回顾中国最近20年的快速城市化里程,土地资源紧缺和城市化空间需求剧增的矛盾一直尖锐。而土地城市化快于人口城市化已经成为社会各界的共识。但从系统角度看,这仅是城市系统的表象,应从结构层面剖析其内在差异性。本文从区域结构、建设用地结构、城市规模结构等视角,采用异速增长模型,分析了我国2001-2014年土地城市化与人口城市化异速增长的内在关系。结果表明:从区域结构视角看,近14年我国东部地区和中部地区土地城市化始终快于人口城市化,而西部地区则不存在该问题;从建设用地结构角度看,公共管理和公共服务用地、物流仓储用地和居住用地也不存在土地城市化快于人口城市化的问题,虽工业用地、绿地和道路与交通设施用地扩张速度快于城市人口增速,但这体现了城市功能的优化和提升;从城市规模结构角度看,20万以下、500万以上的城市土地城市化慢于人口城市化,而20-50万、50-100万城市的土地城市化快于人口城市化现象明显,100-300万、300-500万的城市则出现了异速增长模式的不同转换。结果证明,中国的人口城市化与土地城市化之间存在明显的区域和结构差异,今后新型城镇化方针政策也应因地因城制宜。  相似文献

城镇化对进城农民环保行为影响研究   总被引:1,自引:0,他引:1  
改革开放以来,伴随中国经济的迅速增长和工业化进程提速,我国城镇化速度明显加快,之前较多的研究关注了城镇化对于我国资源和环境的压力,而较少有研究者从城镇化影响进城人口环保行为的微观视角来探讨城镇化对于降低环境压力的正向效应。采用中国社会综合调查2013年数据,本研究通过比较进城农民和留守农民环保行为的差异验证了城镇化对进城农民环保行为的影响,考虑到由选择性误差引起的内生性问题,本研究采用倾向值匹配的方法对内生性问题进行了修正,结果支持城镇化对进城农民环保行为的改善效应。另外,本研究发现进城农民和留守农民在私人领域的环保行为参与程度差距较大,而在公共领域环保行为参与程度差距较小。最后本研究提出了两个城镇化影响进城农民环保行为的中间机制并进行了初步验证:一是农村户籍居民进城后通过媒体接触,与城市居民互动获得更多环境知识进而改善自身环保行为,二是农民通过改善了环境关注水平,环境重要性认知等环境态度进而改善自身环保行为。本研究认为城镇化对于进城农民环保行为的正向影响对于降低城市环境压力有着积极的作用,因此公共决策部门应继续利用城市载体对规模人群的辐射效应,并不断通过政府引导、媒体宣传和社会参与来提升公众环保意识,营造出全民保护环境的城市社会环境进而不断改善公众环保行为。另外,针对进城农民在公共领域环保行为参与率较低的现状,城市政府既要不断提升进城农民的城市融入水平以改善进城农民对融入城市的环境关心水平,也应不断健全公共领域环保行为的参与机制以保障其参与渠道畅通。  相似文献

中国的城市化水平在过去的20余年里以年均超过一个百分点的速度提升,然而在城市化主要依靠人口乡城迁移推动的模式下,人口年龄结构老化对城市化发展的影响日渐显现。文章通过年龄移算法描述了乡城人口迁移流动的年龄模式,发现我国农村人口乡城迁移概率随年龄的分布呈现"中间大,两头小"的特征。然后,文章分析了此种年龄模式形成的原因,认为制度是影响乡城迁移年龄模式的决定性因素,制度变迁的缓慢性以及路径依赖决定了短期内我国人口乡城迁移年龄模式的稳定性。基于此,文章预测了人口老龄化对未来中国人口城市化发展的影响,得出的基本结论是,未来中国城市化发展的水平提高将进入一个相对平缓的时期,年度城市化水平的提升将显著低于过去一个时期,对未来10-20年中国城市化发展水平的预期未可过于乐观。针对这一结论,文章建议在未来的城市化过程中应完善社会融入机制和提升城市化质量。  相似文献

