With the annual increase in waste generation and heavy reliance on landfilling as disposal, method in Malaysia, it is just a matter of time before significant problems of space limitations, health, and environmental issues hit the nation severely. This paper attempts to develop an overview on solid, waste recycling in Malaysia at the most basic level of a community or nation which is the household, unit. Households are the main primary source of municipal solid waste in Malaysia, consisting of, recyclable materials at most 70% to 80% of the total waste composition as found placed in the, landfills. Overview on the existing household solid waste recycling policy and program status in, Malaysia is relevant in enhancing solid waste management measure from recycling perspective. Despite the high potential and opportunities for solid waste recycling, wastes are still simply being, dumped in an open area of ground without any attempt for recovery and recycling. Comparing to, recycling rates of neighboring countries, Malaysia is falling back at merely 5% which proves how, uncommon recycling practice is. The government is committed to significantly improve the national's, solid waste management services especially in waste minimization. Fortunately the emphasis on, recycling as a sustainable waste management strategy has taken a shift in paradigm as wastes, separation and recycling are part of the major changes in the current policy implementation. With, issues and challenges in recycling practice that were highlighted in this context especially from the, aspects of information availability and other loopholes within solid waste management policies and, related recycling program within the community, the question on whether the goals in 2020 can be, met remains unsure of but there is a possibility for a successful implementation of sustainable solid, waste management particularly in recycling.  相似文献

The ability for small islands to meet sustainability goals is exacerbated by the costs of transporting goods on, and then, wastes off the islands. At small scales, recycling can be prohibitive and complicated by labor costs; the need to profitably recycle and manage solid waste output from tourism is complicated by scale and available technologies. A multi-year study documents the amount of solid waste generated on Great Exuma (Exuma), The Commonwealth of The Bahamas since 2010 with one year of benchmarking, then limited recycling of food waste generation by an all-inclusive resort, Sandals Emerald Bay (SEB). For the island of Exuma, the rapid increase in the rate of accumulation of solid waste associated with a large destination resort has led to an increase in pests such as rats and flies, along with an increased occurrence of fires associated with unburied solid waste. Solid waste has accumulated faster than the island solid waste management can absorb. SEB kitchen and hotel operations contributes an estimated 36% of all solid waste generated on the island, about 1752 t1 out of a total of 4841 t generated on the island in 2013 (exclusive of vegetation waste). Based on 4 weeks of benchmarking, 48.5% of all the waste coming out of the SEB resort is compostable, organic waste, but waste composition varies widely over time. Exuma Waste Management (EWM) and Recycle Exuma (RE), both privately-held Bahamian businesses, worked for one year (2012–2013) with SEB resort to implement a benchmarking and pilot recycling project to meet Earth Check green resort certification requirements. This paper outlines the costs and resources required for food waste recycling and some barriers to implementing more effective solid waste management for the tourism industry on small islands.  相似文献

Higher economic growth in developing countries has caused higher amounts of wastes. Local government authorities in these countries usually fail to provide adequate services to dispose the increasing amounts of waste, resulting in threats for both the population and environment health. There is therefore an urgent need for recycling as a form of waste management in order to stop the devastating effects of solid waste in developing countries. Using a qualitative method of analysis, this study presents a model to measure and rank the sustainability of recycling programs in India and Tanzania. The model consists of six main constructs including “production, economic, governmental, social, technological, and international factors”. The results showed that India outperforms Tanzania in sustainable recycling programs: per capita waste generated per day in Delhi is higher than in Dar es Salaam; the government of India focuses more on developing recycling plans and techniques as compared to the government of Tanzania where the country is not actively involved in the recycling process; and the solid waste management planning in India is being performed better than Tanzania.  相似文献

Construction is a major contributor to the solid waste stream globally and various recycling strategies are being evaluated to recover valuable resources. As a novel strategy, remanufacturing waste reinforcing steel bar (rebar) pieces from concrete waste to produce nails was applied on an industrial scale to prove the technical feasibility, where a group of alternatives were developed based on commercially available industrial machinery. The calculated economic and environmental feasibility values are sufficiently high for industrial application, and the most appropriate remanufacturing technological alternative was identified. The sustainability equation was solved to find the social feasibility and overall remanufacturing sustainability index. Rebar waste remanufacturing has a high triple-bottom-line sustainability index of 0.885. Based on the proposed process, small remanufacturing companies can be developed, thereby aiding employment and human development by earning profit of 1904–8880 USD/day. The findings of this study are beneficial to decision makers in government and industry and are globally relevant because concrete waste is ubiquitous worldwide.  相似文献

