and socioeconomic arenas, and thus contribute enormously to sustainable development at the mine level. 相似文献

Integrated Resource Management: Moving from Rhetoric to Practice in Australian Agriculture 总被引:1,自引:0,他引:1
/ Implementing the concept of sustainability through integrated approaches to natural resource management poses enormous challenges for both the rural communities and government agencies concerned. This paper reviews the underlying rhetoric of sustainable agricultural systems and the integrated resource management paradigm and identifies some of the challenges being experienced in translating this rhetoric into practice. A relatively recently implemented community-based integrated catchment management (ICM) process in a rural community in northeast Australia is examined in terms of some of the lessons learned that may be relevant to other similar integrated resource management (IRM) processes. It reveals a pragmatic, opportunistic, and evolving implementation process based on adaptive learning rather than a more traditional "rational" planning approach. Some essential characteristics of a community-based IRM process are identified, including fostering communication; providing a structure that fosters cooperation and facilities coordination among community, industry, and government agencies; the integration of IRM principles into local government planning schemes; and an emergent strategic approach to IRM program implementation. We conclude by identifying some essential characteristics of an IRM process that can assist a community to adapt to, and manage change for, sustainable resource use. 相似文献

Operational Indicators for Measuring Agricultural Sustainability in Developing Countries 总被引:7,自引:0,他引:7
This paper reviews relevant literature on the sustainability indicators theoretically proposed and practically applied by scholars over the past 15 years. Although progress is being made in the development and critical analysis of sustainability indicators, in many cases existing or proposed indicators are not the most sensitive or useful measures in developing countries. Indicator selection needs to meet the following criteria: relative availability of data representing the indicators, sensitivity to stresses on the system, existence of threshold values and guidelines, predictivity, integratability and known response to disturbances, anthropogenic stresses, and changes over time. Based on these criteria, this paper proposes a set of operational indicators for measuring agricultural sustainability in developing countries. These indicators include ecological indicators involving amounts of fertilizers and pesticides used, irrigation water used, soil nutrient content, depth to the groundwater table, water use efficiency, quality of groundwater for irrigation, and nitrate content of both groundwater and crops. Economic indicators include crop productivity, net farm income, benefit–cost ratio of production, and per capita food grain production. Social indicators encompass food self-sufficiency, equality in food and income distribution among farmers, access to resources and support services, and farmers knowledge and awareness of resource conservation. This article suggests that the selection of indicators representing each aspect of sustainability should be prioritized according to spatial and temporal characteristics under consideration. 相似文献

This article describes a template for implementing an integrated community sustainability plan. The template emphasizes community
engagement and outlines the components of a basic framework for integrating ecological, social and economic dynamics into
a community plan. The framework is a series of steps that support a sustainable community development process. While it reflects
the Canadian experience, the tools and techniques have applied value for a range of environmental planning contexts around
the world. The research is case study based and draws from a diverse range of communities representing many types of infrastructure,
demographics and ecological and geographical contexts. A critical path for moving local governments to sustainable community
development is the creation and implementation of integrated planning approaches. To be effective and to be implemented, a
requisite shift to sustainability requires active community engagement processes, political will, and a commitment to political

Formulation of effective sustainability indicators for national assessment demands a comprehensive understanding of the utilisation, diffusion and dissemination of information in policy processes. To illustrate the dynamic of sustainability assessment within the context of policy processes, this paper uses a case study of national sustainability indicators development in Malaysia. Subsequently, this paper ascribes the limited achievement of national sustainability assessment in Malaysia to four types of constraints: meta-policy issues; technical capacities; communication concerns; and the inherent knowledge gaps within the indicator developer community vis-a-vis their theoretical limitations. It is proposed that such constraints will be encountered in many countries. Drawing from the literature on public policy, this paper outlines a framework for investigating indicator behaviour within policy processes based on well-established concepts such as knowledge utilisation and policy learning. I conclude this paper by elaborating on the corresponding future challenges that must be addressed before effective integration of sustainability indicators within policy systems can occur. 相似文献

