Recent catastrophic industrial accidents have left the public wary of most industrial facilities. Fearing illness and death from toxic releases, the public has opposed siting hazardous waste facilities in their locale. Associated with these concerns are fears of declining property values and a perceived reduction in the quality of life for a community. Recent political actions stemming from these fears have made siting these facilities an extremely unpopular and expensive process.

This paper presents a systematic, phased approach for performing a reliability and hazards analysis of a hazardous waste facility design. It also demonstrates how the results of a risk analysis can present an accurate "risk picture" of the facility for use in alleviating public fears. A typical analysis is outlined and methods that can be used to convey to the public the results of this type of risk analysis are explored.  相似文献

ABSTRACT

Owners of hazardous waste treatment, storage, and disposal facilities, and certain major air pollution sources, must conduct several separate ambient air dispersion modeling analyses before beginning construction of new facilities or modifying existing facilities. These analyses are critical components of the environmental permitting and facility certification processes and must be completed to the satisfaction of federal, state, and local regulatory authorities.

The U.S. Army has conducted air dispersion modeling for its proposed chemical agent disposal facilities to fulfill the following environmental regulatory and risk management requirements: (1) Resource Conservation and Recovery Act human health and ecological risk assessment analysis for the hazardous waste treatment and storage permit applications, (2) Quantitative Risk Assessment to support the site-specific risk management programs, and (3) Prevention of Significant Deterioration ambient air impact analysis for the air permit applications. The purpose of these air dispersion modeling studies is to show that the potential impacts on human health and the environment, due to operation of the chemical agent disposal facilities, are acceptable. This paper describes and compares the types of air dispersion models, modeling input data requirements, modeling algorithms, and approaches used to satisfy the three environmental regulatory and risk management requirements listed above. Although this paper discusses only one industry (i.e., chemical demilitarization), the information it contains could help those in other industries who need to communicate to the public the purpose and objectives of each modeling analysis. It may also be useful in integrating the results of each analysis into an overarching summary of compliance and potential risks.  相似文献

BACKGROUND: Triggered by the requirement of Water Framework Directive for a good ecological status for European river systems till 2015 and by still existing lacks in tools for cause identification of insufficient ecological status MODELKEY (http:// www.modelkey.org), an Integrated Project with 26 partners from 14 European countries, was started in 2005. MODELKEY is the acronym for 'Models for assessing and forecasting the impact of environmental key pollutants on freshwater and marine ecosystems and biodiversity'. The project is funded by the European Commission within the Sixth Framework Programme. OBJECTIVES: MODELKEY comprises a multidisciplinary approach aiming at developing interlinked tools for an enhanced understanding of cause-effect-relationships between insufficient ecological status and environmental pollution as causative factor and for the assessment and forecasting of the risks of key pollutants on fresh water and marine ecosystems at a river basin and adjacent marine environment scale. New modelling tools for risk assessment including generic exposure assessment models, mechanistic models of toxic effects in simplified food chains, integrated diagnostic effect models based on community patterns, predictive component effect models applying artificial neural networks and GIS-based analysis of integrated risk indexes will be developed and linked to a user-friendly decision support system for the prioritisation of risks, contamination sources and contaminated sites. APPROACH: Modelling will be closely interlinked with extensive laboratory and field investigations. Early warning strategies on the basis of sub-lethal effects in vitro and in vivo are provided and combined with fractionation and analytical tools for effect-directed analysis of key toxicants. Integrated assessment of exposure and effects on biofilms, invertebrate and fish communities linking chemical analysis in water, sediment and biota with in vitro, in vivo and community level effect analysis is designed to provide data and conceptual understanding for risk arising from key toxicants in aquatic ecosystems and will be used for verification of various modelling approaches. CONCLUSION AND PERSPECTIVE: The developed tools will be verified in case studies representing European key areas including Mediterranean, Western and Central European river basins. An end-user-directed decision support system will be provided for cost-effective tool selection and appropriate risk and site prioritisation.  相似文献

Wildlife conservation-related organisations increasingly employ new visual technologies in their science communication and public engagement efforts. Here, we examine the use of such technologies for wildlife conservation campaigns. We obtained empirical data from four UK-based organisations through semi-structured interviews and participant observation. Visual technologies were used to provide the knowledge and generate the emotional responses perceived by organisations as being necessary for motivating a sense of caring about wildlife. We term these two aspects ‘microscope’ and ‘spectacle’, metaphorical concepts denoting the duality through which these technologies speak to both the cognitive and the emotional. As conservation relies on public support, organisations have to be seen to deliver information that is not only sufficiently detailed and scientifically credible but also spectacular enough to capture public interest. Our investigation showed that balancing science and entertainment is a difficult undertaking for wildlife-related organisations as there are perceived risks of contriving experiences of nature and obscuring conservation aims.  相似文献

