This paper analyzes the protection of a common pool resource (CPR) through the management of information. Specifically, we examine an entry deterrence model between an incumbent perfectly informed about the initial stock of a CPR and an uninformed potential entrant. In our model, the appropriation of the CPR by the incumbent reduces both players' future profits from exploiting the resource. In the case of complete information, we show that the incumbent operating in a high-stock common pool overexploits the CPR during the first period since it does not internalize the negative external effect that its first-period exploitation imposes on the entrant's future profits. This inefficiency, however, is absent when the commons totally regenerate across periods. Under incomplete information, we identify an additional form of inefficiency. In particular, the incumbent operating in a low-stock CPR underexploits the resource in order to signal the low available stock to potential entrants, deterring entry.  相似文献

Community‐based conservation programs in developing countries are often based on the assumption that heteronomous motivation (e.g., extrinsic incentives such as economic rewards and pressure or coercion to act) will incite local communities to adopt conservation behaviors. However, this may not be as effective or sustainable as autonomous motivations (e.g., an intrinsic desire to act due to inherent enjoyment or self‐identification with a behavior and through freedom of choice). We analyzed the comparative effectiveness of heteronomous versus autonomous approaches to community‐based conservation programs through a case study of Sumatran orangutan (Pongo abelii) conservation in 3 villages in Indonesia. Each village had a different conservation program design. We surveyed people (n = 240) to determine their motivations for and behavior changes relative to orangutan and orangutan habitat (forest) protection. Heteronomous motivations (e.g., income from tourism) led to greater self‐reporting of behavior change toward orangutan protection. However, they did not change self‐reported behavior toward forest (i.e., orangutan habitat) protection. The most effective approach to creating self‐reported behavior change throughout the community was a combination of autonomous and heteronomous motivations. Individuals who were heteronomously motivated to protect the orangutan were more likely to have changed attitudes than to have changed their self‐reported behavior. These findings demonstrate that the current paradigm of motivating communities in developing countries to adopt conservation behaviors primarily through monetary incentives and rewards should consider integrating autonomous motivational techniques that promote the intrinsic values of conservation. Such a combination has a greater potential to achieve sustainable and cost‐effective conservation outcomes. Our results highlight the importance of using in‐depth sociopsychological analyses to inform the design and implementation of community‐based conservation programs.  相似文献

The knowledge produced by conservation scientists must be actionable in order to address urgent conservation challenges. To understand the process of creating actionable science, we interviewed 71 conservation scientists who had participated in 1 of 3 fellowship programs focused on training scientists to become agents of change. Using a grounded theory approach, we identified 16 activities that these researchers employed to make their scientific products more actionable. Some activities were more common than others and, arguably, more foundational. We organized these activities into 3 nested categories (motivations, strategies, and tactics). Using a co-occurrence matrix, we found that most activities were positively correlated. These correlations allowed us to identify 5 approaches, framed as profiles, to actionable science: the discloser, focused on open access; the educator, focused on science communication; the networker, focused on user needs and building relationships; the collaborator, focused on boundary spanning; and the pluralist, focused on knowledge coproduction resulting in valuable outcomes for all parties. These profiles build on one another in a hierarchy determined by their complexity and level of engagement, their potential to support actionable science, and their proximity to ideal coproduction with knowledge users. Our results provide clear guidance for conservation scientists to generate actionable science to address the global biodiversity conservation challenge.  相似文献

Several recent studies have found important differences between behavior in the laboratory and the field. We explore two possible causes for the divergence: social concerns and unfamiliarity with the traded good. Consistent with our conceptual model, we find that people overstated their preferences for relatively familiar goods with normative attributes and understated their preferences for a relatively unfamiliar good with low normative motivations in the laboratory as compared to the field. We also find that for goods with a normative dimension, a new method we refer to as inferred valuation has the potential to narrow the lab–field gap. In some cases, willingness-to-pay obtained from a conventional valuation elicitation method is more than twice the value from the new inferred valuation approach.  相似文献

We study a dynamic common pool resource game in which current resource stock depends on resource extraction in the previous period. Our model shows that for a sufficiently high regrowth rate, there is no commons dilemma: the resource will be preserved indefinitely in equilibrium. Lower growth rates lead to depletion. Laboratory tests of the model indicate that favorable ecological characteristics are necessary but insufficient to encourage effective CPR governance. Before the game, we elicit individual willingness to follow a costly rule. Only the presence of enough rule-followers preserves the resource given favorable ecological conditions.  相似文献

We investigate whether positive framing increases cooperation in three social dilemmas with slightly different properties: a linear public goods (PG) game, a non-linear PG game, and a common pool resource (CPR) game. Results from our laboratory experiments show that contributions to a linear PG are higher if the externality is framed positively, rather than negatively, corroborating earlier findings by Andreoni (1995). By contrast, we find no such framing effects in the non-linear PG game or the CPR game. In these games, the best response in the material payoffs is to contribute less if others contribute more, counteracting effects of pro-social preferences. Positive framing therefore does not help to solve the tragedy of the commons.  相似文献

