This study proposes a copula-based chance-constrained waste management planning (CCWMP) method. The method can effectively reflect the interactions between random parameters of the waste management planning systems, and thus can help analyze the influences of their interactions on the entire systems. In particular, a joint distribution function is established using preestimated marginal distributions of random variables and an optimal copula selected from widely used Gaussian, Student’s t, Clayton, Frank, Gumbel, and Ali-Mikhail-Haq copulas. Then a set of joint probabilistic constraints in the chance-constrained programming problems is converted into individual probabilistic constraints using the joint distribution function. Further, this method is applied to residential solid waste management in the city of Regina in Canada for demonstrating its applicability. Nine scenarios based on different joint and marginal probability levels are considered within a multiperiod and multizone context to effectively reflect dynamic, uncertain, and interactive characteristics of the solid waste management systems in the city. The results provide many decision alternatives under these scenarios, including cost-effective and environmentally friendly decision schemes. Moreover, the results indicate that even though the effect of the joint probability levels on the system costs is more significant than that of the marginal probability levels, the effect of marginal probability levels is notable, and there exists a trade-off between the total system cost and the constraint-violation risk. Therefore, the results obtained from the present study would be useful to support the city’s long-term solid waste management planning and formulate local policies and regulation concerning the city’s waste generation and management.Implications: The CCWMP method not only can solve chance-constrained problems with unknown probability distributions of random variables in the right-hand sides of constraints, but also can effectively reflect the interactions between the random parameters and thus help analyze the influences of their interactions on the entire systems. The results obtained through applying this method to the city of Regina in Canada can provide many decision alternatives under different joint probability levels and marginal probability levels, and would be useful to support the city’s long-term solid waste management planning.  相似文献

Preventing food wastage is a key element of sustainable resource management. But as food waste is still generated at high volumes, priority is placed on its proper management as a resource, maximising sustainability benefits. This study, by integrating a multi-criteria decision analysis with a sustainability assessment approach, develops a screening and decision support framework for comparing the sustainability performance of food waste management options. A structured process for selecting criteria based on the consideration of environmental, economic and social aspects related to region-specific food waste system planning, policy and management has been developed. Two food waste management options, namely the use of food waste disposal units, which grind food waste at the household’s kitchen sink and discharge it to the sewer, and the anaerobic co-digestion of separately collected food waste with sewage sludge, were selected for comparison due to their potential to create synergies between local authorities, waste and water companies, with local circumstances determining which of the two options to adopt. A simplified process used for assessing and comparing the two food waste management options in the Anglian region in the UK, indicated that there are benefits in using the framework as a screening tool for identifying which option may be the most sustainable. To support decision-making, a detailed analysis that incorporates stakeholders’ perspectives is required. An additional use of the framework can be in providing recommendations for optimising food waste management options in a specific region, maximising their sustainability performance.  相似文献

Abstract

Superfund sites frequently contain both heavy metals and organic hazardous waste. If not properly controlled, the metals may be changed to a more leachable form and may also be emitted to the atmosphere via the exhaust stack. This paper documents a batch kiln R&D test program to solve these metal-related problems. It was performed under the U.S. EPA’s SITE (Superfund Innovative Technology Evaluation) Emerging Technology Program. Allis Mineral Systems has developed the Thermal Encapsulation Process. Metals with limits set by EPA’s TCLP (Toxicity Characteristic Leaching Procedure) test and BIF (boiler and industrial furnace) stack emission regulations, such as cadmium, chromium, and lead, are the initial target of this process. This process, while unproven in these areas, may also apply to mixed waste (EPA hazardous waste/low-level radioactive wastes) and may also benefit commercial hazardous waste or Superfund thermal treatment systems. The results of the SITE tests were positive: strong, durable nodules were produced with excellent crush strength and improved resistance to leaching. Feed preparation, particularly control of moisture content, was found to be a key element in initiation of agglomeration. A good correlation was found between decreasing TCLP metals leachate levels and increasing crush strength.  相似文献

The presence of actinides in radioactive wastes is of major concern because of their potential for migration from the waste repositories and long-term contamination of the environment. Studies have been and are being made on inorganic processes affecting the migration of radionuclides from these repositories to the environment but it is becoming increasingly evident that microbial processes are of importance as well. Bacteria interact with uranium through different mechanisms including, biosorption at the cell surface, intracellular accumulation, precipitation, and redox transformations (oxidation/reduction). The present study is intended to give a brief overview of the key processes responsible for the interaction of actinides e.g. uranium with bacterial strains isolated from different extreme environments relevant to radioactive repositories. Fundamental understanding of the interaction of these bacteria with U will be useful for developing appropriate radioactive waste treatments, remediation and long-term management strategies as well as for predicting the microbial impacts on the performance of the radioactive waste repositories.  相似文献

