The effect of Petaluma, California's growth control program on new house prices is examined by a comparative (quasi-experimental) design, using statistical controls. The difference in price increases between Petaluma and two comparison cities is calculated for houses of standard quality and for average actual houses in each city. It was found that prices of standard quality houses increased significantly more in Petaluma than in one of the comparison cities but not the other. A similar pattern was observed for actual houses. Reasons for the observed results and specific causes of the growth control effect are analyzed. 相似文献

Environmental controls on the landscape-scale biogeography of stream bacterial communities 总被引:3,自引:0,他引:3
We determined the biogeographical distributions of stream bacteria and the biogeochemical factors that best explained heterogeneity for 23 locations within the Hubbard Brook watershed, a 3000-ha forested watershed in New Hampshire, USA. Our goal was to assess the factor, or set of factors, responsible for generating the biogeographical patterns exhibited by microorganisms at the landscape scale. We used DNA fingerprinting to characterize bacteria inhabiting fine benthic organic matter (FBOM) because of their important influence on stream nutrient dynamics. Across the watershed, streams of similar pH had similar FBOM bacterial communities. Streamwater pH was the single variable most strongly correlated with the relative distance between communities (Spearman's p = 0.66, P < 0.001) although there were other contributing factors, including the quality of the fine benthic organic matter and the amount of dissolved organic carbon and nitrogen in the stream water (P < 0.05 for each). There was no evidence of an effect of geographic distance on bacterial community composition, suggesting that dispersal limitation has little influence on the observed biogeographical patterns in streams across this landscape. Cloning and sequencing of small-subunit rRNA genes confirmed the DNA fingerprinting results and revealed strong shifts among bacterial groups along the pH gradient. With an increase in streamwater pH, the abundance of acidobacteria in the FBOM bacterial community decreased (from 71% to 38%), and the abundance of proteobacteria increased (from 11% to 47%). Together these results suggest that microorganisms, like "macro"-organisms, do exhibit biogeographical patterns at the landscape scale and that these patterns may be predictable based on biogeochemical factors. 相似文献

Geomorphological changes can alter river hydrology and thus influence floodplain forest growth and regeneration. In this paper we quantify the effect of changes in channel elevation at the scale of four decades on hydrological conditions, overbank sediment deposits, water availability, and their impacts on common ash (Fraxinus excelsior) growth and recruitment in floodplain forests of the Ain River, France. Ash is a drought-sensitive species, and its regeneration is influenced by flood disturbance. We compared ash growth between 20 sample plots located in two contrasting geomorphological contexts using dendrochronological measurements: 11 along reaches degrading over the last 80 years and nine along stable or slightly aggrading reaches. In each context, half of the plots were located near the channel, and the remainder were within the floodplain. Ash regeneration was also quantified in each plot. This work showed that sites which undergo channel degradation are associated with less frequent overbank flows. Whereas there is no trend in either the climatic or stream flow timeseries over the last four decades, the growth patterns of ashes of these sites are significantly different as opposed to plots located in stable or aggraded reaches (bell shaped curve vs. constant increase in tree ring width). The variance through time due to climatic or stream flow control is masked by variance due to topographical changes. Currently plots located in degraded reaches show a lower ash growth (mean of 0.20 cm/yr vs. 0.34 cm/yr over the last decade) and less frequent ash seedling establishment. We have identified a hydrologic threshold for ash growth response when stand elevation values reach 1.5-2 m above the mean annual flow stage. Our results confirm that, at a many-decade timescale, changes in channel elevation must be considered in addition to other hydrological controls of hardwood species growth and recruitment. 相似文献

While some of these controversies are unavoidable, many are manufactured when people choose inappropriate methods for responding to problems. This paper explores five ways industry creates its own problems and how it can avoid doing so. They are: failure to provide adequate information to the public; relying on stereotypes in making decisions; ignoring a problem, hoping that it will disappear; assuming that technical solutions are sufficient to solve a problem; depending on archaic techniques for conducting business with the public. The advent of molecular techniques has improved our understanding of the microbial communities responsible for denitrification and is beginning to address their role in controlling denitrification processes. There is a large diversity of bacteria, archaea, and fungi capable of denitrification, and their community composition is structured by long-term environmental drivers. The range of temperature and moisture conditions, substrate availability, competition, and disturbances have long-lasting legacies on denitrifier community structure. These communities may differ in physiology, environmental tolerances to pH and O2, growth rate, and enzyme kinetics. Although factors such as O2, pH, C availability, and NO3- pools affect instantaneous rates, these drivers act through the biotic community. This review summarizes the results of molecular investigations of denitrifier communities in natural environments and provides a framework for developing future research for addressing connections between denitrifier community structure and function. 相似文献

