Costs of Arsenic Treatment for Potable Water in California and Comparison to U.S. Environmental Protection Agency Affordability Metrics. DOI: 10.1111/j.1752-1688.2010.00488.x Abstract: The United States (U.S.) federal standard for arsenic in potable water systems is only the second water quality standard in which the U.S. Environmental Protection Agency (USEPA) administrator used “discretionary authority to establish a less stringent standard” based on the results of cost-benefit analyses. Based on the findings that a “standard of 3 μg/l would be feasible but not justified,” the revised maximum contaminant level (MCL) lowered the allowable arsenic concentration from 50 to 10 μg/l in 2002. In 2009, approximately 145 systems in California were out of compliance. The objectives were to gather performance and cost data from arsenic treatment systems in California to compare with data from the USEPA demonstration sites as well as with the USEPA affordability metrics for drinking water. The median cost of compliance with the revised arsenic MCL for the 36 surveyed systems was $1.95/1,000 gallons (2008 dollars), which is 69% of the average cost of delivered tap water in the U.S. in 2008 ($2.81/1,000 gallons). Additionally, 22% of the surveyed systems in California paid more than the maximum predicted cost of compliance with the revised arsenic MCL ($5.05/1,000 gallons). The largest variation in cost was seen in the systems that treated <500 gpm. For the systems utilizing adsorption, systems obtained between 20 and 80% of the expected bed volumes prior to breakthrough, indicating the need for better prediction of performance.  相似文献

There is a critical need for a national agroecosystem model for conservation policy and environmental planning, driven by issues including harmful algal blooms, water scarcity, flooding, and other weather‐related extremes. In this study, we illustrate the feasibility of a national agroecosystem model that will downscale processes to individual fields and first‐order channels. We propose to conceptually divide the conterminous United States (U.S.) into process domains as a framework for simulating processes and management at relevant scales. Specifically, we are proposing five domains: field (1–50 ha), transition (0.2–2.0 km2), headwater (1–15 km2), tributaries (15–150 km2), and main river (>150 km2). The proposed conceptual framework hydrologically connects fields across the U.S. using the National Hydrography Dataset (NHDPlus version 2). Parameterizing the Soil and Water Assessment Tool for the national agroecosystem model resulted in 4,880,000 agricultural fields, 2,250,000 non‐agricultural hydrologic response units, and 7,130,000 transition, 1,610,000 headwater, 591,000 tributary, and 432,400 main channels. Application of this framework was shown for Hydrologic Unit Code 07120002 in central Illinois and Indiana to demonstrate the feasibility of the approach using data that is readily available across the U.S. The new connectivity framework has the potential to dramatically improve national conservation and environmental assessments performed by U.S. Department of Agriculture and U.S. Environmental Protection Agency.  相似文献

ABSTRACT: Variables that describe well construction, hydrogeology, and land use were evaluated for use as possible indicators of the susceptibility of ground water in bedrock aquifers in the Newark Basin, New Jersey, to contamination by nitrate from the land surface. Statistical analyses were performed on data for 132 wells located throughout the Newark Basin. Concentrations of nitrate (as nitrogen) did not exceed the U.S. Environmental Protection Agency maximum contaminant level of 10 milligrams per liter (mg/L) in any of the water samples (U.S. Environmental Protection Agency, 1991). Variables that describe hydrogeology and well construction were found not to be statistically significant in relation to concentrations of nitrate. This finding can be attributed to the complex nature of flow in bedrock aquifers and mixing of water from shallow and deep water-bearing zones that occurs within these wells, which are constructed with long open intervals. Distributions of nitrate concentrations were significantly different among land-use groups on the basis of land use within both a 400 and an 800-m radius zone of the well. The median concentrations of nitrate (as N) in water from wells in predominantly urban-residential (2.5 mg/L) and agricultural areas (1.8 mg/L) were greater than the median concentration of nitrate in water from wells in predominantly undeveloped areas (0.5 mg/L).  相似文献

Achieving and maintaining the water quality conditions necessary to protect the aquatic living resources of the Chesapeake Bay and its tidal tributaries has required a foundation of quantifiable water quality criteria. Quantitative criteria serve as a critical basis for assessing the attainment of designated uses and measuring progress toward meeting water quality goals of the Chesapeake Bay Program partnership. In 1987, the Chesapeake Bay Program partnership committed to defining the water quality conditions necessary to protect aquatic living resources. Under section 303(c) of the Clean Water Act, States and authorized tribes have the primary responsibility for adopting water quality standards into law or regulation. The Chesapeake Bay Program partnership worked with U.S. Environmental Protection Agency to develop and publish a guidance framework of ambient water quality criteria with designated uses and assessment procedures for dissolved oxygen, water clarity, and chlorophyll a for Chesapeake Bay and its tidal tributaries in 2003. This article reviews the derivation of the water quality criteria, criteria assessment protocols, designated use boundaries, and their refinements published in six addendum documents since 2003 and successfully adopted into each jurisdiction's water quality standards used in developing the Chesapeake Bay Total Maximum Daily Load.  相似文献