Solid waste is of serious concern in developing countries because of its high rate of generation and the low‐end quality of its management. Inefficient handling of solid wastes may result in deterioration of environmental quality, but it can also result in loss of potential resources. This study reviews current solid waste generation and management in Nigeria and the need for an effective collection, recovery, and recycling policy. Our review is based on literature searches and personal field surveys. Observations showed that uncontrolled electronic waste (e‐waste), agricultural‐waste (agro‐waste), scrap metals, waste polymers, and waste from the transportation sector are prevalent in Nigeria. Recent collection rates were less than 50% of the total solid waste generated (i.e., approximately 40% was collected). With an effective collection system and appropriate policies, the abundance of solid waste in the country could present material recovery and recycling opportunities that would boost the economy and move Nigeria closer to sustainable resource management.  相似文献

The state of solid waste recycling by scavengers in Onitsha, a heavily commercial city in Anambra State, and some other urban areas such as Nsukka, Enugu, and Port Harcourt was analyzed. Data were obtained through interviews of scavengers who deal with recyclables. Although the activities of scavengers are sub-optimal, they can have a great impact on Nigerian economy with respect to resource conservation, creation of job opportunities, and reduction of the magnitude of waste disposal problems. A cost analysis is presented to compare the different forms of recycling utilized by municipal solid waste management. It is shown that a well-planned recycling program with recycling and composting would result in 18.6% savings in waste management costs and 57.7% in landfill avoidance costs. However, if the compost materials are not recycled, the corresponding savings in cost become 8.6% and 28.6%, respectively. The option with the lowest cost involves encouraging individual households to separate at the source their recyclables, which are bought by scavengers. This results in 78.0% savings in waste management cost and 79.5% landfill avoidance cost. A low-cost approach aimed at the integration of scavenging activities into conventional solid waste management is presented.  相似文献

In Mauritius, solid waste disposal has been a cause for concern since the 1980s. Currently, there is no segregation of waste and some 1200 tonnes of solid waste are generated daily by the 1.24 million inhabitants of the island. As processes such as recycling and composting are still in their infancy stage, most of the waste generated have to be disposed of at the sole landfill. The solid waste management practices of 1980s and early 1990s are no longer compatible with the changing composition and quantity of wastes now generated. As a result, there is an urgency to review the whole waste management system and come forward with sustainable solutions.This paper presents an overview of the disposal of non-hazardous solid waste in Mauritius and provides recommendations for improving the current disposal system.  相似文献

/ Surveys focusing on solid-waste-related issues, conducted over a period of several years, provided data from independent samples of residents of a Midwestern, USA, community. The collection of these data yielded useful information about the relationship between residents' recycling motives and their attitudes toward solid waste management in light of several changes in the solid waste infrastructure of the community over that time. The initial survey assessed baseline beliefs and attitudes, while later surveys were conducted after the implementation of a community educational program and a curbside recycling program. The findings indicated that for recyclers and nonrecyclers, different motives predicted endorsement of solid waste programs and policies. Although a similar percentage of recyclers and nonrecyclers were in support of various proposed programs and policies, concern for the environment was found to be positively related to nonrecyclers' support of proposed programs, particularly before these programs were implemented. Prior to program implementation, motives other than environmental altruism were found to be related to recyclers' support of the programs. Additional findings support the idea that educational programs and increased accessibility to recycling opportunities affect the relationship between people's attitudes toward solid waste management and their recycling motives.  相似文献