The focus of this paper and its companion (Part II) is to identify producer responsibility associated with the proposed Waste from Electrical and Electronic Equipment (WEEE) Directive and the need for greater information about the environmental attributes of electrical and electronic equipment to facilitate end-of-life management of discarded products. Recently, a wide-ranging debate has started within the IT industry centred on the best way to define the exact nature of the information that needs to be supplied to recyclers by producers in order to comply with the proposed European Commission Directive. Using IT and office equipment as an indicative example, semi-structured telephone interviews were conducted with representatives of the UK electronics end-of-life management industry about the environmental attributes that are needed for compliance with the draft Directive. The results of this research indicate there is specific information about equipment that is required on a regular basis, the most important of which is centred on hazardous substances and materials contained in whole units, parts and components of that equipment. The content of an eco-declaration for end-of-life management of IT and office equipment derived from quantitative and qualitative interview data is presented.  相似文献

The introduction into the Baltic Sea of hazardous substances that are persistent, bioaccumulate, and are toxic is an important environmental and human health problem. Multilateral efforts to address this problem have primarily been taken under the Helsinki Commission (HELCOM). This article examines past HELCOM efforts on hazardous substances, and discusses future challenges regarding their management. The article finds that past actions on hazardous substances have had a positive effect on improving Baltic environmental quality and reducing human health risks, although there are remaining issues and difficulties that need to be addressed. In particular, four related future challenges for HELCOM management of hazardous substances are identified and discussed: i) the need to engender further implementation and building public and private sector capacities; ii) the need to improve data availability, quality and comparability across the region and international fora; iii) the need to strengthen existing regulations and incorporate new issues; and iv) the need to effectively coordinate HELCOM activities with efforts on hazardous substances in other international fora.  相似文献

Incineration is often the preferred technology for disposing of hazardous waste and remediating Superfund sites. The effective implementation of this technology is frequently impeded by strong public opposition to hazardous waste incineration (HWI). One of the reasons cited for this opposition is the perception that the emission of organics pose an unreasonable threat to human health. While numerous risk assessments for these facilities have demonstrated that the risks from the inhalation of HWI emissions are very low, this has not totally allayed some of the concerns. In order to put organic emissions in perspective, the mass of these emissions from the incineration of hazardous waste on a national scale has been estimated using “reasonable worst-case” assumptions and compared to the 1990 Toxics Release Inventory (TRI) air releases. Comparisons were made for 15 carcinogenic organic compounds and 17 non-carcinogenic organic compounds. Ratios for all but one of these compound-specific HWI emissions to their corresponding TRI air releases ranged from 0.0003 to 0.678 percent. The total mass emissions (110.5 tons) of all 32 specific organics from HWIs was less than 0.03 percent of the corresponding 1990 TRI air releases (431,586 tons).  相似文献

Environmental epidemiology is the specialized aspect of public health science that studies human health risk from environmental hazards. It is rises largely upon a foundation of public health surveillance, and relies heavily upon analyses of data for small areas and sparse population groups. To a degree, environmental epidemiology is assigned the role of discerning very subtle human health impacts, or discerning early evidence of a tragic sequence. In that context, environmental epidemiology has a substantial public education and risk communication role. Environmental epidemiology will be greatly advanced as effective biological markers of exposure and precursor health effects are developed. At this point in time, statistical methods are in place to monitor population-level disease rates in high-risk populations for early risk identification and sentinel event recognition. Advances in geographic methods have provided a boon to the discipline by advantaging spatial studies. These advances in the discipline still need further refinement and pilot experiences. The inclusion of environmental epidemiological considerations with instances of proposed industrial expansion, hazardous waste management, and contamination remediation is heartily recommended.  相似文献

