The importance of shared decision processes in water management derives from the awareness of the inadequacy of traditional--i.e. engineering--approaches in dealing with complex and ill-structured problems. It is becoming increasingly obvious that traditional problem solving and decision support techniques, based on optimisation and factual knowledge, have to be combined with stakeholder based policy design and implementation. The aim of our research is the definition of an integrated decision support system for consensus achievement (IDSS-C) able to support a participative decision-making process in all its phases: problem definition and structuring, identification of the possible alternatives, formulation of participants' judgments, and consensus achievement. Furthermore, the IDSS-C aims at structuring, i.e. systematising the knowledge which has emerged during the participative process in order to make it comprehensible for the decision-makers and functional for the decision process. Problem structuring methods (PSM) and multi-group evaluation methods (MEM) have been integrated in the IDSS-C. PSM are used to support the stakeholders in providing their perspective of the problem and to elicit their interests and preferences, while MEM are used to define not only the degree of consensus for each alternative, highlighting those where the agreement is high, but also the consensus label for each alternative and the behaviour of individuals during the participative decision-making. The IDSS-C is applied experimentally to a decision process regarding the use of treated wastewater for agricultural irrigation in the Apulia Region (southern Italy).  相似文献

In many European countries, accommodating water has become the dominant paradigm in river management. In the Netherlands, extensive river restoration projects are being implemented, many of which draw serious opposition from the public. To investigate the causes of such opposition, a comprehensive study of public attitudes towards river restoration was conducted in three floodplains, both before and after river restoration. The study combined quantitative questionnaires (N = 562) with open interviews (N = 29). This paper describes how local residents perceive the effects of river restoration on landscape quality and how residents and protest groups use landscape quality in combination with other arguments to strategically frame river management policies. Results show that measurement of the perceived outcomes of nature restoration needs to be complemented by a more dynamic type of research, focusing on the social processes of the framing of restoration plans. Theoretically, the paper aims to contribute to the development of a rigorous research strategy to study framing processes in environmental management, using a mixed-methods approach.  相似文献

A decision support system (DSS) developed to assist the planner in decisions concerning the overall management of solid waste at a municipal scale is described. The DSS allows to plan the optimal number of landfills and treatment plants, and to determine the optimal quantities and the characteristics of the refuse that has to be sent to treatment plants, to landfills and to recycling. The application of the DSS is based on the solution of a constrained non-linear optimization problem. Various classes of constraints have been introduced in the problem formulation, taking into account the regulations about the minimum requirements for recycling, incineration process requirements, sanitary landfill conservation, and mass balance. The cost function to be minimized includes recycling, transportation and maintenance costs. The DSS has been tested on the municipality of Genova, Italy, and the results obtained are presented.  相似文献

In northern Vietnam uplands the successive policy reforms that accompanied agricultural decollectivisation triggered very rapid changes in land use in the 1990s. From a centralized system of natural resource management, a multitude of individual strategies emerged which contributed to new production interactions among farming households, changes in landscape structures, and conflicting strategies among local stakeholders. Within this context of agrarian transition, learning devices can help local communities to collectively design their own course of action towards sustainable natural resource management. This paper presents a collaborative approach combining a number of participatory methods and geovisualisation tools (e.g., spatially explicit multi-agent models and role-playing games) with the shared goal to analyse and represent the interactions between: (i) decision-making processes by individual farmers based on the resource profiles of their farms; (ii) the institutions which regulate resource access and usage; and (iii) the biophysical and socioeconomic environment. This methodological pathway is illustrated by a case study in Bac Kan Province where it successfully led to a communication platform on natural resource management. In a context of rapid socioeconomic changes, learning devices and geovisualisation tools helped embed the participatory approach within a process of community development. The combination of different tools, each with its own advantages and constraints, proved highly relevant for supporting collective natural resource management.  相似文献