In the rural area of the Tibetan Plateau (RATP), the characteristics of domestic waste, people’s environmental awareness, people’s willingness to pay and their influence factors were firstly studied by questionnaires, field samplings and laboratory tests. The results showed that, in the RATP, the generation of domestic waste was 85 g?d-1 per capita and it was mainly composed of plastics, inert waste, kitchen waste, glass and paper. The waste bulk density, moisture content, ash, combustible and low calorific value were 65 kg?m-3, 19.25%, 44.90%, 35.85% and 10,520 kJ?kg-1 respectively. These characteristics are influenced by income sources and geographical position to some extent. Classified collection should be promoted widely on the household and the village basis. Compost, fermentation, landfill, bioreactor landfill and semi-aerobic landfill have been approved as effective techniques to treat domestic waste, except incineration. The distance of 50–800 m between each collection facility and the disposal fee of around $0.8 per month per household are suggested. For suburbs or large population villages, it’s better to treat domestic waste by the centralized way. But for the remote rural areas, a decentralized way is proposed. Significantly, the educational and economic influence should be considered into an effective domestic waste management program.

Implications:?The current situatio n of the environment in the rural areas of the Tibetan Plateau (RATP) was surveyed. There, the generation of organics and moisture of domestic waste were low but ash, recyclables, and combustibles were high. People’s knowledge of domestic waste was absent but their participation in management was strong. Based on the current situation, compost, fermentation, and landfill were effective but incineration was inappropriate. Also, a localized mini landfill for a cluster of villages and or settlements was the best method there.  相似文献

Improvement of the current waste management is one of the main challenges for most municipalities in Croatia, mainly due to legal obligations set in different European Union (EU) directives regarding waste management, such as reduction of waste generation and landfilling, or increase of separately collected waste and recycling rates. This paper highlights the current waste management in the city of Zagreb by analyzing the waste generation, collection, and disposal scenario along with the regulatory and institutional framework. Since the present waste management system mainly depends upon landfilling, with the rate of separate waste collection and recycling far from being adequate, it is necessary to introduce a new system that will take into account the current situation in the city as well as the obligations imposed by the EU. Namely, in the coming years, the Waste Framework and Landfill Directives of the European Union will be a significant driver of change in waste management practices and governance of the city of Zagreb. At present, the yearly separate waste collection makes somewhat less than 5 kg per capita of various waste fractions, i.e., far below the average value for the (28) capital cities of the EU, which is 108 kg per capita. This is possible to achieve only by better and sustainable planning of future activities and facilities, taking into account of environmental, economic, and social aspects of waste management. This means that the city of Zagreb not only will have to invest in new infrastructure to meet the targets, but also will have to enhance public awareness in diverting this waste at the household level. The solution for the new waste management proposed in this paper will certainly be a way of implementing circular economy approach to current waste management practice in the city of Zagreb.

Implications: Municipal waste management in the developing countries in the EU (new eastern EU members) is often characterized by its limited utilization of recycling activities, inadequate management of nonindustrial hazardous waste, and inadequate landfill disposal. Many cities in Eastern Europe and Zagreb as well are facing serious problems in managing municipal wastes due to the existing solid waste management system that is found to be highly inefficient. The proposed scenario for city of Zagreb in the paper is an innovative upgrading of municipal waste management based on the waste management hierarchy and circular economy approach.  相似文献

Abstract

In this study, a dynamic inexact waste management (DIWM) model is developed for identifying optimal waste-flow-allocation and facility-capacity-expansion strategies under uncertainty and is based on an inexact scenario-based probabilistic programming (ISPP) approach. The DIWM model can handle uncertainties presented as interval values and probability distributions, and it can support assessing the risk of violating system constraints. Several violation levels for facility-capacity and waste-diversion constraints are examined. Solutions associated with different risks of constraint violation were generated. The modeling results are valuable for supporting the planning of the study city’s municipal solid waste (MSW) management practices, the long-term capacity expansion for waste management system, and the identification of desired policies regarding waste diversion. Sensitivity analyses are also undertaken to demonstrate that the violations of different constraints have varied effects on the planning of waste-flow allocation, facility expansion, and waste management cost.  相似文献