Urban and rural dual structure in Western China is obvious.The economic development of the central cities is relatively quick while that of the rural areas is lagging behind.The speeding up of urbanization contributes to the intensively uncoordinated development of urban and rural areas.Besides,the eco-fragile environment,shortage of available water resources,adverse geographic location,and relatively backward social economy restrict the development of urbanization in Western China.However,Western China also has the advantages of backwardness.This paper analyzes the present situation and development trend of urbanization in Western China.The results show that Western China has basically formed a development pattern with"industry promotes agriculture and urban leads to village".Therefore,combined with the present situation of Western China,this paper describes and analyzes the opportunities and challenges that may appear in the process of urbanization in Western China,puts forward the development pattern in which urban and rural areas can gain mutual support and co-development,and provides related recommendations.  相似文献

东北地区农业现代化与新型城镇化协调发展研究   总被引:5,自引:0,他引:5  
新型城镇化与农业现代化作为"三化"、"四化"乃至"五化"战略的重要核心内容,研究新型城镇化与农业现代化的协调发展对于开创中国未来城乡经济社会发展一体化的新格局至关重要。以东北三省34个地级城市为研究对象,构建农业现代化与新型城镇化的评价指标体系,结合熵值赋权、变异系数赋权的综合确权法测算城市农业现代化与新型城镇化的发展水平,基于耦合协调度模型探讨二者的耦合度与协调发展度,并划分其阶段类型,研究表明:(1)东北三省新型城镇化的发展水平排序:辽宁省吉林省黑龙江省,农业现代化的发展优势排序:黑龙江省辽宁省吉林省;辽宁与吉林省的新型城镇化发展速度超前于农业现代化,仅黑龙江省的新型城镇化发展滞后于农业现代化;(2)东北三省新型城镇化的高值区分布在以哈尔滨为核心的黑龙江省西南、以长春为核心的吉林省中部、以沈阳和大连为核心的辽宁省中部及南端,农业现代化的高值区分布在哈—大—齐—绥沿线的松嫩平原;沈阳、大连、哈尔滨、长春新型城镇化水平居于东北三省前列,哈尔滨、沈阳、齐齐哈尔、绥化农业现代化水平位于首位;(3)辽宁省新型城镇化与农业现代化的耦合协调发展度均强于黑龙江省,吉林省略低;耦合度高值区位于黑龙江省东北部的三江平原、辽宁省的沿海经济带,协调发展度高值区位于黑龙江省西南部的松嫩平原及以长春、沈阳、大连为核心的小范围圈层区域;仅哈尔滨与沈阳市处于勉强协调阶段,多数城市处于高强度、中高强度拮抗耦合与轻度、中度失调阶段。  相似文献

中部地区资源型城市城市化与生态环境动态耦合关系   总被引:1,自引:0,他引:1  
通过构建城市化与生态环境耦合模型,利用中部地区37个资源型城市2005—2014年城市化系统和生态环境系统的30个指标数据,对城市化与生态环境耦合关系动态变化进行测度,并比较分析不同类型资源型城市城市化水平、生态环境水平及其二者耦合协调度的变化。结果表明:(1)2005以来人口城市化对资源型地区城市化综合水平的影响力减弱,社会城市化的影响力逐渐加大并趋于比较重要的地位。尽管资源条件对资源型城市的生态环境综合水平影响最大,但生态环境治理水平对资源型地区生态环境综合水平的影响力正变得日益重要。(2)各城市间城市化综合水平差异较大,而生态环境综合水平差异较小。自2005年以来城市化发展综合水平的城际差异无较大改变,但生态环境发展水平的城际差异正变得日趋缩小。位于山西省的资源型城市城市化综合水平和生态环境综合水平的变动较之其他省份更为显著。(3)中部地区资源型城市的协调类型处于勉强协调、初级协调和中级协调,并以初级协调型为主。2005以来中部地区多数资源型城市城市化与生态环境关系保持不变,关系恶化的资源型城市主要分布在安徽、江西和湖南,关系更为协调的资源型城市主要位于山西。(4)不同类型资源型城市的城市化综合水平差异显著,而生态环境综合水平差异并不明显。再生型和衰退型城市的耦合协调度水平较高,成熟型城市的耦合协调度较低。(5)城市化滞后仍是资源型城市城市化与生态环境关系不协调发展的主要原因。  相似文献