Water quality was assessed following Hurricane Katrina in the affected waters of Alabama, Mississippi, and Louisiana. Post-landfall water quality was compared to pre-hurricane conditions using indicators assessed by EPA’s National Coastal Assessment program and additional indicators of contaminants in water and pathogens. Water quality data collected after Hurricane Katrina suggest that the coastal waters affected by the storm exhibited higher salinity and concentrations of chlorophyll a, dissolved inorganic phosphorus, and total suspended solids following the storm compared to the previous 5-year averages. Higher bottom dissolved oxygen concentrations and light attenuation were also observed. Contaminant concentrations measured in the water column were very low or undetectable, as were the presence of pathogens. Overall water quality did not significantly differ from water quality assessed in the five years preceding the storm. Statistical analyses indicate that use of a probabilistic survey design is appropriate for making pre-storm and post storm comparisons for water quality condition on an areal basis. New systems approaches by the U.S. Environmental Protection Agency (EPA) have attempted to prevent and limit environmental damages through multimedia management of resources, energy, and environmental impacts, while engaging communities, environmental groups, facilities, industries, states, and local agencies. Collectively these diverse interests have begun to partner with corporate management to work toward a shared vision of how multimedia management and multistakeholder participation can best evolve in concert with environmental management system approaches. This article analyzes one industry-specific program under the Common Sense Initiative, called an Alternative System of Environmental Protection (ASEP) for the Computers and Electronics Subcommittee. The significance of this working group's attempt to increase regulatory flexibility lies in its collective establishment of an alternative regulatory framework for an entire industry. Contrary to many other EPA single-facility pilot programs, this method cuts across the entire computer and electronics industry. The group hopes to achieve sector-wide regulatory improvements through a process providing funding for shared research, dynamic feedback, and technical assistance, while engaging in multistakeholder relationships with communities, workers, local governmental agencies, and other stakeholders.  相似文献

ABSTRACT: The U.S. Geological Survey collected ground-water samples from the upper and middle aquifers of the Potomac-Raritan-Magothy aquifer system in a 400-square-mile area of New Jersey from 1984 through 1986. Concentrations of lead were greater than the U.S. Environmental Protection Agency maximum contaminant level (MCL) of 50 micrograms per liter in water from 16 of 239 wells. The cencentrations of cadmium were greater than the MCL of 10 micrograms per liter in water from 10 to 241 wells. One-half of the wells that exceeded the lead MCL were in known areas of saltwater intrusion, as were all 10 wells that exceeded the cadmium MCL. The association of elevated concentrations of these metals with elevated concentrations of chloride indicates a mochanism related to saltwater intrusion.  相似文献

Establishing baseline hydrologic characteristics for lakes in the United States (U.S.) is critical to evaluate changes to lake hydrology. We used the U.S. Environmental Protection Agency National Lakes Assessment 2007 and 2012 surveys to assess hydrologic characteristics of a population of ~45,000 lakes in the conterminous U.S. based on probability samples of ~1,000 lakes/yr distributed across nine ecoregions. Lake hydrologic study variables include water‐level drawdown (i.e., vertical decline and horizontal littoral exposure) and two water stable isotope‐derived parameters: evaporation‐to‐inflow (E:I) and water residence time. We present (1) national and regional distributions of the study variables for both natural and man‐made lakes and (2) differences in these characteristics between 2007 and 2012. In 2007, 59% of the population of U.S. lakes had Greater than normal or Excessive drawdown relative to water levels in ecoregional reference lakes with minimal human disturbances; whereas in 2012, only 20% of lakes were significantly drawn down beyond normal ranges. Water isotope‐derived variables did not differ significantly between survey years in contrast to drawdown. Median E:I was 20% indicating that flow‐through processes dominated lake water regimes. For 75% of U.S. lakes, water residence time was less than one year and was longer in natural vs. man‐made lakes. Our study provides baseline ranges to assess local and regional lake hydrologic status and inform management decisions in changing environmental conditions.  相似文献

Abstract: The U.S. Environmental Protection Agency recommends two statistical methods to States and Tribes for developing nutrient criteria. One establishes a criterion as the 75th percentile of a reference‐population frequency distribution, the other uses the 25th percentile of a general‐population distribution; the U.S. Environmental Protection Agency suggests either method results in similar criteria. To evaluate each method, the Montana Department of Environmental Quality (MT DEQ) assembled data from STORET and other sources to create a nutrient general population. MT DEQ’s reference‐stream project provided reference population data. Data were partitioned by ecoregions, and by seasons (winter, runoff, and growing) defined for the project. For each ecoregion and season, nutrient concentrations at the 75th percentile of the reference population were matched to their corresponding concentrations in the general population. Additionally, nutrient concentrations from five regional scientific studies were matched to their corresponding reference population concentrations; each study linked nutrients to impacts on water uses. Reference‐to‐general population matches were highly variable between ecoregions, as nutrients at the 75th percentile of reference corresponded to percentiles ranging from the 4th to the 97th of the general population. In contrast, case studies‐to‐reference matches were more consistent, matching on average to the 86th percentile of reference, with a coefficient of variation of 13%.  相似文献