In this paper, we show that the potential for endogenous technological change in alternative energy sources may alter the behaviour of resource-owning firms. When technological progress in an alternative energy source can occur through learning-by-doing, resource owners face competing incentives to extract rents from the resource and to prevent expansion of the new technology. We show that in such a context, it is not necessarily the case that scarcity-driven higher traditional energy prices over time will induce alternative energy supply as resources are exhausted. Rather, we show that as we increase the learning potential in the substitute technology, lower equilibrium energy prices prevail and there may be increased resource extraction and greenhouse gas emissions. We show that the effectiveness and the incidence of emissions reduction policies may be altered by increased potential for technological change. Our results suggest that treating finite resource rents as endogenous consequences of both technological progress and policy changes will be important for the accurate assessment of climate change policy.  相似文献

Theoretical investigations and quasi-experimental evidence from modern conflict areas suggest that intergroup conflict and ostracism play a pivotal role in the evolution of cooperation. However, there is little direct evidence about the influence of intergroup conflict on human social behavior in the presence of endogenous group formation and unrestricted migration. This study introduces an experiment to examine the impact of intergroup conflict and ostracism on group formation, and human cooperation in a dynamic environment where group size, the occurrence of intergroup hostility and the threat of ostracism are endogenously determined. Here, we show that intergroup conflict may inhibit merging into single large human coalitions. The threat of ostracism is shown to increase the average group size and cooperation within the society. In addition, we find that competitive pressure between groups decreases the likelihood of social exclusion. Our results suggest that free migration between groups suppresses the impact of between-group competition on within-group cooperation. Moreover, our results stress the role of ostracism as a means to repress competition within groups and enhance group success in competition against other groups.  相似文献

We analyze the potential for an environmental monitoring agency under different regulatory missions to use multiple measures of ambient pollution levels to induce firm compliance via endogenously determined probabilistic firm-level inspections of polluting activities. Departing from previous analyses, we consider a framework where the regulator has multiple, rather than a single, measures of ambient pollution in a setting where many firms are subject to a self-reported emissions tax that is not perfectly enforceable. Under a budget-driven mission, we show that a regulator can fruitfully utilize the added information from multiple ambient monitoring receptors to induce improved environmental compliance through the creation of strategic interactions among firms. Additionally, our results provide new evidence on the relative efficiency of budget- vs. target-driven environmental enforcement missions.  相似文献

In particular, we investigate whether advisory referenda, where participant votes have either known or unknown weight in the policy decision, can elicit values comparable to that of a standard, incentive-compatible referendum. When participants regard their votes as consequential, our results suggest there is no elicitation bias with advisory referenda. Selection imposed by male competition (intrasexual selection) and female choice (intersexual selection) can be con- or discordant. Specifically, females may or may not prefer mating with dominant males, and direct costs of interacting with dominant (and possibly more harassing) males have been suggested to explain avoidance of dominant males. Here, we exemplify that inter- and intrasexual selection may normally act in the same direction, but can be temporarily conflicting when social information becomes available. Using video playback techniques, we presented females of the Mexican livebearing fish Poecilia mexicana with two size-matched males and established association preferences. Half of the females could then observe the same two males fight and establish dominance, while control females saw both males side by side, but physically separated, and female preferences were subsequently re-evaluated. Females in the control group showed a significant preference for future winners in the subsequent testing, confirming an innate or acquired preference for male traits that are indicative of physical superiority, even when body size as a choice criterion is excluded. When allowed to eavesdrop on male fights, however, females did not show a preference for observed winners and even decreased time spent with them relative to the control treatment in which no fight was shown. A subsequent experiment found contest winners to show elevated levels of sexual behavior, so we argue that the temporary offset of the intrinsic female preference for dominant males after having observed a fight is indeed driven by direct costs females expect from more harassing contest winners.  相似文献