The global urbanization process poses a serious challenge to achieving sustainable development. The significance of sustainable urbanization has been increasingly appreciated, yet, very little empirical evidence has been provided for this prospect. In this paper, we use the Human Development Index and the ecological footprint to measure the sustainability of the coastal Liaoning area. We then use the quadrant map approach to determine the relationship between sustainability and urbanization. The results show that the coastal area has made progress in sustainable urbanization in the social dimension. Improvement in the environmental dimension has been dynamic. Our results indicate that sustainable urbanization is a dynamic, multi-dimensional progress that requires regular monitoring and reevaluation. This paper also highlights the importance of choosing more complete indicators for measuring the sustainability of urbanization, as no single model or measurement is sufficient for quantifying the different dimensions of sustainability.  相似文献

新型城镇化是中国最大的潜在内需,是深化供给侧结构性改革的突破口,是引领"十三五"时期经济发展的引擎。本文在对中国城镇化深入分析的基础上,发现当前中国城镇化面临着以人为本不够、城镇化效率不高、绿色发展不够、城镇规模结构不平衡、市场化不足、协调发展不够六大问题。结合"十三五"规划纲要提出的"创新、协调、绿色、开放、共享"的新发展理念,文章认为"十三五"期间城镇化要实现健康发展,需要推动六大转型:(1)通过采取差别化落户政策和居住证制度并行的市民化二维路径,实现从以地为中心的城镇化转向以人为本的城镇化;(2)通过土地价格市场化、提升人力资本、避免重复投资和过度投资来提高土地、劳动、资本的使用效率,实现从低效利用要素的城镇化转向高效率和高质量的城镇化;(3)通过转变经济发展方式和提升城市管理水平,实现从"高耗能、高排放、高污染"的城镇化转向人口、资源、环境可持续发展的绿色城镇化;(4)通过依托城市群这一平台,实现从规模结构不合理、大中小城市不协调的城镇化转向城市群一体化高效发展、大中小城市协调发展、规模效应和集聚效应充分发挥的城镇化;(5)通过转变政府职能,发挥市场机制在资源配置中的决定性作用,实现从"政府主导"的城镇化转向"市场主导、政府引导"、民间资本作用充分发挥的城镇化;(6)通过推动信息化和工业化深度融合、工业化和城镇化良性互动、城镇化和农业现代化相互协调,实现从城镇化与工业化、信息化、农业现代化发展不协调、产城脱节转向"四化同步"、产城融合的发展方式。  相似文献

能源强度反映了能源的利用效率,并且可以体现出一个国家及地区的经济发展水平、产业结构和技术进步的综合作用。本文在1995-2009年各省份数据的基础上,利用面板VAR模型脉冲响应函数和面板协整模型分析中国区域能源强度与就业之间的动态作用及其长期均衡关系。结果显示,能源强度与就业之间存在着长期均衡关系;能源强度对就业总量和就业变动率有着负向的冲击,能源强度的降低可以有效拉动中国就业的提高。各个省份之间的能源强度对于中国就业的影响存在显著的差异;影响作用由西向东呈现出梯度递增的趋势。因此,建议通过扩大经济增长的规模降低能源强度,提高就业水平;东部地区应侧重于提高能源利用效率及发展第三产业来增加就业,而中西部地区可以适度降低能源的消费总量,并不会对就业产生较大的冲击;另外,在政策制定和实施过程中,需要注意政策的时滞效应,通过优化工业布局,加强区域间的合作,实现能源强度变动与就业增加的良性互动。  相似文献