Resource subsidies between habitats are common and create the potential for the propagation of environmental impacts across system boundaries. However, recent understanding of the potential for subsidy-mediated cross-system impact propagations is limited and primarily based on passive flows of nutrients and detritus or short-term effects. Here, we assess the effects of sustained alterations in aquatic insect emergence (active subsidy pathway), due to chronic stream pollution, for riparian spiders. The sustained reduction in aquatic insect densities at the polluted reaches resulted in a marked decline in web spider population density and a shift in spider community composition. Our results provide the first evidence that stream pollution can control populations and community structure of terrestrial predators via sustained alterations in aquatic subsidies, emphasizing the role of subtle trophic linkages in the transmission of environmental impacts across ecosystem boundaries. 相似文献

This paper investigates the impact of changes in environmental policy stringency on industry- and firm-level productivity growth in a panel of OECD countries. To test the strong version of the Porter Hypothesis (PH), we extend a neo-Schumpeterian productivity model to allow for effects of environmental policies. We use a new environmental policy stringency (EPS) index and let the effect of countries׳ environmental policies vary with the pollution intensity of the industry and with the countries’ and firms’ technological advancement. A tightening of environmental policy is associated with a short-term increase in industry-level productivity growth in the most technologically-advanced countries. This effect diminishes with the distance to the global productivity frontier, eventually becoming insignificant. For the average firm, no evidence of PH is found. However, the most productive firms see a temporary boost in productivity growth, while the less productive ones experience a productivity slowdown. 相似文献

The influence of environmental variables on the planktonic growth, pelagic larval duration and settlement magnitude was examined for the coral reef surgeonfish Acanthurus chirurgus. Newly settled fish were collected daily from patch reefs in the San Blas Archipelago, Caribbean Panama for 3.5 years. Environmental influences on growth were examined at three different life history stages: from 0 to 6 days, 7 to 25 days and from 26 to 50 days after hatching. Larval growth was correlated, using multiple regression techniques, with a combination of factors including solar radiation, rainfall, and along-shore winds. Depending on the life history stage, these accounted for 13–38% of the variation in growth rates when all the months were included in the analyses. Correlations between environmental variables and growth also varied among seasons and were stronger in the dry than in the wet season. During the dry season solar radiation, rainfall and along-shore winds described 57%, 86% and 74% of the variability in growth between 0 and 6 days, 7 and 25 days and 26 and 50 days, respectively. During the wet season rainfall, along-shore winds and temperature only described 38% of the variability in early growth and 27% of growth just before settlement. No significant model was found to describe growth 7–25 days after hatching during the wet season. Rainfall, solar radiation and along-shore winds were negatively correlated with growth up to 25 days after hatching but positively correlated as larvae approached settlement at a mean age of 52 days. Over 65% of the variability in pelagic larval duration was accounted for by a regression model that included solar radiation and along-shore winds. When data sets from wet and dry seasons were analysed separately, along-shore winds accounted for 67% of the change in larval duration in the dry season, and solar radiation accounted for 23% of the variation in larval duration in the wet season. Only 22% of the variability in settlement intensity could be described by solar radiation and temperature, when all months of the year were included in the analysis. Solar radiation and rainfall were included in a regression model that accounted for 40% of the variation in numbers of fish settling during the dry season. This study suggests that the levels of solar radiation, along-shore winds and rainfall during the early larval life can have important effects on the growth, larval duration and consequently, the settlement magnitude of marine fishes. The physico-chemical characteristics of paper mill industry effluent were measured and some were found to be above the permissible limits prescribed by Indian irrigation water standard. A study was conducted in pots to investigate the effects of different concentrations (10, 20, 30, 40, 50, 60, 70, 80 and 100%) of paper mill effluent on growth and production of rice, mustard and peafor three years. The study reveals that the paper mill effluent has deleterious effect on the growth of crop at higher concentrations. However, at lower concentration (viz. 10 to 40% in rice, 10 to 50% in mustard and 10 to 60% in pea) of effluent, beneficial impact on general welfare of the crops was noticed. Growth and development was increased with increasing the concentration of the effluent up to 30% in rice, 40% in mustard and 50% in pea. Investigation showed that the growth and production of rice, mustard and pea was found maximum at a concentration of 30, 40 and 50% effluent respectively. 相似文献