A systems approach has been applied to the examination of sustainable development in the coastal zone. This complex system is envisaged as comprising three sub-systems: environment and resources, economic development and society. A sustainability indicator system based on these three sub-systems has been set up to evaluate the nature of development in the coastal zone. The administrative regions of the Municipality of Shanghai and Chong Ming Island (in the Yangtze Estuary) have been selected as two coastal zones in which to demonstrate the feasibility and effectiveness of the approach. The approach indicated that the development process in Shanghai is one of weak sustainability with relatively rapid social and economic development at the cost of environment and resource degradation. In contrast, social and economic development in Chong Ming County has been limited to protect the regional environment and resources indicating a more sustainable approach to development. 相似文献

/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. This article explores recent Australian experiences in the application of the concept of integrated urban water management
(IUWM) to land development sites through the review of 15 case studies. It discusses lUWM’s emergence and comments on the
success or otherwise of Australian experience in its application. The understanding of IUWM is maturing within the Australian
water industry, an occurrence that has been facilitated by demonstration sites such as those reviewed. Successes include the
translation of IUWM concepts into well-functioning operational urban developments, significant reductions in the impact of
the urban developments on the total water cycle, and the increasing acceptance of the concept within the water and land development
industries. However, there is still room for greater integration of the water supply, stormwater, and wastewater components
of the urban water cycle, improved dissemination of knowledge, enhancement of skills in both public and private organisations,

In order to improve the sustainability of the Asian concrete industry, it is important to understand the effect of regional context considering the widely varying socio-economic conditions present in Asia. This research in Mongolia and Singapore was conducted as a continuation of previous studies in Japan, Thailand and South Korea in order to further contribute to understanding regional context, particularly geographic, climate, and economic factors. Geography and climate were found to strongly affect the means by which durability should be assured in each country, as Singapore has a tropical climate whereas Mongolia experiences a large temperature variation with extremely cold winters. The ability to access construction materials and resources was also related to geography, as Singapore, while resource poor, is an international shipping center, whereas Mongolia has abundant resources but few access routes for imports. Quality control issues in Mongolia could be understood in the context of the lower level of economic development, whereas in Singapore the high level of development has lead to an emphasis on green construction, with the government taking the lead in implementing new systems and technologies. 相似文献

China is confronted with the dual task of developing its national economy and protecting its ecological environment. Since the 1980s, China's policies on environmental protection and sustainable development have experienced five changes: (1) progression from the adoption of environmental protection as a basic state policy to the adoption of sustainable development strategy; (2) changing focus from pollution control to ecological conservation equally; (3) shifting from end-of-pipe treatment to source control; (4) moving from point source treatment to regional environmental governance; and (5) a turn away from administrative management-based approaches and towards a legal means and economic instruments-based approach. Since 1992, China has set down sustainable development as a basic national strategy. However, environmental pollution and ecological degradation in China have continued to be serious problems and have inflicted great damage on the economy and quality of life. The beginning of the 21st century is a critical juncture for China's efforts towards sustaining rapid economic development, intensifying environmental protection efforts, and curbing ecological degradation. As the largest developing country, China's policies on environmental protection and sustainable development will be of primary importance not only for China, but also the world. Realizing a completely well-off society by the year 2020 is seen as a crucial task by the Chinese government and an important goal for China's economic development in the new century, however, attaining it would require a four-fold increase over China's year 2000 GDP. Therefore, speeding up economic development is a major mission during the next two decades and doing so will bring great challenges in controlling depletion of natural resources and environmental pollution. By taking a critical look at the development of Chinese environmental policy, we try to determine how best to coordinate the relationship between the environment and the economy in order to improve quality of life and the sustainability of China's resources and environment. The European Union's commitment to sustainable development at the 1992 Earth Summit resulted in an EU‐wide sustainable development strategy, adopted in Gothenburg in 2001. This article presents an overview of the set of sustainable development indicators (SDIs) recently adopted by the European Commission to monitor, assess and revise the strategy. It provides a critical assessment of the current status of the indicator set, and reviews the main policy trends in the areas of the strategy through a brief analysis of headline indicators, placing energy and climate change issues in a broader perspective. Finally, the article compares the energy SDIs to the recent inter‐agency energy indicators for sustainable development (EISD), underlining their similarities as well as their different priorities and objectives. The article concludes that further research is needed to improve the SDI set and further explore the linkages between themes. 相似文献

