通过采用“霍夫曼系数”的分析方法,提出能源危机是国家在工业化过程中的必经阶段,并从资源经济理论角度认识我国经济增长对资源消耗的关系,剖析国际能源危机背景与经济格局的成因。中国目前和今后主要受制于国内资源不足,要应对能源危机,只有实现多元化的策略,才能保障能源的供应,实现我国经济社会和谐、稳定、可持续发展。因此,能源资源开发与利用策略的研究具有极其重要的现实意义。  相似文献

Faced with a crisis in the mid 1980s, farmers were encouraged by policy makers to diversify their activities in order to survive. Evidence has suggested that this response was not as widely adopted as anticipated. This paper argues that farmers may have adopted a different adjustment strategy whereby they sought to capitalize their assets which often brought them into play with the planning system. This paper explores the extent to which farmers appear to be adopting this strategy and the response of planners in two rural districts of South Shropshire and the Malvern Hills. Furthermore it goes on to suggest that if there is a desire to truly diversify the rural economy as opposed to merely farming, planners may have to adopt a mre relaxed approach to non residential development proposals from farmers.  相似文献

Summary Sustainable development is high on development analysts' agendas as people seek viable alternatives to current development concepts. These latter approaches have not satisfied people's livelihoods especially in developing countries. This paper suggests that the promotion of sustainable development must correctly identify the contexts within which it is to be pursued. It is essential to note that this is best done if people recognize that as a complex concept, sustainable development has several dimensions, including the resource base of a country/community/society; external factors impacting on it; internal factors at play within; population factors and political economic factors.For rural Africa, the context is one of small community and kinship based production groups largely dependent on their local environments for survival. It is essential to identify endogenous factors such as local knowledge bases, common property arrangements, other local social institutions and local environmental practices and to base sustainability strategies on these.There is growing awareness of the efficacy of these local indigenous systems but constraints to their promotion as a valuable resource are also significant. There is room for being hopeful that rural Africa might sustain itself if recognition of the correct contexts is sought.Mr Joseph Z.Z. The paper reports the findings of a small scale study comparing the personal travel patterns of households of similar type, living in a rural area and a small urban area of the Dublin city region. The study found that the rural area was less environmentally sustainable as a result of the extent of its dependency on the motor car, an inefficient and polluting transport mode. The study also provided evidence that the quality of life in the rural area was adversely affected by aspects of car dependency. There appeared to be a higher risk of traffic accident, rural dwellers used less healthy forms of transport, they suffered restricted mobility and, as a consequence enjoyed a less varied social life than their urban counterparts.  相似文献

This paper seeks to investigate the effect of economic complexity on environmental degradation in 20 selected African countries over the period 1991–2014. The Feasible Generalized Least Square (FGLS), and Driscoll-Kraay estimators (DK) are used to capture the objectives of the study. The results suggest that economic complexity and economic growth enhance environmental degradation. Also, natural resources rents and globalization improve environmental quality. Furthermore, the findings reject the U-shaped relationship between economic complexity and environmental degradation. In addition, the Dumitrescu-Hurlin panel causality test shows a bidirectional causal relation between economic complexity and environmental degradation. Taking into account the ecological deficit or ecological reserve status of country, it is shown that while the natural resource rents reduce environmental degradation in ecological reserve countries, they increase environmental degradation in ecological deficit countries. The results are robust when an alternative measure of economic complexity is used. Based on these findings, the paper suggests that the governments of African countries should take into account economic complexity when designing their environmental protection policies.  相似文献

Governments everywhere are recognising environmental sustainability as a major driver of technological and economic development—with innovative direction being found at the interface of our efforts to become more socially and environmentally sustainable. Rural communities, faced with the pressures of unprecedented change, have an opportunity to embrace the principles of sustainable development, to create a new future at the leading edge of global change—but they need help. They need both knowledge and skills to enable them to self-evaluate and strategically plan, and they need a highly motivated, creative, and coherent community to carry it through. Small Towns: Big Picture is a community development process designed to foster creative, energetic, and collaborative action by five small rural communities in central Victoria—focusing on the development of social, environmental, and economic sustainability indicators. The project bought together artists, researchers and local communities to produce a coherent and shared understanding of the sustainability issues and opportunities. This paper presents Small Towns: Big Picture, focusing specifically on the social dimension and the development of a Community Cohesion indicator through an arts-led community engagement process.  相似文献