SUMMARY This paper focuses on efforts to promote environmental education and community mobilization around environmental issues in Hong Kong. It is primarily concerned with efforts directed at the broader community (i.e. the population as a whole) rather than with environmental education through formal school and college curricula. The paper draws on a recently completed study commissioned by the Environmental Campaign Committee, the principal source of financial support for such efforts undertaken by environmental NGOs, community groups and educational institutions in Hong Kong. The study examined how and to what effect the Committee had used its financial resources between 1994–1999. It also examined international experience with a view to recommending changes in the overall approach to environmental education and community mobilization initiatives and their funding in Hong Kong. The paper suggests that the existing approach to community-wide environmental education and its funding in Hong Kong have suffered from various weaknesses, most notably the absence of an integrated and goal-oriented strategy, an over-reliance on a ‘top-down’ campaign-based approach, a failure to establish explicit linkages with the concept of sustainable development and to ground initiatives at the local neighbourhood and community levels, and a preoccupation with the financial inputs provided to support this work at the expense of effective monitoring and auditing of project outputs and benefits. 相似文献

SUMMARY The causes for environmental breaches producing losses to the forest resources in the biosphere reserve Mariposa Monarca in Mexico have been investigated, mainly using methods of spatial analysis. It was demonstrated that the availability of forest resources themselves does not affect the frequency of breaches but does have consequences on the amount of resource loss per breach. Furthermore, a strong dependency on the traffic ways was demonstrated. The larger the distance to the traffic ways, the lower is the frequency of breaches. This behaviour could be described mathematically and led to the result that 38% of the breaches can be considered as caused by traffic ways. A weak dependency on the number of inhabitants could be found but no dependency on socioeconomic parameters. Taking into account the results of this analysis, a simple resource management model was developed, using a differential equation. It estimates the future development of natural resources. The model is implemented in a Geographic Information System. Sample calculations underline the importance of the supervising actions and show the possibilities of the model with respect to the measures that have to be taken to preserve natural resources in a supervised national park. 相似文献

Natural resources are important assets for sustainability of rural livelihoods and economic development. The objectives of the study were to assess linkage of environmental change to emerging water scarcity, livelihoods insecurity and decline in wildlife biodiversity and hydropower generation in the Great Ruaha ecosystem, and to discuss policy lessons for sustainable development. Literature survey, participatory assessments, collection of records from stakeholders, participatory observations and a questionnaire survey were used. Participatory assessment found that increasing water scarcity is associated with degradation of land, vegetation cover and change in rainfall intensity and duration. Rainfall change is supported by 83% of respondents and rainfall trends analysis. About 42% of variation in cereal production is described by the rainfall amount variability. Analysis of trends for per capita cereals production from district records showed a significant (p < 0.05) decline over the years. Changes in water flows in the Great Ruaha River have been evident since 1993, and have affected wildlife diversity in the Ruaha National Park and power generation from the Kidatu hydroelectric plant downstream. Human livelihood activities, exclusiveness, weak coordination and collaboration between sectors and institutions in policy formulation and implementation have played a role. The pro-poor policy formulation through integrated planning, strong coordination and collaboration is recommended for sustainable development. 相似文献

This paper examines how enforcement affects the structure and performance of emissions trading programs with price controls under uncertainty about firms' abatement costs. The analysis highlights how an enforcement strategy can cause abatement-cost risk to be transmitted to enforcement costs via the price of permits. When this occurs, accommodating the effect of abatement-cost risk with an optimal policy results in higher expected emissions and lower expected permit price than their second-best optimal values. However, it is possible to design an enforcement strategy that shields enforcement costs from abatement-cost risk by tying sanctions directly to permit prices. This enforcement strategy stabilizes enforcement effort, the optimal permit supply and price controls are independent of enforcement costs, and the policy produces the second-best optimal outcome. 相似文献

Following the observation of periodic high concentrations of zinc in estuarine waters used in the White Fish Authority's oyster hatchery at Conway, North Wales, two beaker trials were conducted to study the effect of zinc, over the range recorded, on the young stages of larvae of Crassostrea gigas. Zinc, added to sea water both as zinc sulphate and as a natural mine-adit water, was applied for a period of 5 days, after which larvae were maintained for a further 5 days in sea water alone. Increasing concentrations over the range 125 to 500 g/l Zn resulted in decreasing growth, and increasing incidence of abnormality and larval mortality. A second trial with zinc sulphate showed 50 g/l Zn to have little effect on larval development, a progressive decrease in growth at 100 and 150 g/l, and no growth at 200 g/l. It is suggested that the deleterious effect of short-term exposure to zinc may well have contributed to the intermittent failure of larvae and irregular productivity previously recorded at the hatchery. It is also possible that zinc contamination in estuaries may affect natural oyster breeding, and may have to be considered in the future siting of hatcheries for seed production. 相似文献