Within this context, an important problem is to determine the system with a higher level of achievement with respect to the targets attached by the expert to the m indicators. A natural extension of this problem involves determining a ranking of the n systems considered. A general procedure based on discrete goal programming is proposed to address these problems. A set of indicators that incorporate environmental, societal, and economic sustainability were developed and used to investigate the sustainability of different wastewater treatment technologies, for plant capacities of <5 million gallons per day (MGD) or 18.9 x 10(3) cubic meters (m(3)/day). The technologies evaluated were mechanical (i.e., activated sludge with secondary treatment), lagoon (facultative, anaerobic, and aerobic), and land treatment systems (e.g., slow rate irrigation, rapid infiltration, and overland flow). The economic indicators selected were capital, operation and management, and user costs because they determine the economic affordability of a particular technology to a community. Environmental indicators include energy use, because it indirectly measures resource utilization, and performance of the technology in removing conventional wastewater constituents such as biochemical oxygen demand, ammonia nitrogen, phosphorus, and pathogens. These indicators also determine the reuse potential of the treated wastewater. Societal indicators capture cultural acceptance of the technology through public participation and also measure whether there is improvement in the community from the specific technology through increased job opportunities, better education, or an improved local environment. While selection of a set of indicators is dependent on the geographic and demographic context of a particular community, the overall results of this study show that there are varying degrees of sustainability with each treatment technology. 相似文献

Following its rise to international prominence, sustainability has become an official principle or goal in many countries. Due to contextual differences, countries have followed different paths in the pursuit of sustainability. Approachescan be classified into three categories: green planning; institutional reform; and social mobilization. None of these courses on its own is likely to achieve sustainability. Yet, countries often appear to develop a path dominated by one of these approaches. In recent years, Turkey has experienced rapid economic and population growth coupled with both an equally rapid increase in
energy consumption and a vast disparity in welfare between socioeconomic groups and regions. In turn, these pressures have
accelerated the destruction of productive, assimilative, and regenerative capacities of the ecosystems, which are essential
for the well-being of the people and the economy. This paper describes the structure and function of major ecosystem types
in Turkey and discusses the underlying causes of environmental degradation in the framework of economy, energy, environment,
and ethics. From a national perspective, this paper suggests three sustainability-based policies necessary for Turkey's long-term
interests that balance economic, environmental, and energy goals: (1) decoupling economic growth from energy consumption growth
through the development of energy-efficient and renewable energy technologies; (2) linking economic efficiency and distributive
justice of wealth and power through distributive and participatory public policies; and (3) integrating the economic and ecological

Sustainable development involves meeting the needs of human societies while maintaining viable biological and physical Earth systems. The needs include minerals: metals, fuels, industrial and construction materials. There will continue to be considerable demand for virgin mineral resources, even if levels of recycling and efficiency of use are optimal, and rates of population growth and globalisation decrease significantly. This article aims to stimulate debate on strategic issues for minerals supply. While the world has considerable stocks of mineral resources overall, international considerations of the environmental and social aspects of sustainable development are beginning to result in limitations on where mining will be conducted and what types of deposits will be mined. Current and emerging trends favour large mines in parts of the world where mining can be conducted within acceptable limits of environmental and social impact. Finding new deposits that meet such criteria will be all the more challenging given a disturbing global decline in the rate of discovery of major economic resources over the last decade, and the decreasing land area available for exploration and mining.
To attract responsible exploration and mining, governments of mining nations will need to provide: regional-scale geo-scientific datasets as required to attract and guide future generations of exploration; resource access through multiple and sequential land use regimes, and frameworks for dealing with indigenous peoples' issues; and arrangements for consideration of mining proposals and regulation of mines that ensure responsible management of environmental and social issues.
The minerals industry will need to continue to pursue advances in technologies for exploration, mining, processing, waste management and rehabilitation, and in public reporting of environmental and social performance. 相似文献