The Miombo, the most extensive tropical woodland formation of Africa directly supports the livelihoods of over 100 million people through the provision of many tree products and ecosystem services essential to both the rural and urban communities. While the destruction of the Miombo has often been blamed on the rural communities dwelling near the forest resources, many urban dwellers depend heavily on the various products derived from the woodlands. This paper highlights the importance of the Miombo in the livelihoods of rural people, the potential threats to this ecosystem and opportunities for its sustainable management. About 70% of energy consumed in southern Africa is in the form of fuelwood or charcoal. The economic importance of the Miombo especially from non-timber forest products (NTFPs) is usually understated due to their perceived non-economic value yet they play an important role in sustaining livelihoods of forest dependent people in the miombo ecoregion. The Miombo also contributes to health services through the use of medicinal plant and products, in some cases, contributing up to 80% to rural health, including helping in coping with effects of HIV/AIDS, malaria and several diseases. The possibility of developing payment for environmental services schemes through public–private partnerships, and community-based sustainable management models are proposed. Through conservation and commercialization of some of the products and services, there is a potential to provide income and improve the livelihood of people involved in the trade along the value chain.  相似文献

ABSTRACT

The long-standing debate on environmental policy ‘leaders’ and ‘laggards’ lends itself to a new analysis following with the advent of the 2008 economic crisis. This paper, therefore, asks the question to what extent do European Union (EU) member states have the capacity and willingness to implement EU environmental policy amid austerity, budget cuts, and rising costs over the period 2008–2014. Building upon previous studies, 26 interviews with European, Greek and United Kingdom participants and records of environmental infringements, the paper provides a contemporary picture of the environmental policy ‘leader-laggard’ dynamic in Europe. The findings demonstrate that the impact of the economic crisis seems contestable and varies amongst member states, while the reduction in environmental infringements appears to have a link with the decrease in economic activity. Although environmental policy ‘leaders’ maintain patterns of strong implementation, the improved implementation performance of some ‘laggards’ reflects a shift in their implementation patterns amid a period of intense political and economic controversies.  相似文献

This paper reports findings of a qualitative study conducted in collaboration with Aboriginal people with disabilities and their carers residing in the rural and remote Kimberley region of Western Australia, specifically the impact of chronic food insecurity on their daily lives. Nutritious food is important to maintaining health, particularly for Aboriginal people with disabilities who are at the greatest risk of a range of chronic health conditions, illnesses and secondary disability. In the remote areas of the West Kimberley, the high cost of living, including food expenses and the generally low incomes of residents mean that food insecurity is common. A large portion of the population living in remote and rural areas of the Kimberley is Aboriginal, and chronic illness and disability are twice as likely among this group. Lack of access to nutritious food has a cyclical interaction with disability, resulting in secondary impairments and ill health, which leads to greater economic exclusion and further food insecurity. Participants in this research consistently reported that they coped with food insecurity by fishing and crabbing on their traditional lands, “in country”. This link between land sovereignty, food sovereignty and food security for Aboriginal Australians has echoes with global food sovereignty movements.  相似文献

ABSTRACT

The number of households migrating to agricultural villages has sharply increased in the Republic of Korea (South Korea) since the late 1990s when the Asian economic crisis developed. This study investigates the environmental behaviour and the socio-economic characteristics of urban-rural migrant farming households and provides insights into their significance for rural sustainability in South Korea. The study is based on survey data collected in 2016 from a sample of 166 migrant farming households and 46 native farming households from the Namwon region in South Korea. The migrant farming households are divided into 29 return and 137 non-return farming households. It was found that most non-return migrants are organic farmers, and can be characterised as anti-urban, amenity-pursuing, green, and lifestyle migrants. It is no wonder that they have a strong intent to make their new home an environmentally, socially and economically sustainable place for their children. Thus, appropriate policy measures need to be designed in such a way to facilitate the synergy between the repopulation of rural areas by farming migrants, their uptake of organic farming, their active engagement in community rebuilding, and regional economic development.  相似文献