Solid waste recycling and recovery approach can be a sustainable and effective waste management system in many growing cities of the least developed countries. In the course of achieving proper solid waste management, a lot of efforts in these countries have, however, been focused more on collection and disposal and ignored waste recycling which can result into income generation, employment creation and reduction of the waste quantities that will finally require disposal in the existing municipal landfills or disposal sites. This paper reports the findings of a study on solid waste recycling in a selected semi-planned settlement in Dar es Salaam City, Tanzania. The objective of the study was to describe the existing solid waste management in the study area with a view to identifying the waste generation rates, types of the wastes and determine the amount of waste from the settlement that can be recycled for the purpose of income generation and reduction of the total amount of waste to be disposed of. Findings from this study revealed that waste generation rate in the study area was 0.36 kg per person per day, and that out of the 14 600 kg of recyclable waste generated per year, 8030 kg or 55% can be recycled and generate a per capita income of Tsh 834 000 for waste recyclists which is more than twice the official minimum annual wage (Tsh 360 000) in Tanzania at the time of the study. The study also revealed that effective waste recycling in the study area would result in the reduction of the total waste that need to be transported for final disposal by 11%.  相似文献

This study develops a modelling framework within which the effects of technology choice and policy on the sustainability of cities may be assessed. A life cycle accounting system for environmental impacts is combined with systems analysis, to represent the flows of resources into cities, the wastes and pollution generated and the technological choices available in an urban environment. The approach is demonstrated through a case study of the demand for paper and management of wastepaper. The case study questions the applicability for paper of the accepted 'hierarchy' of waste management techniques; incineration imposes lower environmental costs than recycling, and consequently lower total costs under some circumstances.  相似文献

In developing countries, the recycling of municipal solid waste (MSW) as an alternative to the traditional MSW management requires an economic sustainability valuation. From this perspective, the estimation of demand for recycling is crucial. In this paper, we study the case of recycling MSW in Santiago, Chile. We estimate the relation between the monthly amount of MSW separated voluntarily from apartments located in Santiago and the monthly price required to participate in a municipal recycling program. We consider the transference of the municipal cost savings to the owners of the apartments due to the amount of MSW separated for recycling, which is not collected and deposited in the current MSW system. For the estimation, we use concepts from environmental economics and psychology, analyzing the operation and municipal costs incurred by current MSW management and designing and applying a survey based on a contingent valuation method (CVM) approach. The results indicate that the percentage of MSW separated for recycling varies between a 27.98% and 33.18%, that only four MSW types are affected by a variation of the monthly price, and that a reduction of monthly collection trips in the current MSW system from 24 to 18 can be obtained. Additionally, we discuss a number of methodological aspects to be considered in a similar study of valuation of recycling in developing countries. Our conclusion is that Santiago has favorable conditions for the implementation of a recycling program as an alternative to the current MSW system.  相似文献

Recycling operations have become one of the primary strategies for waste management, worldwide. Especially, recycling operations are viewed as among the most effective techniques for reducing the amount of municipal solid waste disposed at landfill sites. Botswana's environmental policy on recycling stipulates, among others, that all waste management authorities should provide information on the classification and quantities of controlled waste targeted for recycling. This paper, therefore, examines the extent to which recycling operations in Botswana have either been conducted in compliance with or in violation of some major environmental requirements as enunciated on statutory guidelines. Compatibility between environmental policies on recycling and actual practice is evaluated focusing on two companies (Dumatau trading and Botswana Tissue) involved in recycling operation. Data from the two companies is complemented by one collected from the Gaborone landfill site. Finally, this study discusses on the role played by various stakeholders in policy formulation and implementation with particular emphasis being placed on a select number of non-governmental organisations (NGO).  相似文献

The paper describes the results of a municipal solid waste management planning based on an extensive utilization of material and substance flow analysis, combined with the results of specific life cycle assessment studies. The mass flow rates of wastes and their main chemical elements were quantified with a view to providing scientific support to the decision-making process and to ensure that the technical inputs to this process are transparent and rigorous. The role of each waste management option (recycling chains, biological and thermal treatments), as well as that of different levels of household source separation and collection (SSC), was quantitatively determined. The plant requirements were consequently evaluated, by assessing the benefits afforded by the application of high quality SSC, biological treatment of the wet organic fraction, and thermal treatment of unsorted residual waste. Landfill volumes and greenhouse gas emissions are minimized, toxic organic materials are mineralized, heavy metals are concentrated in a small fraction of the total former solid waste volume, and the accumulation of atmophilic metals in the air pollution control residues allows new recycling schemes to be designed for metals. The results also highlight that the sustainability of very high levels of SSC is reduced by the large quantities of sorting and recycling residues, amounts of toxic substances in the recycled products, as well as logistic and economic difficulties of obtaining very high interception levels. The combination of material and substance flow analysis with an environmental assessment method such as life cycle assessment appears an attractive tool-box for comparing alternative waste management technologies and scenarios, and then to support waste management decisions on both strategic and operating levels.  相似文献