A case study on the source separation of municipal solid waste (MSW) was performed in Changsha, the capital city of Hunan Province, China. The objective of this study is to analyze the effects of different separation methods and compare their effects with citizens’ attitudes and inclination. An effect evaluation method based on accuracy rate and miscellany rate was proposed to study the performance of different separation methods. A large-scale questionnaire survey was conducted to determine citizens’ attitudes and inclination toward source separation. Survey result shows that the vast majority of respondents hold consciously positive attitudes toward participation in source separation. Moreover, the respondents ignore the operability of separation methods and would rather choose the complex separation method involving four or more subclassed categories. For the effects of separation methods, the site experiment result demonstrates that the relatively simple separation method involving two categories (food waste and other waste) achieves the best effect with the highest accuracy rate (83.1%) and the lowest miscellany rate (16.9%) among the proposed experimental alternatives. The outcome reflects the inconsistency between people’s environmental awareness and behavior. Such inconsistency and conflict may be attributed to the lack of environmental knowledge. Environmental education is assumed to be a fundamental solution to improve the effect of source separation of MSW in Changsha. Important management tips on source separation, including the reformation of the current pay-as-you-throw (PAYT) system, are presented in this work.

Implications: A case study on the source separation of municipal solid waste was performed in Changsha. An effect evaluation method based on accuracy rate and miscellany rate was proposed to study the performance of different separation methods. The site experiment result demonstrates that the two-category (food waste and other waste) method achieves the best effect. The inconsistency between people’s inclination and the effect of source separation exists. The proposed method can be expanded to other cities to determine the most effective separation method during planning stages or to evaluate the performance of running source separation systems.  相似文献

By-product synergy (BPS) is an innovative method to convert waste into valuable by-products effectively. Based on a three-echelon supply chain composed of an upstream manufacturer, a processing plant with limited processing capacity, and a downstream manufacturer, this study derives the production quantity and waste disposal decisions of the upstream and downstream manufacturers as well as the optimal transfer price decision of the processing plant. Moreover, we assess the environmental performance of BPS. Analytical results suggest that the upstream manufacturer’s production quantity and waste disposal decisions and the processing plant’s transfer price decision are threshold dependent on the processing plant’s capacity, whereas the downstream manufacturer’s production quantity decision is threshold dependent on the processing plant’s capacity and price of raw materials. BPS is beneficial for all members of the supply chain to increase profit. The production promotion and cost-saving effects ensure that the supply chain members maximize their profit. However, BPS does not always have a positive effect on the environment; when the processing plant’s capacity and price of raw materials are below the threshold, implementing BPS results in a win-win situation of economic and environmental benefits.

We assume that during flights the amount of waste that is produced is limited. However, daily, approximately 8000 commercial airplanes fly above Europe’s airspace while at the same time, more than 17,000 commercial flights exist in the entire world. Using primary data from airlines, which use the Larnaca’s International Airport (LIA) in Cyprus, we have tried to understand why wastes are produced during a typical flight such as food waste, paper, and plastics, as well as how passengers affect the production of those wastes. The compositional analysis took place on 27 flights of 4 different airlines which used LIA as final destination. The evaluation indicated that the passenger’s habits and ethics, and the policy of each airline produced different kinds of waste during the flights and especially food waste (FW). Furthermore, it was observed that the only waste management strategy that exists in place in the airport is the collection and the transportation of all those wastes from aircrafts and from the airport in the central unit for further treatment. Hence, this research indicated extremely difficulties to implement any specific waste minimization, or prevention practice or other sorting methods during the flights due to the limited time of the most flights (less than 3 h), the limited available space within the aircrafts, and the strictly safety roles that exist during the flights.  相似文献

Solid waste management (SWM) is a significant challenge for the Seychelles. Waste generation, fueled by economic development and tourism, increases steadily, while landfilling continues to be the main disposal path, thus exacerbating the island nation’s specific weaknesses. Due to the small scale of the Seychelles economy, there is little capital available to stimulate innovations in SWM and generate the knowledge for setting priorities and guiding SWM action. Students from ETH Zurich and UniSey conducted a transdisciplinary case study (tdCS) to fill this knowledge gap and gain insights into the obstacles and opportunities related to sustainable SWM. The tdCS approach allowed students to gain comprehensive and in-depth knowledge about the SWM system required to set priorities for action and next steps. The government should streamline the different financial frameworks according to a clear principle (e.g., polluter pays principle). Specific biogenic waste streams represent a potential source of energy and fertilizers. Expanding the scope and densifying the network of collection points could help raise recycling rates of other waste fractions. Diverting biogenic waste and recycling more glass, metals, paper, and plastics would also significantly reduce landfilling rates. Regardless of future amounts of waste ending up on landfills, the latter must be reengineered before the surrounding environment suffers major adverse impacts. All these actions imply a government-driven approach which integrates the views of stakeholders and consumers alike.  相似文献