This paper verifies the effects of urbanization on the original levels of environmental gamma radiation in an anomalous area. The fieldwork was done in the city of Guarapari, on the seacoast of the state of Espírito Santo, Brazil. This place was chosen because the whole region is naturally rich in monazite sand, which contains thorium and uranium. A similar study was also carried out in the 1960s. The measurements were done using an inorganic NaI scintillometer detector with Cu+Pb filters coupled to a scaler. The methodology of measurements used was similar to the one applied in the fieldwork carried out in the 1960s. In addition, a simulation was performed in the laboratory, to determine the attenuation of the materials used in the urbanization of the region. The results of this work clearly show that there was a reduction in the levels of external radiation in the streets and squares of Guarapari. It was concluded that the reduction was due to attenuation by the materials used in the urbanization.  相似文献

Land use and carbon emissions have long been a heated topic in China as well as developing countries. This paper contributes to the study of the related area as to investigate the causal relationship between the land urbanization quality and carbon emissions using panel data from 30 provinces in China over the period of 2004–2013. The empirical results show that: There exists bidirectional causality between land urbanization quality and carbon emissions across the country; land urbanization quality has negative effects on carbon emissions in all areas, with its effects largest in the Central region, followed by the Eastern, and the Western ranked at last; causal relationship exists in all regions, in addition to Eastern China; Central region has the highest potential of energy conservation. These findings provide new insights and valuable information for optimizing land use and urban development in China. In particular, to actively adjust the industrial structure, innovation in science and technology, and separate policy focus can contribute to energy conservation and urban land use.  相似文献

The continuous growth of world population and the intensification of urbanization process create a challenge to environment quality and sustainable development around the world. In this paper I tried to conduct a forecast analysis of near-future urbanization related population growth worldwide, based on recent demographic trends. Such an analysis can provide important insights into the prospects for changes in the size and composition of world population and in urbanization process. Optimal polynomial functions were used to fit historical trajectories of population dynamics, and the detailed forecasts of the population mainly over the period 2010–2030 were conducted and analyzed. If the past pattern continues, world total population would increase to 7.94–8.33 billion in 2030 and the annual growth is expected to continually decline in the forecast period. Global total population would stop increasing during the period 2050–2060 and would not exceed 9.5 billion in the future. The total population of Africa, Asia, Oceania, South America, North & Central America would separately increase to 1.35–1.41, 4.86–5.65, 0.04–0.05, 0.44–0.45, and 0.71–0.72 billion in 2030. Europe’s total population is forecast to decline to 0.64–0.67 billion in 2030. World’s rural population is expected to grow to the maximum during the period 2015–2020 and would greatly decline after that period. Global rural population would reach 3.12–3.41 billion in 2030. Rural population in Asia and Africa is estimated to increase and achieve the maximum around 2025 and decline thereafter. For other regions, the rural population would continually decline in the forecast period. Urban population in the world would continually grow and reach 4.72–5.00 billion in 2030, an increase of 48.6–57.8%. However the annual growth of urban population is expected to increase to the maximum (6.86 million/year) during the period 2020–2025 and then decline in the following years. Urban population is projected to continually grow in all regions excepting Europe. Europe’s urban population is expected to decline in the period 2010–2030. Urbanization process worldwide, represented by the ratio urban population versus total population (RUT) and the ratio rural population versus urban population, is expected to continue during the period 2010–2030. The RUT of the world is projected to reach 0.5 before 2010 and would continue to increase in the forecast period. Global RUT is estimated to reach 0.56 in 2030. However, the regional patterns of urbanization process would be diverse. Europe’s RUT is estimated to continually decline in the forecast period and reach 0.68 in 2030. The RUT for Africa and Caribbean would continually increase before 2030, while the RUTs for Asia and South America are estimated to achieve their maximums around 2025 and decline in the following years. Oceania and North & Central America would thoroughly realize urbanization (≈1) during the periods 2020–2025 and 2025–2030. The expansion of world population and urbanization will continually exert a stronger stress to environment quality and sustainable development in a near future. However we may expect this situation would start to change from mid-21st century after total population has achieved its maximum. 碳排放是一个受多因素综合影响的过程,受人类活动影响较大的建设用地亦是因素之一.本文通过分析中国1996 - 2007年建设用地与碳排放的变化,在扩展KAYA恒等式的基础上,基于LMDI分解法,探讨了12年间中国建设用地对碳排放增长的影响,以及不同省份间所存在的差异.结果表明:中国的碳排放以2001年为拐点,呈现稳中有降到快速增长的两阶段变化,空间上则呈现出东高西低格局,环渤海地区为全国碳排放高值地区.LMDI分解结果显示建设用地对碳排放增长存在正向影响,且省际间差异突出,影响较为显著的地区集中在东部、南部沿海地区,新疆和青海也较为明显,其他地区普遍较弱;导致上述差异的主要原因在于各省份经济发展、建设用地的正向作用和能源强度的负向作用之间存在贡献程度的强弱差异及抵消效应.从建设用地控制角度开展碳减排,不同地区将存在效率差异,对于能源强度的抑制作用相对饱和的省份可能有效.  相似文献