Existing and projected water shortages and related factors have helped focus attention on the need for water reuse. With recent technological advances in wastewater treatment, it is now possible to produce reclaimed water of any quality. Thus, the use of reclaimed water will depend on the reuse opportunities and the cost of the required infrastructure. Historically, centralized wastewater treatment facilities have served the needs of organized societies since the mid 1800s. However, as there are limited options for expansion of most existing centralized facilities, the use of satellite and decentralized wastewater management systems offers significant advantages including being close both to the source of wastewater generation and to potential water reuse applications. The comparative advantages of satellite and decentralized wastewater management systems for a number of water reuse applications are presented and discussed in this paper. Selected case studies are presented to demonstrate the utility of satellite and decentralized wastewater management. Specific issues associated with the application of such systems in existing and in new developments are examined and discussed.  相似文献

Much of Sub‐Saharan Africa is burdened with water scarcity and poverty. Continentally, less than four percent of Africa's renewable water resources are withdrawn for agriculture and other uses. Investments in agricultural water management can contribute in several ways to achieving the Millennium Development Goals of eradicating extreme poverty and hunger and ensuring environmental sustainability. Increased yield and cropping area and shifts to higher valued crops could help boost the income of rural households, generate more employment, and lower consumer food prices. These investments can also stabilize output, income and employment, and have favourable impacts on education, nutrition and health, and social equity. Investments in agricultural water management can cut poverty by uplifting the entitlements and transforming the opportunity structure for the poor. The overall role of investments in agricultural water management in eradicating hunger and poverty is analyzed. This paper contributes to the present debate and efforts to identify strategies and interventions that can effectively contribute to poverty reduction in Africa. It provides an overview of population growth, malnutrition, income distribution and poverty for countries in three case study river basins — Limpopo, Nile, and Volta. With discussions on the contribution of agriculture to national income and employment generation, the paper explores the linkages among water resources investments, agricultural growth, employment, and poverty alleviation. It examines the potential for expansion in irrigation for vertical and horizontal growth in agricultural productivity, via gains in yield and cropping area to boost the agricultural output. Factors constraining such potential, in terms of scarcity and degradation of land and water resources, and poor governance and weak institutions, are also outlined. The paper argues that increased investments in land and water resources and related rural infrastructure are a key pathway to enhance agricultural productivity and to catalyze agricultural and economic growth for effective poverty alleviation.  相似文献

A multi-attribute analysis by means of the general multi-attribute analysis (GMAA) decision support system was performed in order to rank different strategies for good water quality with respect to trophic state, and good conditions for waterfowl, in the lagoon Ringkøbing Fjord, Denmark. The remedial strategies included nutrient abatement and the construction of facilities to increase the water exchange between the lagoon and the sea. The analysis showed that it is essential to keep the mean annual salinity level constant, since a drastic change in salinity may cause massive destruction of the macrophyte belt with large effects on the water quality and waterfowl abundance. It may be cost-effective to build and maintain a saltwater pumping station or a second sluice to increase the seawater inflow. Further nutrient abatement may not be cost-effective, at least not on time-scales shorter than 20 years, but the utility from nutrient abatement increases if a second sluice is built additionally. However, all of the remedial strategies, except decreasing the salinity, were projected to cause rather small changes in the effect variables compared to the no action alternative.  相似文献

ABSTRACT

Disaster management spans actions before, during, and after disaster events. Changes in the roles and functions of local governments before a disaster can influence other stages of disaster management. After a chemical spill in 2012, South Korean hazardous chemical management tasks were returned to the central government and local governments’ roles and functions were reduced. To identify associated issues and enhance the hazardous chemical management system, this study analyzed changes in laws and policies and conducted interviews with stakeholders. While the changes helped with centralization, reinforcement, and specification, some loopholes were discovered. The information and human resource capacities of local governments and intra – and intergovernmental relations issues have hindered their active participation before and during chemical disasters. These loopholes can be addressed through institutional enhancements for local governments, such as including them in monitoring hazardous chemical handling facilities, developing codes articulating the division of tasks among departments within them, and providing adequate incentives for them to increase their personnel. This study provides empirical data that informs ongoing debates about the centralization and devolution of disaster management by linking local governments’ ordinary management systems to their disaster management activities.  相似文献