This study aimed to investigate the effects on the environment of small clinics solid waste management by applying a life cycle analysis approach. Samples were collected from 371 private clinics situated in densely populated areas of Hyderabad, Pakistan. The solid waste from surveyed clinics was categorically quantified on daily basis for 30 consecutive days. The functional unit for waste was defined as 1 tonne. System limitations were defined as landfilling, incineration, composting, material recovery, and transportation of solid waste. The treatment and disposal methods were assessed according to their greenhouse gas emission rate. For the evaluation, three different scenarios were designed. The second scenario resulted in the highest emission value of 1491.78 kg CO2 eq/tonne of solid waste due to mixed waste incineration, whereas the first scenario could not offer any saving because of uncovered landfilling and 67.5% higher transport fuel consumption than the proposed network. The proposed third scenario was found to be a better solution for urban clinics solid waste management, as it resulted in savings of 951.38 kg CO2 eq/tonne of solid waste. This integrated design is practicable by resource-constrained economy. This system consists of composting, material recovery, and incineration of hazardous waste. The proposed system also includes a feasible transportation method for urban area collection networks. The findings of the present study can play a vital role in documenting evidence and for policymakers to plan the solid waste management of clinics, as previously no studies have been conducted on this particular case.

Implications: This study aims to highlight the impact of small clinics solid waste management scenarios on the environment in a developing country’s urban area. Life cycle analysis is used for comparison of greenhouse gase emission from different scenarios, including the purposed integrated method. Small clinics play a very important role in health care, and their waste management is a very serious issue; however, there are no previous studies on this particular case to the best knowledge of the authors. This study can be considered as forerunner effort to quantify the environmental footprint of small clinics solid waste in urban areas of a developing country.  相似文献

Recognizing the need for minimizing the generation of hazardous waste, the chemical industry is experiencing a surge in the initiation of programs for reducing such waste. With a new realization that the cost of handling waste may be many times higher than the value of the materials lost in it, the industry needs to examine a new end-point for optimizing its processes; one that includes the total cost of waste management as well as the conventional cost elements such as raw materials, power and the like. The authors discuss some of the problems that industry is encountering; then describe Du Pont’s approach to waste reduction in terms of administrative and technical activities. They emphasize that, in addition to meeting environmental needs, waste reduction often makes good sense solely from an economic point of view.  相似文献

This study was meant to determine environmental aspects of hospital waste management scenarios using a life cycle analysis approach. The survey for this study was conducted at the largest hospital in a major city of Pakistan. The hospital was thoroughly analyzed from November 2014 to January 2015 to quantify its wastes by category. The functional unit of the study was selected as 1 tonne of disposable solid hospital waste. System boundaries included transportation of hospital solid waste and its treatment and disposal by landfilling, incineration, composting, and material recycling methods. These methods were evaluated based on their greenhouse gas emissions. Landfilling and incineration turned out to be the worst final disposal alternatives, whereas composting and material recovery displayed savings in emissions. An integrated system (composting, incineration, and material recycling) was found as the best solution among the evaluated scenarios. This study can be used by policymakers for the formulation of an integrated hospital waste management plan.

Implications: This study deals with environmental aspects of hospital waste management scenarios. It is an increasing area of concern in many developing and resource-constrained countries of the world. The life cycle analysis (LCA) approach is a useful tool for estimation of greenhouse gas emissions from different waste management activities. There is a shortage of information in existing literature regarding LCA of hospital wastes. To the best knowledge of the authors this work is the first attempt at quantifying the environmental footprint of hospital waste in Pakistan.  相似文献

The development of a special (hazardous) waste management system is well under way in Alberta, Canada, and completion of an integrated treatment and disposal facility near Swan Hills is expected in 1988. The facility will handle both inorganic and organic waste streams in a physical/chemical treatment plant and high temperature incinerator. Treated liquid residues will be disposed of in a deep well, and treated solid residues in a secure landfill. The chosen treatment technology and the established hydrogeological conditions of the site ensure the maintenance of environmental quality. An intensive site selection and public participation program provided that only locations which were environmentally and socially suitable for this development were considered. Through awareness of the problems of waste and the solutions for its management, and full citizen involvement in the site selection process, the siting and public participation programs accomplished the difficult task of selecting a location for North America’s first fully integrated special waste treatment and disposal facility.  相似文献