Background, Aims and Scope When joining the European Union on 1st May 2004, Estonia had to conform its legislation to the European Union legislation. In relation with that, also the treatment requirements on end-of-life vehicles proceeding from Directive 2000/53/EC of the European Parliament and of the Council of 18 September 2000 were established in Estonia for the first time. Since this area was not regulated with law beforehand, there was not any information available about it. The aim of the current survey was to ascertain the condition of scrap yards in mid 2004. In addition to that, also to identify the number of scrap yards operating in Estonia, to classify these by the number of dismantled vehicles and the potential environmental hazard, and to map the locations of car dismantling companies and evaluate their compliance with the valid requirements. Methods The companies that have been registered in the Commercial Registry under the activity code 503090-end-of-life vehicle dismantling were visited and visually reviewed. During the visits, the compliance of scrap yards with the existing requirements was evaluated and it was also attempted to identify how environmentally sound the dismantling technology of every scrap yard owner is. Results and Discussion Altogether, 63 scrap yards operated in Estonia by mid 2004. Twelve of them dismantled more than 100 vehicles, 13 of them 51-99 vehicles and 38 up to 50 vehicles a year. The total annual market capacity on dismantling of vehicles in Estonia is considered to be approx. 10,000 units. There are very few companies dealing only with car dismantling as the main business. Most scrap-yard owners also offer side services, e.g. haulage, car repair and maintenance. The dismantlers are interested in the selling of second-hand spare parts and scrap metal. Only one company out of 63 complied with all the requirements enacted by the relevant decision of the Estonian Minister of Environment. The rest of the scrap yards did not meet the requirements on the site on storage and treatment nor did they have the hazardous waste handling licence or the waste permit. Of the requirements established for the site for storage of end-of-life vehicles, 97% of the scrap yards were surrounded with a fence, 67% had a 24-hour guard, 45% had covered the areas with waterproof cover, but only 3% had an oil trap. Sites for treatment were in a somewhat better condition, these were mostly situated inside the buildings, where floors were covered with waterproof covers. Most of the dismantlers collected the waste oil and waste fluids into separate vessels, but there were a number of dismantlers who did not know of existence of polychlorinated biphenyls (PCB) in car air conditioning systems and the availability of mercury in sensors belonging in passenger safety systems. Proceeding from the general condition of the scrap yard, the rest of 62 scarp yards were distributed between two empirical parameters - 'rather environmentally hazardous' or 'rather not environmentally hazardous'. As a matter of fact, 17% of scrap yards turned out 'rather environmentally hazardous'. Conclusion Out of the scrap yards operating in Estonia, only one is compliant with the requirements set up by Directive 2000/53/EC. Another 62 appeared during the review to be sites of potential environmental pollution. In order to comply with environmental requirements and get the hazardous waste treatment license, the scrap yard owners have to invest into state-of-the-art dismantling and environment protection equipment. The main obstacle to reach the environmentally sound scrap-yard is the high investment cost and the black market for spare parts. Recommendation and Outlook As the correction of the market in end-of-life vehicle treatment started after the adoption of Directive 2000/53/EC, the environmental authorities have to look after the ongoing correction. It is because there is still a demand for cheap spare parts and it makes it attractive to dismantle the vehicles out of scrap-yards by licensees.  相似文献

The authors conducted a survey based on conjoint choice experiments in Milan, Italy, about mortality risk reductions delivered by hypothetical private behaviors and public programs, and used it to estimate the value of a prevented fatality (VPF) when the cause of death is cancer. Their estimate of the VPF is 4.2 million Euros. The VPF is about C1 million larger when the risk reduction is delivered by a public program, but further analyses reveal that it is so only when the respondent believes that public programs are effective at reducing this particular type of mortality risk This estimate of the VPF is higher than generic European Union-wide figures recommended by the European Commission Directorate-General for Environment (DG Environment) for environmental policy analyses, and is comparable to other VPFs that are appropriate for Italy, hazardous waste regulations, and enforcement-based cleanup programs. The authors use their VPF to compute the benefits of addressing leaking landfills, illegal disposal of hazardous wastes, and poor hazardous waste management practices in the provinces of Naples and Caserta in southern Italy. The authors also examine the importance of the discount rates, since the mortality benefits of remediation begin in 20 yr and are assumed to continue over 30 yr.  相似文献