ABSTRACT: A modified version of the U.S. Environmental Protection Agency's QUAL-II water quality simulation model is calibrated and applied to the Lower Winooski River, Vermont. The river flows through the metropolitan Burlington area and is impacted by several industrial and municipal point sources and by operation of hydropower facilities. Several structural modifications are made in the model to improve water quality simulations in rivers impacted by algal growth; these include the addition of organic nitrogen and organic phosphorus compartments and provision for algal uptake of ammonia and/or nitrate nitrogen. The model is interfaced with statistical programs which facilitate tabulation, display, and analysis of observed and predicted concentrations. The model is calibrated and tested against data from two intensive water quality surveys. Applications demonstrate the factors controlling water quality and sensitivities to point source waste management strategies and flow, as influenced by hydropower operations.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00503.x Abstract: Atrazine continues to be the herbicide of greatest concern relative to contamination of surface waters in the United States (U.S.). The objectives of this study were to analyze trends in atrazine concentration and load in Goodwater Creek Experimental Watershed (GCEW) from 1992 to 2006, and to conduct a retrospective assessment of the potential aquatic ecosystem impacts caused by atrazine contamination. Located within the Central Claypan Region of northeastern Missouri, GCEW encompasses 72.5 km2 of predominantly agricultural land uses, with an average of 21% of the watershed in corn and sorghum. Flow‐weighted runoff and weekly base‐flow grab samples were collected at the outlet to GCEW and analyzed for atrazine. Cumulative frequency diagrams and linear regression analyses generally showed no significant time trends for atrazine concentration or load. Relative annual loads varied from 0.56 to 14% of the applied atrazine, with a median of 5.9%. A cumulative vulnerability index, which takes into account the interactions between herbicide application, surface runoff events, and atrazine dissipation kinetics, explained 63% of the variation in annual atrazine loads. Based on criteria established by the U.S. Environmental Protection Agency, atrazine reached concentrations considered harmful to aquatic ecosystems in 10 of 15 years. Because of its vulnerability, atrazine registrants will be required to work with farmers in GCEW to implement practices that reduce atrazine transport.  相似文献

Abstract: The U.S. Environmental Protection Agency (USEPA) Office of Pesticide Programs (OPP) has completed an evaluation of three watershed‐scale simulation models for potential use in Food Quality Protection Act pesticide drinking water exposure assessments. The evaluation may also guide OPP in identifying computer simulation tools that can be used in performing aquatic ecological exposure assessments. Models selected for evaluation were the Soil Water Assessment Tool (SWAT), the Nonpoint Source Model (NPSM), a modified version of the Hydrologic Simulation Program‐Fortran (HSPF), and the Pesticide Root Zone Model‐Riverine Water Quality (PRZM‐RIVWQ) model. Simulated concentrations of the pesticides atrazine, metolachlor, and trifluralin in surface water were compared with field data monitored in the Sugar Creek watershed of Indiana’s White River basin by the National Water Quality Assessment (NAWQA) program. The evaluation not only provided USEPA with experience in using watershed models for estimating pesticide concentration in flowing water but also led to the development of improved statistical techniques for assessing model accuracy. Further, it demonstrated the difficulty of representing spatially and temporally variable soil, weather, and pesticide applications with relatively infrequent, spatially fixed, point estimates. It also demonstrated the value of using monitoring and modeling as mutually supporting tools and pointed to the need to design monitoring programs that support modeling.  相似文献

This article presents an analysis of the projected performance of urban residential rainwater harvesting systems in the United States (U.S.). The objectives are to quantify for 23 cities in seven climatic regions (1) water supply provided from rainwater harvested at a residential parcel and (2) stormwater runoff reduction from a residential drainage catchment. Water‐saving efficiency is determined using a water‐balance approach applied at a daily time step for a range of rainwater cistern sizes. The results show that performance is a function of cistern size and climatic pattern. A single rain barrel (190 l [50 gal]) installed at a residential parcel is able to provide approximately 50% water‐saving efficiency for the nonpotable indoor water demand scenario in cities of the East Coast, Southeast, Midwest, and Pacific Northwest, but <30% water‐saving efficiency in cities of the Mountain West, Southwest, and most of California. Stormwater management benefits are quantified using the U.S. Environmental Protection Agency Storm Water Management Model. The results indicate that rainwater harvesting can reduce stormwater runoff volume up to 20% in semiarid regions, and less in regions receiving greater rainfall amounts for a long‐term simulation. Overall, the results suggest that U.S. cities and individual residents can benefit from implementing rainwater harvesting as a stormwater control measure and as an alternative source of water.  相似文献

