Over the past several years, the Environmental Protection Agency has attempted to institutionalize an approach to its activities that is characterized by an active attempt to separate risk assessment from risk management activities. This approach, while not new in concept, has only been evolving at EPA for about four years. The Office of Research and Development, or ORD, has organized its research planning activities around this risk assessment-risk management concept. In order for the approach to succeed, it is necessary to develop the data and methodology necessary to undertake risk assessments both in the area of human health and ecology, and to develop methods to reduce those risks. Accordingly, we have organized our research planning into four major areas: Human Health Risk, Environmental or Ecological Risk, Exposure Assessment, and Risk Reduction. What I would like to do is outline briefly the breadth and diversity of EPA’s research program and the Agency’s research needs.  相似文献

ABSTRACT

The purpose of this investigation is to evaluate the current status and identify the problems of municipal solid waste (MSW) management in China in order to determine appropriate remedial strategies. This is the first of two papers, discussing primarily the general characteristics of MSW and its management in China. The second paper focuses on specific remedial strategies. MSW generation in China has increased rapidly in the past 20 years from 31.3 million tons in 1980 to 113.0 million tons in 1998. The annual rate of increase is 3–10%. The average generation per capita is 1.0 kg/day (0.38 t/year). Nearly one-half of the waste generated is dumped in the suburbs, where the accumulated quantity has reached 6 billion tons, which has caused heavy environmental pollution. This paper provides information on MSW management in China, such as MSW generation and its physical, chemical, and biological properties. Low calorific value and high moisture content characterize China's municipal waste. Other issues related to MSW management in China are also discussed, including the factors that influence MSW generation quantity and quality, MSW collection, transfer and transport, treatment and disposal, material recovery, legislation, enforcement, and administration.  相似文献

The 1984 amendments by Congress to the Resource Conservation and Recovery Act (RCRA) resulted primarily from a sense of frustration with EPA's apparent lack of progress in addressing the myriad problems associated with hazardous waste management. The amendments were also a manifestation of Congress’ clear sense of purpose in wanting to steer a radically different course at much greater speed. Whether this bold experiment works remains to be seen. EPA appears to be committed to carrying out both the letter and spirit of the Hazardous and Solid Waste Amendments of 1984, but no one should underestimate the magnitude of the task.  相似文献

Systematic management for industrial waste in Japan has been carried out based on the Waste Disposal and Public Cleansing Law which was enacted in 1970. The law and its ordinances designate 19 kinds of waste materials discharged from business activities as industrial waste and prescribe the generator's responsibility, requirements for treatment contractors, standards for consignment, specific personnel, etc. from the view of proper management. And they also, prescribe disposal standards, structure, and maintenance standards for treatment facilities, including final disposal sites, from the view of proper treatment and disposal. The Standard for Verification provides criteria to categorize as hazardous or nonhazardous industrial waste which is subjected to treatment and disposal in conformity with each standard. The fundamental policies to cope with industrial waste focus on reduction of generation, promotion of recycling, establishment of a comprehensive information management system and participation of the public which can contribute well to prevent environmental pollution caused by inappropriate management of industrial waste.  相似文献

A brief, informal survey questionnaire was sent to 69 universities in the U.S. Forty-two schools responded. Of the 42 respondents, 30 offered one or more courses in hazardous waste management. The average number of courses offered was 1.76 at an average frequency of once per year. Approximately 400 students take the hazardous waste management courses each year. Only four schools provided explicit laboratory training in hazardous waste analysis/treatment. Sixty-nine percent of the respondents have a research program in hazardous waste management. Typical course outlines are presented. Equipment needs for a hazardous waste laboratory are suggested.  相似文献

The development of a special (hazardous) waste management system is well under way in Alberta, Canada, and completion of an integrated treatment and disposal facility near Swan Hills is expected in 1988. The facility will handle both inorganic and organic waste streams in a physical/chemical treatment plant and high temperature incinerator. Treated liquid residues will be disposed of in a deep well, and treated solid residues in a secure landfill. The chosen treatment technology and the established hydrogeological conditions of the site ensure the maintenance of environmental quality. An intensive site selection and public participation program provided that only locations which were environmentally and socially suitable for this development were considered. Through awareness of the problems of waste and the solutions for its management, and full citizen involvement in the site selection process, the siting and public participation programs accomplished the difficult task of selecting a location for North America’s first fully integrated special waste treatment and disposal facility.  相似文献

ABSTRACT

The purpose of this investigation is to evaluate the current status and to identify the problems of municipal solid waste (MSW) management in China to determine appropriate remedial strategies. This is the second of two papers proposed on this topic. Major problems or difficulties identified in MSW management in China include MSW land, air, and water pollution, commingled collection, poor administration, shortage of funds, lack of facilities, and problems of training and public awareness.