Change has been the leitmotif of Mongolia in recent years as the country rides on the back of a mining boom, but enormous upheavals tear apart Mongolian economic, political and social fabrics. Yet, Mongolian imagination continues to be imbued with the idea of nomadic herders, the quintessential pasture and rangeland dwellers of the steppes. The conflicting visions raise the question: “How is the livelihood of Mongolia’s nomadic herders responding to the diverse changes ushered in by the post-socialist economic reforms?” This paper investigates this question in the context of the growing artisanal and small-scale mining, which is described as informal mining, and argues that the Mongolian nomads are continually (re)adjusting their livelihoods through informal mining to cope with the variety of transitions triggered off by processes put in place by state policies. It argues that the nomadic herders are not only responding to climate change or poverty, but are also stepping up to seek a share of the mineral resource wealth that the state is promising to the international investors. The aim of the paper is to offer an alternative interpretation of the commodity rush by erstwhile rural-based nomadic herders of Mongolia, and to link their involvement in informal mining with global debates of political economy.  相似文献

Environmental justice frameworks predominantly focus on exploration of socio-environmental inequalities faced by racial, ethnic, religious, cultural and low-income groups. This article aims to expand this mainstream focus of the environmental justice concept on these groups by conceptualising urban/rural division as a group difference, based on which rural communities face with socio-environmental burdens of environmental policies in relation to their urban counterparts. It is based on the analysis of Turkey’s small-scale hydroelectricity power plant (HPP) development policies, referring to the planning and constructions of approximately 1500 hydropower plants across the country, along with country’s modernist agenda, i.e. achievement of economic development, social progress and urban transformation of Turkey. These power plants are also strongly associated with numerous socio-economic, environmental and cultural impacts on local rural communities and local environments with dozens of local opposition movements, while favouring needs, interests and lifestyles of urban communities. This point deserves a systematic conceptualisation within the environmental justice frameworks as it helps to further explain deep causes of socio-environmental inequalities particularly in developing country contexts. Thus, this article is built on such a conceptualisation arguing the necessity to integrate urban/rural division as a separate group difference to environmental justice frameworks by examining modernisation and urbanisation nexus in Turkey’s small-scale HPP development process.  相似文献

Violent crime has plagued Nigerian society. It is in this context that some traders in the southeastern part of the country put together the Bakassi Boys—a security apparatus to parallel the Nigeria Police. The Bakassi attracted both praise and criticism. In this paper, I review the Bakassi phenomenon as a local initiative that tried to integrate elements of the traditional cosmology and ways of policing in response to the escalation of crime. The Bakassi being a child of crisis, there were flaws in their operation. By exploring the lessons that one can learn from the Bakassi experiment and outlining the challenges that it poses, one might hope to harness the lessons of a local initiative that failed in order to respond better to the socio-political issues that engineered its emergence.  相似文献

Electric utilities in many developing countries are faced with a panoply of major problems. Often operating at low reliability, in severe financial difficulty due to inadequate tariffs, and under pressure to expand the network to rural areas at the same time that they are under pressure to reduce capital outlays because of demands to reduce public-sector spending and concerns over the ability to service foreign debt. Traditional approaches to electric utility planning have become inadequate in this new financial climate. In this paper we explore the institutional, economic, manpower and financial dimensions of the present crisis, and examine their implications for national governments, donor agencies and international financial institutions. We emphasize the need for a more balanced approach to planning models, for improved procedures to deal with uncertainties and for a more imaginative approach to non-traditional solutions.  相似文献

Animal husbandry and labour migration are important livelihood strategies for a large proportion of the rural population in developing countries. Up to now, the two strategies have usually been studied by looking at either one or the other; their interlinkages have rarely been examined. Based on a case study in rural Kyrgyzstan, the aim of this paper is to explore the links between animal husbandry and labour migration. Results show that for most rural households, livestock is crucial yet not sufficient to make a living. Therefore, many people diversify their income sources by migrating to work elsewhere. This generates cash for daily expenses and the acquisition of new livestock, but also leads to an absence of workforce in households. Yet since remittances usually exceed the expenses for hiring additional workforce, most people consider migration profitable. From a socio‐economic point of view, migration and animal husbandry can thus be considered important complementary livelihood strategies for the rural Kyrgyz population, at least for the time being. In the long term, however, the failure of young migrants to return to rural places and their settlement in urban areas might also cause remittance dependency and lead to an increasing lack of qualified labour. From an environmental point of view, the investment of remittances into animal husbandry poses challenges to sustainable pasture management. Increasing livestock numbers in rural areas raise pressure on pasture resources. Since most people consider animal husbandry their main future prospect while continuing to use pastures in a fairly unsustainable way, this may further exacerbate the over‐utilization of pastures in future.  相似文献