ABSTRACT: Export coefficients (kg/km2/yr) for dissolved ortho-phosphate (OP), total phosphorus (TP), total inorganic nitrogen (TIN), and total nitrogen (TN) were derived for watersheds in Wisconsin using data bases available for 17 basins from the U.S. Environmental Protection Agency — National Eutrophication Survey, U.S. Geological Survey, and the Wisconsin Department of Natural Resources. Three general land use categories, representative of most regions in Wisconsin, were established: forest, mixed, and agricultural. Data for the 17 basins indicated greater exports of OP. TP, TIN, and TN as the percentage of forest decreased and agriculture increased. These region-specific coefficients are compared to the values reported in the literature representing much broader areas of the U.S.  相似文献

ABSTRACT: Environmental response to acidic deposition results from movement of water through the ecosystem. As a part of the environmental studies for acidic deposition sponsored by the U.S. Environmental Protection Agency (EPA), hydrologic classification based on regional baseflow properties was done. To obtain the amount of baseflow, a flow separation method was developed based on the division of streamflows into “baseflow” and “other” runoff sources. Because of the differences in the flow paths and exposure duration, the two components were assumed to be associated with distinct geo-chemical responses. Individual annual hydrographs were analyzed using 31 separation slopes to determine the amount of baseflow. A total of 1575 streamflow stations in the Northeastern U.S. were analyzed through the access of a long-term daily stream-flow data base. An interactive computer program was developed to obtain baseflow properties and other hydrologic characteristics of each station. The output from this analysis was used to perform cluster analysis to classify streamflow behaviors. The clustering output showed different regional boundaries than those currently used by the EPA for water quality studies.  相似文献

Threshold concentrations for biological impairment by nutrients are difficult to quantify in lotic systems, yet States and Tribes in the United States are charged with developing water quality criteria to protect these ecosystems from excessive enrichment. The analysis described in this article explores the use of the ecosystem model AQUATOX to investigate impairment thresholds keyed to biological indexes that can be simulated. The indexes selected for this exercise include percentage cyanobacterial biomass of sestonic algae, and benthic chlorophyll a. The calibrated model was used to analyze responses of these indexes to concurrent reductions in phosphorus, nitrogen, and suspended sediment in an enriched upper Midwestern river. Results suggest that the indexes would respond strongly to changes in phosphorus and suspended sediment, and less strongly to changes in nitrogen concentration. Using simulated concurrent reductions in all three water quality constituents, a total phosphorus concentration of 0.1 mg/l was identified as a threshold concentration, and therefore a hypothetical water quality criterion, for prevention of both excessive periphyton growth and sestonic cyanobacterial blooms. This kind of analysis is suggested as a way to evaluate multiple contrasting impacts of hypothetical nutrient and sediment reductions and to define nutrient criteria or target concentrations that balance multiple management objectives concurrently. ABSTRACT: The U.S. Endangered Species Act (ESA) restricts federal agencies from carrying out actions that jeopardize the continued existence of any endangered species. The U.S. Supreme Court has emphasized that the language of the ESA and its amendments permits few exceptions to the requirement to give endangered species the highest priority. This paper estimates economic costs associated with one measure for increasing instream flows to meet critical habitat requirements of the endangered Rio Grande silvery minnow. Impacts are derived from an integrated regional model of the hydrology, economics, and institutions of the upper Rio Grande Basin in Colorado, New Mexico, Texas, and Mexico. One proposal for providing minimum streamflows to protect the silvery minnow from extinction would provide guaranteed year round streamflows of at least 50 cubic feet per second in the San Acacia reach of the upper Rio Grande. These added flows can be accomplished through reduced surface diversions by New Mexico water users in dry years when flows would otherwise be reduced below the critical level required by the minnow. Based on a 44‐year simulation of future inflows to the basin, we find that some agricultural users suffer damages, but New Mexico water users as a whole do not incur damages from a policy that reduces stream depletions sufficiently to provide habitat for the minnow. The same policy actually benefits downstream users, producing average annual benefits of over $200,000 per year for west Texas agriculture, and over $1 million for El Paso municipal and industrial water users, respectively. Economic impacts of instream flow deliveries for the minnow are highest in drought years.  相似文献

On August 11, 2017, the U.S. Environmental Protection Agency (EPA) published the third Toxic Substances Control Act (TSCA) framework final rule in the Federal Register, the TSCA Inventory Notification (Active‐Inactive) Requirements (EPA, 2017).