Background, aim and scope  

Polluted sediments in rivers may be transported by the river to the sea, spread over river banks and tidal marshes or managed, i.e. actively dredged and disposed of on land. Once sedimented on tidal marshes, alluvial areas or control flood areas, the polluted sediments enter semi-terrestrial ecosystems or agro-ecosystems and may pose a risk. Disposal of polluted dredged sediments on land may also lead to certain risks. Up to a few years ago, contaminated dredged sediments were placed in confined disposal facilities. The European policy encourages sediment valorisation and this will be a technological challenge for the near future. Currently, contaminated dredged sediments are often not valorisable due to their high content of contaminants and their consequent hazardous properties. In addition, it is generally admitted that treatment and re-use of heavily contaminated dredged sediments is not a cost-effective alternative to confined disposal. For contaminated sediments and associated disposal facilities used in the past, a realistic, low cost, safe, ecologically sound and sustainable management option is required. In this context, phytoremediation is proposed in the literature as a management option. The aim of this paper is to review the current knowledge on management, (phyto)remediation and associated risks in the particular case of sediments contaminated with organic and inorganic pollutants.  相似文献

This paper presents the ongoing research at the Swiss Federal Institute of Technology (ETH), Zurich, related to the design and implementation of an IDSS (integrated decision support system) dedicated to integrated risk assessment and safety management with application to the transportation of hazardous substances. One of the goals is to construct advanced models to estimate (a) the optimal routing for transportation of hazardous substances and (b) optimise plans for emergency preparedness and management in case of potential (severe) accidents. As an output of this activity one aims at designing tools to represent risk to the public by using a GIS calculation platform, generically applicable to Switzerland. Though a database of some 700 chemicals is available, epichlorohydrin is the hazardous substance targeted in the first phase.  相似文献

The European Water Framework Directive puts strong emphasis on stakeholder and public participation in water management. Several practical questions regarding who should be involved, why, when, and how still remain unanswered. This paper investigates stakeholders' own experiences and views of increased public participation in water management. The article also explores the potential for increasing levels of participation by forming catchment committees with representation from stakeholder groups and through the use of various practical methods for participation. For both these aspects of participation, the views, expectations, and apprehensions of different stakeholder groups involved in nutrient loss management are investigated. Stakeholder opinions were collected by inviting representatives from five stakeholder groups within the R?nne? catchment in southern Sweden to a catchment dialog process.  相似文献

Selection of acceptable sites for industrial facilities, especially hazardous waste management facilities, can be made using a relatively new technique referred to as “fuzzy set analysis.” The methodology presented is applicable to multiple alternative decision making, when criteria are of unequal importance, and is based on the concept of establishing a subjective value for each alternative according to each criterion, and then raising the subjective value to a power commensurate with the relative importance of the criterion. This exponential weight is calculated on the basis of a preferential analysis of criteria comparisons. Apart from the ranking of the alternatives, fuzzy set analysis provides a quantitative representation of the community opinion of the order of importance of the criteria, regardless of the sites being considered. Based on the importance factors averaged from a cross section of the community, public concern could also be ranked.  相似文献

Under Title III of SARA, companies must provide information about chemicals that they manufacture, store, or process. Communities will use data about potential accidental releases to develop local emergency plans. Data about routine chemical releases will be made available to the public on a computer data base. Simply having such data available does not ensure consensus about reducing potential chemical risks. Laboratory and field research are summarized, indicating that people tend to edit small risks to zero as being too small to worry about, or to adjust them imperfectly from an anchor equal to the potential loss. These results suggest recommendations for communicating about the risks posed by accidental or routine releases of chemicals.  相似文献

In this paper, we review the European legislation on environment, health and safety in relation to the involvement of citizens. We follow its evolution from the 'right to be informed' to the 'right to participate'. A case study of participative research is presented, stressing the role of innovative and interactive information and communication technology (ICT). We report on the design of an information campaign for the management of risks in the area of Porto Marghera (Venice, Italy). The internet (world wide web, e-mail and other ICT) can be deployed to establish a communication space among administrators, technical experts and the community. The well-known drawing of the 'Escher's Hands' is used as a metaphor to show the concept of a reflexive engagement of all actors in a decision situation, fostering a dialogue among multiple perspectives and types of knowledge.  相似文献

Implications: Cost-benefit analysis that includes monetized nonmarket goods and services such as adverse health and premature mortality effects has become a standard tool in project appraisal and policy decision-making. The authors' estimates of the mortality benefits of cleaning up hazardous waste sites in a region of southern Italy are much larger than previous calculations that relied on the guidelines by DG Environment, raising concerns that using one VPF for all member countries of the European Union, and/or VPF figures estimated in a private risk reduction setting, might considerably underestimate the benefits of cleanup policies.  相似文献