This study analyzed the impact of urbanization and the level of economic development on CO2 emissions using the STIRPAT model and provincial panel data for China. This study classified the 29 provinces of China into three groups (eastern, central, and western regions) and examined regional differences in the environmental impacts of urbanization and economic development levels. The results demonstrated that there was an inverted U-shaped relationship between urbanization and CO2 emissions in the central and western regions of China. However, we did not confirm the environmental Kuznets curve relationship between urbanization and CO2 emissions in eastern China, where CO2 emissions increase monotonically with urbanization. This study showed that the impacts of urbanization differ considerably. There was a U-shaped relationship between economic growth and CO2 emissions. However, the point of inflexion was very low, which indicates that economic growth will promote CO2 emissions in China. The share of the industry output value had a marginal incremental effect on CO2 emissions. There was a decreasing effect of population scale on CO2 emissions. Energy efficiency is the main factor that restrains CO2 emissions, and the effect was higher in regions with low energy efficiency.  相似文献

A statistical model of community participation and investment in biodiversity protection projects was developed in order to understand patterns in the effectiveness of conservation actions in forest-edge communities in Gansu, China. Extensive questionnaires were used to validate the model. The effectiveness of biodiversity programs is strongly and positively influenced by the level of public participation and investment. Higher education improves the use of resources associated with conservation, such as reduced hunting, reduced use of forest products, and the use of fuels other than wood. Nevertheless, it will be important to balance the implementation of conservation programs with the rights of communities to earn or gather a livelihood. The CBI model will benefit from further development, but proves to be a valuable tool for evaluating the design and effectiveness of biodiversity protection programs. 本文以2007-2014年民族八省区的相关社会经济统计数据为样本,基于柯布—道格拉斯的生产函数理论,将民族八省区的城镇化发展过程概括为各类资源要素投入进而得到相应产出的过程,运用数据包络分析方法,计算民族八省区城镇化发展质量的评价指数,进一步分析民族八省区城镇化发展质量水平。研究结果显示:民族八省区的城镇化发展质量评价指数区域间差异性显著,在时间序列上大部分省区呈现不同程度的下降趋势,云南、广西和贵州主要受资本和资源要素过度投入影响,近年来城镇化发展质量评价指数逐年下降;新疆和宁夏两省区主要受第二三产业从业人口外流影响,导致第二三产业地区生产总值增长缓慢,城镇化发展质量指数呈一定的下降趋势;通过优化路径分析,民族八省区城镇化发展的投入要素优化存在巨大空间。  相似文献