In order to solve these problems and to improve MSW management in China, remedial strategies in three areas are recommended: institutional reform, technology development, and legislation and administrative improvement. The primary principle involved in institutional reform is unifying legislative responsibilities into one body and developing a market mechanism for handling MSW. Composting, landfills, and incineration should be equally developed in accordance with China's needs. The feasibility of developing technology to handle MSW in China is discussed. Also recommended is the establishment of sound regulatory systems, including a service fee system, a source separation system, and a training program. China is presently undergoing economic and institutional reform at the national and local levels. Results of this study will provide useful information on MSW management in China.  相似文献

Source reduction and the waste management hierarchy have become the subject of considerable controversy. This paper describes the two extreme positions on source reduction and places them in context in the debate on how to better manage waste. It uses case studies to illustrate that the polar positions are ideological and that such simplistic views lead to inaction. It argues for compromise positions and emphasizes that improved hazardous substances management will come about not through further debate but through implementing solutions on a case-by-case basis. Some measures may prove appropriate only for certain plants and operations; other measures may apply across an entire industry.  相似文献

Abstract

A research site for atmospheric chemistry and air pollution measurements was established at Pinnacle State Park in Addison, NY, in 1995. This paper presents an overview of the site characteristics and measurement program, as well as monthly average concentrations for many of the trace gas and aerosol pollutants over the full measurement period. Monthly averaged ozone concentrations range from values as low as 15 parts per billion (ppb) during cold-season months, to values approaching 50 ppb during some spring and summer months. Sulfur dioxide (SO2), oxides of nitrogen (NOx), and reactive odd nitrogen (NOy) all show distinct seasonal variation, with summertime monthly averages as low as 1–3 ppb, and wintertime monthly averages from 6–12 ppb. The variation in carbon monoxide (CO) is much smaller, with minimums of approximately 150 ppb and maximums only rarely exceeding 250 ppb. Data for three hydrocarbon species propane, benzene, and isoprene—are presented. Propane and benzene show higher monthly averaged concentrations in the winter and lower values in the summer, with values ranging over a factor of 4–5. Isoprene, on the other hand has much higher values during the summer season, sometimes a factor of 10 or more greater than concentrations measured in the winter. Monthly averaged plots for fine particulate matter (PM2.5) beginning in 1999 show a robust summer maximum and winter minimum, and roughly a factor of two difference between the two. An empirical measure of ozone production using the correlation of hour-averaged ozone and NOy data illustrates relatively robust ozone production during some, but not all, summertime months over the time period. Also, an analysis of the frequency distribution of the hours of maximum ozone concentration shows a strong mid-afternoon peak, as expected, but also a prominent secondary maximum centered around midnight. The secondary peak is interpreted as ozone transported from ozone-producing areas to the west, including Buffalo, Cleveland, Pittsburgh, and the Ohio Valley. Finally, SO2 concentrations as a function of wind direction clearly indicate maximum impacts when the winds are out of the south (Pittsburgh and Philadelphia), with a secondary peak when the winds are from the north-northeast, consistent with the locations of major SO2 emission sources in the region.  相似文献

Initial failure to site a small hazardous waste transfer station focussed attention on the need for a siting approach to overcome community resistance to negotiating siting agreements. A community study program was structured utilizing key principles of community decision making to justify need, to allow for community value judgments of gains, losses and fairness, and to encourage community adaptation to change by providing community control and choice. By translating these principles into specific actions, community awareness and responsibility were fostered and resulted in a consensus to negotiate with transfer station proponents in over 70 percent of the fourteen participating communities. The successful communities represented the entire range of size, income, education levels, type and ownership of homes. Participants stated that the key factors that contributed to their success in reaching consensus were the recognition of need, choice of options and of management measures to minimize impacts, economic cost reduction, and the growth of community pride as a result of taking part in the decision process. These factors reflect the positive effect and the significance of applying the derived decision-making principles.  相似文献

Abstract

Although regionalization policies have been proven as good strategies for municipal solid waste (MSW) management in previous studies, the optimal allocation of the waste stream is significantly affected by several influential factors, thus further investigation of the impacts of these factors on regional MSW management strategies is necessary. This study demonstrated the impacts of waste-to-electricity transformation coefficient (WETC) of incinerators and the fluctuation of unit tipping fees on the regional MSW flow/allocation of the Taipei metropolitan area from practical and economic perspectives. Real-world data and linear programming were used to obtain the least-cost alternatives under different scenarios. Analytical results indicated some treatment facilities had geographic superiority and their priorities changed when actual WETCs of incinerators were considered. Treatment facilities located at weighted centers were identified. The allocation of MSW among incinerators and landfills is affected by fluctuation of unit tipping fees within a certain range. Treatment facilities sensitive to the changes in unit tipping fees were also identified. Regression equations were also established that can estimate the cost items of MSW management scenarios with different unit tipping fees. The results of this study are very useful for daily basis regulation of MSW administration.  相似文献