This paper presents an examination of MSW generation and composition in China, providing an overview of the current state of MSW management, an analysis of existing problems in MSW collection, separation, recycling and disposal, and some suggestions for improving MSW systems in the future. In China, along with urbanization, population growth and industrialization, the quantity of municipal solid waste (MSW) generation has been increasing rapidly. The total MSW amount increased from 31.3 million tonnes in 1980 to 212 million tonnes in 2006, and the waste generation rate increased from 0.50 kg/capita/day in 1980 to 0.98 kg/capita/year in 2006. Currently, waste composition in China is dominated by a high organic and moisture content, since the concentration of kitchen waste in urban solid waste makes up the highest proportion (at approximately 60%) of the waste stream. The total amount of MSW collected and transported was 148 million tonnes in 2006, of which 91.4% was landfilled, 6.4% was incinerated and 2.2% was composted. The overall MSW treatment rate in China was approximately 62% in 2007. In 2007, there were 460 facilities, including 366 landfill sites, 17 composing plants, and 66 incineration plants. This paper also considers the challenges faced and opportunities for MSW management in China, and a number of recommendations are made aimed at improving the MSW management system.  相似文献

The role of informal recycling in poverty alleviation and solid waste management in cities in developing countries has been receiving increased attention. This study explores the integration of the informal recycling sector with the Harare City Council's solid waste management system, focusing on the Pomona dumpsite. The extent of this integration was compared with interventions proposed in InteRa, a new way of evaluating the integration of informal recyclers with the waste management systems of cities in developing countries. Our results suggest that the Harare City Council, which had the vision of transforming itself into a world‐class city, failed to fully integrate the informal recycling sector. We suggest to policymakers that complete integration of the informal sector will not necessarily prevent cities from achieving such visions. Rather, addressing the neglected interventions may help in achieving their visions.  相似文献

Sustainable development goals are achievable through the installation of Material Recovery Facilities (MRFs) in certain solid waste management systems, especially those in rapidly expanding multi-district urban areas. MRFs are a cost-effective alternative when curbside recycling does not demonstrate long-term success. Previous capacity planning uses mixed integer programming optimization for the urban center of the city of San Antonio, Texas to establish that a publicly owned material recovery facility is preferable to a privatized facility. As a companion study, this analysis demonstrates that a MRF alleviates economic, political, and social pressures facing solid waste management under uncertainty. It explores the impact of uncertainty in decision alternatives in an urban environmental system. From this unique angle, waste generation, incidence of recyclables in the waste stream, routing distances, recycling participation, and other planning components are taken as intervals to expand upon previous deterministic integer-programming models. The information incorporated into the optimization objectives includes economic impacts for recycling income and cost components in waste management. The constraint set consists of mass balance, capacity limitation, recycling limitation, scale economy, conditionality, and relevant screening restrictions. Due to the fragmented data set, a grey integer programming modeling approach quantifies the consequences of inexact information as it propagates through the final solutions in the optimization process. The grey algorithm screens optimal shipping patterns and an ideal MRF location and capacity. Two case settings compare MRF selection policies where optimal solutions exemplify the value of grey programming in the context of integrated solid waste management.  相似文献

Abstract

This paper examines the nature of the relationship between sustainable waste management behaviour between the ‘home’ and ‘work’ settings. A questionnaire survey of 566 employees of the Cornwall NHS (National Health Service) was used to examine the nature of the behaviour between the two settings and to understand the main factors influencing the behaviour. The results indicate that there is strong link in the behaviour of individuals between the two settings, with employees who practised recycling activities at home also being more likely to practise a similar behaviour at work. There was also some similarity in the level of sustainability of the behaviour between the two settings. These behaviours were strongly influenced by the underlying attitudes and beliefs of the staff towards the environment. The implications for policy-making to improve sustainable waste management behaviour amongst individuals in England and Wales are also discussed.  相似文献