Ecologists are not always mindful of the constraints imposed by their scale of observation and sometimes prematurely attempt broad generalisations or become mesmerised by local details depending on their predilections. We specifically chose a character that is known for its local and unpredictable variation (morphology of kelp) to test the effect of scale on our ability to determine spatial patterns. We compared the morphology of Ecklonia radiata between monospecific and mixed stands of canopy-forming algae across temperate Australia (>5,100 km coastal distance) within a hierarchy of several spatial scales. While E. radiata specimens were generally larger in monospecific than in mixed stands, we failed to observe differences in morphology between stands at many sites and locations. Despite substantial local variation, differences between stands became increasingly clear at broader scales. The frequency of inconsistent differences between stands was greatest at local scales (sites separated by kms), intermediate at intermediate scales (locations separated by 100s of kms) and least at regional scales (regions separated by 1,000s of kms). These observations support the idea that large scale patterns can emerge from apparent stochasticity at small scales, and that unaccountable variation at local scales need not impede tests for similar patterns at broader scales. Most ecologists work at scales where complexity tends to be greatest (i.e. local) and is likely to be explained by special and unique events. It is encouraging, therefore, to observe that patterns can emerge from complexity at local scales to provide new opportunities to answer some of the more interesting questions about the relative importance of processes across the vast parts of the worlds coast.Communicated by M.S. Unauthorized use of natural resources is a key threat to many protected areas. Approaches to reducing this threat include law enforcement and integrated conservation and development (ICD) projects, but for such ICDs to be targeted effectively, it is important to understand who is illegally using which natural resources and why. The nature of unauthorized behavior makes it difficult to ascertain this information through direct questioning. Bwindi Impenetrable National Park, Uganda, has many ICD projects, including authorizing some local people to use certain nontimber forest resources from the park. However, despite over 25 years of ICD, unauthorized resource use continues. We used household surveys, indirect questioning (unmatched count technique), and focus group discussions to generate profiles of authorized and unauthorized resource users and to explore motivations for unauthorized activity. Overall, unauthorized resource use was most common among people from poor households who lived closest to the park boundary and farthest from roads and trading centers. Other motivations for unauthorized resource use included crop raiding by wild animals, inequity of revenue sharing, and lack of employment, factors that created resentment among the poorest communities. In some communities, benefits obtained from ICD were reported to be the greatest deterrents against unauthorized activity, although law enforcement ranked highest overall. Despite the sensitive nature of exploring unauthorized resource use, management‐relevant insights into the profiles and motivations of unauthorized resource users can be gained from a combination of survey techniques, as adopted here. To reduce unauthorized activity at Bwindi, we suggest ICD benefit the poorest people living in remote areas and near the park boundary by providing affordable alternative sources of forest products and addressing crop raiding. To prevent resentment from driving further unauthorized activity, ICDs should be managed transparently and equitably.  相似文献

Citizen science (CS) is gaining recognition as a valuable approach to meet data needs for environmental projects while fostering collaboration between scientists and members of the public. Despite increasing implementation of CS by natural resource entities, organizations’ motivations for engaging in CS remain poorly understood. We examined the utility of the theory of planned behavior (TPB) and social exchange theory (SET) in identifying factors influencing support of CS by scientific organizations. To test predictions of the TPB and SET theories, we surveyed (quantitative, web based) state wildlife agency staff in the United States on their perceptions of organizational engagement in CS. We divided questions that measured TPB items into individual and organizational components to address the influence of personal- and organization-level decision-making on staff perceptions and attitudes. We used structural equation modeling to identify key constructs that influence staff support of CS in state wildlife agencies. The survey yielded 627 responses across 44 states. Both TPB and SET constructs accurately predicted staff support of CS; however, measures from SET (e.g., public engagement benefits and costs of CS to scientific credibility) were most influential (i.e., TPB constructs had less impact). Our findings indicate that organizational support for CS is primarily influenced by assessment of trade-offs among perceived costs and benefits. Indicators of support for CS were further elucidated by including measures from the TPB model. Based on our results, we suggest that natural resource entities give careful consideration to CS project design, develop thorough communication and data management plans, and practice iterative evaluation of CS project productivity.  相似文献

The ecological impacts of recreational fisheries are of growing concern and pose a number of unique management challenges. Here we report on our efforts to provide guidance for managing a recreational fishery for taimen, the giant Eurasian trout (Hucho taimen) in Mongolia. This species has declined dramatically across its range of Siberia and Central Asia, and is currently listed as endangered in Mongolia. Strong populations persist in remote regions of Mongolia because of limited anthropogenic impacts and harvest, though interest in the fishery is expanding rapidly. Current fishing regulations list the spring "opening date" for taimen fishing as 15 June, although regulations have not been consistently enforced, partially because taimen spawn much earlier than 15 June in much of the country. Through a combination of statistical models, climate data, knowledge of taimen biology, and geographic information systems (GIS), we model taimen spawning dates for potential habitat in Mongolia. A parametric bootstrap procedure was used to simulate variability in spawning date derived from inter-annual climate variability and model error, from which we estimated the date in which taimen spawning is predicted to occur with 90% confidence. We recommend the designation of three fisheries management zones, with corresponding opening dates of 20 May, 1 June, and 15 June. Our fishery opening date recommendations are less restrictive than existing regulations. Provided there is little or no catch-and-release fishing mortality, this approach serves both environmental and human needs by protecting taimen during the reproductive period, while still allowing a post-spawning catch-and-release fishery that benefits local economies and generates revenue (through fishing concession fees) for local conservation efforts.  相似文献