The rapid growth of rural enterprises has transformed the Chinese countryside. Although rural industrialisation has resulted in increased financial well-being, it has also contributed to decreased environmental quality. While China has strong environmental protection laws, this paper will demonstrate that they are not being effectively implemented in a rural region in Zhejiang Province. This is due to a number of social, political, and economic barriers that prevent agencies from effectively enforcing environmental policies and regulatory mechanisms. This paper investigates the implementation of China's environmental policies through a case study in Yuhang County, Zhejiang Province. It demonstrates that the implementation of environmental impact assessment, discharge fees, and limited time treatment is limited by inadequate technology, low finances, limited human resources, poor public environmental awareness, faulty data, inferior agency reports, organizational conflict, relations based on guanxi, and low discharge fee prices.  相似文献

The agro-food domain in Europe is characterized by the appearance of recurrent unwanted surprises. These events, although causing obvious physical consequences, in essence depart from the expectations of the society. We argue that this unstable situation is best understood as an identity crisis of agriculture rather than as a contingent crisis of a specific economic sector. Thus the present agro-food crisis is in fact a crisis of identity. This is clearly reflected by the cohabitation within the agro-food policy domain of different, often contradictory, policy discourses, namely: free tradism, multifunctionality, and agroecology. All of them try to impose their particular visions. All of them struggle to issue the policy measures they conceive as appropriate.  相似文献

Water pollution from small rural industries is a serious problem throughout China. Over half of all river sections monitored for water quality are rated as being unsafe for human contact, and this pollution is estimated to cost several per cent of GDP. While China has some of the toughest environmental protection laws in the world, the implementation of these laws in rural areas is not effective. This paper explains the reasons for this implementation gap. It argues that the factors that have underpinned the economic success of rural industry are precisely the same factors that cause water pollution from rural industry to remain such a serious problem in China. This means that the control of rural water pollution is not simply a technical problem of designing a more appropriate governance system, or finding better policy instruments or more funding. Instead, solutions lie in changes in the model that underpins rural development in China.  相似文献

This paper argues that stakeholder capitalism is more appropriate to natural resource management and rural development in Africa than other varieties of capitalism. It examines different management arrangements in Kenyan Lake Victoria fisheries resources to argue that whilst stakeholder capitalism is still far from being the mainstream model of capitalism in Kenya, theoretically and empirically, it is more appropriate to sustainable development than the Anglo‐Saxon variety of capitalism that the country inherited from its British colonizers. The paper demonstrates that the concepts of ownership and management rights are social, economic and political constructs that are continuously contested, with huge implications for sustainable development and natural resource management.  相似文献

ABSTRACT

In 2014 an Australia public servant was killed in a confrontation over illegal land clearing. The perpetrator was a land holder with a history of non-compliance with environmental regulations and had been subject to a series of prosecutions. Political suggestions that the crime was somehow justified drew attention to the growing prevalence of law breaking linked to environmental law and policy in rural Australia. This paper investigated the social construction of both the crime and the community response through a qualitative media content analysis. Utilising the “Recipe for Criminalisation” framework developed by Amnesty International, the analysis identified a contest between media discourses of legitimacy in regards to the actions taken by the perpetrator, the public servant and ultimately, the regulatory framework itself. The analysis revealed that the link between media references to illegitimate legislation, excessive regulation, over-zealous compliance and strong social norms of rural independence and economic survival created a persuasive story of justified resistance to unwelcome environmental legislation in this case. Understanding how affected communities respond to instances of policy failure, civil and criminal law breaking and environmental compliance is a crucial factor in designing more legitimate and effective governance regimes. How media narratives are constructed, by whom and in whose interests remains an important analytic question for the study of resistance to environmental law and policy around the world.  相似文献