Traditionally solid waste management has evolved as mainly the removal of municipal wastes by hauling them out of the city boundaries and dumping them ‘there’. This is in conformity with the ‘out of sight out of mind’ philosophy. However, with the ever increasing tonnage of refuse due to the expansion of urban centers, which implies increased collection, transportation and disposal costs, recycling is currently accepted as a sustainable approach to solid waste management. This paper reports on the findings of a study, conducted in the city of Dar es Salaam between the years 1993 and 1995, on the scavenging activities and recycling trends of some selected items in Dar es Salaam. Apart from the discussions on existing solid waste generation rates (2000 tonnes/day), composition (60% being organic/or vegetable matter) and their management in Dar es Salaam, the paper also presents data obtained through a survey of Vingunguti dump site and other waste collection centers. It was established that there are currently about 600 solid waste scavengers in Dar es Salaam, approximately 109 of whom operate at Vingunguti dump site and others at 14 different collection centers. Many of them opted for scavenging due to unemployment. The study findings indicate that their average monthly income exceeded the official minimum wage (at the time of study) enabling them to support their families. This demonstrates the potential of recycling to generate gainful employment with implied lower crime rates among the unemployed. Recycling activities in the city were observed to be not only a critical source of raw materials for small-scale industries, in the absence of which they would cease to operate, but also a widely accepted environmentally friendly technology for solid waste management. Out of 294 tonnes of studied waste materials (paper, metal, plastic, glass and textiles) only 4 tonnes are recovered and recycled. The remaining 290 tonnes/day of recyclable material are left to pollute the environment or are collected and transported for final disposal and, therefore, unnecessarily contribute to the shortening of the life span of the dump site. Finally, the paper gives some recommendations for improved recycling activity so as to make it an important means of reducing the overall volume of waste materials to be transported and deposited in the dump site and at the same time provide a potential opportunity for employment for unskilled workers.  相似文献

This paper examines the 1-year anthropogenic stocks and flows of silver as it progresses from extraction to final disposal on the European continent. The primary flows of silver include production, fabrication and manufacturing, use, and waste management. A substance flow analysis (SFA) was used to trace the flows and inventory data, and mass balance equations were used to determine the quantity of flows. The results reveal that Europe has a low level of silver mine production (1580 Mg Ag/year) and instead relies on silver imports and the recycling of scrap in production and fabrication. In the year 1997, Europe imported 1160 Mg Ag of ore concentrate and 2010 Mg Ag of refined silver, and recycled 2750 Mg Ag of new and old scrap. There is a net addition of 3320 Mg Ag/year into silver reservoirs at the use stage. This is the result of a greater amount of silver entering the system from manufacturing than is leaving the system into waste management. The waste flow with the highest content of silver is municipal solid waste, which contains 1180 Mg Ag/year. In total, 62% of all discarded silver is recycled and 38% is sent to landfills. The results of this study and other element and material flow analyses can help guide resource managers, environmental policy makers, and environmental scientists in their efforts to increase material recovery and recycling, address resource sustainability, and ameliorate environmental problems.  相似文献

对固体废物应进行全过程管理,固体废物鉴别是固体废物全过程管理的基础和关键,包括依据产生来源鉴别和过程鉴别两种方法,依据产生来源鉴别包括丧失原有利用价值的物质、在生产过程中产生的副产物、环境治理和污染控制过程中产生的物质、其他物质四类,在每一类中详细地列举了属于该产生来源的具体固体废物种类名称,便于理解和增强可操作性。过程鉴别包括在固体废物再生利用过程和处置过程中的固体废物鉴别两类,其中在再生利用过程的固体废物鉴别中明确指出了固体废物再生利用产物只有同时满足产品质量标准要求、国家污染控制标准要求以及有实际市场需求、固定用户等条件时,才不作为固体废物管理,在处置过程的固体废物鉴别中具体地列出了处置固体废物全过程中仍然作为固体废物管理的国际惯用处置方式。同时,给出了清晰的"原料—产品—固体废物—处置或产品"全过程中固体废物的产生节点和相应的固体废物类别图,为固体废物鉴别工作提供参考,使固体废物全过程管理有的放矢,有效防止固体废物对环境和人体健康造成的危害。  相似文献