Industrial activity is one of the main sources of ambient pollution in developed countries. However, research analyzing its effect on birth outcomes is inconclusive. We analyzed the association between proximity of mother’s municipality of residence to industries from 24 different activity groups and risk of very (VPTB) and moderate (MPTB) preterm birth, very (VLBW) and moderate (MLBW) low birth weight, and small for gestational age (SGA) in Spain, 2004–2008. An ecological study was defined, and a “near vs. far” analysis (3.5 km threshold) was carried out using Hierarchical Bayesian models implemented via Integrated Nested Laplace Approximation. VPTB risk was higher for mothers living near pharmaceutical companies. Proximity to galvanization and hazardous waste management industries increased the risk of MPTB. Risk of VLBW was higher for mothers residing near pharmaceutical and non-hazardous or animal waste management industries. For MLBW many associations were found, being notable the proximity to mining, biocides and animal waste management plants. The strongest association for SGA was found with proximity to management animal waste plants. These results highlight the importance of further research on the relationship between proximity to industrial sites and the occurrence of adverse birth outcomes especially for the case of pharmaceutical and animal waste management activities.  相似文献

The extractive nature of the petroleum industry sets it apart from other industries in many respects. The nature of this industry places it at somewhat of a disadvantage to other industries when attempts are made to foster waste minimization practices and programs. However, this is no excuse for the industry to not further vigorously pursue minimizing waste. This paper describes the petroleum industry and the products it makes along with their associated waste streams. The industry’s commitment to waste minimization is described with examples of specific minimization projects provided. Although the opportunities for minimization are limited, the economic incentives for reducing waste disposal costs, not to mention long term liability from improper disposal practices, has put the petroleum industry on the road to waste minimization.  相似文献

Limitations of the toxicity characteristic leaching procedure (TCLP) for simulating pollutant leaching from wastes disposed of in full-scale landfills are well understood in the waste management profession; the TCLP solution has a lower pH and greater organic acid content than typical landfill leachate. The TCLP serves its intended regulatory objective, however, as long as a conservative estimate of leaching is provided. Here, we examine TCLP’s ability to represent worst-case leaching conditions for monofilled municipal solid waste incineration (MSWI) ash. A critical examination of TCLP’s applicability to MSWI ash is especially relevant, as ash management at MSWI facilities often centers on passing TCLP, regardless of environmental risk posed by the ash or its recyclability. Multiple batch leaching tests were conducted on different MSWI ash streams: mixed ash, fly ash, and different size fractions of bottom ash. Batch-test results were compared with leachate simulating MSWI ash monofills. The TCLP did not consistently provide the most conservative estimate of leaching, supporting the need to consider alternative methodologies in future regulatory development.

Implications: This paper analyzes the existing hazardous waste regulatory testing requirement for municipal solid waste incinerator (MSWI) ash management to evaluate whether the TCLP serves its intended purpose in providing the most conservative estimate of landfilled MSWI ash. The results will serve as guidance and motivation for policy makers and the regulatory community to reevaluate the TCLP’s application for characterizing MSWI ash leaching in certain disposal scenarios and could promote consideration of alternative testing procedures based upon results of this study. This study serves to promote representative and accurate quantification of leaching risk from MSWI ash.  相似文献

Increasing amount of wastes is posing great difficulties for all countries across the world. The problem of waste management is more severe in developing countries such as India where the rates of economic growth and urbanization are increasing at a fast pace. The governments in these countries are often constrained by limited technical and financial capabilities, which prevent them from effectively addressing these problems. There is a limited participation from the private players too in terms of setting up of waste recycling units. The present study aims at identifying various barriers that challenge the establishment of these units, specific to India. Further, it attempts to identify the most influential barriers by utilizing multicriterion decision-making tools of interpretive structural modeling (ISM) and decision-making trail and evaluation laboratory (DEMATEL). The findings of the study suggest that the lack of funds, input material, and subsidy are the most influential barriers that are needed to be addressed for the development of waste recycling infrastructure in India.

Implications: This work has been carried out to address the problem of proper waste management in India. To deal with this problem, the method of waste recycling has been felt appropriate by the government of various countries, including India. Therefore, the barriers that play vital role in waste recycling for private players have been identified and their importance has been established with the help of ISM and DEMATEL methods. Doing so will assist the government to take appropriate steps for the betterment of waste recycling infrastructure in India and enhance waste management.  相似文献
